This paper studies how catch‐up industrial policies in China affect economic development in a two‐sector neoclassical growth model. To fulfil their aspirations of catching up with the output of the capital‐intensive sector of developed countries, Chinese political leaders adopted industrial policies that subsidise this target sector at the expense of other sectors from 1952 until the economic reform in 1978. The static effect of this industrial policy distorts the allocation of resources across sectors and lowers the aggregate TFP. The dynamic effect discourages the accumulation of capital. We show that although the output of the capital‐intensive sector boosts initially, it will be lower than its first‐best counterpart in the long run if catch‐up aspirations are too strong. Land finance has become one of the important major sources of fiscal revenue for Chinese local governments. The spatial allocation of land use constitutes a land‐leasing policy operation of local officials, contributing to local economic development and fluctuation. Applying data from 283 prefectural units from 2003 to 2012, this paper explores the existence of land finance cycles, focussing on the changes of the amount (as in 'area') of land‐leasing by negotiation or by auction. The empirical results suggest that land finance cycles synchronise with the PCCP (Provincial Congress of the Communist Party) cycles, in which a prefectural leader decreases the amount of land leased through negotiation and increases that of land leased through auction prior to the year of the PCCP. The findings of empirical results are consistent with the prediction of our theoretical model. Additionally, due to the existence of high uncertainty of prefectural leaders' tenure and political turnover, the effect of prefectural leaders' tenure on land finance cycles is more apparent in the early years of their tenure. The results indicate that Chinese leaders' fiscal strategies are likely to be driven by career concerns for the purpose of maximising a measured economic performance and fiscal rents. The interest group theory of financial development predicts that the incumbents' opposition to financial development will be weaker when an economy is open to both trade and capital flows. Based on regressions of financial development on trade and financial openness, existing studies only provide indirect tests of the hypothesis and deliver mixed findings. This paper proposes models for direct tests of interest group theory for China. Using Chinese cross‐province data, we define and measure interest groups based on the close tie between state‐owned enterprises and local government in China. The empirical results show that the opposition from interest groups to financial development cannot be weakened in provinces with high trade or financial openness alone. However, the opposition is indeed weakened in provinces with high levels of both trade and financial openness. These results provide robust support for interest group theory in accounting for cross‐province differences and time‐series variation in financial development in China. [ABSTRACT FROM AUTHOR]

With a persistent global economic slump, governments encourage economic growth by expansionary fiscal policies through tax cuts. Total factor productivity (TFP) is an important determinant of corporate development and economic growth. Taking China's 2008 Corporate Income Tax Reform as a quasi‐natural experiment, this paper uses data from China's A‐share listed companies from 2003 to 2018 and difference‐in‐differences analyses to identify the impact of corporate income tax (CIT) rate changes on TFP. The findings indicate that reducing the CIT rate positively impacts corporate TFP through two available channels: corporate investment and human capital investment. Additionally, the effects of reducing the CIT rate on TFP are primarily significant in non‐state‐owned, smaller and more financing‐constrained enterprises. [ABSTRACT FROM AUTHOR]

The paper reviews the World Trade Organization's analysis of developments in China's trade policy during 2012-14. The review overlaps with the continuing Great Recession and with China's determination to foster a sustainable rate of economic growth. Developments in the country's trade policy include the launching of the Shanghai pilot free trade zone. This paper investigates the impact of "One Belt & One Road" as an exogenous policy shock on the utilisation of foreign capital in China in the short term. Based on provincial panel data for the years 2003–15, the empirical study is conducted with difference‐in‐differences design. The first difference is whether a province is an OBOR province, and the second is whether "One Belt & One Road" initiative has been proposed. The empirical results suggest the utilisation of foreign capital in OBOR provinces has decreased significantly compared to non‐OBOR provinces after the initiative has been proposed. The study has further shown that the OBOR construction not only means factor movements and projects but also stands for policy shock. Its impact on utilisation of foreign capital cannot be simply captured by the commonly quantifiable "going global" indicators, namely outward direct investment, overseas contracted projects or overseas labour services. The negative impact of the initiative on foreign capital utilisation is strongly reflected in the OBOR provinces with low levels of economic development, heavy fiscal burdens and high proportions of state‐owned economy. In the short term, the negative impact of the initiative on foreign capital utilisation may be due to its role in resource competition and signal delivering. The former means that the OBOR initiative may induce resource competition between "going global" and "bringing in," and the latter suggests that this initiative is likely to be regarded as a "signal" by foreign investors that "going global," not "bringing in," has become the priority of the government. The paper examines the notion of a 'developmental state' and shows that China possesses the relevant characteristics. It explains the political economy which generated such a state in China. It analyses the institutions and methods that were introduced to create a developmental state, in particular the incentive structures that the leadership used to solve the principal-agent problem implicit in having centralised political control but decentralised economic management. These include personnel policies, fiscal decentralisation and patronage relationships. That leads to a review of its successes, limitations and adverse consequences and to the question: can China's developmental state be sustained? Among these issues are the great socioeconomic changes that rapid economic growth has entailed - which have strengthened the case for broadening government policy objectives beyond the previous narrow focus on growth. Mobile communications have experienced rapid growth in China and play an increasingly important role in the country's economic development. However, there is still vast regional imbalance in China's communications industry which we will be exploring here, including examining what factors influence diffusion paths and cause these differences. Through a two-step estimate method, this paper successfully describes the differences in the diffusion paths of mobile communications in different regions of China. It evaluates the impacts of industry variables, intra-regional income gaps, macroeconomic factors (such as degree of urbanisation) and geographic effects of neighbouring provinces. This paper has evaluated the WTO trade policy review, and added more information and recent data to examine more closely China's economy and trade. Major trade policies during 2014-16 were summarised as the Belt and Road Initiative, policies facilitating trade and new adjustments to support and promote cross-border e-commence. Using panel data of 23 provinces during the period 1996-2012, this paper investigates the impacts of financial development and structure on income inequality in different administrative districts (urban, rural and overall) in China. The results produced by the dynamic generalised method of moments estimator provide some evidence for a linear and inverse 'U-shape' relationship between financial development and income inequality, and increasing the relative importance of financial markets to banks helps to reduce income inequality. Furthermore, the results of panel threshold regressions show that the benefits of financial development only occur if the stock market activity has reached a threshold level and disappear if the stock market capitalisation has reached a certain scale. Meanwhile, the impact of the financial structure weakens as the financial development expands and the proportion of financial markets increases. This paper studies the trade of China in the past 150 years, starting from the first opening of China after the Opium War. The main purpose of the paper is to identify what is (and was) China's 'normal' level of foreign trade, and how these levels changed under different trade regimes, from 1840 to the present. We present new evidence on China's foreign trade during the treaty port era (1842-1948), drawn from disaggregated trade data collected by the Chinese Maritime Customs Service, that yields important findings for current research. First, although the volume of foreign trade remained limited initially, there was a notable expansion in the diversity of products, with many new goods being imported into China. Second, the regional diffusion of foreign goods through China was greatly facilitated by the expansions of the port system. Third, the importance of Hong Kong as an intermediary in China's trade has undergone long-term fluctuations suggestive of learning effects. China's recent wave of liberalization has led by the early 1990s to a trade level comparable to the high of the 1920s. While much of China's recent growth in world trade is in line with her income growth, there is no doubt that China's trade openness today, comparable by some measures to Denmark's, is a stunning reversal relative to the pre-1978 and also the pre-1840 period. This paper investigates the causal link between foreign direct investment (FDI), domestic investment and economic growth in China for the period 1988–2003 using a multivariate VAR system with error correction model (ECM) and the innovation accounting (variance decomposition and impulse response function analysis) techniques. The results show that while there is a bi-directional causality between domestic investment and economic growth, there is only a single-directional causality from FDI to domestic investment and to economic growth. Rather than crowding out domestic investment, FDI is found to be complementary with domestic investment. Thus, FDI has not only assisted in overcoming shortage of capital, it has also stimulated economic growth through complementing domestic investment in China. [ABSTRACT FROM AUTHOR]

This paper analyses the growth of production and employment in China during the period 1978 to the early 1990s. It argues that the Chinese experience with export-led growth provides an excellent case study of the phenomenon of a vent for surplus resources provided by exports, identified by Adam Smith in the Wealth of Nations and elaborated by Hla Myint. The paper extends the Smith-Myint model of‘vent-for-surplus’ productive capacity to‘vent-for-surplus’ resources by allowing for foreign investment flows. The‘vent-for-surplus’ effect of exports on employment and growth is examined in a dynamic labour demand framework for a panel of township and village enterprises (TVEs) in China. Regional diversity in the process of economic growth is the major concern in this paper. We will try to identify its sources for growth and to specify production functions in each province by estimating translog production function. This paper clarifies the following four facts: First, capital accumulation was a major source for growth in the earlier stage of the Chinese economy, especially in the eastern coastal region. Unexpectedly, capital accumulation is losing its ground over the years. Second, the employment structure of the economy in the eastern region has changed significantly and the shares of workers in the secondary and tertiary industries increased until 1992. Since 1992, these figures have not changed significantly despite China's continuous economic high growth. Third, four distinguishable regional growth patterns have contributed to China's economic growth. Finally, production technologies in each province vary both in the direction of factor intensity and in the elasticity of substitution between inputs. [ABSTRACT FROM AUTHOR]

This paper aims at studying the investment flows in the Greater Pearl River Delta region (Hong Kong-PRD) in China and its impacts on industrial restructuring at the firm-level using a business survey with the Hong Kong-PRD entity acted as a core-periphery economy. The critical effects of gravity distance on transaction costs in the determination of investment flows are examined statistically by a gravity model by incorporating a hypothetical infrastructural construction project. Survey findings show that the evolution of the cross-border operations at the main core has directed the outward FDI flows and the subsequent industrial structural adjustments of the core-periphery economy. This paper has presented a typical illustrative case for further studies of investment flows and its impacts upon industrial adjustments and performance in other regions in China especially after the WTO accession. This paper examines why China, in spite of its ordinary institutions, can grow so rapidly and for so long. Since each region in China has different quality of institutions and growth rates, we look into provincial and city data for this investigation. The variables formal and informal institutions are added into the conventional cross-section growth equation. The quality of the formal (informal) institution is taken from an opinion survey on the effectiveness of city governance conducted by the World Bank in 2006 (can be measured by the share of township-and-village enterprise in each province during 1978-2002 or by the trust index from surveys). We conclude that it is the informal institution that drives the rapid growth in China. Further investigation, using panel data and Arellano- Bond system GMM estimator, which controls for the missing fixed effect in cross-provincial regressions and provides useful instrument, confirms. A popular explanation for China's rapid economic growth in recent years has been the dramatic increase in the number of private domestic- and foreign-owned firms and a decline in the state-owned sector. However, recent evidence suggests that China's state-owned enterprises ( SOEs) are in fact stronger than ever. In this paper, we examine over 78,000 manufacturing firms between 2002 and 2006 to investigate the relationship between ownership structure and the degree of firm-level exposure to export markets and firm-level productivity. Using a conditional stochastic dominance approach, we reveal that although our results largely adhere to prior expectations, the performance of SOEs differs markedly between those that export and those that supply the domestic market only. Understanding the facilitating role of regional governments and the source of regional competition is the key to demystifying the success of China's fast economic development since the 1990s. This paper, as the product of the lecture the author delivered at The World Economy China Annual Lecture on 3 November 2011 at University of Nottingham, provides a framework that better illustrates the mechanism that motivates China's economic growth over the past 20 years. It shows that the current growth mechanism in China is largely the result of institutional reforms and fiscal recentralisation that occurred in 1994 under the leadership of Premier Zhu Rongji. Being allowed to have their own source of tax revenue under the new fiscal reform, Chinese regional governments are motivated to pursue the goal of economic growth through fast capital formation and industrialisation. The newly designed intergovernmental fiscal relationship, as the most important reform programme in China, has also helped create a growth incentive that is compatible between central and local governments, and resulted in a Tibout-type regional competition in the sense that inefficient use of resources, including public land, would be substantially eliminated by the strategic behaviour of regional governments being more attractive to external direct investment. Such regional competition makes the regional governments preserve and use the markets rather than replace them, and has generated consistent and powerful development momentum for the post-1994 economy of China. This study empirically focuses on examining the hypotheses of export premium (exporters are more productive than non-exporters), selection-into-exporting (more productive firms are ones that tend to become exporters) and learning-by-exporting (new export market entrants have higher productivity growth than non-exporters in the post-entry period). The propensity score matching method is used to adjust for observable differences of firm characteristics between exporters and non-exporters, allowing an adequate 'like-for-like' comparison. We also use the difference-in-difference matching estimator to capture the magnitude of different productivity growth between matched new export market entrants and non-exporters in the post-entry period up to two years. Drawing on 2,340 Chinese firms in the period 2000-02, we find evidence for export premium and self-selection, and once the firm has entered the export market there is additional productivity growth from the learning effect, in particular in the second year after entry. Using cross-country panel data, this study identifies and discusses major factors contributing to China's strong growth in the past four decades. China's low initial per capita income relative to its own long-run potential, combined with sound policy factors including a high investment rate, strong human capital, high trade openness and improved institutions, enabled the economy to converge with advanced economies in terms of income level. The shift-share analysis with industry-level data shows that strong labour productivity growth in the manufacturing sector largely contributed to China's overall labour productivity growth. Although labour reallocation from agriculture to the services sector made a positive contribution to aggregate labour productivity growth, labour productivity growth in the services sector itself was negative over the 1980-2010 period. China's average potential GDP growth is predicted to decline significantly in the coming decade, to 5%-6% and fall further to 3%-4%-due to the convergence effect and structural problems-unless China substantially upgrades its institutions and policy factors and improves productivity, particularly in its services sector. The design of China's foreign direct investment ( FDI) and export promotion policies has intrinsic elements not helpful with the original policy intent to generate spillovers to the wide Chinese economy. Applying panel estimation models to Chinese provincial-level data for 1993-2008, we examine the impacts of China's coastal FDI and exports on its inland regions. We find that the coastal FDI has overall positive inter-regional impacts, while the coastal exports do not. Cooperative joint ventures generate positive impacts, but little for wholly foreign-funded enterprises and even negative for equity joint ventures. The inter-regional impacts do not exhibit any significance and robustness across exporters' ownership status. We attribute these counter-intuitive findings to the protectionist behaviours of state-owned enterprises in equity joint ventures and the prevalence of processing exports. [ABSTRACT FROM AUTHOR]

The China (Shanghai) Pilot Free Trade Zone ( SPFTZ) founded one year ago is a trial for China's new round of reform and opening up, which has promised liberalisation on the capital account and trade facilitation as its main objectives. Here, we discuss why China adopted such a pilot zone after three decades of economic development, and explore what the differences are between the SPFTZ and other free trade areas, and developments of the SPFTZ in the past year. We also make a preliminary assessment of the SPFTZ's initial impacts, especially of its impact on China's capital account opening and financial liberalisation. It is possible that the successful practice of the SPFTZ and more pilot policies replicated in China will give rise to a more balanced Chinese economy in the following decade. [ABSTRACT FROM AUTHOR]

In recent years, China has experienced two forms of extreme macroeconomic imbalance: an expenditure imbalance in the sense of very high investment and very low consumption, giving rise to rapid capital accumulation; and an imbalance between expenditure and production, producing external imbalance, i.e. a huge surplus on the current account of the balance of payments. Both imbalances imply a low rate of time discount by both government and society: consumption in the present is forgone in favour of consumption in the future. The paper examines how these imbalances came about and goes on to consider whether they can be sustained and how they might be redressed. There is no evidence that the rapid capital accumulation has reduced the rate of profit on capital and thus the incentive to invest. However, persistent external imbalance poses a threat to investment if it generates excess liquidity and asset bubbles. The current account surplus rose remarkably in the years 2004-07. This was associated with exogenous increases in competiveness and in saving, both attributable to the economic reform policies. On current policies, the surplus is likely to rise again once the world economy recovers from its recession. This poses three sorts of problems, each of which is examined in turn: difficulties for macroeconomic stabilisation policies; risk of capital loss on the foreign exchange holdings; and the threat of retaliation by China's trading partners. International pressure to revalue China's currency stems in part from the expectation that rapid economic growth should be associated with an underlying real exchange rate appreciation. This hinges on the Balassa-Samuelson hypothesis, which sees growth as stemming from improvements in traded sector productivity and associated rises in wages and non-traded prices. Yet, despite extraordinary growth after the mid-1990s China's real exchange rate showed no tendency to appreciate until after 2004. We use a dynamic general equilibrium model to simulate the economy and show that, during this period, trade reforms and a rising national saving rate were offsetting forces in the presence of elastic labour supply. We then examine the possible determinants of the striking transition to real appreciation thereafter, noting mounting evidence that an improved rural term of trade has tightened China's labour market. We show that should the Chinese government bow to international pressure by appreciating the renminbi either via an extraordinary monetary contraction or via export disincentives, the consequences would be harmful for both Chinese and global interests. The international role of China has risen steadily for two decades – and has become even more important in the current global recession. The growing supply of labour-intensive manufactured exports from China has been accompanied by a huge expansion in its imports both of raw materials and of skill-intensive manufactured parts and components. This ‘offshoring’ of intermediates production by a large, labour-abundant economy has economic and environmental implications for other developing economies. More recently, the rapid expansion of the Indian economy and trade indicates that it too will soon exert similar effects on global markets. We sketch a model showing how the growth of these developing-country ‘giants’ generates adjustment pressures on other developing economies. We discuss in particular how differences in relative factor endowments of resource-rich economies can produce quite different outcomes in the context of product fragmentation and expanding commodity trade. We also explore the effects on production, trade, environment and prospects for future growth in resource-rich economies, particularly in the context of weak institutions and other market failures. We illustrate these different impacts by considering the cases of Indonesia, Malaysia and Thailand and highlight implications for growth, development and policy. [ABSTRACT FROM AUTHOR]

By exploring the export performances and specialisation patterns of China and India, we assess their trade competitiveness and complementarity vis-à-vis each other as well as with the rest of the world. Our analysis indicates that (a) India faces tough competition from China in the third markets especially in clothing, textiles and leather products; (b) there is a moderate potential for expanding trade between the two countries; (c) China poses a challenge for the East Asian economies, the US, and most European countries especially in medium-technology industries; (d) India appears to be a competitor mainly for its neighbouring South Asian countries; (e) complementarity exists between the imports of China and India, and the exports of the US, some European states and East Asian countries, especially Japan, Korea, Malaysia, Singapore and Thailand, implying opportunities for trade expansion; and finally (f) the export structure of China is changing with the exports of skill-intensive and high-technology products increasing and those of labour-intensive products decreasing gradually. The North Korean government has tried to promote export and attract foreign direct investment (FDI) since the 1990s. Sino‐North Korea trade values jumped during the 2000s, and China became North Korea's largest trade partner. China's FDI in North Korea began to increase abruptly since the late 2000s. The mining sector led China's investment in and import from North Korea. Although China has dominated any other country in FDI inflows and international trade with North Korea, the former's contribution to the economic development of the latter has not been so substantial in the light of the composition of international trade and FDI inflows. To materialise the potential of Sino‐North Korea trade and Chinese firms' investment in North Korea further, it is essential to improve North Korea's diplomatic relationship with China. In addition, the North Korean government needs to pay attention to upgrading the structure and composition of bilateral trade and FDI inflows from China. [ABSTRACT FROM AUTHOR]

For more than three decades, China has managed to combine rapid economic growth with a strictly regulated financial sector. The discrepancy between economic and financial development has raised the question of whether China might be an exception to the so-called finance-growth nexus. This study examines the relationship between finance and growth at the provincial level in China using a new set of measures of capital freedom and financial development. The results indicate that capital freedom and financial development are associated with both higher income and growth rates. In particular, we find that the marketisation of financial institutions and strengthening of legal and government institutions have a particularly strong impact on income and growth in low-income provinces. This article seeks to answer two questions: (i) what factors drive firms to decide whether or not to disclose the information related to their greenhouse gas emissions (also called carbon information)? (ii) what forces lead firms to disclose more carbon information? Using data hand-collected from the annual Corporate Social Responsibility reports of China's listed companies from 2008 to 2012, we find the following: (i) firms that operate in sectors of high-emission industries are more likely to make carbon information disclosure ( CID hereafter); (ii) the more companies within one industry that make CID, the more likely it is that a company in that industry will make CID; (iii) companies having a higher sales rank within an industry are more likely to make CID. The rapid pace of China's economic and trade development has been considered as a great success since the entry of WTO in 2001. Most recently, China has succeeded in coping with the global financial crisis and achieved a rapid V-shaped recovery which rebounded to two digit growth rate and lead to strengthening its international status. Nevertheless, China has exposed many potential problems in face of the financial crisis which due to international and domestic unbalanced features of China's economic operation system. The pattern of 'China Manufacturing and World Consuming' is a game with no winners, while the investment leaded economic development mode achieves high growth rate but without enriches its own residents. The current imbalanced economic development mode cannot be sustained and shall be changed in the future which is not only the consensus of economists at home and abroad, but also a striving goal for the Chinese government for its '12th Five-Year Plan'. Producers of speed-intensive goods, e.g. clothing or electronics, face markets that are in constant flux due to changing fashion or technology. Throughout the twentieth century, Chinese business networks have had a comparative advantage in producing speed-intensive goods due to their quick reaction time. This comparative advantage was of relatively little value prior to the Second World War, but since the war, international telephone and air services have made international trade in speed-intensive goods practical. This has caused the demand for speed-intensive goods on the international market to grow at an extremely rapid pace. This growth in demand can explain the post-Second World War economic booms experienced by Hong Kong, Taiwan and finally China. [ABSTRACT FROM AUTHOR]

The segmentation of global manufacturing and services provided China and subsequently India with a golden opportunity to make full use of their absolute advantage – low-cost, yet educated labour – to integrate into the world economy within a comparatively shorter period of time than some earlier industrialisers. Though international trade functioned as a vent of surplus in view of the narrowness of their domestic markets at the beginning of their economic catch-up, the label of export-led model may not reflect the real picture as imports underwent dramatic increases during their respective growth periods, in particular for China. Foreign direct investment has played a pivotal role in their economic growth and has major presence in international trade and investment in leading sectors of both countries, giving rise to certain special features and weak links for their economic expansion and sustainability of fast economic growth. To maintain more broad-based, fast and balanced growth, it seems that both countries have to redress sectoral imbalances, encourage technology upgrading and cope with future changes in demographic profiles which constituted a trigger to fast economic growth at the time of their respective economic reform. The effect of increasing openness on real output growth in China is examined. The framework of analysis is a regression model that uses time-series data for each province. For east coastal provinces, increasing openness is found to have positive effects on real output growth, and some of the effects are statistically significant. The results appear to be broadly consistent with the new growth theories that openness enhances long-run growth through its impact on technological improvement. However, inland provinces in China have been isolated from world trade for several decades and their economies devastated. The United States maintains a broad spectrum of economic sanctions against China ranging from export controls to prohibitions on certain imports. Our study finds that, although from a macroeconomic perspective, US sanctions have had no significant adverse effect on China's overall economic growth and trade between the two countries, they do have a negative impact on producers and consumers in both countries. US economic sanctions have hindered technology transfer to China and US investment in China. US restrictions on imports from China have caused deadweight losses for the US due to higher domestic production costs for import substitutes and a reduction in consumption. US export controls have hindered US exports to China and contributed to large US trade deficits with China. The export controls have also caused losses of high-paid jobs in the United States and benefited competitors from other countries. In addition, US economic sanctions against China have had significant third-party effects. China's diversification of imports to sources other than the United States may have a long-term effect on US exports to China even after US economic sanctions against China are lifted.
