This paper deals with the issues of preserving digital culture, including web content. Based on the experiences of the National Széchényi Library’s (NSzL) web archive over the past six years, the author describes the decisions that need to be made when creating a collection, why it is important to collect „born digital” documents, and what are the tasks of various organizations and institutions, especially public collections, in this area. The second half of the paper describes the current practice of web archiving at NSzL and finally covers possible future tasks. E-content services pose a significant challenge to libraries. In this paper this challenge is examined from various aspects regarding domestic and international practice. In general, the nature of ebooks has already been described in a number of studies, so this time the issue of lending e-books in libraries is in the focus. Neither the technological background, nor technical parameters are dealt with, just their impact on the transformation of the library system. E-book lending is a relatively new field abroad too, and in Hungary the subject is rarely discussed in publications. For this reason, Hungarian terminology has not yet emerged, so the terms used have been in most cases translated by the author from an English original. The author’s research topic was "Electronic library services in the 21st century", and his main goal was to promote the active and decisive role of libraries not only in the preservation and transmission of culture and science, but to increase their participation in research, innovation, in the promotion and implementation of start-up ideas at universities, thus enabling the system to help and possibly implement the sustainability of libraries. Based on and using these experiences, he developed a new, Web 2.0 system, named UnInLib (University Innovation Library System). In this paper he describes the preliminaries and the importance of research, the need for this research, as well as the main elements (subprojects) of the UnInLib system: WIKT system, start-up course, coworking in libraries, start-up exhibition, start-up conference, start-up camp, GenILib (General Innovation Library) subproject. In addition, discusses the usability of the system, implementation steps, the Innov Research Institute and the Invention (patent). The purpose of this article is to explain what academic and national libraries can do to continue to offer services and facilities at a time of economic difficulties. It identifies a number of methodologies and opportunities that are open to libraries and takes the view that it is never wise to waste a good crisis, because all threats are really opportunities in disguise. This paper draws on themes used in both presentations, and introduces a new one on the topic of copyright reform. The paper looks at the initial economic context for European research libraries and then examines ways in which libraries can tackle the threats which the current financial crisis poses. Joint procurement is one way in which libraries can achieve value for money, and the paper examines the role of JISC Collections in the UK. Innovation through collaboration, and shared services, are also ways in which libraries can innovate/make savings in a cost-effective way by sharing the burden of costs around the partnership. The paper gives two examples one which is now well established, the DART-Europe portal for Open Access e-theses; and one which is in the early stages of being discussed a cloud-based solution for true collaborative cataloguing amongst the UK's research and national libraries. The European Research Area (ERA) and the contributions that libraries can make to this infrastructure through innovative EU project funding are analysed in some detail by looking at LIBER's EU project portfolio. Finally, change and growth can come through changes to legal frameworks, and the paper looks at the Hargreaves review of copyright frameworks in the UK and the launch of the new library-based EU lobbying group for copyright reform, Information Sans Frontières (ISF). The aim of this study is to deal with a well-known paradox of scientific life, overvaluation, and the mechanical application of the scientometric assessment of research performance in the belief that this method is objective and guarantees equal and fair treatment for all fields of science. While it works in some disciplines, in fact, it leads to the devaluation of quality research effort, and discourages, even kills the will to conduct research in some others. After reviewing the historical and theoretical background, the present state of affairs is discussed, with a focus on the Hungarian Database of Scientific Publications (MTMT) of the Hungarian Academy of Sciences. The paper then moves on to the beliefs and misbeliefs, directions and misdirections of scientometrics. By way of a summary and conclusion, an attempt is made to formulate conformist and nonconformist strategies that researchers may develop in response to the very contradictory nature of scientometric evaluation. The author of this paper believes that there are female and male characteristics, and most of men and women perform different tasks and activities, such as, driving, orientation on a map, caring, secretarial duties, differently, but basically there is a single - human - personality, trait, habitus.... Different tasks and duties are implemented differently by a fundamentally and usually rather round, soft, warming, emotional female, and by a little angular, rough, more intellectually driven male. One of the most important digital developments in Hungarian museums was the creation of a new portal for the Hungarian Theatre Museum and Institute (OSZMI - PIM), within the research project entitled "Preservation of the memories of Hungarian theatres". The main purpose of the project was to publish the collections of the museum, with a wide range of digital items on theatre history, which are of interest for a wide audience. The new portal was designed to provide multi-faceted search and browsing possibilities for experts and the public. The application is based on an integrated collection management system. The implementation of the Qulto Integrated Collection Management System in the theatre museum was a milestone of the project. This software has been used for more than ten years in the Petőfi Literary Museum (PIM), the institution of which OSZMI has been part since 2017. The separate databases of digital inventories of the theatre museum had to be migrated and integrated into a single Huntéka database. During the work, through the conversion, data cleaning and data integration a semantic network of theatre history information was created from the records in the databases. The paper shows the steps of the work and the evolution of the system plan. The integration resulted in a so called "hybrid system", having attributes of both digital library catalogues and museum inventories. The data structure is prepared for being enriched from external sources and for sending information to other databases, even to the National Namespace. [ABSTRACT FROM AUTHOR]

The success of information societies depends on publicly available content. In these societies libraries are more and more frequently called upon to care for equal access to citizens in order to implement lifelong learning initiatives. Library services are most influenced by copyright regulations: what kinds of services can they provide to library users, and under what conditions can they allow access to the works under copyright protection? Digitisation is considered as reproduction according to copyright terminology, because digitisation is but transforming analogue works into digital ones, by copying as necessary. Library digitisation serves a dual aim: preservation and document provision (availability). As regards preservation, the article analyses the problems of providing electronic legal deposit and web harvesting, while regarding document provision, it discusses the Creative Commons license and the eBooks on Demand (EOD) service. It presents the exceptions in the law no. LXXVI of 1999 relating to libraries providing services for the public, as well as the problems of copyright arising during digitisation, conceming orphan works and out-of-print materials, for example. It also deals with the recent developments of the EU initiative relating to digital libranes, the Green Paper on copyright issued by the European Commission, as well as the responses of IFLA and EBLIDA to the Green Paper in question. 23. Self-assessment based on EFQM: a possible solution for self-assessment in library environment.

The first part of the study presents an organizational self-assessment method based on the EFQM model and specially adapted to the library environment. Out of the various self-assessment methods of EFQM, the author selected the formal (pro-forma) method as the most suitable one for the self-assessment of a wide range of libraries. The paper gives detailed guidelines on the setting up of a comprehensive formal self-assessment process. The second part of the study summarises the outcomes of two organizational self-assessment projects carried out with the formal method. Both processes were conducted at the same library, but in two consecutive years. In the first year, the library operated in very poor infrastructural conditions, then in the second year, the library moved to a new building. Prior to the analysis of the results, it was expected that staff satisfaction is significantly determined by the physical working conditions of the organization (level of comfort of the building and the staff rooms, technical and ICT infrastructure). However, this presumption was not justified: the results of the second self-assessment process were in many indicators less positive than the results of the first project. The paper presents the steps of the editorial process of manuscripts: assessing the subject of the paper and the overall quality of the manuscript; checking if the formal submission criteria are met; sending the manuscript for peer-review; and proof-reading of the manuscript. Authors commit a range of typical mistakes when writing a manuscript and in many cases, these mistakes determine whether the article will be published or rejected by the publisher. Authors must proceed in compliance with the formal submission requirements of the relevant journal. Special attention needs to be paid to the citations, as well as the list of references, to language and grammar; the appropriate terminology; the structure and layout of the text. Content-related requirements include choosing a novel subject, adopting an evaluative approach towards research results, and presenting a theoretical conclusion of the findings. This paper offers "tips-and-tricks" for young scientists on writing their first manuscript(s) for publication. The paper is divided into three parts: "Before Writing"; "Language and Style"; and "Structure of the Manuscript". In the first part, the following topics are discussed: checking if the contribution is new and original; getting an overview of the research area; finding "Hot Topics', searching for the right journal; using the "Guide for Authors", finding out about "editors and reviewers", choosing the appropriate form of publication etc. The second part discusses the appropriate language and style, paying attention to the special features of scientific publications: consistency, logic and grammar, the do's-and-don'ts of scientific writing, illustrations etc. The third part elaborates on the structure of the manuscript (title, abstract, keywords, introduction, methods, results, discussion, conclusion, references, etc) including differences between reading and writing an article. E-government was born at the border of three different fields: public administration, information and communication technologies as well as business management. However, the content of the term is far from being precisely defined. According to one of the most generally accepted definitions, e-government ensures the efficient access to and use of services and information sources provided by the government, or in a broader sense, by the state and local government administration. Thus e- government provides an alternative to paper-based or personal communication, offering new ways of interaction between the administrative offices and the citizens. Besides provision of quality government services, effective e-government encourages the active participation of citizens in decision making and democratic practices. Public libraries could play an important role in this process. Nevertheless, as it can be revealed from related articles in LIS literature, this role is mostly limited to ensuring access to and use of e-government services, collecting useful links, as well as improving the ICT skills of citizens through training. Governments need to adopt a new approach, empowering libraries to become active participants of e-government initiatives. This paper presents the challenges of introducing e-government services in library environment with a focus on US examples, including the related activities of the Information Institute at Florida State University and the American Library Association. This paper is the third part of the series on the Hungarian National Shared Catalogue published in Scientific and Technical Information. The Hungarian National Shared Catalogue - Early Prints project (MOKKA-R) was launched in 2005. The project aims to build the Hungarian catalogue of early prints originating from the Carpathian Basin, as well as set up a manuscript database. The paper explains why these two types of documents should be catalogued in separate databases and gives a detailed description of the main features of the BODZA database applications framework developed at the University of Szeged, offering both the searching and cataloguing interface of the database. MOKKA-R currently contains nearly 150,000 records. The paper presents the structure and content of the database and gives a summary of the activities and further plans of the MOKKA-R. The DIGIDOK electronic thesis management system was launched at Kodolányi János University College in 2008. This paper presents the techno- logical background of the system, concentrating on software-related issues and highlighting the security possibilities provided by the Adobe pdf files chosen as a format for archiving. The applied solution ensures that the thesis database can only be accessed via the dedicated client computers of the university college branches operating in. several cities. If a protected file is transferred from the dedicated client computer onto another computer, it is impossible to view its content. The paper provides detailed instructions on how to dedicate the client computer workstations both in Windows and Linux operating environment. It is demonstrated how to change the security settings of several thousands of pdf files automatically in order to ensure the secure use of the system. The paper also presents the data conversion process between DIGIDOK and the HUNTEKA integrated library system, used by the University College Library. A summary is given on the challenges of the introduction of DIGIDOK and the new tasks that have emerged from it for the staff of the University College Library. [ABSTRACT FROM AUTHOR]

The paper examines the problem of the computer- based searchability of databases containing both catalogue records and full-text documents. The question arises whether such old and prestigious classification systems as the Universal Decimal Classification should still remain in use in the age of ontologies, machine translation and natural- language context analysis? At the current level of the development of information technologies, the answer is: yes. The next question is, how can good quality controlled and natural-language search tools co-operate in the same search system? The first part of the paper presents the UDC system, as the most popular classification system also used in the countries of Central Europe. The following chapters deal with the differences between free text search solutions and search tools based on classification categories. The application of both types of searches in the same system means a great challenge for librarians. The paper offers one practical solution in the context of the ALEPH 500 integrated library system, a newly created search tool at the National Technical Information Centre and Library (BME OMlKK), operating at Budapest University of Technology and Economics. Through the use of the esp@cenet patent database, the paper demonstrates that, in many cases, the use of classification systems is a condition to good quality searching. Efficient search tools relieve the user of the in-depth familiarizing with the classification system, yet they carry out the search with the appropriate classification symbols. In the esp@cenet database, classification symbols are provided automatically, in the result lists of natural language keyword searches. These symbols are then exported into the advanced search interlace with one click. Through the search examples, readers of the paper get acquainted with the tools of patent search, while they are also provided with further information on the European Patent Office's network of databases, the applied classification systems, as well as the services of the Patent Library of the Hungarian Patent Office. The paper offers a case study of successful library moves. The Central Library of the Corvinus University of Budapest moved its collection of 11,000 metres of shelving to the new building of the university in 2007. The key elements of the successful accomplishment of the project included careful planning, efficient management and modified logistic processes ensuring user comfort. The paper describes the main work phases of the project: the planning of new locations in the new spaces, the inventory process and the downsize of the collection, the public purchase procedure necessary for the implementation of the project, the new collection map of the library, as well as the ICT solutions supporting collection and stack management. As a result, the move was carried out with the most efficient allocation of resources and the collection was reorganized in a new, service-centered way. [ABSTRACT FROM AUTHOR]

The ‟Author's Effect of Showcasing„ (AES) is the activity of the publishing researchers as authors with which they shape by free will the formal reference stock of their communications cited directly and itemizedly, placing this formal reference stock into the showcase of modern science - consciously or inconsciously. Its fundamental cause is the scientific publication explosion of the past century: the constantly uncitable vast quantity of the relevant and citable literature. This gives rise to the necessity of selection, choice and lifting out in the course of the author's personal referencing practice. This first paper of the study demonstrates the emergence, causes and traces of the AES phenomenon in the journal literature of the natural sciences already in the mature Little Science age, and the continuous existence of the phenomenon ever since. The perception and cognition of the effect is shown on the basis of the relevant findings of the present author's previous, manual fact-finding reference investigations based on autopsy, processing around 27 600 journal communications and reference stocks containing more than 322 000 citations. Finally, a summarizing definition of the effect is given. - In the next, second paper, the manifestation of the AES phenomenon will be demonstrated and analyzed in the theoretically most homogeneous domain of the scientific literature. Human thinking is mostly language-independent. However, human information exchange is massively language dependent, therefore the process of information retrieval is obviously language dependent too. Natural languages are still not commonly used as information retrieval languages, as despite that the idea itself seems to be promising, it poses several serious problems as well. Nevertheless, there have been scientific researches and achievements targeting this domain since the early 90's. Traditional information retrieval languages have rather poor syntactic structure compared to natural languages. Many times, vaguely represented queries can be replied only by „noisy‟ irrelevant answers filled with imperfect information. In this case, progress can only be expected from information retrieval languages with more versatile syntax, which can model not only discrete concepts (or their conjuncts), but their natural language relations as well. The paper is going to outline such a new type of information retrieval language with a better expressive power. The paper shows that there are knowledge representation languages which can faithfully represent the logical fine structure of natural languages, and to which both natural language texts and background knowledge (ontologies, thesauri) can easily (almost automatically) be translated, while the query itself can also be represented by .the same language. Social inequalities can be observed in many fields, including communication and mass communication too. These inequalities lead to the "communication divide": some people have the opportunity to use various communication technologies and some have not, depending on their level of education, their economic situation or other factors. This study puts the communication divide in Hungary in historical perspective, from the use of the first telegraph to the use of the Internet. The paper also aims to demonstrate the various means that social policies, the commercial sector and civil society can offer in order to reduce the communication divide. The first part of the paper (published in "Scientific and Technical Information", vol. 53, No. 10) dealt with the topics of social inequality, communication divide, publicity, and information and communication technologies. With the freshwater supply being constant, the increase in population and in the amount of water used, as well as desertification caused by climate change, humanity is warned to manage the available water resources responsibly: to satisfy its needs but to avoid wasting resources. All this is included in the idea of sustainability, to which Hungary had committed itself. At the same time, sustainability constitutes a characteristic feature of green library practices aimed at minimizing negative environmental impacts. Water management is not the main area where libraries can reduce their burden on the environment. It is, however, an area in the institution's operation, that offers other possibilities - in addition to eliminating dripping water taps -, to serve environmental awareness and sustainability which is a global challenge today, and to take responsible action. The possibilities include green roof solutions, designing the building's environment to help to save water, as well as creating a rain garden to reduce the nature-damaging effect of contaminated rainfall. This paper describes the difficulties of regular scientific measurement and introduces a new paradigm. Alternative measurements allow more opportunity to show the value of scientific output. ResearchGate as a scientific social networking site has several features which enable measuring scientific activity on informal platforms by sharing publications, networking and discussions. The reliability of alternative indicators as reads, number of publications, citation, h-index, followers and following and the complex RG score by Research Gate was examined in the case of researchers at the University of Pécs. A comparison was made with regular indicators from other sources. If was found that the indicators of Research Gate mostly present the same results as regular indicators. The reason is that not all functions are used by researchers. In order to use the RG score as an official measurement it would be necessary to make researchers acquainted with the full choice of different functions. [ABSTRACT FROM AUTHOR]

In the allocation of scientific resources and academic titles the publishing activities of researchers and research institutions has a great importance. The Hungarian National Scientific Bibliography was created to process the Hungarian scientific literature according to uniform principles as a credible source of it. On the first level, where possible, the librarians responsible for ensure the authenticity having the proper knowledge of bibliographic description and necessary skills in document typology - which has an important role in the rating of publications, and tracing the original source of a publications also a part of their daily work - which in the control of the data of publications is essential. Between the bibliographic data the statement of responsibility has a key role as it reflects the authors' contribution to a publication. Recent activity for libraries to operate institutional repositories, which in addition to the bibliographic description of the full text of publications is needed to determine the research institute. Sustainability and green thinking have become an issue of general interest by our days, and these efforts constitute a major task and responsibility for institutions mediating information. In the future, those libraries will succeed which correspond to human ecological considerations as well, are environmentally conscious, and prefer sustainable thinking. Institutions in favour of this principle and spirit are called green libraries. They are built according to the certification standards on green buildings on the one hand, and incorporate sustainability and human ecological approach into their operations, on the other. To be qualified as a green library several criteria have to be met; these relate to the institution, its building, location, collection, vision and services. If only part of these criteria can be integrated into the everyday life of the institution, the term „a library of green nature“ is justified. In addition, there is a difference between a newly built library's green nature and an existing library building becoming green or greener - the latter being especially interested in solutions regarding energy conservation, waste collection and paper usage. In addition to sustainability and developing green collections, libraries play an important role in green education, whose effectiveness increases - as the Singapore Children's Library's example proves it - with starting it with the possibly youngest age group.
