The goal of this study was to test the impact of operations management practices (Project Design, Project Location, Supply Chain Management, Inventory Management, Quality Management, Maintenance Management) on the performance of construction projects carried out by the Association of Investors in Housing Sector in Jordan in term of (cost, quality, and time) The descriptive analytical approach and questionnaire methodology were used to gather information. The population of the study consisted of (3600) investors in housing sector during the year 2017. The random sampling technique was used to determine sample size which included 346 investers. Questionnaires were distributed, of which (285) questionnaires were returned, valid for analysis, at a rate of 82% of the total sample size, which were analyzed by using a set of statistical methods such as linear and multiple regression, and other methods that are part of the Social Science Statistical Package. The study showed positive effect of the independent variable (operations management practices) on dependent variable (performance of the construction projects) represented by (cost, quality, and time) and this effect could be ranked in descending order as follows: quality, time, and cost. The study showed also that the dimensions of the independent variable (Operations management practices) in its positive effect on the dependent variable (performance of construction projects) could be ranked in descending order as follows: Quality Management, Supply Chain Management, Maintenance ManagementInventory Management Project Design, Project Location. The study recommended the Association of investors in housing sector in Jordan toclear the positive effect of Operations management practices on project efficiency by indicating its positive impact on cost, time, and quality of projects and to urge them to improve the application of Operations management practices in their projects. It recommended also conducting similar studies on other sectors, such as industrial and services sectors, to show their effects on them and compare results between different sectors to reach common points between them. Egypt's construction sector faces enormous challenges related to the construction phase, the most important of which is a considerable waste of effort, time, and money that may result in increasing the risk of losing projects. Indeed, eliminating such a waste will certainly improve the project performance, thereby enhancing the value of the project stakeholders. The researcher assumes that adopting lean construction (LC) approach is necessary to reduce waste, improve performance, and enhance the performance of the Egyptian construction sector at large. The research relies on a simplified methodology that has several positive outcomes: (1) saving time and cost; (2) boosting quality and safety; and (3) improving management process control, resource management, and relationships between project team members. Therefore, the main objective of the current paper is to examine and analyse the ability of wasteless construction principles to reduce waste in the construction process through an applied case study of a large construction project in Egypt. The study employs lean construction (LC) methodology and utilizes its technologies and tools to reduce waste in construction, particularly at the finishing stage, measuring their effectiveness in achieving the desired goals. The study assumes to have two major contributions: (i) determining the main causes of waste in the Egyptian construction industry; and (ii) applying LC methodology to prevent and eliminate the causes of waste inherent in the construction process. In construction projects,reduce the cost while keeping the level of quality is an important matter, which defined as Value Engineering(VE). The main concern of VE is to search for the most effective type of works in construction projects to save project direct cost by maximizing or keeping target quality for the studied project. It is a difficult challenge to keep a balance between maximizing project quality with corresponding its minimum cost and duration at the same time. When the value-engineering process is used, each factor affecting the cost is taken into consideration all detailed studies as a specific unified factor to determine its suitable alternatives. This Paper investigates ordering the types of works in terms of effectiveness in the cost saving using the value engineering process for construction projects in Saudi Arabia. A questionnaire has been used to obtain results of only valid samples from all 205 responses, which analyzed and discussed. This study concerned with types of works in a correlation with the four main engineering categories; construction, mechanical, electrical and finishing work. The results indicate the difference effect of using value engineering between these major categories of construction engineering works. Finally, the importance score index applied to appraise the influence of the tested types of works when applying VE process on the project cost.This paper also serves as a resource and guide for construction managers, contractors, and more efficient management in the construction of Saudi projects in order to achieve a sustainable level of cost and quality.

States and communities stabilize when they have strength and invulnerability. Thus, all their surroundings and external influences deal with them based on two indicators: strength and invulnerability. The first part of this report was published in the previous issue of the journal (98). It focuses on spontaneous autoimmunity that moves as soon as the threat emerges and how all components of the state or group harmonize in a situation without preparation or mobilization, indicating that political immunity engineering is an integral part of societal immunity in all its forms. This issue of journal 99 includes the second part of the report, which is mainly concerned with "political poisoning" and "media disinformation" techniques. The analysis parked at suggested plans and programs to ensure political, intellectual, and societal immunity. The report indicates that the process of "political poisoning" represents a stage of the battle with the opponent or a prelude to an upcoming social and civilizational struggle. It aims to change values or dismantle specific values gradually, indirectly, by transferring them to intellectual and cultural elites and selected groups in the first stage (intrusive thoughts). Then, these elites and groups are left in a second stage to transmit those ideas to the masses using various propaganda and media tools. The report emphasizes that our Arab countries are currently living through the stage of "media poisoning." This stage represents a career reversal in the performance of modern media that employ the achievements of the information revolution and high-speed and widespread communication technology to achieve counter goals. The report concludes that one of the most dangerous afflictions of nations and groups is the phenomenon of kidnapping minds and concerns of their elites somehow. Such influence has a significant impact on the nation's loss of its intellectual and political security and the destruction of its immune system. Moreover, these elites are encouraged to support such programs in the different stages of "political poisoning" and media misinformation. Therefore, there is necessary to design programs to prevent such outsider programs from prevailing. Such internal programs would hinder and contain devastating repercussions on our countries and societies. The report recommends activating the idea of the institutions that support society's projects in building elites with diverse specializations and contribute to building and framing it with frameworks of righteousness and reform; thus, ensuring the preservation of elites and their institutional structures from targeting and kidnapping. It also recommends applying strategies related to rooting individual and societal awareness and reconsidering the importance of reading and scientific research as the primary focus for building an enlightened personality and rethinking the education system in the Arab world that stimulates intellectual stimulation processes such as extrapolation and analysis. Project scheduling provides a good insight for the manager to complete the project on time. Project scheduling gives complete timing analysis of activities involved and identifies the critical ones. Critical Path Method (CPM) is the most widely used in planning and scheduling method for traditional (non-repetitive) projects to determine the critical path which determines the minimum completion time of a project.Some construction projects consist of several similar or identical units, which are called repetitive projects. LOB technique has some drawbacks such inability to generate a clear critical path of the project schedule and calculating the total float because it is a graphical technique. LOB used for scheduling repetitive typical projects because this technique considered work continuity and resource availability constraints to avoid unnecessary crew idle time.Some of the previous studies have been made to combine the benefits of CPM and LOB techniques in planning and scheduling repetitive construction projects, so, there is a model that was developed for this objective (schedule repetitive projects in an easy non-graphical manner). But, in real life, more conditions contributed to varying activity duration. Thus, the duration of project activities contains some sort of uncertainty affecting the estimating of project duration. Previous studies used fuzzy set theory instead of probability theory for quantifying the uncertainty associated with the duration of project activities.In this paper, a developed integrated model of CPM and LOB with fuzzy time data for scheduling repetitive projects is presented. The developed model provides a new technique to schedule repetitive projects with fuzzy time data in an easy non-graphical manner.

The construction industry in Yemen faces a number of obstacles, most notably mismanagement. Therefore, this study aimed at evaluating performance in supervising the implementation of internationally funded construction projects to identify shortcomings in the performance of local consulting agencies, as this is considered the first step in order to improve the level of performance in project management also developing infrastructure and the prosperity of the construction industry in Yemen. The descriptive analytical approach was used through a comprehensive review of the literature, followed by a field study using a questionnaire designed for distributed to the relevant Yemeni advisory bodies. The study concluded that the level of performance of the consultants in general is average, the cost management processes are considered the most influential on the level of performance of the consultants in supervising internationally funded construction projects, followed by the integration and scope management processes then the quality management processes, while the schedule management processes were the least in terms of impact. In the end, the performance appraisal process is the most important step in improving the performance of the local consultants and supporting the project team in overcoming the problems facing the construction project management in Yemen. The study was limited to evaluating the performance of advisory bodies. The future studies can deal with construction companies to study the differences in performance. The researcher recommended continuing the steps that would contribute to improving the performance of local consulting bodies, such as developing a work methodology and creative development of project success measures. Successful construction projects should meet the planning and design objectives within budget and time constraints. Planning and scheduling for the construction projects and their resources are essential tasks for overall project success. Cash, in particular, is an important resource for construction companies. It is worth noting that while pricing bill of quantities in unit price contracts, the contractor might ignore the related cash flow which may be insufficient for contractor. Further, the resulted financial threats also might be ignored. Therefore, it is important for the contractor to have an overall optimized system to improve all financial aspects related to the contract. This paper presents a cash flow optimization model that aims at maximizing cumulative concurrent investment profit (CCIP) and minimizing maximum monthly overdrafts (OMax). The model utilizes Genetic Algorithms for optimization. The performance of the developed model is validated using an actual case study of "Beni Suef Power Station Project" located in Beni Suef, Egypt.

And also for those seeking to enter the various international academic rankings for universities and digital repositories, especially those based on the quantitative analysis of scientific activity on the Internet such as the Webometrics classification, the rank obtained by the university or digital repository within this global classification largely reflects the level of its scientific progress. Algeria is one of the Arab countries that has recently moved to support and set up digital repositories in its university institutions. Nowadays, institutional digital repositories have become an imperative necessity for every university institution that seeks to ensure the management, organization, storage and long-term preservation of its digital assets, intellectual production and history, as well as open access to all users inside and outside the university. And also for those seeking to enter the various international academic rankings for universities and digital repositories, especially those based on the quantitative analysis of scientific activity on the Internet such as the Webometrics classification, the rank obtained by the university or digital repository within this global classification largely reflects the level of its scientific progress. Algeria is one of the Arab countries that has recently moved to support and set up digital repositories in its university institutions. The Iraqi construction remains challenging because of lack of basic amenities and is associated with enormous risks and terrorist actions. This status compels clients to wisely select the most efficient contractor that complies with both standard and special circumstances. This study aims to investigate the impact of choosing incompetent contractor on project schedule. The criteria of selection contractor that satisfy Iraqi construction industry were also investigated. Data were collected using an extensive historical data of 352 projects from the database of Diyala Governorate as well as conducting structured interviews with construction professionals from public organizations. Analysis of data showed that the current bidding process significantly impacts the performance of projects. In addition, the analysis revealed that the five most important criteria for selecting Iraqi contractors are: security and safety management, financial stability, past performance, relevant experience, and plant and equipment. Results would enhance the awareness of managers to the importance of tenders’ evaluation based on transparency and fairness.

A Variation order is a common phenomenon in any project. There are many causes that may lead to variation order in a construction project. This paper aims to investigate and identify the most significant causes of variation orders in different sectors of construction in Erbil Governorate, and their effects on the projects in order to manage them and find the solutions that can eliminate them by putting some control measures. This research was conducted by a questionnaire survey to elicit 30 causes of variation orders from the point of view of owners, consultant engineers, and contractors. A questionnaire was submitted to a sample of 140 persons who specialized in the construction sector in the Erbil Governorate. Out of 140 questionnaires, 120 were returned forming 18 owners, 62 consultant engineers, and 40 contractors. Then the questionnaire was analyzed statistically. Also, a case study was adopted for 30 projects of different construction sectors that were constructed from 2010-to 2013 to calculate the percentage of cost and time overrun due to variation orders. Also, a comparison study had made among the results obtained from this study and some countries for the major causes of variation orders in construction projects. To accomplish a construction project successfully, it is important to manage the risk in terms of cost, time, and quality. Risks always exist in construction projects and often cause schedule delay or cost overrun. Risk management is a process which consists of identification of risks, assessment with qualitatively and quantitatively, response with a suitable method for handling and control risks. The aim of this paper is to identify top major of 50 risks by contractors, owners and engineers. Questionnaire surveys were used to collect data, based on a comprehensive assessment of the likelihood of occurrence and their impacts on the project objectives. Also the impact of risks on cost, time, and quality, on construction project were analyzed. Questionnaire distributed to stakeholders who are working in construction sector in Erbil City during 2014-2015, then analyzed statistically. The results of the questionnaire indicate that the most significant risks are: inability of owner to finance the project, awarding the design to unqualified designers, poor qualifications, skills & experience of contractor and technical staff, design errors or defective design, poor qualifications and supervision of owner’s engineer, and long wait for approval of tests and inspection.

Recently, interest set out for obtaining new recourses for natural aggregate ate used in concrete mixes. Attempts are also intensified to make use of the accumulation of certain types of construction and building residues such as bricks' fragments or the filler that results from the cutting of limestone and others to be used in concrete production as a partial replacement material of some of its components on the one hand and in order to achieve an economical benefit while executing the constructional projects on the other. The research aims at studying the effect of using porcelain crushed filler as a partial replacement material for the fine aggregate in the concrete mix and the effect of this on the concrete properties. In this research, the porcelain crushed filler was added in ( 0, 10, 20,30, 40)% replaced by the weight of the fine aggregate. Findings obtained have shown that the use of the porcelain crushed filler has affected the properties of concrete as it has caused a drop in the concrete density up to 6.07% at a replacement percentage of 40% and reducing its capacity of water absorption down to 17% at the same percentage. Findings have also shown the positive effect of the porcelain crushed filler on the compressive and tensile strengths with an increase reaching 18% at a replacement percentage 20% compared to the normal concrete. The idea of this research came to put the standards to evaluate the quality of the projects in a special system depending on quantity scale nor quality specifying in order to prepare an expert system “ Crystal “ to apply this special system to able the engineers to valuate the quality of their projects easily and in more accurate ways.
