• Prior appropriation rights have played a unique role in expansion of Greater Mumbai since the 1970s. • Institutions play a key role in the evolution of resource geography in large metropolitan regions in Asia. • Contestation around water has intensified given the new emphasis on urbanization and industrialization in India. Animating the contemporary politics of water governance in India is a combination of institutional path dependence and a neo-liberal restructuring that has extended the ability of Indian cities to establish new forms of water entitlement in rural and peri-urban areas. This paper explores the politics of rural–urban water conflicts that are occurring in this changing political context. Building upon Schlager and Ostrom's conceptualization of operational and collective choice rules, it examines the role of agrarian institutions (primarily in the form of land rights) in shaping the politics of rural–urban water transfers in Mumbai and Chennai, two of India's largest and fastest-growing cities. By doing so, it makes the case that Mumbai's ability to secure water entitlement has been facilitated by an institutional legacy of prior appropriation that has been applied in a context of weak and limited tribal authority over land and resources. Chennai by contrast has become far more dependent upon the commodification of water in the form of quasi-market and allocation contracts, reflecting the riparian rights of commercial farmers in the Chennai region. The paper generates theoretical and empirical insights about the ways in which variations in urban and agrarian institutions affect the politics of rural–urban water allocation. Summary This paper estimates slum residents’ willingness to pay for formalized land tenure in Pune, India. The results show that the legal assurance of slum residents’ occupancy of their lands could benefit them. Previous studies have discussed the legal and non-legal factors that substantially influence the tenure security of residents in informal settlements; however, it remains unclear how and to what extent the assignment of legal property rights through the formalization of land tenure improves the tenure security of residents in informal settlements and living conditions, even in the presence of other legal and non-legal factors that also contribute to their tenure security. To address this question, this study focuses on the city of Pune, India, where government agencies have formalized slums by legally ensuring the occupancy of the residents under the “slum declaration.” Applying a hedonic price model to an original household survey, this paper investigates how slum residents evaluate formalized land tenure. A spatial econometrics method is also applied to account for spatial dependence and spatially autocorrelated unobserved errors. The spatial hedonic analysis shows that the premium of slum declaration is worth 19.2% of the average housing rent in slums. The associated marginal willingness to pay is equivalent to 6.7% of the average household expenditure, although it is heterogeneous depending on a household’s caste and other legal conditions. This finding suggests that the assurance of occupancy rights is a vital component of land-tenure formalization policy even if it does not directly provide full property rights. • Three studies in India and Bangladesh use pro-WEAI to examine empowerment impacts of agricultural interventions and labor market changes. • Pro-WEAI shows potential in detecting empowerment impacts within the project lifespan. • Findings suggest the need for intentionality in designing women's empowerment projects. • It is important to collect data on both women and men to track progress toward both women's empowerment and gender equality. This introduction to a special section describes how a recently developed measure, the project-level Women's Empowerment in Agriculture Index (pro-WEAI) can be used to assess empowerment impacts of agricultural development interventions in India and Bangladesh as well as broader changes in rural labor markets. The special section comprises three papers. The first examines the impact of membership in self-help groups in five states in rural India on women's and men's empowerment and gender equality. The second presents experimental evidence from a pilot project in Bangladesh that provided trainings in agricultural extension, nutrition behavior change communication, and gender sensitization to husbands and wives together. The third investigates changes in women's roles within the jute value chain in the Southern Delta region of Bangladesh as household members migrate out of the study area and the availability of male labor declines. Although these papers focus on Bangladesh and India, pro-WEAI can be applied to impact assessments of agricultural development projects more generally. The three papers show both the usefulness of this new measure in detecting changes in empowerment indicators within the lifespan of a project and the value of having explicit empowerment objectives in agricultural development projects. The papers also demonstrate the value of having data on both men and women so that project designers can be more intentional about including both of them and monitoring outcomes for both to promote more gender equitable outcomes. • Countries with populations and economic activity concentrated in low-lying coastal regions are vulnerable to sea-level rise. • As the ocean advances inland, millions of coastal inhabitants will have to retreat, either by choice or force majeure. • Linkages among environmental stress, public assistance and population change are assessed for coastal India and Bangladesh. • Compensatory public assistance strongly dampens the migration response to rising environmental stress. • Damage compensation should direct public resources to households that choose to relocate as the coastal threat mounts. Linkages among climate change–related environmental stress, public assistance, and the spatial pattern of population change are assessed for neighboring coastal areas of India and Bangladesh. Environmental stress is measured using historical cyclone impacts, salinization, and land loss from erosion. Household migration decisions are based on current and expected future income streams in different locations. Rising environmental damage raises costs, but it may also induce increased public assistance that moderates or neutralizes those costs, diminishing migration incentives, even in areas hard-hit by climate change. Econometric estimates for the Sundarbans region shared by India and Bangladesh suggest that endogenous public assistance strongly dampens the migration response to rising environmental stress in both countries, though the assistance response and migration dampening are lower in Bangladesh. A broader analysis for the coastal region from India's Odisha State to eastern Bangladesh finds that present and past cyclone impacts are highly significant for explaining coastal population changes, although responses are lower in India because of lower environmental stress and greater public-assistance intensity. A counterfactual simulation suggests that, as a result of cyclones since 1970, the affected regions are 8–10% less populous in Bangladesh but only 2% less populous in India. The paper's findings motivate a discussion of the implications for alternative policy regimes as land erosion increases, and sea-level rise and salinization continue with climate change. After comparing the efficiency and equity of regimes that provide universal damage compensation or leave coastal households to fend for themselves, the paper suggests an alternative approach that focuses public resources on compensation for households that choose to relocate as the coastal threat mounts. Summary: This paper challenges the conventional wisdom that ethnic diversity negatively influences public goods provision through a longitudinal study of the Indian state of Kerala, which has attained exceptional levels of social development despite high fragmentation along religious and caste lines. This paper argues that it is not objective diversity but a subjective sense of “we-ness,” which is the key determinant of the level of public goods provision and social development. A historical analysis of Kerala illustrates how a cohesive subnational community generates progressive social policy as well as societal monitoring of schools and clinics, which together give rise to relatively high levels of education and health outcomes. Summary: Recent, “rights-based approaches” offer a promising route for bringing about social change. However, we have little experience with state-provided legally enforceable socio-economic rights. This paper examines one of the few examples of a legally granted socio-economic right—a limited “right to work”—that has existed in one state of India for over 25 years in the form of the Employment Guarantee Scheme. The paper argues that legal underpinnings do not automatically enable the poor to obtain rights; however, legal rights have important indirect effects for pro-poor activist organizations including mobilizing membership, protecting activists from arbitrary action, and shifting public discourse. This paper reflects on the functioning and shortcomings of the Food-For-Work (FFW) program in the Indian State of Andhra Pradesh. Drawing upon 12 months of primary field research conducted in 2001-02, it shows how design faults, administrative mismanagement, and local power relations excluded very poor and lower caste people from participating in the program. The main problem areas were ineffective village assemblies (Gram Sabhas), the engagement of "con- tractors," the selection of beneficiaries by contractors, inappropriate wage setting, payments in cash instead of grain, the use of labor-displacing machinery, and disregard of the labor:material ratio in works executed. Summary The paper evaluates an Indian maternal conditional cash transfer scheme. Launched in 2005, the program gives women cash transfers for receiving maternal and child health care services. Data are drawn from India’s District Level Household Survey to evaluate the program’s impact. Results indicate that the program had a limited overall effect: relative to the broader population, the targeted population experienced a 3 percentage point increase in medically supervised births, but no increase in ante-natal or post-natal care. Summary Efforts by international development agencies to design gender-sensitive projects have sharpened their focus on women’s participation in community-level water governance. In some cases, such goals have enhanced women’s self-confidence and developed their skills despite having negligible impact on project outcomes. In others, they have simply been reduced to tokenism. This paper analyzes community-managed water supply projects for the urban poor in Madhya Pradesh, India, to provide a better understanding of the gap between women’s motivation to participate and their ability or agency to do so. Summary: This paper documents the extent of inequality of educational opportunity in India spanning the period 1983–2004 using National Sample Surveys. We build on recent developments in the literature that have operationalized concepts of inequality of opportunity theory and construct several indices of inequality of educational opportunity for an adult sample. Kerala stands out as the least opportunity-unequal state. Rajasthan, Gujarat, and Uttar Pradesh experienced large-scale falls in the ranking of inequality of opportunities. By contrast, West Bengal and Orissa made significant progress in reducing inequality of opportunity. Summary: Up to the 1980s it was generally accepted that many key issues in agrarian development could not be studied without an understanding of market interlinkages. Recently, however, this theory has lost its importance in development literature. Based on a household-level survey from rural Pakistan, this paper seeks to re-introduce the importance of interlinkages by illustrating their exploitative potential, particularly in unequal isolated villages where landlords are essentially monopolist/monopsonist. The solution proposed is to break isolation. Making use of an exogenous shock found in the construction of a motorway, the study finds that while connectivity does not break interlinkages completely, it does significantly reduce their exploitative nature. Summary: How do ordinary citizens access the state in the world’s largest democracy? This paper examines a critical case from India, exploring the channels—formal and informal—through which residents of two tsunami-affected villages pursued public services following the 2004 disaster. External shocks, such as the proliferation of aid and NGOs, created moments in which individuals interacted differently with public agencies. Different village-level groups attempted to access state resources through distinct sets of intermediaries; marginalized groups (women and caste minorities) appeared most willing and likely to utilize formal government channels, while men from the locally dominant caste turned to informal, non-state channels. Summary: This paper examines evidence of gender biases in the decisions of agricultural households, utilizing data from International Crops Research Institute for the Semi-Arid Tropics’s village level studies in India (1975–85). The main empirical finding is that households with a high proportion of boys tend to use some agricultural inputs, including fertilizers and irrigation services more intensively than households with girls. Summary: The gender and politics literature has long debated how women’s proportional strength affects policy formulation within legislatures. Studies on gender and environmental governance have focused mainly on women’s limited participation in local institutions. Both bodies of work leave important aspects unexplored. The former neglects the in-between process — the impact of women’s numbers on their effective participation, such as attending and speaking up at meetings, and holding office. The latter neglects to ask: what impact would increasing women’s proportions have on participation and what proportions are effective? Rigorous empirical analysis is also scarce. Addressing these gaps, this paper, based on primary data for community forestry institutions in India and Nepal, statistically tests if a group’s gender composition affects women’s effective participation, and if there are any critical mass effects. The results support the popularly emphasized proportions of one-quarter to one-third, but women’s economic class also matters, as do some factors other than women’s numbers. [Copyright &y& Elsevier]

Summary: This paper conducts a statistical investigation into the impact of differences in economic benefits, wealth, and social classes within the community on collective management of forests. There are two key results. First, social parochialism is not a pre-requisite for collective management of forests. Moderate levels of social diversity are associated with low collective management, but at high levels of social diversity, collective management is high. Second, moderate wealth heterogeneity is beneficial; however, at high levels and in the presence of benefit heterogeneity, it decreases collective management. Similarly, benefit heterogeneity reduces collective management if wealth heterogeneity also exists. These results run counter to the dominant understanding of heterogeneity but may be seen as alternate explanations under a specific socioeconomic context. [Copyright &y& Elsevier]

Summary: This paper provides comparative analyses across women’s employment-status groups to examine how processes of exclusion and constrained and adverse inclusion shape different women’s labor market opportunities and outcomes in Lucknow, India. It examines under what conditions, if at all, women’s labor contributes to household-poverty reduction and for which work types paid employment leads to increased voice for women in the household, one dimension of a process of empowerment. It finds that women’s labor force participation has a meager influence on household and individual level development outcomes largely due to the inter-related processes of exclusion and inclusion, where social norms and responsibilities for reproductive work can lead to constrained inclusion in the labor market, adversely affecting women’s terms of incorporation. • Self-help groups (SHGs) are now viewed as promising platforms for multiple development interventions for several reasons. • Study provides qualitative insights on dynamics of SHG meeting attendance in SHG-led health intervention in India. • Finds meeting regularity and attendance are barriers to wide coverage, particularly for most vulnerable women. • Social capital developed between SHGs and sponsor organization is critical to successfully layer health interventions. • Social capital between SHG and sponsoring organization is developed through benefits received from past association. Women-led self-help groups (SHGs) are increasingly being utilized as platforms for delivering development activities by funding agencies and governmental bodies. However, there is currently little understanding as to whether SHGs are effective or equitable platforms for delivering health or livelihoods interventions. Social capital is hypothesized as a comparative advantage when utilizing SHGs as development platforms, however the specific mechanisms have yet to be explored. This paper investigates the efficacy and equity of SHGs as platforms for development programs through analyzing 64 interviews and 6 focus group discussions collected from an agriculture and behavior change intervention delivered through SHGs in eastern India. We find that while, theoretically, SHGs are a promising platform for health messaging this is largely dependent on SHG norms of attendance, which itself is closely tied to socioeconomic conditions and social capital. Social capital is important both within SHGs as well as between SHGs and the implementing organization. Sites with more mature SHGs had greater economic security allowing more active participation in the intervention than sites with more poverty and young SHGs. The former sites also had greater norms of trust and reciprocity (social capital) with the implementing organization that led them to accept additional interventions. In the latter sites, SHG members had competing demands on their time and less trust in the implementers, making it difficult to attend both SHG meetings and health sessions. We put forth a materialist understanding of social capital formation, where SHG members must have already received substantive benefit from membership for new activities to be successfully incorporated into their agenda. Summary: Historically, local rural governments in India have enjoyed very limited powers and citizens have been afforded very few opportunities to shape local development. In 1996, the state government of Kerala initiated the “People’s Campaign for Decentralized Planning” devolving new authority and resources to panchayats and mandating structures and processes designed to maximize the direct involvement of citizens in planning and budgeting. In both its scope and design, these reforms represent the most ambitious effort to build local institutions of participatory democratic governance ever undertaken in the subcontinent. This paper provides a detailed evaluation and analysis of the formative period of the reforms based on extensive survey data collected in 2002 from a sample of 72 randomly selected panchayats.
