Character education is the inculcation of character values, including knowledge, awareness, and action for students at school. This research aims to analyze the role of Javanese Ethno pedagogy values in character education for junior high school students. This research uses an ethnographic approach. A total of 25 students of SMP N 1 Pageruyung and four teachers, namely Javanese language teachers, PPKn teachers, religion teachers, and social studies teachers, were given treatment for the cultivation of Javanese Ethno pedagogy values. Data collection was carried out by participatory observation, ethnographic interviews with speech event characteristics, and documents. The results show that Javanese ethnopedagogy values have an important role in character education for junior high school students with Javanese culture, that is, apart from being a basic element of character building students as well as an effort to build national identity and filters in selecting foreign cultural influences. Javanese cultural values are easier to internalize, socialize, and enculturate to students because of the cultural attachments that students bring.

In this paper an attempt has been made to develop an automatic number plate detection and recognition system for Indian vehicles. The proposed system first detects the vehicle and then captures the vehicle image. Vehicle number plate region is extracted using the image segmentation and characters are recognized using optical character recognition technique. The system can handle noisy, low illuminated, cross angled, nonstandard font number plates. The morphological transformation, Gaussian smoothing, and Gaussian thresholding the different image processing techniques has been used in the pre-processing stage. The contours have been applied by border following and contours are filtered based on character dimensions and spatial localization for number plate segmentation and then for character recognition K-nearest neighbour algorithm has been used. The proposed system has good accuracy and can be used for e-challan surveillance, stolen vehicle detection and many other applications.

Merdeka Belajar is a Ministry of Education and Culture program that aims to provide freedom for teachers and students in planning the learning process. The freedom (merdeka) in Merdeka Belajar meant the freedom to innovate and learn independently and creatively. So far, the learning paradigm, especially in social studies subjects in the independent era of learning, is still oriented to students' learning outcomes. This results in the inadequate implementation of character education for students in social studies learning. Therefore, it is necessary to optimize students' character education in social studies learning using effective learning methods in the independent learning era. This is relevant to the principle of independent learning, namely student-centred learning, where there are eight values of character education in the concept of student-centred learning developed in the era of independent learning. This research method uses descriptive qualitative methods with a library research approach. The results of the research, through the optimization of character education in social studies learning in the era of independent learning, students are expected to be able to implement character values as an effort to face the development of science and technology. In addition, later social studies learning in the independent era of learning will be more meaningful and relevant to the goal of independent learning, namely to make students who have generic life skills (GLS) and specific life skills (SLS).

Citizenship education (Civics) as a subject of strengthening character education aims to shape students to become good citizens according to Pancasila. Civics Education Teachers must have sufficient competence to shape student character. Teacher competence is the teacher's ability to responsibly carry out their duties appropriately. To form student character, the teacher must master personality competencies. The purpose of this article is to describe the personal competences of teachers in Citizenship Education learning based on strengthening character education. The method used is literature review by examining relevant sources. Personality competencies that must be possessed by Civics teachers, namely having a good personality in accordance with the religious, legal, social and national cultural norms of Indonesia, being honest, having noble character, being an exemplary, steady, stable, mature, wise and wise, dignified, having a high work ethic , responsibility, proud, confident, and objectively willing to evaluate their own performance, and develop themselves independently and sustainably.

‘Tilik’ is a short film dominated by female characters. It covertly depicts sexism and frames it into entertaining humor. Tilik illustrates women as a group who enjoy gossip, are irrational, become the object, and also subject to sexism. In this film, sexism is presented as if it represents the character of women and is very close to the reality of their life. This paper aims to look at how sexism is practiced and reproduced; and how the film industry presents stereotypes of women as a spectacle. The research uses a cultural studies approach and critical discourse analysis as the method. The results show that sexism in Tilik was represented by various texts, visual images, the characters' symbolic annihilation, and text flow. Within the duration of 30 minutes, it’s found various texts with the connotation of sexism. Visually, the camera focuses on the female mouths depicting a bitchy character. The good side of the two figures who are the objects of sexism is intentionally not shown (character annihilation). This representation illustrates the stereotype of women as irrational figures, victims of sexism, and at the same time as subjects of sexism to other women. Film ‘Tilik’ represents and emphasizes the film industry alignment with patriarchal ideology.

The article deals with the analysis of literary narrative where a possible unreal fictional world and a possible real fictional world usually coexist. When the norms of life plausibility are consciously violated, the real and the unreal possible worlds are emphatically opposed. Hence, their certain aspects are depicted in a fantastically exaggerated form. The interaction of possible worlds in a literary narrative destroys the stereotypes of the reader’s perception. It can occur in different planes: structural (a shift of plot elements of the story, transformation, unusual, sharp turns of the borrowed plot, violations of a plotline); fictional (a combination of real and fantastic features in one image); temporal (violations of the chronological flow of time, a shift of time flow); spatial (expansion or contraction of space, magical spatial formations, displacements, deformations). By their nature, the interaction of different possible worlds can be continuous, partial, and fragmentary; resulting from their boundaries may overlap or be violated (entirely or partially). The continuous interaction of different possible worlds, destruction of their borders, although they do not disappear completely, make them largely blurred, interpenetrating each other. In the case of partial interaction of possible worlds, their boundaries intersect. In the case of fragmentary interaction of possible worlds, their common points are slightly visible, for example, only the borrowed title of a literary work or a character’s name, or a fantastic concrete event or a place of the event.

However, the techniques for translating textual content from a paper document into a machine-readable form were defined as preliminary studies and paperwork. The character recognition system may be a critical factor in establishing a paperless world by digitizing existing paper documents in the coming days. Numerous researches have been conducted in this field, but as handwriting styles differ from each human, it remained an active area of research. The biggest challenge is to obtain the highest possible character recognition accuracy rate, which will inevitably lead to a reduction in manual paperwork. The aim's to enhance handwriting text recognition s/w with a better accuracy, which makes it perfect, reducing the complexity of its space-time. Several papers have implemented a new diagonal-based feature extraction method, which generates a high precision rate than traditional feature extraction methods. This project aims at designing an expert system for "HCR (English) using Neural Network." It is widely recognized that the EU that emerged from the financial and refugee crises of the last decade has become more differentiated. Such a development brings forth important questions about the nature and character of the EU as a political system, and the kinds of processes and mechanisms that drive its development. An important problem is that neither differentiated integration nor differentiation say much about the positive character or the distinguishing features of the EU as a political system. The claim that we set forth in this paper is that the notion of the EU as a segmented political system provides a more apt and precise characterisation of the EU as a political system. In addition, the notion of segmentation helps to capture some of the distinct dynamics that propel the EU’s development.

This paper investigates the relation between a business unit (BU) controller’s mindset, role conflict, and financial misreporting. ‘Mindset’ is based on implicit person theories and ranges from the deeply held belief on whether, in general, people can learn, develop and change throughout their lives (growth mindset), or whether, for example, one's abilities and character are inherited and thus unmalleable (fixed mindset). While having a growth mindset is beneficial for learning and overcoming challenges (e.g., facing competing duties), it leads to a more dynamic view on breaking rules. Using survey data from 180 BU controllers, I find that a growth mindset is negatively associated with the BU controller’s perceived level of role conflict, which is positively related to financial misreporting. However, a growth mindset is positively associated with misreporting and strengthens the relation between role conflict and misreporting. The total effect is positive and significant when role conflict is high.

Why was the Voting Rights Act of 1965 able to accomplish what The 15th Amendment and subsequent Enforcement Acts in the 19th century were not? This paper argues that jurisprudence and the interpretation of legal texts cannot answer this question. Instead a social action approach is formulated, in which different actors within a given group are capable of taking specific actions in order to influence the collective perceptions held by members of that group, and thereby alter the group’s character. This approach is then applied to the history of The 15th Amendment and the Voting Rights Act of 1965 to shed light on the toothlessness of the former and the tremendous impact of the latter.

The article examines the syntactic means of expressing understatement used in the speech of modern British teenagers based on the material of S. Kinsella's psychological novel "Finding Audrey". The author defines understatement as a language category that deliberately underestimates the evaluative reaction to a situation, people and objects with a specific purpose, reflecting the cultural and national characteristics of the British character. Syntactic ways of expressing understatement are considered in the speech of female and male adolescents for the first time. The author concludes that the deliberate pause in the speech of the characters of the novel serves to show restraint of negative and positive emotions and demonstrates linguocultural characteristics of the British.

It cannot be denied that values system greatly impacts society. Much has been said about how the way a group of people feel, think, and behave is highly affected by a set of values systems that allow them to make a sense of their world and frame their specific objectives and actions. Values gives meaning to our actions; and likewise, our actions, in the greater scheme of things, are motivated and driven by values that we hold and cherish. This is a paper that looks at the Filipino as an individual which is bounded by such system of traditional values. They shape his character, frame his understanding, and define his actions. Whether positively or negatively, much of the cherished values in Philippine society define the way the Filipino relate with other people and the larger society.

Zoning has a significant impact on our built environment. Overlay zoning, an additional form of restrictive zoning, is a tool that municipalities utilize to control development. This study analyzes the impact that historic district (H-1) and neighborhood character (ND-1) overlays have on single family home sale price in Lexington, KY. Results suggest that overlays have a significant positive impact on home prices. Homes within overlays can expect to have a premium of between 18-27% over comparable homes not in overlay zones. Results also suggest that overlays exhibit spatial impacts that extend further than the homes included in the overlay.

Polyradical character and global (anti)aromaticity are fundamental concepts that govern rational design of cyclic conjugated macromolecules for optoelectronic applications. Here, we have designed donor-acceptor (D-A) macromolecules with ring topology along with their pi-spacer derivatives, and analyzed their unique electronic properties with density functional theory (DFT). The macromolecules with n = 8 and 16 repeat D-A units display similar singlet-triplet energy gap and have closed-shell electronic configuration with no diradical character (y0 = 0). These macromolecules also display global nonaromatic character, which is supported by NICS(0), AICD, and 2D-ICSS analysis. However, the derivatives with pi-spacer (n = 8-pi) develop near pure open-shell character (y0=1) with increased singlet-triplet gap. Furthermore, these derivatives display global antiaromaticity in the singlet ground-state according to Huckel's rule, and global aromaticity in the lowest triplet state following Baird's rule, and have a very high polyradical character, which is not reported for D-A type macromolecules. The calculated absorption spectra with time-dependent DFT (TDDFT) indicates intensive light absorption in the near-infrared (NIR) region broadening to 2500 nm. These macrocycles also display a size-dependent absorption maxima when the number of repeat units increased from n = 8 to 16. Furthermore, due to the development of open-shell character in the pi-spacer derivatives, a significant red-shift in the absorbance wavelength is observed.

A large part of today's state entities is composed of constituent elements or territorial units with state character as well as other forms, depending on how they are conceived by the central authorities. Governments may have different ways of addressing as well as accommodating the specific needs of each ethnic group. There are also cases when all this accommodation is fictitious, it may appear in the legislative architecture, but again remains unimplemented due to lack of political will.

Through attention to the concept of egoism, as it has developed in contemporary donative economics (‘egoistic theory’),this chapter explores the nature of the motivation to create perpetual foundations, and, flowing from that theorisation, it then critically develops a policy justification for the protection of the donor’s plans (plan-protection), alongside development of a legal-conceptual method for the utility-orientated reform of foundations.

International standards are central to domestic rule-making processes. While these standards-developed outside the WTO-are in and of themselves not binding, the SPS Agreement gives them a quasi-binding character as WTO members must provide scientific justification should they wish to deviate from international standards. Developing countries are particularly disadvantaged in the standard-making process.

The small penis rule is an informal strategy for limiting defamation liability for authors of fiction. The rule recommends that when an author utilizes a fictional character to defame a real-life person, he should also give the character a small penis—the logic being that in order to sue, a plaintiff would have to admit that he is the fictional character, therefore admitting that he has a small penis, and thus dissuading such litigation. In this first-ever Article to address the issue, evidence is provided for why this is an unwise strategy because it would likely cause an increase in defamation liability. Additionally, this Article covers alternatives available to authors of fiction, a real-life example from Michael Crichton, and the peculiarly gendered nature of the small penis rule.

Mathematical models in many areas of science and applied mathematics contain hybrid functions, which are multidimensional (multivariate) objects constituted by a set of continuous and discrete variables, as opposed to one or the other. The heterogeneous character of hybrid functions presents some challenges to their analysis, because analytical tools and methods are usually of only one category. These notes provide a brief overview and survey of hybrid functions across the sciences (natural sciences, social sciences and engineering sciences, and applied mathematics) with a view toward improving their understanding and, ultimately, promote their formal analysis through proper mathematical and computational methods.

This chapter argues that exploring the psychology of pollution perception and response can help in crafting more effective regimes for pollution control. The impacts of pollution—like other environmental problems—are often diffuse, complex, and nonhuman in character. Furthermore, pollution itself often generates an affective, disgusted response, and perceptions of pollution risk are mediated by who is polluting. Each of these characteristics has implications for managing human behaviors that create, promote, or reduce pollution. As a result, understanding the psychology of pollution control can help in understanding, predicting, and evaluating how existing environmental policies shape human behavior, and in crafting policies that are better at controlling pollution.

In this paper, a method to segment the Bengali character from document images and recognition of each character in multiple categories has been proposed. The proposed algorithm works in two stages. Firstly, characters are segmented from the document page from horizontal and vertical projection profile. Secondly, characters are recognized by a support vector machine (SVM) classifier using different features extracted from the characters. The proposed methodology has been evaluated by a number of document images and the experimental results demonstrate the efficiency of the proposed method.

Handwritten Character Recognition is one of the emerging fields of the Pattern recognition which has huge application in this current digital age of world. Here we have completely focused on the variant and invariant nature of the data image. Here we have attempted to design an automated handwritten Characters and Numerals recognition of Odia script one the oldest regional language. Here we have made an attempt to solve the ambiguity among the Odia handwritten character, numerals. Here all the variation was reported with transformation-based approach such as Discrete Cosine Transformation, Wavelet Transformation, Curvelet Transformation has been listed up here. Apart from it we have also achieved dimension reduction to the desired feature vector processed through PCA. In the simulation set up we have maintained certain training testing ratio, along with we performed classification using Neural Network, RBF- Neural Network, Support vector Machine etc. and achieve good recognition rate.

A central principle of U.S. law is that individuals should be judged in court based on their actions and not on their character. Rule 404 of the Federal Rules of Evidence therefore prohibits evidence of an individual’s previous acts to prove that the individual acted in accordance with a certain character or propensity. But courts regularly deviate from or altogether ignore this rule, resulting in arbitrary judgments based on an individual’s prior acts rather than on evidence regarding the events at issue in a case. This raises serious constitutional and fairness concerns, deepens racial and economic inequality in the criminal justice system, and creates a range of socially harmful incentives. I address this problem from a new angle—a scientific one. I argue that a type of evidence that I refer to as “objective-chance evidence” is at the center of the unpredictability surrounding the rule against character evidence. I apply a simple statistical model to resolve longstanding confusion regarding the nature of objective-chance evidence, and to demonstrate the need for a new approach to objective-chance evidence in the courts. I argue that central to a more logical and effective rule against character evidence is 1) a proper understanding of objective-chance evidence as a particular category of character evidence, and 2) an “objective-chance exception” that replaces the rule against character evidence with a 403-type balancing for objective-chance evidence. In turn, these steps permit a proper interpretation of Rule 404 and a stricter adherence to the rule against character evidence. Finally, I examine the feasibility of an objective-chance exception, and I demonstrate broad and significant implications for minimizing error in case outcomes and reducing inequality based on race and economic disadvantage in the criminal justice system. Communities worldwide have been wrestling with issues associated with chain stores proliferation. Many have explored and enacted chain store entry barriers in response, but how such regulations affect mom-and-pop businesses is still largely debated. The impact of chain store entry barriers on independent businesses is likely to vary by the characteristics of the local economy, a consideration overlooked by existing studies. Using a sample of U.S. cities with unique community character, we examine the effect of Formula Business Restrictions (FBR), a type of an American land use regulation that restricts the entry of “formula businesses,” defined as businesses offering and utilizing a standardized set of merchandise, services, and design. We find that the passage of FBR led to higher number and percentage of employees working in mom-and-pop businesses. This positive effect occurred over time with increasing magnitude. We also find that FBR had heterogeneous effects on different industry groups. For example, FBR had strong positive effects on retail mom-and-pop stores, but not on the service sector. Lastly, we show that FBR helped mom-and-pop businesses primarily by protecting existing ones from downsizing. These findings suggest that chain store entry barriers can be beneficial for independent businesses located in small towns with unique community character, but policymakers must be cautious of its varying effects on different industry groups.

The levels of knowledge is a synopsis of the stages that somebody can pass through knowledge. The upper level of the creators the main attribute to be productive is their character, this is the source of the knowledge. The knowledge comes from the people, otherwise, it would not be plausible to produce knowledge. The knowledge is not plausible to be before the thinking of the people, otherwise, instantly any sense of production stops.

Phonological awareness is related to multiple language skills. However, the effect of phonological awareness on Chinese character writing has not been fully addressed. This paper aims to discover the relationship of phonological awareness with Chinese character writing, and how such relation varies according to learners’ grade levels. 260 primary school students from Grades 2 to 5 were tested using an onset-rime test, a syllable awareness test and a character dictation test. Results indicated a moderate positive association between phonological awareness and character writing. Two levels of phonological awareness (onset-rime and syllable awareness) showed different and independent influences on character writing with a graded effect, which extend current understanding of the development of phonological awareness in relation to Chinese character learning.

Large amount of data is available in today’s world which can’t be stored in physical devices. This data contains huge amount of redundant information which could be grouped together and categorized. We present a system which gives the degree of equivalence between two statements i.e. Semantic Textual Similarity (STS). Given two textual fragments, the goal of the system is to determine their semantic similarity i.e. how much are they similar in terms of their meaning. Our system makes use of four different measures of text similarity: 1. Word n-gram overlap. 2. Character n-gram overlap. 3. Se-mantic overlap. 4. Conceptual overlap. Using these measures as features, it trains a sup-port vector regression model on SemEval STS data. Evaluation is done using the Pearson Correlation Coefficient.

Linguistic studies about Albanian dialects have achieved significant results, in this aspect they contributed also about studies of general character, but there’s lot to do, especially to deepen the review of the most important phenomena typifying dialects and their smaller subsystems. In this area of the study of Albanian dialects, studies have been conducted for the Prizren and surrounding languages, starting from the general approaches to the monographic studies, which are mainly in the second half of the 19th century and thereafter. Although they do not reflect the highest degree of treatment, however, they differ in results as well as in the working method. The best dialectical research starts with foreign scholars, while the first steps were made by N. Jokli. Further, the work outlines the results and outcomes of G. Luboten, V. Topcii, I. Badallajt, M. Halimi, A. Zymberi, M. Topalli and others. The studies capture the dialects of the city of Prizren and its surroundings, making support for the science of our dialectology, such as "The most esential dialectal changes between Geg and Tosk"; "The Phonetic Features of the Speech of the Catholic Elector of the City of Prizren", "The Has’ Language", "The Kabashi’s Language", "The Phonetic System of the Language of the City of Prizren". These treatments further reinforce the early autochthonousness in these Albanian-speaking lands, giving the basis of the toponymy: Marash, Sharr, Lumbardh, and old words ujk (wolf), bije (daughter), dardhe (pear), alongside denominations Naissus-Nishi, Scupi-Shkupi, Ulpiana-Lipjani The ancient name of the identification of these lands of Prizren and surrounding neighborhoods is Dardania

This report presents a broad look at the American public’s attitudes toward artificial intelligence (AI) and AI governance, based on findings from a nationally representative survey of 2,000 American adults. As the study of the public opinion toward AI is relatively new, we aimed for breadth over depth, with our questions touching on: workplace automation; attitudes regarding international cooperation; the public’s trust in various actors to develop and regulate AI; views about the importance and likely impact of different AI governance challenges; and historical and cross-national trends in public opinion regarding AI. Our results provide preliminary insights into the character of US public opinion regarding AI.

This study aims to determine the Influence of Social Environment, Mass Media, Family Environment, Character Building on Adolescent Social Behavior. The existence of significant influence between social environmental influences, the media, the family environment and character education to adolescent social behavior need to be considered in order to be functional in shaping the personality of a teenager becoming a positive person. The method used is quantitative. The technique used in sampling in this study was Smart PLS, with a sample of 228 respondents. Data collection using questionnaires using Smart Partial Least Square, with Smart PLS 3.0 software. The results and implications of this research are influence of Social Environment, Mass Media, Family Environment, Character Building has a positive effect on increasing Adolescent Social Behavior.

Jacco Bomhoff is principally concerned with the character of constitutionally salient boundaries. In its first part, this chapter explores the contrast between, on the one hand, recognition of the legally mediated character of borders and jurisdictional boundaries in critical scholarship, and, on the other hand, unquestioning determinations of ‘inside’ and ‘outside’ in judicial practice. The second part of this chapter, then, approaches the question of the character and effects of constitutional boundaries by way of a case study on mobility. Mobility, in its many different forms – its restriction and its excesses, for individuals and for corporations – lies at the heart of many pressing contemporary challenges. The legal treatment of mobility, however, is fragmented across many different specialised fields – from immigration law, to tax law, to international arbitration – in which constitutionalist concerns are rarely central. The chapter aims to address this lacuna by sketching the contours of an ‘outward-facing constitutionalism’ which could provide the conceptual and normative means to scrutinise the constitutional implications of the regulation of ‘access’ and ‘exit’ for both individuals and corporate actors.

Technological change in the form of artificial intelligence (AI) and machine learning (ML) based on Big Data has profound implications for the way innovation is conducted and for the economy into which innovation flows. This note sketches out the implications of the evolving character of innovation for the nature of the instruments that have been developed to incentivize it, reviews the nature of the data-driven economy, and draws out implications for Canada’s innovation strategy.

Critique how these elements differ from those of the natural law school on the one hand and, on the other, those of positivist schools of thought on the question of law’s validity and legitimacy.

Service providers and consumer well-being advocates often share stories to promote audience interest in relevant behavior. This research examines how characters’ motivations for engaging in service-related behavior in such stories influence consumers’ interest in services. Across five studies, we show that audiences are more interested in services after reading about a character who acts for intrinsically (vs. extrinsically) motivated reasons. We show that this occurs because the audience identifies more with intrinsically motivated characters. We also examine how consequences of characters’ actions (both for others, and for themselves when they make miscalibrated decisions) shape an audience’s service interest in targeted ways, specifically encouraging interest in services that help people while avoiding unintended negative consequences. The results of this work suggest that stories can be an effective way to encourage consumers’ interest in services that enhance personal and societal well-being, and identify critical story elements that influence their success in doing so.

A number of states have modified the questions on the Character and Fitness portion of their application for bar admission addressing an applicant’s substance use and mental health disorders. While some have eliminated the questions altogether, others continue to pose questions which authors and ABA members David Jaffe and Janet Stearns argue are overly broad and unnecessarily invasive. The project basically focuses on Optical Character Recognition (OCR) and then translating the recognized character into the language understandable to the user. When traveling to foreign countries one finds it difficult to read and understand the signs, conventions or characters. To make it easy this application simply recognizes the character which the user wants to translate and then the user can simply translate that character into the language understandable to him/her. The main aim to develop this project is to help travelers, tourists or even the students to translate a character which is not understandable to him/her. All of the three users will use the product for three different purposes. In general any user will take a picture of the character or sign which he/she cannot understand using the camera of his/her phone. The processing of the character will start at the backed where each character will be broken down into nine sections and accordingly IP and CNN algorithms will be applied on that character and once the algorithms are applied, the character is matched with the training set which is already stored in the database. Once a match is found the translated character is shown back to the user.

Learning that uses information technology tools will be able to help students to more easily understand the subject of lesson content. Today multimedia technology is the most commonly used. Multimedia technology with a scenario that refers to lesson content is easier to understand than without scenarios. The effect of a scenario causes a learning media must have a character to make the learning media more quality. In this research, the role and influence of a character in the learning scenario will be investigated. Characters that match the content of the lesson and according to age Students must be properly considered so that students have an interest in the material that is in a learning media. From the results of the research obtained several important variables that must be considered by developers who want to create a character in the multimedia-based learning media.

There is an emerging attention for the various automatic classification frameworks to distinguish characters in software structure when information is looked over piece of paper records as it is noticed that the amount of daily identifications and records which are in published manner recognized with various businesses. This is popularly known as the document image exploration. To utilize Optical Character Recognition efficiently for character categorization so as to achieve image analysis, the data is utilizing in Grid assemblies. For high processing of documents, the heavy industries require a product as the framework which is known as character recognition classification. Also, there is need to create character recognition programming agenda to achieve document analysis in the form of image processing which deals with the organization of the material to the electronic reading arrangement. So this paper deals with the efficient learning approach which deals with the automatic classification from using processing of the images and machine learning for the optical character recognition process. In this research we have worked on the feature extraction using Independent component analysis with the swarm intelligence approach with Firefly algorithm, because it helps us to reduce more error probabilities and reduces the false positive and negative rates and increase the high learning rate. The learning is achieved using neural network. It is noticed that the proposed approach is able to perform high in terms of high specificity, sensitivity and recognition rate through which it is noticed that the proposed approach is able to achieve high true positive and true negative rates.

Most theorists of public finance treat budgeting as a technical problem concerned centrally with projecting revenues and expenses. To the contrary, I treat budgeting as a political problem, with technical matters serving to obscure more than illuminate the political economy of budgeting. This essay starts by explaining why persistent budget deficits have little to do with traditional technical matters because they mostly reflect the conflictual character of contemporary political economy. The rest of the essay probes this conflictual character by providing a conceptual framework grounded in the inherently complex character of fiscal systems, and with this complex character contrasting sharply with the image of simplicity advanced by most theorists of public finance. The key point I advance is that democratic budgeting in large national governments will unavoidably operate as a source of turbulence and not as a source of systemic stability.

We aggregated data from 28 studies (total N=13,386) to assess the relationship between individual differences in character strengths, as described by the VIA model of character, and economically-relevant behaviors and cognition. Factor analyzing the character strength inventory responses revealed four factors – Caring, Leadership, Inquisitiveness, and Self-control – each of which correlated with a variety of measures. Caring was associated with the willingness to pay costs to benefit others, as well as reliance on intuitive decision-making; Leadership was associated with inefficient, anti-social behaviors, risk taking, and trusting one’s intuitions while also liking to reason; Inquisitiveness was associated with efficient behaviors in both the social and risk domains, and reliance on deliberative decision-making; and Self-control was associated with delaying gratification, risk aversion, and a reliance on reason. These results help shed light on the relationship between character – and personality more generally – and economic behaviors. In doing so, we give some indication of which types of people will be most successful in which decision-making contexts.

Heritage is one of many urban features that shape the form and identity of any city. City regulations that protect heritage can have two contradicting effects: preserve property value on depress real state market, and; generate opportunity costs for homebuyers who renounce to future development opportunities. In this paper we evaluate the extent to which heritage protection strategies affect the housing market. We analyze heritage effects in a market that faces high demand pressure and important institutional shocks; Auckland, New Zealand. After controlling for a large number of factors, and spatial effects, we find a significant negative price penalty of around -10% for houses located within heritage areas, on average between years 2006-2016. Yet, we also identify an external and local price premium, related to the number of heritage sites around the house. This density effect is of about 1.7% for an additional site in a radius of 50 meters around the house, and decreases as the radius under analysis expands. We also find a price premium for a house located on a different heritage protection strategy, Special Character Areas, for which the effect is positive and reaches 4.3%. Reported effects are robust to several specifications but are highly dependent on time dynamics.

Character skills, including conscientiousness, grit or self-control are important determinants of relevant life outcomes. However, researchers struggle to find valid measures of these skills and many existing datasets lack any measures of them at all. This limits research on how these important skills could be better supported and developed. Recent research has shown the potential of parametrizations of survey effort measures as proxy measures of character skills related to conscientiousness, to either complement other collected measures or to add to datasets that lack such measures. This study provides further validation of these survey effort measures in a sample of high school students by studying their relationship with external measures reported by teachers, other direct performance task measures of related skills, high school academic outcomes, and college attendance. Our results show promise for survey effort measures to be used as proxy measures of character skills related to grit and self-control.
