It considers what social inclusion could offer young people and the youth sector in Australia, and it reflects on how social inclusion has shaped the youth policy environment in Australia. It is argued that in order to consider these issues, it is necessary to understand social inclusion's history. Using a methodology of policy analysis based on Bacchi's (2009) approach, this paper explores the policy context of social inclusion in Europe and the United Kingdom, offering these as a comparison with Australia. It is argued that social inclusion is a policy chimera, and that it plays all-too-familiar roles in policies that target young people.

Deakin University's RuralLife alcohol and other drug (AOD) research initiative was commissioned by St John of God Hospital and Barwon Youth to evaluate their Youth Engagement Program (YEP), which is an AOD harm-reduction program intended to engage young people with AOD problems in a region that has a higher-than-state-average proportion of young residents. YEP harm-reduction strategies include assertive and flexible outreach and education programs including alcohol awareness days conducted at local high schools. The YEP evaluation was based on two major components: collection and analysis of routinely collected YEP monitoring data, and interviews with key stakeholders in the program. The paper describes the YEP program, the aims and methods of the evaluation, the quantitative and qualitative findings, and recommendations as to how this and similar programs could be improved. In late 2007, a proposal for an Islamic school in Camden, a semi-rural area located in the greater Sydney region, sparked concern among local residents. This paper examines the discourses relating to representations of young people in Camden at that time, as expressed by both young people and adults. It explores the prominent literature on moral panics and includes a brief discussion of the moral panics and controversies surrounding Arab and Muslim youths. It then outlines the events involved in the Camden controversy, and examines the discourses and operations of young people in this controversy. (Contains 2 notes.)

The authors contend that in an Australian institutional context that is shifting under the influence of corporate liberalism, not only has social justice lost some of its leverage as a framework for achieving change, but the constitution of youth work as a profession has also altered. They suggest that these two factors have implications for how we educate and train those who work with young people. In the context of a training workshop for workers who engage with young refugees, the paper proposes employing a deconstructive approach to youth work practice as an alternative to using a social justice framework.

The focus of this special edition of Youth Studies Australia is on questions, issues, challenges and (tentative) solutions in relation to ensuring that research with young people is conducted ethically. This introductory paper by the guest editors of this edition draws on ethical principles as outlined in the National Statement on Ethical Conduct in Research Involving Humans and in the Fairbridge Code of Ethics for youth work. While young people are disproportionately involved in motor vehicle accidents, very few serious crashes involve high performance vehicles. So why are hoons a source of popular concern? This article focuses on the voices of refugee young people experiencing homelessness. It is based on a broader research project that involved interviews with refugee young people, consultations with service providers and a review of available research and literature relating to refugee youth homelessness. The research revealed that the phenomenon of homelessness experienced by young people of refugee background is under-recognised, often hidden and does not match commonly held beliefs about homeless young people. The article presents an update on rural and regional issues in Australia as of December 2005. An ABS survey found that the disengagement rate is higher among rural young people compared to their regional counterparts. One hundred young farmers gathered at the inaugural Young Farmers Forum to consider ways of dealing with the problem of the declining rural population.

Efforts to monitor and improve young people's school-to-work transitions have not generated a discernable change in patterns of social inclusion among young people. Educational approaches that promote social inclusion need to take account of the changing social and economic realities with which all young Australians engage, and address important aspects of young people's lives such as identity and wellbeing. Despite attempts to respond to the changes in young people's learning needs, there is a disjuncture between educational policies that continue to frame education within an industrial model and the requirements that young people themselves have for the capacity to be good navigators through new economies, to live well, and to engage with complexity and diversity.
