The article examine the decisions made during the uncertainty of the four-day time span from September 11, 2001, when the U.S. was under terrorist attack, to September 14, 2001. Topics discussed include biases and heuristics that affect decision-making in the immediate aftermath of the attack; authorization for the use of military force during the attacks; and need of uniform policies for reacting to acts of terror in order to prevent bias.
