This article wants to show how, through art, values are transmitted, either consciously, implicitly or unconsciously. In its different manifestations: painting, sculpture, literature, cinema, architecture, etc. art transmits the dominant values, typical of each era, through symbols. Important and significant ideas, such as the idea of Spain, have been transformed throughout history, in different stories, which have been reflected in art in different ways. In classical international law, the value of freedom and legal certainty were developed, understood as the freedom of States and of knowing what to expect, a proper value of Law. But in the Law of the contemporary international Community, new values have been developed, particularly those of peace, human dignity and solidarity that find their reflection in works of art. During the period of classic International Law, since the creation of modern States, a new common international Law for foreigners gets in place, being internationally codified after World War I. Its protection will be done through bilateral treaties, based on the principle of reciprocity, that limited sovereign rights in different sectors of human activity (civil, commercial, religious,...). After World War I, the international protection of refugees would become relevant, as approximately 5 millions of people had become new refugees. The idea of the elaboration of an international refugee Convention dates back to 1921, when the High Commissioner for Refugees is created as the competent authority to award the refugee status.
