Learning a second language is challenging, but mastering pronunciation is even more difficult. Researchers continuously seek new ways to improve students’ English abilities, such as listening and speaking, while ignoring the importance of pronunciation. After conducting a literature review, this article investigates the impact of corpora and two instructional methods on improving students’ pronunciation. The paper addresses how to teach pronunciation effectively in the context of English as a second language. According to the review, corpus resources, critical listening, and shadowing can all be used independently to enhance students’ proficiency in second language learning. Hence, an innovative Corpus-based Critical Listening and Shadowing model has been devised as an aid in the teaching of pronunciation by providing more specific suggestions for teachers and students, with the expectation that students will perform better once they have been taught pronunciation using the methodology. The current study’s findings have pedagogical and methodological implications for pronunciation teaching, learning and research. The implications and future directions of the innovative Corpus-based Critical Listening and Shadowing model are also discussed.

The pulping industry generates vast amounts of bark residues and wastewater treatment sludges, which are combined and stored for varying periods in stacks, often in the open air, prior to utilization for energy via combustion. In order to optimize the storage strategy, the effects of incorporating sludge into bark on heating value and storage-related environmental impacts were investigated in laboratory and outdoor studies. Biological degradation activity was found to be higher in treatments containing 25% sludge (B75S25) and 50% sludge (B50S50) on a fresh mass basis, in comparison with pure bark (B100). Mean monthly dry mass loss was 2.1% (B100), 3.3% (B75S25), and 3.7% (B50S50) in the laboratory and 2.7%, 4.2%, and 4.8%, respectively, outdoors. Sludge addition was found to maintain degradation activity at low temperatures (+ 3°C). Co-storage of sludge and bark led to loss of energy, mainly due to increased loss of biomass and increased moisture content. Overall, biomass moisture content governed the heating value. Cumulative methane emissions over the storage period were higher from the sludge-containing treatments than from pure bark, but emissions of nitrogen-containing gases (N2O and NH3) were negligible throughout. Sludge addition roughly halved the cumulative chemical oxygen demand (COD) of leachate and minimized its concentration of phosphate-P. However, larger amounts of inorganic elements were released to the percolating water from the sludge-containing treatments. Overall, these results indicate that finding alternative uses for the sludge fraction would be beneficial.

Purpose Electrocardiogram (ECG) is one of the most essential tools for detecting heart problems. Till today most of the ECG records are available in paper form. It can be challenging and time-consuming to manually assess the ECG paper records. Hence, automated diagnosis and analysis are possible if we digitize such paper ECG records. Methods The proposed work aims to convert ECG paper records into a 1-D signal and generate an accurate diagnosis of heart-related problems using deep learning. Camera-captured ECG images or scanned ECG paper records are used for the proposed work. Effective pre-processing techniques are used for the removal of shadow from the images. A deep learning model is used to get a threshold value that separates ECG signal from its background and after applying various image processing techniques threshold ECG image gets converted into digital ECG. These digitized 1-D ECG signals are then passed to another deep learning model for the automated diagnosis of heart diseases into different classes such as ST-segment elevation myocardial infarction (STEMI), Left Bundle Branch Block (LBBB), Right Bundle Branch Block (RBBB), and T-wave abnormality. Results The accuracy of deep learning-based binarization is 97%. Further deep learning-based diagnosis approach of such digitized paper ECG records was having an accuracy of 94.4%. Conclusions The digitized ECG signals can be useful to various research organizations because the trends in heart problems can be determined and diagnosed from preserved paper ECG records. This approach can be easily implemented in areas where such expertise is not available. The National Performance Benchmarking Project undertaken by Not-for-profits UWA personnel produced three annual sustainability reports analyzing service providers working in the Australian Disability Services Sector, each published in 2016, 2017 and 2019. This work also contributed to the National Disability Services Annual State of the Sector Reports.3 The data collected, and which continues to be collected, does not assist analysists in identifying prospective causes of service breakdown. However, the findings in these reports highlighted a number of areas which can be indicators of vulnerability in the context of the roll out of the NDIS — this document discusses these indicators and we have referred to them as “Proxies for Risk”. We consider them to be the first line of defense in the context of avoiding a breakdown in sustainability of service delivery as the NDIS rolls out and experimentation leads to learnings. The purpose of this Green Paper is to examine the proxies for risk identified out of the project and to provide a short-form analysis of the extent to which these proxies suggest that potential risks are being faced by service users in the NDIS. We also suggest that these proxies should be reviewed bi-annually or annually.

The previous Part I of the paper (https://doi.org/10.33774/coe-2022-wlr02) discusses the option of the Gödel incompleteness statement (1931: whether “Satz VI” or “Satz X”) to be an axiom due to the pair of the axiom of induction in arithmetic and the axiom of infinity in set theory after interpreting them as logical negations to each other. The present Part II considers the previous Gödel’s paper (1930) (and more precisely, the negation of “Satz VII”, or “the completeness theorem”) as a necessary condition for granting the Gödel incompleteness statement to be a theorem just as the statement itself, to be an axiom. Then, the “completeness paper” can be interpreted as relevant to Hilbert mathematics, according to which mathematics and reality as well as arithmetic and set theory are rather entangled or complementary rather than mathematics to obey reality able only to create models of the latter. According to that, both papers (1930; 1931) can be seen as advocating Russell’s logicism or the intensional propositional logic versus both extensional arithmetic and set theory. Reconstructing history of philosophy, Aristotle’s logic and doctrine can be opposed to those of Plato or the pre-Socratic schools as establishing ontology or intensionality versus extensionality. Husserl’s phenomenology can be analogically realized including and particularly as philosophy of mathematics. One can identify propositional logic and set theory by virtue of Gödel’s completeness theorem (1930: “Satz VII”) and even both and arithmetic in the sense of the “compactness theorem” (1930: “Satz X”) therefore opposing the latter to the “incompleteness paper” (1931). An approach identifying homomorphically propositional logic and set theory as the same structure of Boolean algebra, and arithmetic as the “half” of it in a rigorous construction involving information and its unit of a bit. Propositional logic and set theory are correspondingly identified as the shared zero-order logic of the class of all first-order logics and the class at issue correspondingly. Then, quantum mechanics does not need any quantum logics, but only the relation of propositional logic, set theory, arithmetic, and information: rather a change of the attitude into more mathematical, philosophical, and speculative than physical, empirical and experimental. Hilbert’s epsilon calculus can be situated in the same framework of the relation of propositional logic and the class of all mathematical theories. The horizon of Part III investigating Hilbert mathematics (i.e. according to the Pythagorean viewpoint about the world as mathematical) versus Gödel mathematics (i.e. the usual understanding of mathematics as all mathematical models of the world external to it) is outlined.

Based on the mechanism of luminescence resonance energy transfer (LRET) and using a special single strand DNA as the recognition element, a portable paper-based sensor for the accurate detection of total heavy rare-earth ions (mainly Gd3+, Tb3+ and Dy3+) concentration was proposed. The RNA cleaving-DNAzyme should recognize rare-earth ions to cleave RNA on DNA duplexes linking UCNPs and AuNPs, causing UCNPs and AuNPs to approach each other, inducing LRET, which attenuated the green upconversion luminescence (UCL) triggered by the 980 nm laser. UCL was captured by a charge-coupled device (CCD) image sensor and processed with the red-green-blue (RGB) image to quantitatively analyze heavy rare-earth ions in the samples. In the range of 5–50 μmol·L-1, the sensor has good sensitivity, with the limit of detection of 1.26 μmol L−1.

In April 2019, the U.K. released a white paper about Online Harms. The White Paper proposes to take Internet censorship to a new height, essentially unmatched by any other Western democracy. It’s a sign of how comprehensive censorship has moved beyond repressive regimes to become trendy even in leading republican democracies. To redress a wide range of anti-social online activity, the White Paper seeks to tightly circumscribe user-generated content — so tightly that only a small number Internet giants will be able to profitably publish user-generated content. Other Internet publishers will be pushed towards licensing professional content and cover those costs by charging subscriber fees to consumers. Thus, the White Paper will produce a reconfigured Internet 3.0 that will resemble the cable TV industry, not the current Internet we know and love. This essay addresses three main points. It first deconstructs the some of the “facts” the White Paper uses to justify its censorious ideas. Then it highlights some of the proposals’ worst policy aspects. The essay concludes by explaining how the White Paper will reshape the Internet and kill off most user-generated content.

Friction stir welding (FSW) is the fastest evolving joining technology and the principal prospective technique for implementing an integral fuselage structure in aircraft manufacturing. The viability of FS welds is dependent upon mechanical properties and production turnovers, which are dependent on welding rates and tool design. Hence this review paper border on the effect of welding parameters, tool designs on micro-structure, and mechanical behavior of friction stir welds. The micro-structure and micro-hardnesses which were influenced by the welding rates determined static properties, failure locations, and residual stress minima and maxima. The study reviews the nature and distribution of material flow, grain structure, and precipitates in the aluminum FS welds and their effect on mechanical properties. Advances in the industrial application of Friction Stir Welds and further prospects are critical to this review work.

This White Paper provides a summary of the insights gathered at the Oxford Impact Roundtables (OIR) in 2018 and 2019 and proposes a structured frame for the evaluation of the most popular sustainability accounting, reporting and valuation approaches and their relation to one another. Through this we hope to identify synergies and complementarities of different frameworks and enable a better understanding of these by internal and external audiences. Specifically, this paper considers the following frameworks: Sustainability Reporting, Triple Bottom Line, Integrated Reporting, Impact Valuation, Integrated Profit and Loss accounting (Integrated P+L) and the Mutual Profit and Loss statement (Mutual P+L). Recognizing that a multitude of frameworks exist and are in use, we have focused our analysis on those that are most frequently used and relevant for the context of the OIR participants.

Augmented Reality (AR) systems have seen a rapid adaptation in both training and in virtual assembly instructions. AR systems assist the operator by enhancing user perception of reality, reducing the defects, and lead-time. However, there is a significant lack in the existing literature to compare AR systems and conventional work instructions. The aim of this research is to provide an empirical evidence of comparing task completion time, number of errors, workload index and system usability of AR and conventional paper-based work instructions. For this purpose, we designed an experiment where participants use paper based instructions and AR instructions to assemble a planetary gearbox. The task was assessed using NASA-TLX and System Usability Scale (SUS) tests, which allowed further analysis using descriptive statistics. Moreover, the qualitative interview at the end of the experiment gave more insights about participant’s overall experience.

This is a submission by the Australasian Legal Information Institute to the Australian Government's Digital Technology Taskforce on the proposed Australian Data Strategy. The submission is framed around seven questions asked in the Discussion Paper on the Strategy. The submission concentrates on the role of legal information in the Australian Data Strategy, with additional comments on issues which we think are of particular importance, such as data privacy. In answer to Question 4.'What are the top three outcomes from the Australian Data Strategy you would like to see by 2025?' we identify: (i) Undo data monopolies – There are three main impediments to the full realisation of a free access legal data commons in Australia, concerning court decisions, legislation and standards. (ii) Reform data privacy – Australia’s Privacy Act should be reformed to meet the highest international standard, currently that of the EU’s GDPR. (iii) Legislate for ethical AI - Australian AI innovations will pose considerable risks to Australian citizens, and may also find that they are internationally non-competitive as the international environment moves toward regulation. The Discussion Paper often refers to public trust, but we argue that the question is not one of public ‘trust’, but rather whether our public institutions and their systems for handing data are ‘trustworthy’. Examples concerning personal data disasters in Australia are given. AustLII welcomes proposals of substance coming from a more developed Strategy, and will aim to interact with what should be a significant national initiative.

Ethics in social science experimentation and data collection are often discussed but rarely articulated in writing as part of research outputs. Although papers typically reference human subjects research approvals from relevant institutional review boards, most recognize that such boards do not carry out comprehensive ethical assessments. We propose a structured ethics appendix to provide details on the following: policy equipoise, role of the researcher, potential harms to participants and nonparticipants, conflicts of interest, intellectual freedom, feedback to participants, and foreseeable misuse of research results. We discuss each of these and some of the norms and challenging situations of each. We believe that discussing such issues explicitly in appendices of papers, even if briefly, will serve two purposes: more complete communication of ethics can improve discussions of papers and can clarify and improve the norms themselves.

Gary Becker wrote what may be the first economic analysis of conscription. Less than a decade later, economists played a key role in an important public policy debate during the Vietnam War, which eventually led to abolishment of the military draft. Becker had connections to many of those economists who studied the economics of conscription, and his paper foreshadowed many of the ideas in that literature. Despite this, none cited his paper on conscription. We discuss this history and speculate on this puzzle.

Working papers or preprints have become an important part in the scientific landscape. Such papers present research before (potentially) being published in refereed journals. But is every working paper finally published in a journal? We answer this question for four major working paper series in economics. Based on linked data in RePEc and a random sample we provide an estimate of 66.5% of more than 28,000 investigated working papers that are published in a journal. About 8% are released as a book chapter. For the remaining 25.5% we find no evidence for what happened to the article.

In Canada, diverse people face violence and abuse at alarming rates as a result of their gender, perceived gender, or gender expression. This phenomenon is referred to as gender-based violence (GBV). Gender-based violence has many manifestations, including sexual assault, femicide, and intimate partner violence (IPV), as well as dowry-related violence, early or forced marriage and pregnancy, female genital mutilation, elder abuse, human trafficking, sexual harassment, cyber abuse, and many other forms, both visible and invisible. Crucially, GBV does not simply occur in the context of inter-personal relationships or as the result of perpetration by ‘bad men’; rather, GBV is a systemic issue that seizes upon and operates through longstanding pathologies and power dynamics—patriarchy, racism, colonialism, and transphobia to name few—rendering diverse people more vulnerable to victimization on the basis of their identity. Strategies, policies, and programs focused on ensuring victims and survivors can achieve economic security will form a vital component of any serious plan to address GBV. On this point there is notable consensus. Less agreement exists, however, when debate begins on the question of which strategies, policies, and programs ought to be implemented. In this discussion paper, we weigh in on this debate through an evaluation of an economic security tool over which there has been much fanfare in recent years: the basic income model. Two questions guide our analysis: (1) to what extent could a basic income disrupt the material conditions and forms of oppression which drive GBV, and thus reduce both risk and prevalence? and (2) to what extent would basic income be an effective support for those encountering/recovering from various forms of GBV? Our analysis is driven by two definitional assumptions about economic security and basic income. That is, we consider economic security to be a state in which criteria for financial security, stability, and continuity are fulfilled, and conceive of basic income as a class of policies that share principles of simplicity, respect, economic security, and social inclusion.

That AI will have a major impact on society is no longer in question. Current debate turns instead on how far this impact will be positive or negative, for whom, in which ways, in which places, and on what timescale. In order to frame these questions in a more substantive way, in this prolegomena we introduce what we consider the four core opportunities for society offered by the use of AI, four associated risks which could emerge from its overuse or misuse, and the opportunity costs associated with its under use. We then offer a high-level view of the emerging advantages for organisations of taking an ethical approach to developing and deploying AI. Finally, we introduce a set of five principles which should guide the development and deployment of AI technologies. The development of laws, policies and best practices for seizing the opportunities and minimizing the risks posed by AI technologies would benefit from building on ethical frameworks such as the one offered here.

This White Paper summarises currently available empirical data about attitudes and opinions of citizens and state actors regarding cybersecurity. The data emerges from reports of EU projects, Eurobarometer surveys, policy documents of state actors and additional scientific papers. It describes what these stakeholders generally think, what they feel, and what they do about cyber threats and security (counter)measures. For citizens’ perspectives, three social spheres of particular interest are examined: 1) health, 2) business, 3) police and national security.

This White Paper outlines how the ethical discourse on cybersecurity has developed in the scientific literature, which ethical issues gained interest, which value conflicts are discussed, and where the “blind spots” in the current ethical discourse on cybersecurity are located. The White Paper is based on an extensive literature with a focus on three reference domains with unique types of value conflicts: health, business/finance and national security. For each domain, a systematic literature search has been performed and the identified papers have been analysed using qualitative and quantitative methods. An important observation is that the ethics of cybersecurity not an established subject. In all domains, cybersecurity is recognized as being an instrumental value, not an end in itself, which opens up the possibility of trade-offs with different values in different spheres. The most prominent common theme is the existence of trade-offs and even conflicts between reasonable goals, for example between usability and security, accessibility and security, privacy and convenience. Other prominent common themes are the importance of cybersecurity to sustain trust (in institutions), and the harmful effect of any loss of control over data.

During the COVID-19 pandemic, some goods suddenly became scarce due to panic purchases and stockpiling. The decision to hoard is influenced by higher-order beliefs. If an agent believes that other agents think that a good will become scarce, she concludes that these other agents will hoard, and thus tries to preempt them by hoarding herself. To capture such behaviour, we construct a model with a global game. Agents receive noisy information about some variable that influences supply or demand. They then form higher-order beliefs, and possibly panic and hoard the product. We analyze determinants of such panics. Endogenizing prices and quantities, we show that producers with market power set prices strategically to induce panics and thus boost demand. Absent market power, strong competition leads to low prices and thus little overproduction, also causing panics. We also consider firms who need the scarce good as an intermediate product in their production chain, and show that a regulator would require such firms to stockpile the product, thus increasing resilience.

The following essay responds to a draft article that criticises the theory of libertarian restitution in Escape from Leviathan (EFL). The article was freely available to internet search engines. Hence, it seems fair and useful to reply to these very welcome objective criticisms. It is not intellectually relevant that its author might subsequently and subjectively have thought better of them, possibly as a result of the earlier version of this reply. Generally, the article misconstrues the position on retribution in EFL. Eventually, it makes apparent qualifications to its own position such that there does not seem to be any clear theoretical difference between the two on the central disputed issue. EFL’s position is to explain and defend only the non-normative theory of libertarian restitution: full restoration or compensation to the damaged (proactively imposed on) party. But it is argued that this can include a retributive aspect if that is what the victim prefers. Moreover, such restitution will tend to act as a deterrent that maximises both overall interpersonal liberty (theorised as no proactive impositions) and human welfare (theorised as preference satisfaction).

The revival of the non-delegation doctrine, foreshadowed last term in Gundy v. United States, signals the end of a distinctive style of legal and political thought. The doctrine’s apparent demise after the 1930s facilitated the development of a methodological approach that embodied what Lon Fuller once called “the spirit of the Federalist Papers”: an open-ended engagement with the problem of designing democracy and controlling public power. At its best, this discourse was critical and propulsive, with each purported solution generating more questions than it answered. The turn against congressional delegations will likely bring to a close this period of open and self-critical experimentation. In its place, we are likely to see the emergence of warring visions of the administrative state, each claiming legitimacy — neither credibly — according to its own comprehensive normative doctrine.

High-profile revelations of organizational malpractices in the last few years such as unethical business deals based on large-scale conflicts of interest, insider trading, overvaluation of housing mortgages, doctored inventories of inadequate capital holdings to raise finances, and manipulation of facts and figures have made transparency an important value in today’s organizational world. Stakeholders, whether internal or external, expect to have access to information and organizations have little choice but to open up in keeping with current trends (Christensen, 2002; Christensen & Langer, 2009). This paper offers a tentative examination of what we believe to be an original conceptual framework for a critical understanding of processes of and motivations for organizational transparency, including its paradoxes, by drawing on and combining theories of power, hegemony, legitimacy, and liquid modernity.

In July 2015, China’s national legislature brought in prosecutor-led civil environmental public interest litigations (“EPILs”) for thirteen selected provincial areas of the country. After a two-year legal experiment, this prosecutor-led civil EPIL system was then established nationwide in July 2017. Yet, can it be said that prosecutorial regulators in China are in fact a paper tiger? Drawing upon content analysis of the 655 prosecutor-led civil EPILs and in-depth interviews with twelve frontline prosecutors and judges, this article examines the dynamics of regulatory practice and the motivation of the Chinese prosecutorial organs to engage in environmental regulation through litigation. Based upon the above two legislative landmarks in the law reform of this area, the regulatory practice of prosecutorial organs can be viewed as having occurred in three stages, with each stage featuring a distinct regulatory model: ad hoc regulation through local innovation before July 2015, forced regulation during the legal experiment from July 2015 to July 2017, and perfunctory regulation after the nationwide establishment of the prosecutor-led civil EPIL system in July 2017. The data show that the Chinese prosecutorial organs have engaged in a larger number of such lawsuits since the second stage, but they have shown a strong preference for cases with less complicated facts, weak and small defendants, and minor environmental violations. Three factors that influence regulatory motivation are employed to analyse the change in regulatory models: the ambiguity of the law, the top-down political pressure for regulation, and the cost of regulation. This study highlights the very limited effectiveness of vertical political pressure in boosting prosecutorial regulation and the strong impacts of the cost of regulation and the ambiguity of the law. In particular, the high cost of regulation that takes weak regulatory capacity, lack of regulatory autonomy, and the winning rate-oriented performance appraisal system into account have significantly weakened the motivation of prosecutorial organs to pursue civil EPILs. The findings of this study echo the conditions present in the successful prosecutorial regulations in Brazil and contribute to the scholarship about prosecutorial regulations in the field of environmental protection in the Global South.

In light of the upcoming opportunity for Cyprus and other Member States to appoint by rotation an Advocate General (‘AG’) to the Court of Justice (‘ECJ’) in 2020-21, the objective of the present report taking the form of a discussion paper is to clarify the law and practice related to such appointments and set out recommendations accordingly. It does so by looking in particular into the relevant provisions of the Treaty on the Functioning of the European Union (‘TFEU’), namely the Article 253 TFEU requirements themselves, the reports of the Article 255 TFEU Panel, and the selection processes carried out at the national levels. Article 253 TFEU requires only that such nominees are persons whose independence is beyond doubt and who either meet the requirements for highest national judicial office or who are jurisconsults of recognised competence. An Article 255 TFEU Panel was established with the Treaty of Lisbon and is responsible for advising the Council of the EU on the suitability of candidates appointed to the Court of Justice of the European Union. The Panel has elaborated upon the Article 253 TFEU requirements, taking six considerations into account in their assessment: i. legal capabilities; ii. professional experience; iii. ability to perform duties of a judge (or Advocate General); iv. language skills; v. ability to work in a team in an international environment in which several legal systems are represented; and vi. whether their independence, impartiality, probity and integrity are beyond doubt.1 In a 2018 report, the Panel stated that ‘[i]t considers all professional paths in the field of law to be equally legitimate to apply for the office of Judge or [AG]’, ‘in particular, those of judge, university professor, jurisconsult, lawyer or senior official specialised in the field of law.’2 The Panel is further elaborated upon in Part I, including through its latest report published in January 2020. To further assist in understanding the nature of Advocate General appointments in the EU, a study was undergone into the law and practice at the national level related to ECJ appointments (Part II and the Tables in the Annex), and also into the characteristics of the profiles of the AGs that have been successfully appointed to date (Part III).

This paper examines the transition towards renewable energy in the Swedish pulp and paper industry (PPI) during the 1970s and -80s. In the wake of the first Oil Crisis until the late 1980s, the use of fossil fuels was reduced by 70 percent in this sector. The lion’s share of the reduction was achieved by substituting oil by biofuels in terms of rest products from the pulp manufacturing process. The reduction was made possible also by efficiency improvements and increased internal production of electricity through back-pressure turbine power generation. Sweden was highly dependent on oil when the first Oil Crisis broke, and the run up in oil prices put pressure on the Swedish government and the energy intensive PPI to reduce dependency. Of central importance for the transition to be implemented was a highly collaborative strategy of the sector as well as between the sector and the corporatist Swedish state administration. The Swedish government chose a proactive strategy by emphasizing knowledge management and collaboration with industry along with the substitution of oil with biofuels. The transition was further fueled by the fact that focus was directed towards unutilized potentials in the sector, where a previous waste problem now could be transformed into energy savings, i.e., the strong version of the Porter hypothesis. Also energy taxes and fees played a major role as control agents in the Swedish energy policy of the 1970s and 80s. Thus, the study illustrates the central role of governments and their ability to push industries into new technological paths through a wide palette of interplaying policy instruments. The study further points at the importance of a more holistic understanding of the interplay between different policies and impacts in the longer run.

The publication was issued within the project ‘Transfer of Know-How for Small and Mid-size Businesses in Georgia, Moldova and Ukraine’ which aims to assist SMEs in those countries by providing support to stakeholders in their efforts to develop analytical and policy advocacy capabilities and by opening new channels of communication between SMEs and NGOs in the Visegrad Four countries (Czech Republic, Hungary, Poland and Slovakia) and the rest of the European Union.The objective of the study is to deliver the complete findings and outcomes of the project aimed at Ukraine. This White Paper serves as an authoritative document with action plans, budgets, and a tangible way for the beneficiary country stakeholders to move forward with the agenda of small and medium-sized business development.It presents an overview of the collected background information and contains basic data on the countries, including some key macroeconomic comparisons as well as rankings in major competitiveness reports (e.g. Doing Business report by the International Bank for Reconstruction and Development), identifies the project stakeholders and provides an overview of the situation of small and medium-sized enterprises in Ukraine. It also includes the findings of two surveys implemented by the Slovak-Ukrainian team.Based on the findings, the “Discussion and Recommendations” section presents various perspectives on the problems of SMEs in Ukraine using the experience of the accession process of Slovakia, specific examples of key initiatives that led to the resolution of the problems, as well as case studies from various industries. It stresses the involvement of all parties including the EU, local governments, civil society, business associations, and the SMEs themselves.The key outcome of the paper is a road map – a very specific plan of actions including schedules, budgets, and other details within the scope of this project that will help the beneficiary country to cope with problems regarding the agenda of small and middle business development using the expertise and experience of institutions and stakeholders accumulated throughout the Slovak EU accession process. It includes a wide range of activities including a discussion of the project results with various Ukrainian stakeholders, workshops aimed at increasing knowledge about EU markets, legislation and standards, as well as strategic and institutional moves.

Since the early eighties, numerous experiments have been conducted in order to answer the following question: How does reading on paper differ from reading on screen? Our article presents a brief review of comparative studies in this field of research. We then look at reading models in L1 and L2, and posit that digitally displayed language actually provides a rich source of comprehensible input, and that foreign language readers can benefit from digital presentation of texts, in particular by way of eBook readers. We also highlight the inevitable and profound impact of Information and Communication Technologies (ICT) on the reading brain and, as digital literacy is fast becoming the norm in today’s modern society, we draw attention to the pedagogical implication for foreign language teaching and learning.

The Australian Treasury has identified a number of challenges in FinTech, especially around Initial Coin Offerings (ICOs). In this paper we examine four types of tokens within ICOs: pure utility tokens, security tokens, stored value tokens, and hybrid tokens. There is considerable confusion surrounding what each means and signifies, and how each should be treated by both consumers and regulators. We explore the differences, noting what promoters should do to avoid falling into regulatory traps, and the consequences for selecting particular types of token. Because of the confusion around ICO tokens, we suggest there should be a new asset class of token recognised in the Australian Corporations Act. It would have its own funding limits and regulatory framework. Finally, we outline a new code of conduct for ICOs.

The report summarizes the conditions of the small and medium size enterprises (SME) sector in Georgia, identiies main problems in their development and provides recommendations for further interventions based on the Czech experience, research of existing literature and own survey among SME stakeholders in Georgia.

In this discussion, we reflect on the value given to knowledge in a business context and deliberate a contrary philosophical perspective which does not conform to prevailing knowledge theory. We consider why, if knowledge is key for business success and competitive advantage, the transfer of knowledge within an organisation remains problematic. Whereby, if the creation of knowledge before transfer is recognised is a significant factor in determining a starting point for analogous scrutiny, then what makes this focal point so difficult to establish and measure? We therefore consider parallelism between agents who believe propositions and the formal system that derives proposition. In doing so, we synthesise from current literature and research, the epistemic principal of 'knowledge', which underpins the understanding of the many congruent knowledge transfer theories, in a business context. To do this we reflect on Lindström and the epistemic states of Spohn, wherein, we can draw on descriptions of conditional doxastic maps, as a natural extension of contemporary Kripke models. We conclude the epistemic principle of 'knowledge', which underpins the plausibility of comparisons between epistemically distinguishable knowledge transfer, must include perspectives and doyennes from a recognisable, not implied, value standpoint.

Intrusion Detection System (IDS) has been an effective way to achieve higher security in detecting malicious activities for the past couple of years. Anomaly detection is an intrusion detection system. Current anomaly detection is often associated with high false alarm rates and only moderate accuracy and detection rates because it’s unable to detect all types of attacks correctly. An experiment is carried out to evaluate the performance of the different machine learning algorithms using KDD-99 Cup and NSL-KDD datasets. Results show which approach has performed better in term of accuracy, detection rate with reasonable false alarm rate.

The House Energy and Commerce Committee has begun a process to review and update the Communications Act of 1934, last revised in any material way in 1996. As the Committee begins the review process, this paper responds to questions posed by the Committee that all relate, in fundamental ways, to the question: "What should a modern Communications Act look like?"The Response advocates a "clean slate" approach under which the regulatory silos that characterize the current statute would be eliminated, along with almost all of the ubiquitous 'public interest' delegation of authority found throughout the Communications Act. The replacement regime would have at its core a new competition-based standard that, except in limited circumstances, would require that the FCC's regulatory activities be tied to findings of consumer harm resulting from lack of sufficient competition. The FCC's authority to adopt broad anticipatory rules on an ex ante basis would be substantially circumscribed, and the agency would be required to rely more heavily than is presently the case on ex post adjudication of individual complaints alleging specific abuses of market power and consumer harm. Some aspects of the FCC's current jurisdiction, such as privacy and data security regulation, might be transferred to the FTC in light of the FTC's institutional competence in these areas.

The present paper provides a template for a reproducible scientific paper written in R Markdown. Below I outline some of the "tricks"/code (e.g., referencing tables, sections etc.) I had to figure out to produce this document. The underlying files which produce this document can be downloaded here (see paper). I think I got pretty far but there is always room for improvement and more automatization, in parallel to the incredible developments in R and Rstudio (bookdown etc.). I intend to update this file when I discover more convenient code.

Family courts are not likely to disappear, as they currently constitute the largest proportion of trial court filings in most states. It appears as though family courts have become an emergency room for family problems. Thus, we need to enhance our efforts to improve the family justice system. In order to revamp family courts most effectively, there must be a focus on the creation of unified family courts that are grounded in therapeutic jurisprudence and the ecology of human development. This framework allows for a more responsive and holistic approach to families' legal and underlying nonlegal needs. The goal of a unified family court is to aim to improve the lives of families and children through judicial action, informal court proceedings, alternative dispute resolution, and the provision of appropriate social services.Key Points for the family court Community:-The need for family court reform;-An underlying theoretical foundation to guide the Family Court reform process;-Employing therapeutic jurisprudence to ensure an outcome that can positively affect the lives of the families and children involved in each legal proceeding;-Utilizing the ecology of human development to assist with obtaining a holistic view of families' legal and underlying nonlegal issues;-A blueprint to create a unified family court to provide an effective, efficient, comprehensive resolution to each family's dispute.

The popular belief is that environmental regulation must reduce employment, since such regulations are expected to increase production costs, which would raise prices and thus reduce demand for output, at least in a competitive market. Although this effect might seem obvious, a careful microeconomic analysis shows that it is not guaranteed. Even if environmental regulation reduces output in the regulated industry, abating pollution could require additional labor (e.g. to monitor the abatement capital and meet EPA reporting requirements). It is also possible for pollution abatement technologies to be labor enhancing. In this paper we analyze how a particular EPA regulation, the so-called “Cluster Rule” (CR) imposed on the pulp and paper industry in 2001, affected employment in that sector. Using establishment level data from the Census of Manufacturers and Annual Survey of Manufacturers at the U.S. Census Bureau from 1992-2007 we find evidence of small employment declines (on the order of 3%-7%), which are sometimes statistically significant, at a subset of the plants covered by the CR.

We study a motive for why individuals may hide wealth in offshore entities that has received scant attention in the academic literature and the public debate: the fear of expropriation. We use the Panama Papers and data on media reporting on expropriations and property confiscations. We document that such news reports increase the probability that offshore entities are incorporated by agents from the same country in the same month. This result is robust to the use of country-year- and month-fixed effects and the exclusion of tax havens. The effect is stronger in countries with well-functioning governments. We argue that individuals start hiding their proceeds from illegal activities in offshore entities when reasonably well-intended and well-functioning governments become more serious about law enforcement.

Innovation does not stop when a new medicine is launched. Development of new uses for already approved drugs, in particular, can make profound contributions to the public health. Whether a new use is suspected during the initial premarket trials, identified through focused research after approval, or discovered serendipitously by physicians treating patients, however, it requires extensive clinical testing before it can be approved by FDA. This testing takes time and money — three to five years on average, and as much as $300 million. This Article considers the incentives that federal law offers to companies to make this investment: patent protection and regulatory exclusivity. Both are designed to provide the innovator with a temporary period of exclusive sales for the use in question. In theory, a generic should be dispensed for all other uses, but the innovator should enjoy all sales for the new use. In fact, though, the sales are not excludable; the incentives are nothing more than paper promises. Generic companies generally enjoy the new-use sales as well. This is flatly inconsistent with the goal of the federal laws governing new-use patents and new-use regulatory exclusivity, and it needs to stop. It happens because we have acquiesced to FDA practices and policies, state laws and policies, and healthcare professional and payer behaviors that work together to gut the incentives put in place by Congress. This Article considers ways of reforming practices at the agency and elsewhere in the healthcare system, so that we can have prompt approval of lower cost generic drugs when patents and exclusivity on a brand drug’s underlying compound and initial use expire, and automatic substitution of those generics when the brand drug is prescribed for the initial use, without the gutting of incentives enacted by Congress.

This paper was prepared in support of the mandate of Working Group III to consider the possible reform of investor-state dispute settlement (ISDS) for reasons of independence and impartiality. It outlines the deep flaws in the current design of ISDS on this issue and offers ideas about reforms to incorporate essential safeguards.

Most large-scale ongoing face-to-face surveys which began using pen and paper interviewing (PAPI) face an eventual shift to computer-assisted personal interviewing (CAPI). In preparation for such a shift in the Household, Income and Labour Dynamics in Australia (HILDA) Survey, a trial of the CAPI collection mode was undertaken in the 2007 test sample. This involved a split-sample test of 764 households, where interviewers rather than households were randomly assigned to the PAPI or CAPI mode. This paper reports on the findings of this split sample test, both in terms of the fieldwork operations and the quality of the data collected. Apart from some concerns about the length of the interview, few differences were identified in the data collected by the two modes. Where CAPI differed from PAPI, it was generally in the direction thought to enhance data quality rather than reduce it.

There is a large and growing body of literature on the benefits of established lending relationships with banks, which is an intermediated debt market. We extend that literature by testing for benefits from direct lending relationships in the commercial paper market, which is a public debt market. Diamond (1991) suggests that firms access public debt markets when they have enough reputation to no longer require the close monitoring by banks. Using daily rate data for dealer-placed and directly placed commercial paper, we find that the year-end liquidity squeeze is less pronounced in the directly place commercial paper than in the dealer-placed commercial paper, consistent with the existence of benefits from direct lending relationships in this public debt market.

This study investigates how commercial paper rates respond to the innovations in stock market risk premiums. The unrestricted vector autoregression (VAR) analysis of monthly data from 1997:1 to 2012:M6 shows that the changes in the one-, two-, and three-month non-financial and financial commercial paper rates positively respond to the innovations in the excess returns on the CRSP value weighted index. The response is especially strong during the first few months following shocks to stock market risk premiums. The Granger-causality test results show the changes in commercial paper rates can be predicted by the excess returns on the CRSP value weighted index. The findings from this study provide evidence that there is a link between equity market and commercial paper market.

A meta analysis of key performance indicators (KPI) for a wide range of companies across the paper industry value chain was performed to understand whether disclosure- or performance-based sustainability metrics were better indicators for financial performance of the firms. The study aimed to contribute to theory development on the link between sustainability and competitiveness of the firm, by conducting a multivariate statistical analysis of a wide range of financial and sustainability metrics. Correlation matrices and principal component analysis (PCA) indicated: (i) a slight positive correlation between GHG emissions and disclosure score (e.g. ESG), (ii) a negative correlation between GHG emissions and financial performance (e.g. ROA, stock price, valuation), and (iii) disclosure based measures are better predictors or corporate sustainability performance (CSP) than are performance-based metrics. Targeted correlation analysis using three principal component indicator variables from four models were inconclusive as to links between sustainability and financial indicators. Even though companies clustered along the ESG score spectrum, there was no relationship with financial metrics. Then performance-based CSP scores were used, no clustering was observed. The lack of validation of the results from the meta analysis using the targeted KPIs was likely due to the loss of resolution of environmental sustainability data in the ESG or CSP scores, which mask trends as the result of decreased sensitivity. Future work should focus on preserving higher granularity of metrics and increased use of multivariate statistical tools to increase the ‘signal-to-noise ratio’ for sustainability-financial performance trends.

This paper constitutes the European Company Law Experts' response to the European Commission's Green Paper "The EU Corporate Governance Framework". The paper contains responses to the individual questions put forward by the Commission as well as an introductory statement. In this statement we first set out briefly the rationale for having rules on corporate governance, whether those rules are determined at national or EU level and whether they are contained in hard or soft law. We then consider the rationale for taking action at EU level. Thirdly, we make a suggestion as to how the choice between hard and soft law should be made. Fourth, we consider the overall implications of the previous arguments for the division of rule-making between the EU and Member States.
