The study aims to determine the problems of agricultural production in the Upper Euphrates region and the possibility of finding solutions to them by identifying the most important problems and ways to address them. The study relied on the two quantitative analytical methods for its ability to analyze geographical factors. km2) with a percentage of (23.2%) of the area of Anbar Governorate, and (7.4%) of the area of Iraq, and the area of arable and actually cultivated lands reached (232,060) dunums, and the area actually planted is (148,232) dunums, and a percentage of (63, 87%) of the total area of arable land. The study showed the impact of natural and human geographical factors on the spatial variance of agricultural production, as human factors had the greatest role in drawing the features of agricultural production, and determining its quality, evidenced by the weakness of state politicians in supporting production. The agricultural sector, especially after the occupation in 2003, represented by the weakness of agricultural credit and the weak role of cooperative societies, the lack of provision of modern agricultural technologies, the weak protection of the local product from external import, as well as the deterioration of the fertility of agricultural crops. It is due to poor water use, poor agricultural circulation system, and urban sprawl towards agricultural lands.

يعد الانتاج الحيواني الشق الثاني للنشاط الزراعي، لأي دولة كونه يشكل مردوداً اقتصادياً، بالإضافة الى انها تشكل غذاء اساسي للسكان، فضلاً عن توفر مادة اولية للصناعة وتمثل منطقة الدراسة الجزء الشمالي من محافظة الأنبار والغربي من العراق والبالغة مساحتها (32095 كم2) وبنسبة بلغت (23,2%) من مساحة محافظة الأنبار، و(7,4%) من مساحة العراق، وبلغت مساحة الأراضي الصالحة للزراعة والمزروعة فعلاً (232060) دونماً والمساحة المزروعة فعلاً (148232) دونماً وبنسبة بلغت (63,87%) من اجمالي مساحة الأراضي الصالحة للزراعة، لقد أظهرت الدراسة تأثير العوامل الجغرافية الطبيعية منها والبشرية في التباين المكاني للثروة الحيوانية، اما التوزيع الجغرافي للثروة الحيوانية فقد جاءت الاغنام بالمرتبة الاولى بواقع (181594) رئساً من اجمالي الماشية في الإقليم، وقد احتل الماعز المرتبة الثانية بواقع (55660) رئساً بينما جاءت الابقار بالمرتبة الثالثة بواقع (17466) رئساً، واحتلت الابل المرتبة الرابعة بواقع(1840)، اما الجاموس فقد جاء في المرتبة الاخيرة بواقع (438)، ومن ثم اعطاء صورة عن المشكلات التي تواجه الثروة الحيوانية والحلول المقترحة لتلك المشكلات ووضع السبل الكفيلة للنهوض بواقع الثروة الحيوانية.

This study aim to give clear image about the problems which Face agriculture of seeds and vegetables in study area and to find number of treatments in the future for these constrains . Also this study depends on analyzing and descriptive method and fielded lookups to limit these constrains . This study gets number of geographic problem some deals with nature side like climate circumstances and soil salting with weeds spreading and agricultural diseases . Another problems deals with manned – side like Urban creep and Backward irrigations with decreasing in production supplies and weakness of agricultural politics .This study shows difference between affection of seed and vegetables with manned and natural factors ,that manned factors effect more than natural factors on agricultural production because of the humans are the main reason with incidences, like soil salting as a result of wrong irrigation and decreasing of production with agricultural areas , because of urban creep on agricultural areas and weakness of agricultural planning .This study gets a number of suggestive solutions which leads to enlarge the agricultural areas with increasing of agricultural production and to achieve optimal independence for agricultural areas through following scientific methods and correct agricultural politics

High level thinking is considered as one of the most modern and abundant with knowledge resources in the field of cognitive psychology that cannot be dispensed in daily life. Through it, effective strategies can be implemented to face the renewed conditions of life, in order to achieve effective academic performance. The current research aimed to identify the level of high level thinking and academic affirmation among university students and it also aimed to identify the nature of the relationship between them. To achieve the aims of the research, the researchers developed two scales; the first one was designed to measure high level thinking, which consisted of (47) items with five-point alternatives which were distributed into three aspects; (analysis, synthesis, and evaluation), and the second scale was designed to measure academic affirmation which consisted of (58) items with five-point alternatives which were distributed into four aspects (self-confidence, social, academic, achievement). After ensuring the psychometric characteristics (validity and reliability) of the two scales, they were distributed to the main sample of the research consisting of (400) male and female students. The data were analyzed statistically using T-test for one and two samples, and the Pearson Correlation Coefficient. The results of the statistical analysis indicated that the university students have a good level of high level thinking (35.54) and academic affirmation (33.85). The results also indicated statistically significant differences in high level thinking according to the gender variable, in favor of males (2.36), and statistically significant differences in academic affirmation according to the gender variable in favor of males (3.83). In light of the findings of the current research, the research proposed a set of recommendations, including the participation of students in meaningful activities that would develop their knowledge structure and focus on aspects that improve their academic achievement.

Anbar province, which is located in the central part of western Iraq, is one of the areas where most of the agricultural production is available, especially the natural ones, such as the Euphrates River, lakes, good soil in the Euphrates River Basin and even the desert areas can be used to grow some crops suitable for their environmental conditions.This research is one of the studies directly related to the population, especially as it is related to its food. The problem lies in the lack of balance between agricultural production and consumption in Anbar province, which reflected on the standard of living and unequal agricultural varieties in achieving food security.The research aims to identify the constraints of the balance between the production and consumption of basic agricultural crops through the realistic data and the reasons that have shown these constraints, as well as to identify the most important treatments and proposals that lead to some acceptable data or at least reduce the gap between the two variables.

Through studying the reality of plant activity in the judiciary, the possibilities have an effective role in the agricultural sector and achieve agricultural development in a way that ensures the increase of production and improve its quality. This can be achieved by farmers using the modern methods in the agricultural process of advanced techniques in irrigation and the use of fertilizers, seeds, pesticides and mechanization. As well as the government departments concerned with agricultural initiatives of loans and advances from agricultural banks, which are intended to encourage farmers to continue the agricultural operation and not neglect the agricultural land as well as paved roads linking the Za judiciary to facilitate the transportation of agricultural products and the preservation of the damage to the advancement of the agricultural sector (plant(.

الخطبة هي مقدمة للزواج، ووسيلة تعرف كل من الزوجين على الآخر ليكون الزواج مبنيا على الموافقة والملائمة التي تضمن دوام المعاشرة الحسنة بين الزوجين، وإن الرجوع عن الخطبة أمر وارد, سواء كان هذا الرجوع من الخاطب أومن المخطوبة أو من وليها؛ لأن الخطبة ليست عقد زواج, وإنما هي وعد به؛ ولأنه ما لم يوجد عقد فلا إلزام ولا التزام، ولكن هذا الرجوع يكره إن لم يكن لغرض صحيح شرعي كما لو تبين للمخطوبة أو وليها في الخاطب ما يدعو لرد خطبته, والرجوع إلى الموافقة عليها, أو رأى الخاطب في مخطوبته ما يدعو إلى الرجوع عن خطبته, على أن يكون ذلك الرجوع من الطرفين لسبب سائغ شرعا، ويطلب أدبيا ألا ينقض أحدهما وعده إلا للضرورة أو حاجة شديدة، مراعاة لحرمة البيوت وكرامة الفتاة، وقرر القانون العراقي أن الخطبة ليست عقدا، يجوز الرجوع في أي وقت، ودون إبداء أية مبررات، لأن الخطبة ليست سوى عمل مادي لا يترتب عليها أي أثر قانوني، والادعاء بالضرر المعنوي الذي يسببه الرجوع عن الخطبة وبالضرر المعنوي المتمثل بألم الطرف الآخر من هذا الرجوع لا تعويض فيه عند أكثر الفقهاء؛ ثم إن فتح باب المطالبة بالتعويض بسبب الرجوع عن الخطبة يفتح باب المنازعات, وربما الاتهامات والفضائح التي يكون ضررها أفحش من الضرر المادي المدعى به، وإذا اقترن بالرجوع عن الخطبة أفعال أخرى ألحقت ضرراً بأحد الخطيبين، جاز الحكم بالتعويض على أساس المسؤولية التقصيرية، أي: الخطأ الذي سبب ضرراً بالغير، وفي المقابل فإن القول بعدم التعويض عن الضرر الأدبي يفتح الباب على مصراعيه للمعتدين على أعراض الناس وسمعتهم، وفي هذا من المفسدة الخاصة والعامة ما يجعل من الواجب معالجته، ومن طرق الحماية والمعالجة للموضوع تقرير التعويض المناسب عن طريق القضاء.
