This paper analyses poverty reduction in Bhutan between two points in time--2003 and 2007--from a multidimensional perspective. The measures estimated include consumption expenditure as well as other indicators which are directly (when possible) or indirectly associated to valuable functionings, namely, health, education, access to electricity, safe water, improved sanitation, enough room per person in dwelling, access to roads and land ownership. Interestingly, most of these indicators have been identified as sources of happiness in the 2007 Gross National Happiness Survey. Twelve different measures are estimated with a variety of values for the different parameters involved for robustness analysis. Also, estimates are bootstrapped creating 95 % confidence intervals. We find that over the study period there was an unambiguous reduction in multidimensional poverty regardless of the indicators' weights, deprivation cutoffs and identification criterion of the poor. This reduction was mainly led by a reduction in the proportion of the poor which was accompanied by a reduction in the intensity of poverty among those who were less intensively poor, although not among those who were more intensively poor. Rather than accomplishing this poverty reduction by improving achievements in one or two indicators, there were significant reductions in several deprivations, especially in access to roads, electricity, water, sanitation, and education. We also find that when income alone is used to target the poor, inclusion errors are marginal but exclusion errors are sizeable. Despite Bhutan's significant progress, challenges remain as poverty is still high in rural areas. A multidimensional measure in the lines proposed in this paper can prove useful for monitoring poverty reduction, prioritizing groups and evaluating upon investment.

This paper estimates multidimensional poverty in China by applying the Alkire-Foster methodology to the China Health and Nutrition Survey 2000-2009 data. Five dimensions are included: income, living standard, education, health and social security. Results suggest that rapid economic growth has resulted not only in a reduction in income poverty but also in a reduction in multidimensional poverty in the last decade, both in terms of its prevalence and intensity. However, many challenges remain. There are wide disparities across provinces and between urban and rural areas, with poverty being 1.5 times higher in rural areas than in urban ones in 2009. Moreover, rising deprivation in education in rural and less developed provinces should also be a policymaking concern.

This paper proposes how to select a methodology to target multidimensionally poor households, and how to update that targeting exercise periodically. We present this methodology in the context of discussions regarding the selection of a targeting methodology in India. In 1992, 1997, and 2002 the Indian government identified households that are below the poverty line (BPL) and in updating the 2002 methodology, alternative methods have been proposed and vigorously debated. A fourth BPL method was published and a corresponding Socio Economic Caste Census (SECC), implemented. Using the third National Family Health Survey (NFHS-3), this paper illustrates how a BPL targeting method using SECC variables might be calibrated to a multidimensional poverty measure. This paper compares the fit between a benchmark measure of multidimensional poverty and several plausible targeting methods to determine which method(s) approximate it--as well as related measures--most closely. We find a ten-item binary scoring method, which uses variables already available in the SECC questionnaire, provides a strong proxy. The emphasis of this paper is to illustrate how a particular targeting method can be justified, rather than to advocate any particular solution.

This paper examines multidimensional poverty among children in Afghanistan using the Alkire-Foster method. Several previous studies have underlined the need to separate children from their adult nexus when studying poverty and treat them according to their own specificities. From the capability approach, child poverty is understood to be the lack of freedom to do and to be what children themselves value and have reason to value. The case of Afghanistan is particularly relevant as years of conflict aggravated by several severe droughts, political insecurity, bad governance and ongoing violence have significantly increased poverty in the country. The paper discusses the relevant dimensions when analysing child poverty and uses data from a survey carried out by Handicap International which contains information on dimensions of children's wellbeing that is typically missing in standard surveys. Ten dimension are considered in this paper: health, care and love, material deprivation, food security, social inclusion, education, freedom from economic and non-economic exploitation, shelter and environment, autonomy, and mobility. Our results show that younger children, those living in rural areas, girls and disabled children are the most deprived.

Conditional cash transfer programs (CCTs) have two main objectives: reducing poverty and increasing the human capital of children. To reach these objectives, transfers are given to poor households conditioned on investments in their children's education, health, and nutrition. Targeting mechanisms used by CCTs have been generally successful in identifying the income poor but have not fared as well in identifying households that under-invest in human capital. These mechanisms do not consider the multidimensional aspect of poverty, even when composite measures are used, as they do not capture each dimension-specific deprivation. This paper proposes a multidimensional targeting approach to identifying beneficiaries that explicitly takes into consideration the multiple objectives of CCTs and the multiple deprivations of the poor household. Results indicate that the proposed multidimensional targeting methodology significantly improves the selection of households with children who are most deprived in the dimensions often relevant to CCTs. In the case of Mexico's Oportunidades, ex-ante evaluation results indicate that the multidimensional identification of beneficiaries increases the impact of transfers on school attendance compared to alternative targeting models.

Since the seminal work of Sen, poverty has been recognized as a multidimensional phenomenon. The recent availability of relevant databases renewed the interest in this approach. This paper estimates multidimensional poverty among women in fourteen Sub-Saharan African countries using the Alkire and Foster multidimensional poverty measures, whose identification method is based on a counting approach. Four dimensions are considered: assets, health, schooling and empowerment. The results show important differences in poverty among the countries of the sample. The multidimensional poverty estimates are compared with some alternative measures such as the Human Development Index, income poverty, asset poverty and the Gender-related Development Index. It is found that including additional dimensions into the analysis leads to country rankings different from those obtained with the mentioned four measures. Decompositions by geographical area and dimension indicate that rural areas are significantly poorer than urban ones and that a lack of schooling is, in general, the highest contributor to poverty. The paper also conducts robustness and sensitivity analyses of the multidimensional estimates with respect to the number of dimensions in which deprivation is required in order to be considered poor, as well as to the poverty lines within each dimension. Several cases of dominance between countries are found in the first robustness test.

This paper studies multidimensional poverty for Argentina, Brazil, Chile, El Salvador, Mexico and Uruguay for the period 1992-2006. The approach overcomes the limitations of the two traditional methods of poverty analysis in Latin America (income-based and unmet basic needs) by combining income with five other dimensions: school attendance for children, education of the household head, sanitation, water and shelter. The results allow a fuller understanding of the evolution of poverty in the selected countries. Over the study period, El Salvador, Brazil, Mexico and Chile experienced significant reductions in multidimensional poverty. In contrast, in urban Uruguay there was a small reduction in multidimensional poverty, while in urban Argentina the estimates did not change significantly. El Salvador, Brazil and Mexico, and rural areas of Chile display significantly higher and more simultaneous deprivations than urban areas of Argentina, Chile and Uruguay. In all countries, deprivation in access to proper sanitation and education of the household head are the highest contributors to overall multidimensional poverty.

Important steps have been taken at international summits to set up goals and targets to improve the wellbeing of children worldwide. Now the world also has more and better data to monitor progress. This paper presents a new approach to monitoring progress in child poverty reduction based on the Alkire and Foster adjusted headcount ratio and an array of complementary techniques. A theoretical discussion is accompanied by an assessment of child poverty reduction in Bangladesh based on four rounds of the demographic household survey (1997-2007). Emphasis is given to dimensional monotonicity and decomposability as desirable properties of multidimensional poverty measures. Complementary techniques for analysing changes over time are also illustrated, including the Shapley decomposition of changes in overall poverty, as well as a range of robustness tests and statistical significance tests. The results from Bangladesh illustrate the value added of these new tools and the information they provide for policy. The analysis reveals two paths to multidimensional poverty reduction by either decreasing the incidence of poverty or its intensity, and exposes an uneven distribution of national gains across geographical divisions. The methodology allows an integrated analysis of overall changes yet simultaneously examines progress in each region and in each dimension, retaining the positive features of dashboard approaches. The empirical evidence highlights the need to move beyond the headcount ratio towards new measures of child poverty that reflect the intensity of poverty and multiple deprivations that affect poor children at the same time.

This paper clarifies the social and economic effects of employment in the informal sector on the poor in Russia in recent years. The article describes the extent to which the figures for informal sector at large and unofficial employment in particular vary in different estimates and the effect they have on the average labor income of the poor. The major impact of the research consists of the development of a universal method for the estimation of the scales of labor income of the poor in the informal sector. Using the latest available data from Russian Federal State Statistics Service, this indicator is calculated for the poor and than compared with average wages in the formal sector and the subsistence minimum (official poverty line). The study concludes that the informal sector is a factor of social stability in a postsocialist transition economy, which, however, cannot alleviate poverty.

The aim of this paper is to propose multidimensional measures of deprivation and wellbeing in contemporary Switzerland, in order to overcome the limitations of standard approaches. More precisely, we have developed self organising maps (SOM) using data drawn from the 2009 Swiss Household Panel wave, in order to identify highly homogeneous clusters of individuals characterized by distinct profiles across 44 indicators of deprivation and well-being. SOM is a vector quantiser that performs a topology-preserving mapping of the k-dimensional input data to a two-dimensional, rectangular grid of output units, preserving as much as possible the information contained in the original input data. "Topology-preserving" means that, when an SOM is properly developed, units that are close in the output space are also close in the input space. Our results suggest that the SOM approach could improve our understanding of complex and multidimensional phenomena, like those of well-being, deprivation, vulnerability, that show only a partial overlapping with standard income poverty measures.

This study explored how people perceive the causes of poverty. Literature revealed that there are three broad theoretical explanations of perceptions of the causes of poverty, namely individualistic explanations, where blame is placed squarely on the poor themselves; structural explanations, where poverty is blamed on external social and economic forces; and fatalistic explanations, which attribute poverty to factors such as bad luck or illness. To examine South Africans perceptions according to these dimensions secondary analysis was employed on one of the Human Sciences Research Council's (HSRC) national representative client surveys. Approximately 3,498 respondents across South Africa were surveyed between 18 April and 30 May 2006. The bivariate analysis revealed that South Africans in general attribute poverty to structural over individualistic and fatalistic dimensions of poverty. Ordinary least square regressions revealed that these perceptions of poverty interacted with a host of socio-demographic and economic variables such as race and peoples' lived experiences of poverty. In this regard, all three ordinary least square regressions showed that lived poverty had a significant impact in predicting respectively structural, individualistic and fatalistic perceptions of the causes of poverty. The second regression predicted individualistic perceptions and showed that being white was the most significant predictor. The third regression predicted fatalistic perceptions and established that being coloured was the most significant predictor.

Income is regarded as one of the clearest indicators of socioeconomic status and wellbeing in the developed world and is highly correlated with a wide range of outcomes. Despite its importance, there remains an issue as to the best way to collect income as part of surveys. This paper examines differences in how income is collected in a nationally representative UK birth cohort, the Millennium Cohort Study, looking at variations by questions asked and by respondent characteristics before then examining the implications different methods of collecting and reporting income may have for measuring poverty. Results show that less than a third of respondents give consistent information on income between measurement tools. Using multiple questions is associated with a substantially lower response rate but this method generally results in a higher estimate of family income than using a single question. This is particularly true for certain groups of the population--those on means tested benefits, in self-employment and in part-time employment. Not surprisingly then in our analysis of poverty, using a single question produces an inflated proportion of families who could be classified as living in poverty and is less associated with other measures of financial deprivation than the more conservative poverty measure based on multiple questions.

Recently, there have been advances in the development of multidimensional poverty measures. Work is needed however on how to implement such measures. This paper deals with the process of selecting dimensions and setting weights in multidimensional poverty measurement using qualitative and quantitative methods in a participatory framework. We estimate the multidimensional poverty measures developed by Alkire and Foster for a particular group: persons with psychiatric diagnoses in the United States. To select relevant dimensions and their relative ordering, two discussion groups are convened: one consisting of persons with lived-experience expertise and the other consisting of people with mental health service provision or research expertise. Several methods are used to convert dimension rankings into weights. The selection and ordering of dimensions differed between the two discussion groups, as did the resulting poverty measures. For instance, the poverty headcount using the dimensions and weights of the "lived experience" group ranged from 20.61 to 26.96% as compared to a range of 18.62-33.19% using those of the "provider/researcher" group. One of the main results of this study is that the Alkire Foster method is sensitive to the selection of dimensions and the methods used to derive rankings and weights. It points toward the limitation of relying exclusively on small scale qualitative methods for the selection and ranking of dimensions. In addition, the participatory framework used in this study was found to be essential in interpreting results, in particular with respect to the limitations of the data set in measuring relevant dimensions.

If estimates are based on samples, they should be accompanied by appropriate standard errors and confidence intervals. This is true for scientific research in general, and is even more important if estimates are used to inform and evaluate policy measures such as those aimed at attaining the Europe 2020 poverty reduction target. In this article I pay explicit attention to the calculation of standard errors and confidence intervals, with an application to the European Union Statistics on Income and Living Conditions (EU-SILC). The estimation of accurate standard errors requires among others good documentation and proper sample design variables in the dataset. However, this information is not always available. Therefore, I complement the existing documentation on the sample design of EU-SILC and test the effect on estimated standard errors of various simplifying assumptions with regard to the sample design. It is shown that accounting for clustering within households is of paramount importance. Although this results in many cases in a good approximation of the standard error, taking as much as possible account of the entire sample design generally leads to more accurate estimates, even if sample design variables are partially lacking. The effect is illustrated for the official Europe 2020 indicators of poverty and social exclusion and for all European countries included in the EU-SILC 2008 dataset. The findings are not only relevant for EU-SILC users, but also for users of other surveys on income and living conditions which lack accurate sample design variables.

The most prominent theory to explain the curvilinear relationship between income and subjective well-being (SWB) is need theory, which proposes that increased income and wealth can lead to increased well-being in poverty because money is used to satisfy basic physiological needs. The present study tests the tenets of need theory by proposing that money can buy happiness beyond poverty if the money satisfies higher-order needs. Findings indicate that in older adults (n = 1,284), as economic standing rises, so do individual perceptions of financial security (a safety need), which in turn increases overall life satisfaction. Further, a path model tested the degree to which financial security and psychological need satisfaction mediated the path from economic standing to life satisfaction and demonstrated the complete mediation through higher-order needs--there was a 66% reduction in the direct link through financial security and a 34% reduction through psychological need satisfaction. Discussion focuses on how these mediation and path models extend need theory.

Thailand has been a global economic success story, transforming from one of the poorest countries in Southeast Asia in the 1960s, to a modern and dynamic nation, and all within the lifetime of the current generation. However, growth has been accompanied by marked increases in economic inequality both at the regional and individual levels. In this context studying how relatively poor people appraise their situation ("subjective wellbeing") and how this relates to traditional "objective" measures of wellbeing such as wealth and basic needs is particularly relevant. This paper investigates the relationship between basic needs as defined by the Theory of Human needs (THN, Doyal and Gough 1991), material wealth and happiness. Specifically, we intend to answer the following research question: Are wealth and basic needs indicators always interchangeable when analyzing happiness determinants in low income settings? The paper focuses on seven communities in the South and North-east of Thailand with contrasting levels of access to markets and services. It challenges the common assumption that at low economic levels, wealth or income matter for people's happiness because they increase satisfaction of basic needs, arguing instead that wealth might contribute to happiness for personal or symbolic reasons, which are not related to the use of goods as basic needs satisfiers. Thus, it suggests that indicators of wealth and basic needs should not be used interchangeably when studying happiness determinants in low income settings.

Growing life expectancy and changes in financial, marriage and labour markets have placed the income position of the elderly at the center of scientific and political discourse. As a consequence, the last decades witnessed the publication of various influential reports that contained comparative statistics on old age income inequalities on the basis of international surveys. Common to these surveys is that they exclude the elderly who live in institutions. The divergence between the target population (e.g. the population aged 65 and over) and the survey population (e.g. the noninstitutionalized population aged 65 and over) that thus arises, might lead to important bias in the survey results. However, hardly any research has been conducted quantifying the direction and strength of this bias. This article tries to fill this gap and assesses the consequences of excluding the institutionalized elderly for the validity and international comparability of a number of indicators. Analyses with the Belgian Datawarehouse Labour Market and Social Protection show that the resulting bias is negligible for average equivalent pension income, but that assistance dependency among pensioners is underestimated by 10%. Furthermore, on the basis of international statistics, it is shown that the share of elderly in institutions varies substantially across countries. It is argued how this jeopardizes the international comparability of old age statistics. Finally, the article opens up a discussion on the meaning of lack of income and wealth among institutionalized elderly. It concludes that depending on how this question is answered, poverty will be under- or overestimated in countries with a high share of institutionalized elderly.

Using consumption expenditure data of the National Sample Survey 2004-2005, this paper estimates the size of elderly poor and tests the hypotheses that elderly households are not economically better-off compared to non-elderly households in India. Poverty estimates are derived under three scenarios--by applying the official cut-off point of the poverty line to household consumption expenditure (unadjusted), consumption expenditure adjusted to household size and consumption expenditure adjusted to household composition. Results show that an estimated 18 million elderly in India are living below the poverty line. On adjusting the consumption expenditure to household size and composition, there are no significant differences in the incidence of poverty among elderly and non-elderly households in India. This is in contrast to the notion that elderly households are better off than non-elderly households in India. Based on the findings, we suggest that the age dimension should be integrated into social policies for evidence based planning. (Contains 3 figures and 6 tables.)

The subjective well-being approach to environmental valuation is applied to analyze the valuation of greenhouse gas emissions with a fairness-adjustment in the valuation exercise. Results indicate that industrialized countries have high willingness-to-pay to reduce emissions. Developing countries differ in their valuations. Results indicate that poor countries have willingness to pay whereas middle income countries indicate willingness to accept payments to reduce emissions. Such high willingness-to-pay of industrialized countries, however, does not imply that they can pay off developing countries in order to continue emitting as usual. Still, the different positions with regard to emissions point to possibilities toward some inter-group payments and transfers system to allow societies to contribute toward global reduction emissions reduction.

This paper examines perceptions of quality of life in Hamilton, Ontario, Canada from the perspective of residents and key community stakeholders. A series of eight focus groups were conducted. Six sessions were held with residents of neighbourhood "hubs", areas characterized by high levels of poverty. The following themes were highlighted as significant to neighbourhood quality of life: (1) housing quality and affordability; (2) diversity and cultural integration; (3) crime and safety; (4) community engagement and recreation; (5) green space and the physical environment; and (6) transportation. Two focus groups were then conducted with key informants who provided recommendations for improving quality of life and discussed relevant policy issues such as employment and income security. The findings of the focus groups resonate with local research and policy action in Hamilton, including a new Neighbourhood Development Strategy for the City. This research advocates for decision-makers to support and work alongside context-based, resident-led community development efforts. The hub model, as well as Hamilton's broader neighbourhood-based research and community development approach may assist social researchers, civic leaders and various levels of government across Canada as they work to improve quality of life in their communities.

China's oldest old population is estimated to quadruple by 2050. Yet, poverty rate for the oldest old has been the highest among all age groups in China. This paper investigates the relationship between economic stress, quality of life, and mortality among the oldest-old in China. Both objective economic hardships and perceived economic strain are examined. We base our investigation on data drawn from the Chinese Longitudinal Healthy Longevity Survey conducted between 2000 and 2005. Our sample includes 10,972 men and women between the ages of 80 and 105 in 2000. The data show that about 16% of these oldest-old lived under economic stress in 2000. The risk factors that make one vulnerable to economic stress include age, being male, being widowed or never married, being a minority member, having no education, having no living children, and not having children as main source of income, and having no pension. Economic stress is negatively associated with indicators of quality of life, such as the quality of medical care and mental well-being. The poor quality of life contributes to the higher mortality rate for the oldest old who are under economic stress. Results also show that perceived economic strain increases the risk of mortality by 42% in rural areas, even after controlling for basic demographic characteristics, life style factors, and major health events. For the rural oldest-old, having children as a main source of income and having access to pension alleviates the negative impact of economic hardship on mortality hazard by 23 and 66% respectively. However, in urban areas, economic stress has no direct impact on the hazard of mortality.

Most poor children achieve less, exhibit more problem behaviors and are less healthy than children reared in more affluent families. We look beyond correlations such as these to a recent set of studies that attempt to assess the causal impact of childhood poverty on adult well-being. We pay particular attention to the potentially harmful effects of poverty early in childhood on adult labor market success (as measured by earnings), but also show results for other outcomes, including out-of-wedlock childbearing, criminal arrests and health status. Evidence suggests that early poverty has substantial detrimental effects on adult earnings and work hours, but on neither general adult health nor such behavioral outcomes as out-of-wedlock childbearing and arrests. We discuss implications for indicators tracking child well-being as well as policies designed to promote the well-being of children.

Many researchers working with children in materially poor communities in Ethiopia have observed that they report high levels of well-being, for example, they are happy and satisfied with their lives. This is taken as an example of resilience, or what may be defined as the capacity to bounce back from adverse experiences. While many Euro-American studies attribute resilience to individual competencies such as self-confidence, in the context of Ethiopia and other developing countries "social" competencies may be more important. Social competencies enable children to construct networks that extend beyond peer friendships and school-based networks. Their extensive networks mean they can access resources and convert these into well-being outcomes such as being well-nourished. However, their networks can be simultaneously advantageous and disadvantageous; for example, when children feel obliged to leave school to contribute to the household. The paper presents a mixed-method case-based analysis of four children aged 14-15 living in urban Ethiopia who were characterised by the author as more or less "resilient" on the basis of survey data from Young Lives, a long-term study of childhood poverty. It uses survey and qualitative data to present a detailed account of these children's pathways to well-being and the complex role of social connections within these pathways.

This paper explores causes of differences in estimates of poverty incidence in Uganda since the early 1990s as measured by the Uganda Bureau of Statistics and the World Bank. While both sets of estimates from the two organisations show a declining trend in poverty incidence there are important differences in the levels of poverty, the speed of the decline and the direction of change in the early 2000s. Methodological differences linked to the determination of the poverty line and adjustments for household composition are found to play a role. Assessing the effect of other potential causes is complicated by limitations in the World Bank's meta-data.

Theoretical and empirical studies have recently adopted a multidimensional concept of poverty. There is considerable debate about the most appropriate degree of multidimensionality to retain in the analysis. In this work we add to the received literature in two ways. First, we derive indicators of multiple deprivation by applying a particular multivariate statistical technique, the non-linear principal component analysis (NLPCA), which overcomes traditional limits of many of the mostly used methodologies for poverty measurement. Second, on the basis of the aforementioned indicators, we provide an accurate identification of the poor in Italy by analyzing deprivation both as a distinct phenomenon in different life domains and as a single multidimensional concept. The main determinants of poverty in Italy are then investigated by estimating logit regressions and an ordered probit model. Our empirical analysis is based on data from the Italian component of European Statistics on Income and Living Conditions (EU-SILC-2004).

Child poverty has been widely discussed in Germany since the publication of the third official Poverty and Wealth Report of the German government in 2008 which--inter alia--focused on the situation of children and families. However, child poverty is not only caused by low household incomes and impacts of child poverty are not only restricted to financial consequences. The capability approach takes into account this multidimensionality of well-being and poverty of children. It conceptualizes human well-being as not only depending on financial means but also gives the same importance to the personal and social conversion factors which determine how far financial means can be converted into personal well-being. Before 2008 the capability approach had only been applied to the well-being of adults in Germany, but not specifically to the well-being of children. However, there are several reasons why a capability analysis for children will differ from a capability analysis for adults. Adults' capability sets comprise dimensions that are less relevant for small children while other valuable capabilities have to be added. Furthermore the capability set depends to a large extent on the age of the child. The paper focuses on a multidimensional poverty analysis in the capability perspective of 5-6 years old children. In the domains of "Education/Leisure", "Health", "Social Participation" and "Income" child poverty is measured by predefined indicators. The relationship to the social and personal conversion factors of the caretakers is then evaluated. Additionally, a multidimensional poverty measure is analyzed.

Our study used multilevel regression analysis to identify individual- and neighbourhood-level factors that determine individual-level subjective well-being in Rhini, a deprived suburb of Grahamstown in the Eastern Cape province of South Africa. The Townsend index and Gini coefficient were used to investigate whether contextual neighbourhood-level differences in socioeconomic status determined individual-level subjective well-being. Crime experience, health status, social capital, and demographic variables were assessed at the individual level. The indicators of subjective well-being were estimated with a two-level random-intercepts and fixed slopes model. Social capital, health and marital status (all p less than 0.001), followed by income level (p less than 0.01) and the Townsend score (p less than 0.05) were significantly related to individual-level subjective well-being outcomes. Our findings showed that individual-level subjective well-being is influenced by neighbourhood-level socioeconomic status as measured by the Townsend deprivation score. Individuals reported higher levels of subjective well-being in less deprived neighbourhoods. Here we wish to highlight the role of context for subjective well-being, and to suggest that subjective well-being outcomes may also be defined in ecological terms. We hope the findings are useful for implementing programs and interventions designed to achieve greater subjective well-being for people living in deprived areas. (Contains 4 tables.)

In this paper, we evaluate income distributions in four European countries (Austria, Italy, Spain and Hungary) using two complementary approaches: a standard approach based on reported incomes in survey data, and a microsimulation approach, where taxes and benefits are simulated. These two approaches may be expected to generate slightly different results, particularly in respect of individuals on lower incomes, because benefit receipts tend to be under-reported in survey data, and over-estimated in microsimulation procedures. However, we find that the two approaches do in fact produce reasonably consistent results, in terms of both inequality measures and poverty rates. To the extent that the results differ, we explore the reasons why these differences arise, and suggest directions for future research, in which each approach may inform improvements in the other.

In this article we present a new composite index of child health, applied to the Least Developed Countries (LDCs) of Africa, one of the areas of the planet most castigated by poverty. Our index has been constructed attending to the variables defined in the Goals of the Millennium Declaration. For this purpose we will use the P2 distance method for the year 2008, the last year for which data are available. This index integrates variables of child health that permit a territorial ordering of the LDCs of Africa, in terms of those partial indicators.

We examine the perception of social exclusion and quality of life and their interactions among a group of Turkish citizens. For this purpose we used the social exclusion scale developed by Jehoel-Gijsbers and Vrooman and the WHOQOL-BREF scale. The study group consists of 2,493 participants who are residents of a city in Turkey. Our study was based on self reporting and voluntary participation. We used SEM (Structural Equation Modeling) for the analysis. We observed significant paths among several dimensions of quality of life and social exclusion. We found that the material deprivation dimension of social exclusion has a direct and negative impact on the environment and social relationships domains of quality of life. The material deprivation dimension explains 36% of the variation in the environment and 16% of the variation in social relationship domains of quality of life. This finding indicates that the material deprivation and social participation play an important role in the perception of environmental and psychological life quality. Physical health, social relationships, and environmental domains of life quality are important in the social participation dimension of perceived social exclusion.

Housing is an important aspect of living standards and quality of life for older persons, but the housing-related problems they may face encompass rather different circumstances, relating to the condition of the dwelling, how well equipped it is, whether housing costs represent a serious burden, and whether the neighbourhood environment is problematic. This paper brings out the importance of distinguishing these different dimensions of housing problems for older people, illustrated empirically using data for Ireland from an important new European dataset. Controlling for other factors, being older is associated with more housing quality problems but fewer housing cost and neighbourhood problems than for those of working age. The variables predicting deprivation among older people differ across the dimensions and the correlations between the dimensions are low. Over half the older people in the sample experience some form of housing-related deprivation, but a majority of these are reporting only one. Scores on a summary index for older persons are much less strongly associated with factors such as household income and poverty, marital status, and location and type of dwelling than for all households, bringing out the importance of distinguishing and studying the different dimensions and framing appropriate policy responses to each.

Achieving adequate levels of physical activity (PA) is important to maintain health and prevent chronic disease. The costs of inadequate physical activity to the NHS have been estimated at over a billion pounds annually. While socio-demographic characteristics such as age, sex and ethnicity have been reported to be associated with different levels of PA, there is evidence that people's social environments may also be important in encouraging a physically active lifestyle. The objective of this paper is to describe associations between the social environment and physical activity among the poorer communities in an outer London Borough, when other socio-demographic factors are controlled for. A household survey was carried out in six poorer neighbourhoods in Redbridge in 2008 as part of a wider health needs assessment. The questionnaire included questions allowing estimation of levels of physical activity as well as extent of social environment [social network score (SNS) and social support score (SSS)]. A random sample of households was taken and a total of 799 completed responses from over 16 year old were obtained. The association between physical activity and the social environment controlling for socio-demographic characteristics was estimated using a logistic nested model. Higher SNS was significantly associated with younger age, Black ethnicity, higher education level, higher household income and higher levels of PA in bivariate analyses. Higher SSS was positively associated with Indian ethnicity, higher household income and area of residence. In multivariate analyses higher levels of PA were significantly associated with wider social networks and stronger social support, educational level and marital status. Despite its limitations, our findings confirm that the relationship between low physical activity and weak social networks and low social support, observed in general population studies, also occurs in deprived communities in London. The relationship merits further exploration given the limited evidence on the effectiveness of interventions to promote physical activity.

Adolescence is a critical period where many patterns of health and health behaviour are formed. The objective of this study was to investigate cross-national variation in the relationship between family affluence and adolescent life satisfaction, and the impact of national income and income inequality on this relationship. Data from the 2006 Health Behaviour in School-aged Children: WHO collaborative Study (N = 58,352 across 35 countries) were analysed using multilevel linear and logistic regression analyses for outcome measures life satisfaction score and binary high/low life satisfaction. National income and income inequality were associated with aggregated life satisfaction score and prevalence of high life satisfaction. Within-country socioeconomic inequalities in life satisfaction existed even after adjustment for family structure. This relationship was curvilinear and varied cross-nationally. Socioeconomic inequalities were greatest in poor countries and in countries with unequal income distribution. GDP (PPP US$) and Gini did not explain between country variance in socioeconomic inequalities in life satisfaction. The existence of, and variation in, within-country socioeconomic inequalities in adolescent life satisfaction highlights the importance of identifying and addressing mediating factors during this life stage. The paper addresses the question of whether parental death always has a strongly negative effect on children's outcomes using quantitative and qualitative data from Young Lives, a longitudinal study of childhood poverty in Ethiopia. It investigates the validity of potential mediating factors identified by other studies in Sub-Saharan Africa using data from the whole sample (n = 973) and explores these processes in-depth through the experiences of three orphans in one community in Addis Ababa. The paper concludes that the outcomes of orphans and non-orphans in poor communities are not significantly different, supporting the need to address vulnerability at a societal level. Nonetheless, specific groups, for example, older female children who have lost their mothers, may face particular risks that should be addressed with targeted interventions.

Defining the poverty line has been acknowledged as being highly variable by the majority of published literature. Despite long discussions and successes, poverty line has a number of problems due to its arbitrary nature. This paper proposes three measurements of poverty lines using membership functions based on fuzzy set theory. The three membership functions, namely exponential, trapezoidal and quadratic sigmoid together with their calculation steps are discussed. Average monthly household incomes of Malaysians are used to illustrate the proposed poverty line. Three new sets of poverty lines were derived for 3 years as numerical application to the proposed membership functions. The numerical results show the flexibility of poverty lines resulted from the composition of the proposed functions. It suggests that the official poverty line for Malaysians is too low thus creating an underestimation of the extent of poverty in Malaysia.

Time constraints, like money constraints, affect Americans' well-being. This paper defines what it means to be time poor based on the concepts of necessary and committed time and presents time poverty thresholds and rates for the US population and certain subgroups. Multivariate regression techniques are used to identify the key variables associated with discretionary time and time poverty. The data confirm the idea that individuals in households with children have less discretionary time and are thus more likely to be time poor than those in households without children. Controlling for other household characteristics, an additional child reduces a household adult's daily discretionary time by 35 min. Surprisingly, while one might expect the necessary and committed activities required of an individual to be less in a two-adult household with children than in a one-adult household with children because child care can be shared, the data show that the presence of such a second adult only marginally reduces the necessary and committed time burden of an individual household member. Perhaps even more surprisingly, household income is not a statistically significant correlate of discretionary time or time poverty.

The measurement of development or poverty as multidimensional phenomena is very difficult because there are several theoretical, methodological and empirical problems involved. The literature of composite indicators offers a wide variety of aggregation methods, all with their pros and cons. In this paper, we propose a new, alternative composite index denoted as MPI (Mazziotta-Pareto Index) which, starting from a linear aggregation, introduces penalties for the countries or geographical areas with "unbalanced" values of the indicators. As an example of application of the MPI, we consider a set of indicators in order to measure the Millennium Development Goals (MDGs) and we present a comparison between HDI (Human Development Index) methodology, HPI (Human Poverty Index) methodology and MPI.

This study of the counties of South Carolina introduces a limited purpose, modifiable technology that is designed to reproduce the rapid discovery strategy of the natural sciences. It uses factor analysis to identify types of communities and the threats they face, and evaluates their success in dealing with these by comparisons based on age-adjusted mortality rates. The factor analysis of mostly census indicators generated an Urbanization factor along with two measures of the interaction with the environment, Growth and Poverty. Growth was expected to predict mortality negatively while Poverty should predict positively. Regression analysis confirms both predictions but only for each race. That is, Growth predicted lower mortality, but only for African-Americans. Poverty predicted higher mortality, but only for whites. These and other puzzling findings are explored, illustrating the "rapid discovery" technology that is the central feature of this paper.

The paper analyzes subjective poverty in Hungary and compares it to the objective poverty concepts. Subjective poverty is defined by examining who people consider to be poor. Based on the Easterlin paradox, the initial hypothesis states that subjective and absolute poverty concepts are highly correlated. Taking into account that Hungary is a developed country, subjective well-being is supposed to be associated not only with absolute, but also with relative deprivation. The methods of systematic data collection are used to collect data about the belief of the population. The paper concludes that low income level, Roma descent, entitlement to social supports and unemployment are the items thought to be most related to poverty by the informants. It proves that subjective poverty is a multidimensional concept. It also concludes that absolute and relative poverty thresholds coincide with the subjective one. It implies that increasing the absolute income level of individuals may not be enough to improve their subjective wellbeing as they are also concerned with their relative income position.

The article covers the main steps of official statistics in the second half of the Nineties through the illustration of the transition from economic oriented official statistics to the quality of life approach. The system of the Multipurpose Surveys introduced in 1993 to give an answer to questions at social level and to provide indicators for social policies, has been developed with a quality of life approach that combines the objective dimension to the subjective one. All dimensions of the social sphere have been analyzed with this approach: health, crime, leisure, work, poverty and deprivation. Sometimes the subjective questions were proxy of the objective situation, such as health and sometimes subjective aspects complemented the objective as in the case of crime and poverty. The history of the Italian official statistics is an example of how it is possible to realize a qualitative leap in social statistics integrating the objective and the subjective dimension.

Based on three surveys carried out for studying living conditions of youth, women and elderly living in six remote areas (Tuen Mun, Yuen Long, Tin Shui Wai, Sheung Shui, Fan Ling and Tai Po) in the New Territories of Hong Kong, this paper reports the poverty and social exclusion of these three groups of people. The quality of life of youth, women and elderly is adversely affected by limited job opportunities, high cost of travel for employment, and poor neighbourhoods in the community. However, perceptions of reasons for their problems are different for the three groups, due to differences in bonding and bridging social capital they have, as well as the differences in perceptions on social exclusion and discrimination directed upon them.

With the recognition of the crucial role of family and with the belief that parents have the greatest influence on a child's life, family and parent education has been widely practiced in Hong Kong and many other countries as measure for poverty alleviation. A study, employed quantitative method of a cross-sectional parent survey (N = 10,386) was conducted to comprehend needs and parenting practice of poor families, and to identify appropriate strategies to promote family and parent education in Hong Kong. Regression analysis was used to investigate the association between family variables, psychological stress and parenting behavior. The study identified five categories of disadvantaged families and salient factors that distinguished families from the normal population based on the findings of discriminant analysis. Moreover, data indicates that family relationship and social networks are protective factors to economically disadvantaged families, whereas sense of powerlessness amplifies the negative effects of low income. Based on the findings, the paper suggests that strategies for poverty alleviation that focus purely on parenting or parent education are fragmented and fail to address the complexity of poverty as a social issue. A holistic perspective that goes beyond the scope of parent education to support families, adopting a family perspective in poverty-alleviation work and service provision, and addressing barriers constrain parenting are the future service directions.

The paper explores attitudes to chronic poverty in a cross-section of developed and developing countries contributing data to the World Values Survey Wave Three (1994-1998). The analysis finds a consistent belief among a majority of respondents that poverty is persistent. The paper also explores the factors influencing public attitudes to chronic poverty, and finds that interests, position, knowledge, and shared values relating to social justice, are important.

This study aims to investigate factors contributing to poverty, one of the most significant social problems in Western societies. To this end, 13 countries that have made a variety of efforts to reduce poverty, and therefore experienced similar development processes related to welfare, were selected. To overcome the methodological limitations of previous studies, the study utilized a Hierarchical Generalized Linear Model to simultaneously analyze individual-level and state-level factors that might affect the poverty status of a household, employing household data from the fifth wave of Luxembourg Income Study and Comparative Welfare State data. By comparing the magnitude of individual- and state-level effects in the analysis process, the model can empirically illuminate which of the two levels is more responsible for households' destitution. Furthermore, by analyzing the level of and characteristics of poverty in each country, this study examines whether there are discrepancies in the level of poverty across types of welfare states and what factors contribute to these discrepancies.

The relationship between time, money, and regular participation in physical activities, especially at the intensities and durations required to improve one's health, is an important public health and social policy issue. The objective of this research is to develop a better understanding of the extent to which income poverty and time poverty act as barriers to regular participation in moderate or higher intensity physical activities. This study uses Canadian time use data collected in 2005 in order to measure income poverty, time poverty, and active living. Objective measures of physical activity engagement (participation rates, daily occurrences, and daily time budgets) are used to explore differences between the rich and poor categories of both income and time wealth. The income and time wealth categories are corroborated using subjective assessments of stress and perceived barriers to regular participation in sports. The results illustrate the multidimensional nature of poverty, but from a public health and social policy perspective, time poverty may be more important than income poverty as a barrier to regular physical activity engagement.

We attempt to examine the extent to which poverty in childhood adversely affects success in adulthood, using micro data from nationwide surveys in Japan and taking into account the recursive structure of life outcomes. We use retrospective assessments of income class at the age of 15, because longitudinal data on household income are not available. After controlling for its endogeneity, we confirm that children from poor families tend to have lower educational attainment, face higher poverty risks, and assess themselves as being less happy and as suffering from poorer health.

This paper investigates the cross-country distribution of the relationship between economic conditions and well-being. Using a large sample of individuals from 94 countries worldwide, we find that the effect of income on well-being is larger in countries with lower GDP per capita, while the negative effect of being unemployed is stronger in countries with higher unemployment rate or higher GDP per capita. Interestingly, the effect of being unemployed displays positive spatial dependence across countries that is not accounted for by aggregate socio-economic conditions. Overall, the results indicate that geography, culture and institutions must be explicitly taken into account in order to understand the relationship between economic conditions and well-being.

Among the surprising results of research on the relation between a person's material circumstances and his or her subjective well-being was the finding that this relationship appears to be rather weak (throughout this paper the terms "(general) life satisfaction", "(subjective) satisfaction", "happiness" and "subjective well-being" will be used interchangeably. The same applies to the terms "material circumstances", "material conditions", "material situation" and "material well-being"). However, more recently authors began to ask the question, whether this might at least in part be explained by the insufficiencies of income as an indicator for the material situation. Building on this idea, they have shown that the inclusion of alternative measures for the respondents' material situation--such as wealth measures in particular--reveals that the relationship between a person's material well-being and his or her subjective well-being might just be somewhat stronger than researchers thought before. The paper will follow this lead but will go beyond current research by first, systematically reviewing the various approaches available for measuring the material situation and second, by proposing the use of a so-called deprivation index, an alternative measure of material well-being, which is frequently used in the context of poverty research (compare e.g. Townsend in "Poverty in the United Kingdom", Penguin Books, Harmondsworth, 1979; Hallerod in "J Eur Soc Policy" 5:111-129, 1995; Nolan and Whelan in "J Eur Soc Policy" 6:225-240, 1996). It will be argued, that such a deprivation based measure will perform better than indicators like income or wealth when analyzing the relationship between material conditions and subjective well-being. This hypothesis will be tested using three different German datasets. Based on this data it will be shown that in all cases deprivation measures perform better in explaining differences in subjective well-being than the alternatives. However, both types of measures seem to capture slightly different aspects of the material situation, a result which has also been found in the poverty literature cited above. Thus using a combination of both seems to be the best alternative.

Despite a wide under-prioritization, the issue of child poverty has received increasing attention worldwide over the last decade. The acknowledgement in Vietnam that child-specific poverty measurement is crucial for poverty efforts directed towards children, and the current lack thereof, instigated the development of a Vietnam child poverty approach. This paper proposes a country-specific, multidimensional and outcome-based approach for the measurement of the incidence, depth and severity of child poverty. It does so at the level of the individual child using household survey data. The development of such an approach at the level of the individual child presents an appropriate alternative for or supplement to the widely used monetary poverty approach, allowing for the use of compatible analytical methods. Findings suggest that 37% of all children in Vietnam live in poverty, with the most pressing areas of deprivation being water, sanitation and leisure. We do not find evidence for a gender bias but do observe a large urban-rural divide, regional disparities and large ethnic inequalities. We argue that this tailor-made approach is a valuable new tool for policy makers and analysts in Vietnam as it enables identification and analysis of poor children, their characteristics and most pressing areas of deprivation within the country's specific social and cultural context. This paper addresses a key methodological challenge in the modeling of individual poverty dynamics--the influence of measurement error. Taking the US and Britain as case studies and building on recent research that uses latent Markov models to reduce bias, we examine how measurement error can affect a range of important poverty estimates. Our data are taken from the British Household Panel Survey and the US Panel Study of Income Dynamics, for working-aged adults over the period 1993-2003. For both national samples we ask how common vulnerability to poverty was over the period in question, what the entry and exit probabilities were for the group likely to transition into or out of poverty, and how effective redistributive programs were at protecting those most at risk. Crucially, in answering these questions we estimate and remove the effects of error in the measurement of poverty status. Throughout, we compare our results with estimates that do not take this error into account, and assess the implications for understanding poverty dynamics both within and between the two countries. Our modeling strategy extends previous research in several respects, enabling us to make stronger statements about measurement error and individual poverty dynamics. We find that correcting for error affects conclusions in important ways: Poverty is less temporary and risks are less widely dispersed than otherwise assumed, while cross-national differences are more pronounced.
