The low‐carbon transition involves achieving the coordinated development between economic development and carbon reduction. This paper utilises an integrated decomposition and econometric framework to reveal the influence mechanism and convergence evolution of carbon emission intensity (CEI) across 29 OECD countries in the period 1992–2018. The country‐level low‐carbon transition efforts are then investigated. The results imply that: (1) The reduction in CEI is primarily attributed to the changes in economic development and energy intensity. The carbon emission coefficient effect also negatively influences CEI. The impact of energy consumption per capita, however, is negligible. (2) According to econometric analysis, energy intensity, energy mix, carbon emissions per capita and energy use per capita have positive impacts on CEI. Specially, GDP per capita shows an inverted U‐shaped curve relationship with CEI. (3) There is evidence of convergence in CEI across developed countries. Energy intensity plays a crucial role in accelerating the CEI convergence process, implying a half‐life of 3 years. (4) Fifteen European countries have made strong low‐carbon transition efforts among all countries. Denmark has made the largest efforts, South Korea the least. This paper analyses factors that can facilitate property rights institutions reform in developing countries ( DC). Inspired by the works of North and Weingast ( Journal of Economic History, 49, 1989, 803) and Acemoglu et al. ( American Economic Review, 95, 2005a, 546; 2008) relating to the process of institutional reforms in England during the seventeenth century, I assume that FDI inflows could contribute to property rights reform in DC that are initially endowed with a minimum of effective institutions of constraints on the executive (i.e. effective institutions of checks and balances). Using five-year panel data over the period 1970-2005 with a sample of 80 DC, and after correcting for endogeneity, I find that conditioned on the initial level of constraints on the executive, the effect of FDI inflows on the probability of reforming property rights is positive and significant. The minimum level of constraints on the executive necessary for the catalytic role of FDI inflows in reforming property rights institutions is 3.6. Only 20 out of the 80 DC in the sample have this minimum level of constraints on the executive. Among the 20 countries five are in sub- Saharan Africa. [ABSTRACT FROM AUTHOR]

This paper examines the causal relationship between FDI and economic growth by using an innovative econometric methodology to study the direction of causality between the two variables. We apply our methodology, based on the Toda-Yamamoto test for causality, to time-series data covering the period 1969–2000 for three developing countries, namely Chile, Malaysia and Thailand, all of them major recipients of FDI with a different history of macroeconomic episodes, policy regimes and growth patterns. Our empirical findings clearly suggest that it is GDP that causes FDI in the case of Chile and not vice versa, while for both Malaysia and Thailand, there is a strong evidence of a bi-directional causality between the two variables. Institutional quality is often emphasised as an engine of economic development in developing countries. However, most of the literature assumes that institutions are exogenous. In this paper, we adopt the opposite view, and study the way the design of the monetary regime, and specifically the adoption of an inflation targeting regime, can impact the quality of institutions. Using the propensity scores matching method, which allows controlling for self‐selection in policy adoption, along with a wide set of robustness checks, including GMM‐based estimations and controlling for unobserved heterogeneity, we find that the adoption of inflation targeting significantly improves the quality of institutions. A dominant trend in the literature maintains that donor assistance should be targeted at poor countries with sound institutions and policies. In this context, donor selectivity refers to what extent aid is allocated according to the principles of this ‘canonical’ model. This paper shows that it is legitimate for donors to simultaneously use other selectivity criteria corresponding either to expected factors of aid effectiveness or to handicaps to development. It is notably argued that vulnerability to exogenous shocks and low level of human capital should be considered as selectivity criteria. In this paper, we contribute to the literature on the determinants of foreign direct investment in developing countries and re-evaluate the role of the quality of institutions on FDI independently of the general level of development. We implement cross-section estimations based on a newly available database with unprecedented detail on institutions for a set of 52 countries, as well as panel data estimations based on Fraser Institute's data. Furthermore, we control for the correlation between institutions and GDP per capita and for endogeneity of institutions. Finally, we evaluate whether the similarity of institutions between the host and the origin country raises bilateral FDI. We find that a wide range of institutions, including bureaucracy, corruption, but also information, banking sector and legal institutions, do matter for inward FDI independently of GDP per capita. Interestingly, weak capital concentration and strong employment protection tend to reduce inward FDI. Institutional proximity between the origin and the host country also matters, but we find little impact of institutions in the origin country. These results are encouraging in the sense that efforts towards raising the quality of institutions and making them converge towards those of source countries may help developing countries to receive more FDI, independently of the indirect impact of higher GDP per capita. The orders of magnitude found in the paper are large, meaning that moving from a low level to a high level of institutional quality could have as much impact as suddenly becoming a neighbour of a source country. This paper reviews the historical evidence on the relationship between globalisation and economic growth. Divergence in the growth of income and industrialisation in the twentieth century is documented but it is also noted that international income inequality appears to have decreased since about 1870 and that long-run trends in the Human Development Index are much less pessimistic about the experience of developing countries. It is argued that trade liberalisation has been good for growth on average but that successful capital liberalisation requires high institutional quality and that the developmental state may have an important role to play in the early stages of development. The recent claim by Robert Lucas that the 21st century will see a massive reduction in income inequality across countries in a globalised world economy is sceptically discussed in the context of empirical evidence that bad institutions are often persistent and that geography is still a major factor in explaining international income differences. This paper criticises the World Bank as overly optimistic with respect to its ability to fine-tune development aid and to focus it on countries with ‘good’ policies rather than on countries with ‘poor’ policies in order to raise its effectiveness. It is shown that recipient regions showed very different patterns of aid inflows and economic growth in the past and that aid flows yielded the highest correlation to growth when their magnitudes shrank. It is furthermore argued that categorising countries by quality of domestic policies is not only questionable at a given point of time especially in countries with failing governmental institutions and open borders as in many African countries. It suffers also from incentive problems so that countries receiving more aid can become victims of changes in their domestic policies which are more permissive and etatist to the disadvantage of private agents. The paper instead pleads for a shift to aid policies decoupled from country-specifics and more oriented to fundamental ‘beyond border’ problems of the well-being of the poor. An international endowment fund under supranational law should finance research and implementation of research findings related to common international goods as it was suggested by Sachs concerning aids and tropical disease research. The paper examines the notion of a 'developmental state' and shows that China possesses the relevant characteristics. It explains the political economy which generated such a state in China. It analyses the institutions and methods that were introduced to create a developmental state, in particular the incentive structures that the leadership used to solve the principal-agent problem implicit in having centralised political control but decentralised economic management. These include personnel policies, fiscal decentralisation and patronage relationships. That leads to a review of its successes, limitations and adverse consequences and to the question: can China's developmental state be sustained? Among these issues are the great socioeconomic changes that rapid economic growth has entailed - which have strengthened the case for broadening government policy objectives beyond the previous narrow focus on growth. This paper explores whether and to what extent evident trade reform, falling average tariffs and rising exports in recent decades overstate the extent to which protectionism has declined in developing countries, especially low-income developing countries. It identifies remaining significant protection, especially of final manufactured goods; this being associated with the presence of peak tariffs, escalating tariff structures by stage of production and replacement of old forms of non-tariff protection with new instruments of non-tariff protection. It also identifies significant protection arising from high international trade costs induced by inefficiencies in transportation, ports and customs, and from the growth of exports to preference-receiving, export markets. This paper quantifies and analyses the extent of restrictions on inward foreign direct investment (FDI) in the service sector in developed and developing countries. Services account for an increasing share of global FDI. Recognition of the economic benefits of FDI clashes with nationalistic economic, political and national security concerns about foreign takeover of ‘strategic’ sectors, such as telecommunications, finance and transport. Consequently, almost all countries impose restrictions on FDI in services. Several different types of restrictions are considered: limitations on foreign ownership, screening or notification procedures, management restrictions and operational restrictions. These restrictions on FDI are computed at the industry level and then aggregated into a single measure for the service sector as a whole for 23 developed and 50 developing countries. Notwithstanding the worldwide trend towards liberalisation of restrictions, there remain substantial disparities between regions and individual countries in the severity of restrictions on inward FDI in services. The lowest restriction scores are in Europe and Latin America, whereas East Asia, South Asia and the Middle East have the highest levels of restrictions. The evolution over time of FDI restrictions is also presented for developed countries over the period 1981–2005, showing liberalisation in all countries, especially since the early 1990s, although to varying extents across countries. The severity of restrictions also differs considerably by sector, with electricity, telecommunications, transport and finance most restricted. The paper also finds a strong negative correlation of restrictiveness with inward stocks of FDI in services, suggesting that restrictions impede FDI. [ABSTRACT FROM AUTHOR]

This paper investigates the effect of foreign direct investment (FDI) on economic growth conditional on the institutional quality of host countries. We first develop several theoretical arguments to show that institutional heterogeneity may be an explanation for the mixed results of previous empirical studies. Second, using a panel smooth regression model on a large sample of developing countries, we show that FDI has a positive effect on growth only beyond a certain threshold of institutional quality. To benefit from FDI-led growth, institutional reforms should thus precede FDI attraction policies. Additionally, some reforms seem to promote faster marginal effects of FDI, while institutional complementarities may lead to an incremental effect on growth. [ABSTRACT FROM AUTHOR]

This paper explores the drivers of the volatility of international trade. It decomposes trade growth into six components that have gained attention in the literature and studies their contribution to overall volatility. It yields three main findings. First, trade volatility in the 1990–2015 period is mostly explained by a common factor, changes in the gravity‐related characteristics of a country's trading partners and country‐specific factors. Product composition and the identity of trading partners appear to be less important in explaining volatility. Second, the pre‐2009 decline in volatility and the post‐2009 increase in volatility appear to be driven by different factors. The former is mostly explained by a decline in the variance of country‐specific factors; the latter appears to be driven by an increase in the volatility of common factors. This paper analyses the effects of EU integration on intra- EU trade volumes with a special focus on the evolution of trade within and between the core and the periphery countries. In the early phases of EU integration, there have been sizable trade creation and diversion effects with respect to EFTA countries. Both the creation and the diversion effects of EU membership have declined as the EU and EFTA have integrated. In all phases of EU integration, both core-periphery and intraperiphery growth of trade have experienced stronger positive effects than intracore trade. This paper explains the export promotion measures that can be utilised by developing countries under the current World Trade Organization (WTO) system and compares the WTO Members' proposals on modification of export promotion provisions in the Doha Development Agenda negotiations. Non-reciprocity between developed countries and developing countries in favour of the latter needs to be strengthened in modifying the current WTO regulations, because of the very different levels of economic development between those two groups of countries. Therefore, from the viewpoint of 'distributional fairness', it suggests ways of modifying special and differential treatment provisions applied to export promotion policies of developing economies in the Agreement on Subsidies and Countervailing Measures of the WTO. The pervasive existence of government-owned banks in emerging economies is often justified by their provision of access to credit in remote and underdeveloped regions that are ignored by private banks. This paper analyses whether credits provided by government-owned and private banks have a significant role in regional growth and whether this role changes in politically connected areas in Turkey. Our findings imply that private banks significantly improve the economic well-being in all Turkish provinces regardless of their development level or their political connection with the ruling party. However, credits by government-owned banks are found to be positively related to the per capita growth rate only in the less developed provinces that are advocates of the ruling political party and also developed but not politically connected provinces. These results suggest that government-owned bank credits, as implied by the political view, are used for funding politically desirable projects or politically connected borrowers. We unbundle the effect of debt on economic growth using a new panel data set sourced from Vague (2014, The next economic disaster: Why it's coming and how to avoid it. Philadelphia, PA: University of Pennsylvania Press) for 48 countries over the period 1961–2015. We distinguish between public, private, household and nonfinancial corporation (NFC) debt. We use the panel vector autoregressive approach, Granger causality tests and impulse response to establish causality. We also test the heterogeneity in the debt–growth relationship across developed and developing countries. In our full sample of countries, all types of debt appear to be harmful to economic growth. The negative effect of public debt appears to be uniform across developed and developing countries, although the impact is much stronger on developed countries. Household debt appears to be expansionary in developing countries whereas contractionary in developed countries. Nonfinancial corporation debt appears to have no impact on developing countries but negative impact on developed countries. Finally, total debt (i.e., the sum of public, household and NFC debt) has a negative impact on growth in developed countries, but no impact is detected in the case of developing countries. There is a long tradition in the development literature that what a country exports matters for its growth prospects. Recent work has refocused on this issue by attempting to produce numerical scores for different types of product to identify the complexity or sophistication of a country's export basket. Based on the insight that the type of product an economy exports can have important implications for its economic performance and that goods exported predominantly by rich countries will have different characteristics from those exported by poor countries, Lall et al. (2006) put forward a means of classifying commodities based on the income levels of a product's main exporters. At around the same time, Hausmann et al. (2006), following a similar approach, put forward a slightly different form of product classification and Rodrik (2006) applied this specifically to an analysis of China. This paper highlights the difference between the approaches and its implications for the analysis of China, which appears less 'special' using the approach of Lall et al. It argues that the classification of products at a disaggregate level is a helpful starting point for assessing issues of trade competitiveness and that further work using either or both forms of classification is justified. Jagdish Bhagwati's proposal for a ‘brains tax’ to be levied on the incomes of the diaspora from developing countries residing in the developed countries and the proceeds to be remitted to the countries of origin of the diaspora is well known. In recent years the voluntary contributions or remittances from the diaspora to their countries of origin have often been higher than the aid monies given to these countries. It is now increasingly recognised that the diaspora may have an active role to play in the development process of their countries of origin. They are not only a source of funds; they are also a rich source of skills and know-how. This paper analyses the potential of the diaspora as agents of change in their countries of origin and argues that the social rate of return to a unit of diaspora investments may be higher than that for a unit of foreign direct investment from non-diaspora sources. This paper provides evidence on the incidence of tariffs on products of export interest to developing countries by investigating the relationship between per capita incomes of US trading partners and tariff rates. It constitutes the first attempt to assess the incidence of tariffs imposed by the US on countries that span the entire range of per capita incomes. Average tariff rates are lower for the poorest and richest countries and higher for countries in the middle of the income distribution. This finding is not consistent with the widely held view that tariffs used by industrial nations bear more heavily on products of export interest to poorer developing countries than on imports from industrial nations. It is consistent with the tariff escalation pattern reported in earlier studies if advanced countries account for most products at the high end of the fabrication scale. As one of globalisation's most visible dimensions, foreign direct investment (FDI) is central to the prospects for developing countries in the world economy. Key issues include the direction of causation between FDI and growth, the potential role of the new information and communication technologies in attracting FDI flows (as well as the role of FDI in building such infrastructure), the process of skill acquisition associated with FDI, and the specific problems that Africa faces in attracting more FDI. Achievement of the Millennium Development Goals requires very fast growth in output and employment if global poverty is to be halved, and FDI could play a very positive role if its development benefits are maximised. This paper summarises the findings from a major international research project on the poverty impacts of a potential Doha Development Agenda. It draws on an intensive analysis of the DDA Framework Agreement and associated scenarios. The implications for world markets are established using a global modelling framework, the outputs of which form the basis for a dozen country case studies of the national poverty impacts of the DDA scenarios. Liberalisation targets under the DDA have to be quite ambitious if the round is to have a measurable impact on poverty. We expect the near-term poverty impacts to be mixed; some countries experience small poverty increases and others more substantial poverty declines. On balance, poverty is reduced under the core DDA scenario, and this reduction is more pronounced in the longer run. Deeper cuts in developing country tariffs are found to make the DDA more poverty friendly. It is also clear that, in order to generate significant poverty reductions in the near term, complementary domestic reforms are required to enable households to take advantage of the new market opportunities. Over the long run, sustained poverty reduction depends on stimulating economic growth, which suggests that trade reforms must go beyond tariffs and subsidies, also addressing barriers to services trade and investment. The escalation of political conflicts in many developing countries and their impact on economic development have been topical issues in recent development literature. The overwhelming emphasis on‘ethnic conflicts’ in the literature has, however, precluded analysts from looking at political conflicts beyond their ethnic dimension, in the wider context of the development process. In particular, because of the preoccupation with ethnic roots as the prime source of these conflicts, reverse causation, running from economic policy to political conflict, has been virtually ignored in the debate. The purpose of this paper is to fill this gap through an in-depth case study of the‘twin political conflict’ in Sri Lanka– the Tamil separatist war in the North and the Sinhala youth uprising in the South– with emphasis on its economic roots. The findings suggest that fundamental contradictions in the national development policy in the restrictive trade regime of Sri Lanka were at the heart of the country's twin political conflict. There has been much debate on how to design employment protection regulations that balance the need to attract foreign direct investment (FDI) on the one hand and to protect workers' rights on the other hand. This study explores this 'dilemma', using a multi‐country dataset from 2003 to 2015 and treating hiring and firing regulation (HFR) and the other explanatory variables as endogenous. The findings indicate that flexible HFR is essential for FDI promotion in the early stages of economic development of a country, but the impact of labour market flexibility on FDI gradually decreases and eventually turns statistically insignificant with economic advancement. In other words, a flexible HFRs are more important for developing countries, but such flexibility does not have to be sustained in a 'race to the bottom' manner: once a country reaches higher income levels, it has more room to focus on labour standards to protect workers without compromising on the attractiveness of the country for FDI. The agri‐food trade has expanded considerably over decades, with a remarkable increase in the market share of developing countries. The upward trend in trade flows has been parallel to the proliferation of non‐tariff measures, particularly of sanitary and phytosanitary (SPS) measures in the agri‐food sector. SPS measures may have a dual impact on trade, that is. standards as catalysts versus standards as barriers, and the net effect is likely to depend on the level of economic development of countries involved. We investigate whether the trade effects of SPS measures are correlated with the economic development of trading partners. In particular, we disentangle the trade effects of SPS measures implemented by developed and developing countries and look at differential impacts due to a mismatch in the economic development of trading partners. Using a structural gravity approach on bilateral trade and regulation data, we conclude that SPS measures are catalysts for developing importers, whereas no evidence is found for developed importers. We also find a pro‐trade effect of SPS measures when traders have different levels of economic development. Our findings have important policy implications: sharing SPS measures is strategic for economies characterised by different abilities to alter trade terms. [ABSTRACT FROM AUTHOR]

Participation in global value chains (GVCs) has become a central topic in trade and development policy. It has opened new ways to achieve industrial upgrading. However, some theoretical models suggest that not all countries will upgrade through participation in GVCs. Using panel data from the World Input‐Output Database, we examine the effects of backward and forward GVC participation on three dimensions of industrial upgrading (process, product and skill upgrading). We find that backward GVC participation provides more upgrading opportunities for developing countries as it enables a less developed country to import sophisticated inputs. Financial development is commonly identified as an important condition for fostering investment and economic growth. It is also believed that migrants' remittances stimulate financial development in the receiving economy, contributing indirectly to economic growth. We explore the relationship between remittances and financial development using macro- and micro-level data. From cross-country panel data, we find evidence of a negative relationship between remittances and financial deepening in developing countries. Using household survey data from a study of migrants' remittances in two CIS countries, Azerbaijan and Kyrgyzstan, we also investigate the relationship between remittances, financial intermediation and 'financial literacy' among remittance-receiving households. While we find some evidence of a positive, albeit weak, relationship for Kyrgyzstan, in Azerbaijan, the relatively more financially developed economy, we uncover a strong perverse relationship. The international role of China has risen steadily for two decades – and has become even more important in the current global recession. The growing supply of labour-intensive manufactured exports from China has been accompanied by a huge expansion in its imports both of raw materials and of skill-intensive manufactured parts and components. This ‘offshoring’ of intermediates production by a large, labour-abundant economy has economic and environmental implications for other developing economies. More recently, the rapid expansion of the Indian economy and trade indicates that it too will soon exert similar effects on global markets. We sketch a model showing how the growth of these developing-country ‘giants’ generates adjustment pressures on other developing economies. We discuss in particular how differences in relative factor endowments of resource-rich economies can produce quite different outcomes in the context of product fragmentation and expanding commodity trade. We also explore the effects on production, trade, environment and prospects for future growth in resource-rich economies, particularly in the context of weak institutions and other market failures. We illustrate these different impacts by considering the cases of Indonesia, Malaysia and Thailand and highlight implications for growth, development and policy. [ABSTRACT FROM AUTHOR]

We estimate the impact of shipping cost on development for landlocked developing countries (LLDCs). Since container trade is important to them, we construct a country‐specific measure of shipping cost, called HarpexCost, which combines the global cost of container shipping with information on how exposed to container shipping each LLDC is. We employ the common correlated effects (CCE) estimator of Pesaran (Econometrica, 2006; 55: 967) to first estimate the impact of HarpexCost on the LLDCs' development, and then recover the actual impact of shipping cost from these estimates. Overall, we observe that shipping cost has large negative effects on the LLDCs. Corruption is understood as an act in which the power of public office is used for personal gain in a manner that contravenes the rules established by the governing structures of a society. This study attempts to offer an extension to the empirical model employed by Balasubramanyam et al. (1996 ) by analysing how FDI determines economic growth within the new growth theory framework when the degree of corruption is considered. Thus, the study seeks to examine the way in which corruption can have an impact on the economic growth of developing countries whose trade strategies differ (either IS and EP). It suggests that further insight can be gained by considering how corruption might interact with the trade policy in affecting economic growth. This is examined using a fixed-effects, simultaneous equation model for 17 countries over the period 1994–2004. The results show that the level of corruption strongly and negatively influences foreign direct investment in both IS and EP countries. However, when the corruption index is interacted with domestic investment, the influence on foreign direct investment is positive and significant for IS countries only. The most interesting outcome of the study is the effect of the interaction term between foreign direct investment and the corruption perception index on economic growth, which is found to be greater in magnitude for the EP countries than for the IS countries. Economic reform, on an ongoing basis, is vital if economies are to achieve, and maintain, rapid and sustained economic growth. Yet governments face challenges when introducing economic reforms. Policymakers must judge what reforms are needed; when to introduce them; and how rapidly to pursue their reform programme. Failed reforms can discredit the reform process as a whole, and so make it more difficult, and more costly, to retry in the future. The reform process in emerging market economies provides many lessons that are widely applicable. Perseverance is critical: reforms must be followed through if they are to be successful. Reforms also need to be wide-ranging, encompassing not just monetary, fiscal and trade policy but reform of the financial sector and of public institutions. Reforms in many countries need to include the protection of property and individual rights; improved tax administration and greater efficiency of public spending; and commercial codes. Reforms can be most easily implemented at times of global expansion. Fiscal consolidation, for example, is more easily accomplished in a more favourable environment partly because it helps deliver future growth and partly because it gives governments scope for counter-cyclical policy during future downturns. We present a simple dynamic theory of child labour, human capital formation, and economic growth that is consistent with some of the main features of child labour and economic development. The model supports a number of testable hypotheses, which we investigate econometrically in a systems approach. Using panel data from 64 countries in the period 1960–1980, the econometric results match the theory well. The incidence of child labour is negatively related to parental human capital and education quality, but is positively correlated with education cost. Further, countries with higher amounts of child labour tend to have lower stocks of human capital in the future. There is also a convergence phenomenon between the level and growth of human capital. The lower the current stock of human capital, the higher is current child-labour use and the faster is the growth rate of human capital. [ABSTRACT FROM AUTHOR]
