Tackling the many negative health effects of social isolation has been identified as a policy priority in the UK and consequently many local authorities are developing strategies to ascertain its prevalence through the development of social indices. This paper provides a novel assessment of the emerging approach of developing indices to identify social isolation. It provides an overview of a selection of indices being developed by local authorities across England; considers the validity of such quantitative indices; and explores the extent to which more in-depth qualitative data collected at a neighbourhood level is additionally required. It draws on evidence of a social isolation index for older people created by a northern English local authority, assessing its validity through a qualitative sense check; an innovative approach which has not been attempted elsewhere. The paper contributes important knowledge to the growing literature in this field by further developing understanding around the most effective ways of identifying, measuring, and understanding social isolation at a local level. Our findings indicate that an index, alone, is insufficient to fully capture the multifaceted nature of social isolation as relevant indicators, unique to local spaces, which cannot easily be measured quantitatively, are often excluded. The communication of corporate social responsibility (CSR) highlights the behavior of the business toward CSR and their framework of sustainable development (SD), thus helping policymakers understand the role businesses play with respect to the 2030 Agenda. Despite its importance, this is still a relatively underexamined and emerging topic. In our paper, we focus on what businesses communicate about CSR through social media and how this relates to the Sustainable Development Goals (SDGs). We identified the topics discussed on Twitter, their evolution over time, and the differences across sectors. We applied the structural topic model (STM) algorithm, which allowed us to estimate the model, including document-level metadata (time and sector). This model proved to be a powerful tool for topic detection and the estimation of the effects of time and sector on the discussion proportion of the topics. Indeed, we found that the topics were well identified overall, and the model allowed catching signals from the data. We derived CSR communication indexes directly from the topic model (TM) results and propose the use of dissimilarity and homogeneity indexes to describe the communication mix and highlight differences and identify clusters. In the age of the digital revolution, many cities around the world have made significant investments in planning and implementing smart city initiatives to address the issues of climate change and urbanisation. Concurrently, numerous attempts have been made to evaluate the performance and outcomes of these initiatives. In this study, a static and dynamic ranking of 33 selected cities for the period 2005–2019 is provided using dynamic factor analysis. In this comparative study, cities are evaluated and ranked on various smart drivers including technology, community, infrastructure, community, and governance to identify the best (and worst) smart city and to highlight the changes in smartness over the last 15 years. The results show that urban smartness has changed significantly over the past 15 years, but the smartness of most individual cities in the study has either steadily improved or remained constant. Further, smart practices vary significantly across cities, with Frankfurt, Washington, Munich, Los Angeles, and New York City showing relatively strong urban smartness, compared to the poor performance of Bratislava, Warsaw, and Prague. The findings of this study can serve as an empirical basis for identifying specific strengths and weaknesses of cities and as a knowledge-based decision-making tool for policymakers and metropolitan leaders in selecting policies that can improve the growth and performance of smart cities. In recent years, shared facilities have contributed substantially to increased access to sanitation in urban areas. While shared sanitation is often the only viable option in densely-populated, low-income urban areas, it is currently considered a "limited" solution by the international community. In this paper, we analyze the conditions under which shared sanitation could be considered of adequate quality and propose a set of indicators associated with sanitation quality to be included in national household surveys. We conducted a survey with 3600 households and 2026 observational spot-checks of shared and individual household toilets in Kisumu (Kenya), Kumasi (Ghana), and Dhaka (Bangladesh). We develop a composite sanitation quality outcome measure based on observational data. Using regression analysis, we identify self-reported indicators that correlate with the spot-checked composite measure and are, therefore, robust with regard to reporting bias. Results show that (pour-) flush toilets are a highly informative indicator for sanitation quality compared to other toilet technologies. In contrast to previous arguments and depending on the context, sharing a toilet has a comparatively lower correlation with sanitation quality. Toilets still show good quality if shared among only 2–3 households. Toilet location and lighting, as well as the presence of a lockable door, are equally strong indicators for sanitation quality and could serve as alternative indicators. The findings suggest that the sanitation service levels defined by the WHO and UNICEF might be reconsidered to better capture the quality of sanitation facilities in low-income urban settlements. The Italian National Institute of Statistics (ISTAT) declined a multidimensional approach to measure equitable and sustainable well-being (Benessere Equo Sostenibile, BES) at a detailed territorial level, that is, at the provincial level (NUTS3) entailing a wide spectrum of indicators grouped into domains related to Health, Education, Work and life balance, Economic well-being, Social relationships, Politics and institutions, Security, Landscape and cultural heritage, Environment, Innovation research and creativity, and Quality of services. These indicators can help in describing the territories because they can spot situations of concern, such as in the South of Italy. The gap between North and South Italy has increased over time, a picture we can describe using each of the indicators, but also by jointly considering them by using a factor analysis and clustering and constructing a composite indicator. Contrary to some researchers who have suggested the employment of time series indicators for the period 2004–2016 looking for a latent factor, that takes into account the joint temporal trend of the indicators, in this paper, the situation among three different moments over time is compared: before the 2008 crisis and a few years after it. This paper proposes a comprehensive new measure of societal quality of life (QOL) at the national level. Focusing on livability, the environmental, external factors that constitute a society's QOL this measure derives from a novel and multifaceted analysis of subjective wellbeing data. In determining what people actually value, the measure allows for a comprehensive cross-country comparison of QOL that complements normative objective-list or capabilities approaches. The analysis supports the five broad categories of Community and Relationships, Freedom and Opportunity, Health and Environment, Living Standard, and Peace and Security as antecedents to QOL. Current measures overlook or deemphasize aspects of these elements. There has been a growing movement around human rights cities (HRCs) in the last two decades, supported by citizens, public institutions, civil society organizations, and academia. Diverse HRC practices and approaches have accompanied this development. Most work to date has focused on processes and institutionalization and remains case-specific; comparative rights-based empirical research at the local level is rare. To fill this gap, this paper proposes indicators as a tool for assessment of human rights in cities. The development of the indicators forms part of a broader project initiated by Raoul Wallenberg Institute (RWI) Research Worldwide Istanbul and the Union of Turkish World Municipalities, in which seven Turkish municipalities have been collaboratively developing HRC capacities since mid-2017. This study focuses on gender as a cross-cutting component of the multidimensional human rights space. It utilizes a capabilities approach to transform an abstract notion of rights into concrete, observable concepts and indicators that connect human rights and the provision of public goods and services through the capabilities of citizens. The proposed gender indicators have been tested through a series of semi-structured interviews with contact persons in participating municipalities. The inherent complexity of the Europe 2020 Strategy, focused on areas where the European Commission has not full jurisdictional competence, increases the relevance of a timely and precise monitoring system and of effective and efficient institutional settings. This paper performs a quantitative evaluation of countries' performances, using the Europe 2020 Index (Pasimeni in Soc Indic Res 110(2): 613-635, . doi:). We observe differences among countries and across time, and investigate their determinants by means of a model including potential explanatory variables, such as level of wealth, growth, sustainability of public finances and institutions. We refer to institutions in the sense of North (J Econ Perspect 5(1):97-112, ), and apply the distinction between formal and informal ones. The analysis confirms the importance of formal and informal institutions, both in absolute and in relative terms, compared with the other factors considered. After nearly 20 years without any significant changes, the indicators of the European Regional Development Fund (ERDF) have undergone a major overhaul in the current 2014-2020 programming period. This paper reviews the characteristics of the ERDF indicator system evolution and contextualises the changes. Based on applying a logic model and practical examples, we argue that in spite of the good justification for changes, the new ERDF intervention logic and indicator system did not solve some of the well-known problems and brought new challenges for the ERDF-supported programmes. The main challenges that still remain to be solved are: differing indicator concepts between the European Union funds; inconsistency of the common output indicators; difficulties in establishing a programme’s contribution to results; persistent problems in determining the target values for results; and broad result indicators with indirect link to interventions. Assessment of the disaster resilience index (DRI) is an effective decision support tool for managing natural disasters. This study holds that disaster resilience is a dynamic process accompanied by coping capacity, adaptive capacity, and transformative capacity in different phases; therefore, we develop a three-dimensional capacity-based framework using seven indicators (including 38 subindicators) to map the multigoals for measuring resilience at the household level. Our data were acquired through questionnaire responses by 516 representative rural households in mountainous hazard-prone areas in Chongqing, China. The results reveal that more households are deemed "low resilience" and that geographical spatial differences exist in the DRI across the case regions. Several factors affecting the ability to survive, bounce back, and bounce forward from mountain hazards for rural households were found in China. An individual's, and indeed the nation's, social and economic futures are highly dependent on early childhood development (ECD) outcomes, with poor ECD inhibiting future opportunities. Ecological ECD literature describes family, community and institutions as being key factors in children's wellbeing, with suggestions that community factors may ameliorate impacts of poor ECD. It is therefore important to develop a greater understanding of those modifiable factors that positively, and negatively, affect ECD outcomes so as ECD policy and practice can be designed and implemented effectively. One approach to this analysis is through the identification and analysis of influencing factors identified within off-diagonal communities-that is those communities where children have either developed well in consideration of their high-levels of socio-economic disadvantage, or developed poorly in consideration of their low levels of socio-economic disadvantage. In this paper we describe a new method for the identification of off-diagonal communities. The method provides a clear and transparent approach to community selection, including a range of methods to further interrogate the community selection ensuring a rigorous and considered selection process. This new method, based on population Census and Australian Early Development Census data, provides the first step in identifying community factors likely to facilitate childhood wellbeing. This paper constructs a multi-dimensional individual well-being (MIW) indicator framework to explicitly recognise the inter-relationship between economic and non-economic dimensions in encapsulating the totality of an individual's life. The MIW framework treats individual well-being as a multi-dimensional concept disaggregable into uniquely defined but latent well-being dimensions with observable indicators attached to each. A composite well-being index applicable to individual level analysis is developed through a series of intra-personal aggregative procedures. The results are based on person-level data from the household, income and labour dynamics in Australia survey and applied to an assessment of the individual well-being of older Australians, aged 65 years and over. The findings indicate that, although older Australians have slightly lower overall well-being compared to non-older adults, driven primarily by declining physical health and to a lesser extent mental health, they maintain strong personal relationships, and engage actively in their communities. “What gets measured gets managed” has long been a mantra to rally improvement throughout various domains of life. Perhaps this is also the case for existing work on social cohesion, whereby much of its conceptual and operational elements have received interest in both academic and policy research aiming for practical improvement with regard to the cohesiveness of communities and societies. We contend, however, that not everything that matters for social cohesion may be measurable, and not everything that has been measured for social cohesion may matter. This is not to suggest that not measuring any indicators is better than measuring them, but to caution that existing measures of social cohesion, as well-developed as they may currently be, might still be lacking in their ability to accurately assess the state of social cohesion in a given society. This paper sets out to question when and why measurements may fail. It seeks to critique current indicators of social cohesion by recognising what and who are missing from existing measures. Key performance indicators are crucial for the strategic planning of both, public and private institutions. Composite indicators are a useful tool for conveying summary information about overall performance in a relatively simple way. The construction of these indicators implies several stages concerning collection of data, selection of criteria and individual indicators, normalization and weighting of criteria and indicators, aggregation and comparison of overall performance of the alternatives or options. However, due to the different nature of the decision criteria and indicators traditional normalization methods are not always suitable. This is the case in the proposal of composite indicators measuring students' adequacy degree in higher education institutions. This concept involves several dimensions, criteria and individual indicators of diverse nature. In this paper, we try to overcome the normalization problems arising from this situation proposing a normalization method based on similarity of the options with an ideal target. Once indicators have been normalized, weights are determined and aggregation is conducted in an easy way allowing the overall assessment of the students in terms of their adequacy level. Based on this overall assessment an adequacy index is then proposed allowing classification of the students in three different groups reflecting different levels of difficulties in terms of their adequacy. Extra activities can be then planned by the institution in order to re-inforce the adequacy level of the students. At the beginning of the 2000s, Switzerland went through two global recessions: the Dot-com crisis and the Great Recession. Even though Switzerland experienced milder effects compared to its European neighbours, the Swiss unemployment rate increased considerably compared to its status quo. This paper explores the resilience of vulnerable groups to these economic downturns using both objective (income poverty and material deprivation) and subjective (wellbeing and satisfaction with the financial situation) indicators of quality of life. To analyse how quality of life evolved since the early 2000s, we use a longitudinal database: the Swiss Household Panel. Studying both objective and subjective indicators, results suggest that the dot-com crisis had a stronger negative effect than the Great Recession on vulnerable groups. This was particularly true for single parents and large families. Disadvantaged groups during the first crisis reacted in different ways during the second crisis. Some groups (the unemployed, the low-educated and the solo self-employed) experienced some scarring effects sometimes only according to objective indicators; others were resilient and continued with their normal trends (migrants and the young), whereas the most strongly affected groups during the first crisis (single parents and large families) registered an improvement in their conditions in the second crisis. These results point to a combination of subjective and objective indicators to evaluate the effects of recurrent crises on vulnerable groups. [ABSTRACT FROM AUTHOR]

In this paper, we assess the performance variation of the municipalities in the greater Montreal area between 2005 and 2010 for a set of 12 common urban sustainability indicators. We then measure the global and local spatial autocorrelation of each indicator's variation in order to describe the regional distribution of the indicators. Three different patterns emerge from this analysis: (1) converging pattern; (2) diverging pattern, and (3) random pattern of the performance variation of the municipalities across the region. The results suggest the relevance of further research on the potential spillover effects of an individual city's performance, which could be overlooked because a local administration's monitoring of progress is generally performed within its own jurisdiction. Today, though the need for new indicators of progress is broadly recognized, no consensus has arisen on a successor to gross domestic product (GDP). Various quantification options are debated. While some intend to improve current indicators by completing or adjusting them to new constraints, others think that new indicators of progress are liable, if well-designed, to catalyse a transition toward a new societal model, less reliant on growth. Up to now, the normative stakes related to quantification options, though crucial for 'what we measure affects what we do', are scattered among the debates and do not appear clearly to actors. Our paper aims therefore to offer a systematic understanding of the normative impacts of generic quantification choices. To that end, we analyse the index of economic well-being (IEWB). For each dimension of this composite indicator, the analysis-which aims to be easily transposed to other indicators-sheds light on the variety of normative implications resulting from its conceptual and methodological apparatus. This concomitantly leads us to question in depth the relevance of some theoretical hypotheses underlying the IEWB to coherently account for economic, social and ecological issues. The paper's conclusion suggests that alternative conceptual frameworks, such as ecological economics and the capability approach, are liable to carry more coherent indicators of progress. Social welfare systems face major challenges, particularly in a context of social transformation, austerity and growing inequalities. This process is highly visible in the health sector. In this context, many voices ask for public sector reforms and community action for health as a relevant practice. However, analyses and evaluations of this kind of practices are still limited, particularly beyond the cases of single community health actions or interventions. We still need to identify key indicators for measuring and characterising what community action for health consists of, as well as to what degree this kind of intervention has been developed across a city. Based on a research about 49 neighborhoods in Barcelona, this paper creates an index to measure and characterize community action for health, using different indicators: citizen engagement programs in community health, organizational transformation of the health and social protection systems, stable participatory structures with specific teams, and urban health policies. We apply the index to the case of Barcelona and build a map of community action for health in the city using 4 categories: strong community health development (one neighbourhood), middle (9 neighborhoods), emergent (25 neighborhoods) and without specific community health promotion (14 neighbourhoods). We find that community action for health is extensive within the city of Barcelona, have great potential as a response to the need for change in the relationship between the public (health) sector and the citizenry, but is still implemented unequally across the urban territory in terms of types and methods. This paper presents a new index to quantify, measure and monitor the progress towards the objectives of the Europe 2020 strategy. This index is based on a set of relevant, accepted, credible, easy to monitor and robust indicators presented by the European Commission at the time the strategy was launched. The internal analysis of the index shows that the Smart and the Inclusive growth dimensions of the strategy are strictly correlated and that the trade-offs between each of these two dimensions and the Sustainable one exist but are decreasing, suggesting that a change towards more sustainable models of development is occurring in Europe. The external analysis of the index shows that it can be a valid measure to assess the overall competitiveness of countries and that the most critical factors for this strategy to be successful are good governance and social capital. Both the potential pitfalls of macro-economic policies focused on stimulating economic growth and the problems involved in using GDP as a measure of well-being or economic welfare have long been recognized by economists and researchers from other social sciences. Therefore, it is no surprise that alternative measures for policy-making have been developed and promoted since the early 1970s. Over the past 5 years, the development of these measures has gained momentum both politically and academically. However, most research efforts concentrate on the development and promotion of individual indicators, while paying less attention to the wide range of indicators already available and to theoretical insights. As a result, few classification schemes of alternative measures exist today to help policy-makers in selecting a proper set of indicators. This paper first looks into the different classification schemes available in the literature and outlines the weaknesses in each of these. Afterwards, an alternative classification scheme is introduced that draws on the notions of well-being, economic welfare and sustainability. A further sub-categorization is built on the different approaches that are used to quantitatively capture the notions. By focusing on the underlying concepts that the different measures aim to quantify, the alternative classification scheme overcomes the drawbacks of the existing schemes. This paper looks at the role of statistics-based knowledge in the making of EU policy. We highlight shortcomings in the use of statistical indicators made in the course of the Lisbon strategy, ended in 2010. In our opinion the shortcomings are: (i) The paradox of the coexistence within the same European Commission of two holistic frameworks: the Structural Indicators and the Sustainable Development Indicators. One does not understand which of these two systems is taken to measure the overall policy performance of the European Union. (ii) A communication issue whereby the Lisbon strategy and its offspring EU 2020 are not communicated (Lisbon is to the average citizen the capital of Portugal) and are especially not communicated in relation to existing statistical indicators of good quality, against the opinion of academicians that transparency and accountability based on sound statistics favour democracy and participation. We illustrate the reasons that lead us to see these points as problematic and offer suggestions on how these should be tackled in line with the practices developed in the Open Method of Coordination. In recent years, the interest grew in research on measuring the “quality of life” (QOL) in cities. This interest comes from the success QOL measurement achieved in understanding communities’ needs, tracking changes in different aspects of life and assessing the most desired types of future development among citizens. This research highlights the importance of measuring QOL in Jordan. It examines the opportunity and applicability of carrying out QOL measurement studies in Amman, the capital city. It outlines different scopes, visions and approaches that can be used to study and measure QOL and the most suitable mechanism that can work firmly. A professional top–bottom approach was used for that. Thirty-three experts with different backgrounds were interviewed in order to determine the appropriate scopes and visions for studying QOL, define the most significant aspects affecting QOL in Amman, and define the appropriate domains to be studied. Results were analyzed, limitations were defined and the final set of representative domains was stated. Domains were ranked according to their relevance and the important -underneath- aspects were defined in the form of models, each representing a certain domain. The paper presents a conceptual framework and methodology developed by the authors to create systematic empirical basis to monitor important social indicators. The focus here is on ways to employ indicators of victimization in school in order to inform a range of constituencies interested in the well being of school children. The paper outlines the importance of developing a wide range of indicators based on a theoretical model of social context of schools, as perceived from multiple perspectives (students, staff, parents, the general public). The importance of linking national-, regional-, and site-level indicators is emphasized and demonstrated. The paper presents examples of analyses and reports that can inform practice, policy making and evaluation in the area of school safety. This paper describes the process and some findings of a collaborative project between the New South Wales Commission for Children and Young People and researchers at the Social Justice and Social Change Research Centre, at the University of Western Sydney. The project was designed to inform the Commission in implementing its legislative mandate to develop a set of well-being indicators to monitor children's well-being over time. Placing children centrally as research participants was fundamental to the methodological approach of the project in which children's understandings of what contributes to their well-being were explored through qualitative methods. We discuss the epistemological and methodological approaches used in the project, in the context of other, earlier research towards the development of children's well-being indicators. Some of the early findings from the collaborative project are outlined and an example given of the way in which knowledge produced by a research approach which places children centrally, differs from and is similar to knowledge produced by more traditional child social indicator research. This paper investigates whether estimating vulnerability to poverty using consumption expenditures and food calorie intake provide consistent policy implications based on the vulnerability as expected poverty framework. Feasible generalized least square (3FGLS) method is applied on large data-set of about 90,000 households in the Punjab province, Pakistan. The results indicate that the analysis based on the two approaches results in considerable geographic differences in the distribution of vulnerability to poverty. The implication of our results is that anti-vulnerability interventions based on monetary indicators of poverty will penalize those regions with low monetary poverty but high nutrition poverty. Inequality is a characteristic of societies worldwide, and many groups face disparities across a range of domains from economy to health to justice. While inequality is a complex problem in which many of these domains are interconnected, most research examines only one area, or at most the effect of one area on another. This paper details an innovative approach to studying inequality using an indicators methodology. The Equality Indicators are comprised of 96 measures of inequality and how it changes annually across six themes: Economy, Education, Health, Housing, Justice, and Services. It compares the experiences of those most likely to be adversely affected by inequalities to those of less disadvantaged groups. Here, we detail the development of the tool, its structure, data sources, and scoring system, followed by baseline findings from New York City, where we combined administrative and secondary public survey data with the data from a new public survey conducted for this study. We found substantial inequalities across all six themes, although they were most pronounced in Health and Justice. While we are not able to make direct comparisons of indicators in a given year, the intention of the tool is to track change over time; in future years we will be able to compare change or lack thereof across indicators and domains. The current findings across areas, however, suggest that New York City is characterized by vast inequalities, where disadvantaged groups are twice as likely as others to experience negative outcomes in fundamental areas of life. The concept of well-being has evolved over the past several decades as research has continued to reveal its multidimensional, dynamic, person-specific and culture-specific nature. Most recently, the ecological embeddedness of well-being has also gained recognition, and this development of the concept demands that we explore and identify new conceptual frameworks and appropriate methodological approaches towards the assessment of quality of life within a socioecological context. This paper offers a review of seminal and current research in the fields of social indicators, human development, ecological economics, and natural resources management, with the aim of examining the concept and the various methodologies designed to assess both the objective and subjective components and the multiple dimensions that comprise well-being. We also present some methodological approaches that have the capacity to account for the role of ecosystem services, considering several studies of rural populations whose well-being depends on the flow of ecosystem services, highlighting the participatory methods these studies employed to identify and assess locally relevant well-being indicators, and addressing some of the challenges inherent in such methods. This paper investigates the measurement of trust transfer in interpersonal contexts. Despite the importance of this topic, little evidence of comparable indicators exists to fill the current gap in knowledge regarding the measurement of interpersonal transference of trust and its reciprocal. We propose a modification of the classical structure of a widely accepted experimental setting for analyzing trust (i.e. a trust game) and build two indexes for the measurement of trust transfer and its reciprocation. Several properties of these indicators are investigated to examine their robustness and accuracy for measuring the transference of interpersonal trust. Furthermore, using data from our own modified trust game, we provide an empirical examination of both indexes. The results show that the existence of a mutually known third party fosters a stronger willingness to achieve cooperative behavior in an anonymous trust game; thus, the transference of interpersonal trust works in both directions of the dyad. Policymakers and social theorists have increasingly come to rely on social indicators to guide their decisions and theories. Social indicators are also useful in bridging theory and empirical research as well as the traditional gap between policymaking and social theory. The concept of social indicators covers interpretation of cultural signs, simple statistical measures, and complex statistical indexes related to sets of domains. The article views the development of child well-being indicators as central not only in the social welfare field, but as an indicator of future societal conditions, given that children’s lives are especially sensitive to social change. The paper addresses the development of indicators of children’s well-being, arguing that the expansion of the field, the complexity of new domains and indicators, and the position of children as “being” and “becoming”, they are citizens of the present as well as being socialized for the future, illustrates that the next crucial step for the field is to further elaborate theories and models. This paper traces the history of indicators and indices of child well-being from its origins in the social indicator movement of the 1970s through recent developments in the field. Initial work calling for comprehensive sets of indicators of child well-being and later recommendations for indicator improvement are detailed. Products that resulted from these recommendations, such as comprehensive indicator reports and online resources are described. The development of child well-being indices is shown to parallel the history of indicators. The contributions of state and international indicator and index projects are included as well. Important aspects of child well-being indicator development are uncovered through documenting its history, including the need to focus on subjective as well as objective measures of well-being, and the need to develop indicators for the multiple ecological contexts of children’s lives, but to separate measures of context from measures of child outcomes. A rough consensus emerges across the history of indicator efforts on the critical domains of child well-being: physical, psychological, cognitive, social, and economic well-being. In this paper, we conceptualize and develop an index of sociodemographic risk that we hypothesize will be an improvement over the standard poverty measure as a measure of risk for children’s development. The poverty line is widely used in government statistics and in research but is also widely acknowledged to have multiple shortcomings. Using recent data from the National Survey of America’s Families, we develop and examine a Sociodemographic Risk Index for two potential purposes: (a) to serve as a summary indicator of children’s environments that affect their well-being, and (b) to serve as a variable that can be used to identify at-risk subgroups of children whose well-being should be examined separately in indicator reports. Based on substantial research on children’s development, we chose five variables for the index: family income, family structure, parent education, family size, and home ownership. An additive sociodemographic risk index using these variables is strongly associated with multiple measures of child well-being in both bivariate and multivariate analyses. Hence, it serves as a good marker of risk for children and therefore as an indicator that could be monitored over time, across groups, and across places, as well as a variable that could be used to identify subgroups of at-risk children whose well-being should be monitored. However, analyses do not indicate that it performs better at identifying at-risk children than the current poverty measure. Therefore, we recommend the Sociodemographic Risk Index primarily as an additional summary indicator to be monitored, rather than as a replacement for the poverty measure. [ABSTRACT FROM AUTHOR]

With the aim of contributing to the development of indicators for the evaluation and monitoring of the realization of the Human Rights to Water and Sanitation (HRtWS) at a municipal scale, an analysis of the experience gained in the municipalities of the Metropolitan Region of Belo Horizonte (Minas Gerais, Brazil) is presented. By applying international guidelines and recommendations at the municipal level, a system of indicators and indices was developed focusing on the dimensions of the normative content of both rights, which can be addressed with quantitative measures—availability, physical accessibility, affordability and quality/safety—as well as the principle of equality and non-discrimination in access to rights. The indicators were aggregated into indices, which showed adequate for monitoring the HRtWS in municipalities, making it possible to analyze the progressive realization of rights. The system can be utilized by municipal and regional management as a useful tool for establishing sectoral and spatial priorities for governmental actions that promote the implementation of HRtWS. Using deep learning with satellite images enhances our understanding of human development at a granular spatial and temporal level. Most studies have focused on Africa and on a narrow set of asset-based indicators. This article leverages georeferenced village-level census data from across 40% of the population of India to train deep models that predicts 16 indicators of human well-being from Landsat 7 imagery. Based on the principles of transfer learning, the census-based model is used as a feature extractor to train another model that predicts an even larger set of developmental variables—over 90 variables—included in two rounds of the National Family Health Survey (NFHS). The census-based-feature-extractor model outperforms the current standard in the literature for most of these NFHS variables. Overall, the results show that combining satellite data with Indian Census data unlocks rich information for training deep models that track human development at an unprecedented geographical and temporal resolution. Volunteer tourism is a rapidly growing form of alternative travel and one of its central pillars consists of generating beneficial impacts in host destinations. However, few mechanisms have been proposed or developed to understand, identify or assess the impacts of volunteer tourism in host communities. One strategy to assess these impacts is by developing sociocultural, economic and environmental indicators. Literature on international development, social indicators and volunteer tourism suggests that indicator development should engage both host communities and volunteer tourism organizations (VTOs). This article presents an approach to accomplish this often difficult task. An online questionnaire solicited data from VTOs regarding indicators that they believe are most useful to understand the community impacts of their programs. Exploratory workshops in five host communities of volunteer tourism in Ecuador and Costa Rica generated additional indicators that are locally-relevant and appropriate. Data from these distinct approaches to indicator development are compared and contrasted to understand how they can be used to reflect the interests of both stakeholder groups. The compass of sustainability was used as a framework to guide indicator development for both the survey and the workshops and its potential to guide future initiatives is discussed. This research revealed the need to promote collaboration among VTOs and host communities to jointly develop indicators to ensure that volunteer tourism can address their mutual goals and needs. Initially considered a 'luxury' good and now becoming a more popular and diffused landmark, the spatial distribution of residential swimming pools reflects the socio-spatial structure in Mediterranean cities, offering a kaleidoscopic overview of class segregation and economic disparities. The present study hypothesizes that economic downturns, resulting in alternative phases of social polarization and mixing, affect the spatial distribution of pools. To verify this assumption, the spatial distribution of pools in Athens, Greece—a city with evident social disparities and largely affected by the great recession—was analysed during the most recent expansion and recession. Results shed light on the spatial linkage between pool density, class segregation and dispersed urban expansion in a context of rising income disparities. The spatial distribution of swimming pools became increasingly polarized in the Athens' metropolitan region. The spread of residential pools in wealthier districts suggests how recession has consolidated disparities between rich and poor neighbourhoods. Based on the empirical findings of this study, pools can be considered a proxy of increased socio-spatial disparities reflecting class segregation and economic polarization at the local scale. In an effort to assess the level of community need and inform responsive resource allocation, Larimer County, Colorado developed a county-level index of well-being. This paper describes the development of that index including the selection of indicators and the methodology for scoring and presenting those indicators. We also present how the local community used the information and describe problems we found while aggregating indicators. Next, we show the results of evaluating our index using Hagerty et al.’s (2001, Social Indicators Research 55, pp. 1–96) 14 criteria for determining validity and usefulness of quality of life indices. The Larimer County index performed above both the “satisfactory” rating and the mean of the 22 indices evaluated using Hagerty et al.’s. This study presents a comprehensive methodological framework for assessing the economic-socio-cultural (ESC) sustainability of neighborhood-level urban communities (NLUCs) in Kolkata, India. The present study aims to propose a set of indicators through a top-down approach that meets certain criteria for assessing ESC sustainability in specific contexts. In the initial phase, the framework has used a set of existing indicators and tools to measure sustainability. Subsequently, the study has categorized the indicators to measure ESC sustainability based on the assessment of an expert opinion for which the Delphi technique has been employed. Grey relational analysis and RIDIT test have been instigated to validate the importance of the selected sustainability indicators and determine the relationships among the indicators. At the decisive stage, the VIF test is conducted followed by employing Random Forest Classifier, a supervised machine-learning algorithm to identify the redundant indicators. The variables that will be contributing positively towards the prediction performance of the model were included in the final list of indicators. Deprivation indexes have been used to analyze various urban contexts in different areas of the world. Argentina offers many examples of fragmented urban realities, as segregation and inequality in the inner city. Our first objective is to examine deprivation in relation to health in the urban Argentinian areas and to propose the Argentina Deprivation Index, extracted from the 2017 Argentina Permanent Household Survey (EPH). Five variables—four related to material and the other to social deprivation—were identified. Subsequently the Adjusted Mazziotta–Pareto Index and a hierarchical cluster analysis were applied to calculate the classes of the index. The results are encouraging, and they allow us to state that the deprivation index proposed explain in a significant way the variability of life expectancy at birth. Even though this study is not free of limitations, these results are expected to be helpful in the formulation of a new approach to the study of the deprivation in Argentina. [ABSTRACT FROM AUTHOR]

This article develops new indices to measure linguistic diversity. It is new in two respects: firstly, existing indices to measure the probability that in a given multilingual context communication among people speaking different languages can successfully occur are based on the assumption that communication is possible only if at least one single language is shared. This study develops new indices that describe the probability that people with different linguistic repertoires can effectively communicate not only through one common language, but also by relying on their receptive competence in multiple languages, or a mix between the two communication strategies. Secondly, it develops indices to measure the degree of diversity of language policies aimed at providing multilingual communication (through translation and interpretation). The focus, therefore, is on the organisation as collective actors rather than individuals. The indices may be relevant to the study of the political and economic implications of linguistic diversity in multilingual countries, and in the management of diversity in multilingual organisations. Diversification in urban functions—a key component of urban complexity—was analysed using Pielou's evenness indexes for 12 socioeconomic dimensions (economic structure, working classes, education, demographic structure by age, composition of non-native population by citizenship, distribution of personal incomes, land-use, land imperviousness, building use, vertical profile of buildings, building age, construction materials) at a local spatial scale in the Athens' metropolitan region, Greece. Urban and rural districts were found respectively the most and less diversified contexts, outlining a diversification gradient negatively associated with the distance from Athens. A canonical correlation analysis characterized local contexts with high and low diversification in socioeconomic functions. A spatially-explicit regression model finally demonstrates that local-scale complexity increases with urban concentration, population growth and average per-capita income. A multivariate analysis of individual dimensions of urban complexity is a promising tool to assess socioeconomic transformations in contemporary cities. [ABSTRACT FROM AUTHOR]

For the Norwegian economy, 2003-2013 was a period of large growth and big business cycle fluctuations. The aggregate uv-curve reflects this and shows a reduction in both the vacancy rate and the unemployment rate from 2003 to 2013, suggesting improved labour market matching over the period. The inclusion of Eastern European countries in the European Union in 2004 and 2007 caused an increasing influx of foreign job seekers. I quantify regional and occupational mismatch, and make a distinction between natives and immigrants. Indicators show no reduction in mismatch over time, which therefore cannot account for the increased labour market efficiency that the uv-curve suggests. However, ‘footloose’ immigrants seem to have adapted better than ‘rooted’ natives to the structure of labour demand in the regional dimension, and thus to have contributed to a lower level of mismatch than would have resulted without immigrants. In the occupational dimension immigrants made no significant difference. Applying indicators in the context of vulnerability assessments is widespread but remains challenging for various reasons. This article focuses on quantitative estimates of urban vulnerability to climate change related hazards. It presents a methodology to assess three components of residential vulnerability in areas of different socio-environmental conditions: exposure, susceptibility and coping capacity, including the selection of indicators, combination of variables and building of indices. The overall purpose is the assessment of urban vulnerability in order to allow for a more precise consideration of who is vulnerable and why, and to demonstrate the potential coping capacities of people living in flood and heat prone areas. This acknowledges that in Santiago de Chile, the case study used to underpin this article empirically, only hazard exposure assessments have been undertaken so far. The case study findings of the vulnerability assessment confirm that the indicator-based approach is appropriate for analysis of exposure and susceptibility, but that coping capacity appraisal remains a challenge. This study confirms the associations between healthy life expectancy (HLE) and country-level socioeconomic factors. Our analysis is based on HLE data of 178 countries obtained from the World Health Organization. Data on country-level socioeconomic indicators were obtained from the World Bank database and the United Nations. The associations between socioeconomic indicators and HLE are assessed using Pearson's correlation coefficients and multiple regression models. Our findings show significant positive correlations between HLE and the following country-level socioeconomic factors: national income level (INI: r = 0.775, p = 0.001), urban population (UP: r = 0.711, p = 0.001), mean years of schooling (MYS: r = 0.756, p = 0.001), and internet users (IU: r = 0.795, p = 0.001). Predictors of female and male HLE are used to build a model that predicts HLE by overall higher levels of INI, UP, MYS, and IU (R = 0.724, p < 0.001). The main aim of this study was to design a system for measuring and monitoring social well-being in Iran, utilizing a conceptual model and choosing contextually specific domains and indicators. A number of different approaches in defining and measuring social well-being exist. Some of these measuring systems use a descriptive approach and employ sets of indicators, which cover topics of concern but lack any explicit theoretical basis. To better capture the specific societal context of social well-being within Iran, we constructed a compound model from multiple pre-existing conceptual models, allowing us to group indicators and show relationships among contextually relevant areas and domains. Our framework proposes that there are societal and individual-level determinants that affect social health in a society and that social health has outcomes and impacts. To measure social health, variables of social integration, social contribution, social coherence, social actualization, social acceptance, social support, and social functioning are considered. The outcomes and impacts are to be measured and monitored by 37 variables. In many countries, social well-being measurements have been conducted on a regular basis for decades. Some of these systems of social health focus on individual (micro) measures, some on societal (macro) measures, and many on both. In this research, both individual level and societal level well-being measures were selected after being deemed contextually important for Iran. This system of social well-being measurement is to be used as a descriptive and monitoring tool but could potentially be utilized in goal setting, outcome-based accountability, and evaluations in order to promote social well-being and social policy research in Iran. This study was carried out to develop a set of indicators for measuring and reporting the state of family well-being in Malaysia, and subsequently, to produce an Index of Family Well-Being. To build the set of indicators, domains of family well-being and relevant indicators were identified from past studies. Focus group discussions with families, professional groups and NGOs helped to refine the indicators prior to the main study. Using a stratified random sampling design, 2,808 households were identified (a parent and a child aged at least 13 years), making a total sample of 5,616 respondents. Results indicated ten key indicators that can predict family well-being-resiliency, safety, savings, healthy lifestyle, time with family, work-family balance, importance of religion, number of bedrooms at home, debt and child care-supporting the notion of family well-being being multi-dimensional and interconnected. On the basis of the results, a model of family well-being was hypothesized. This model was used to guide the development of the Index of Family Well-being. Confirmatory factor analysis (CFA) was carried out to determine the fit of the model to data. Five domains of family well-being were identified-family relationships, economic situation, health and safety, community relationship and religion/spirituality. The Index of Family Well-Being was calculated using the equal weighting strategy to each of these five domains. This index showed that the current family well-being of Malaysians is relatively high at 7.95 (SD = 1.38) on a 0-10 Likert response format. The findings suggest that family well-being is multifaceted, made up not only of the immediate family relationships and health and safety of its members, but include having adequate income to meet the demands of a minimum standard of living. Currently, the Index that is developed is only in the form of a numerical value reflecting the state of family well-being, but in future, it can be used to track changes in the family from time to time. There are barriers to the significant use of subjective well-being indicators in policy making. These barriers can be overcome, but this will take a co-ordinated effort. These indicators can play multiple roles. They can stimulate public debate, inform the development of formal or informal economic models, influence the choice of other indicators more directly related to policy outcomes, draw attention to important issues which might otherwise be ignored, input into a new form of cost benefit analysis, be used in before and after appraisal, and be used by the public to hold politicians to account. Subjective indicators are better placed to play these roles than either dashboards or indexes based on objective indicators. It is not clear whether they will play these roles and two scenarios are possible. In the first, the relatively marginal role the indicators are beginning to play in policy will be expand, but they will not move centre stage, or in any way challenge existing headline indicators such as gross domestic product. In the second, a set of tools is developed which politicians and journalists find useful, both for communicating and for developing their ideas. In this scenario, the ideas implicit in subjective well-being indicators find their way into public debate and thus drive policy change. As a result they do challenge existing headline indicators. Growing life expectancy and changes in financial, marriage and labour markets have placed the income position of the elderly at the center of scientific and political discourse. As a consequence, the last decades witnessed the publication of various influential reports that contained comparative statistics on old age income inequalities on the basis of international surveys. Common to these surveys is that they exclude the elderly who live in institutions. The divergence between the target population (e.g. the population aged 65 and over) and the survey population (e.g. the noninstitutionalized population aged 65 and over) that thus arises, might lead to important bias in the survey results. However, hardly any research has been conducted quantifying the direction and strength of this bias. This article tries to fill this gap and assesses the consequences of excluding the institutionalized elderly for the validity and international comparability of a number of indicators. Analyses with the Belgian Datawarehouse Labour Market and Social Protection show that the resulting bias is negligible for average equivalent pension income, but that assistance dependency among pensioners is underestimated by 10%. Furthermore, on the basis of international statistics, it is shown that the share of elderly in institutions varies substantially across countries. It is argued how this jeopardizes the international comparability of old age statistics. Finally, the article opens up a discussion on the meaning of lack of income and wealth among institutionalized elderly. It concludes that depending on how this question is answered, poverty will be under- or overestimated in countries with a high share of institutionalized elderly. [ABSTRACT FROM AUTHOR]

The study presented here is an attempt to calculate a comparative multidimensional index of economic well-being for the Spanish Autonomous Communities. Based on the dimensions of adjusted consumption, real wealth, equity and economic security per inhabitant, we obtain one relative index using a system of uniform weightings, a second resulting from a factor analysis and a third provided by a DEA analysis. We elaborate the index for the year 2000 and for 2006, thereby providing the relative results with greater robustness and permitting some conclusions to be reached with regard to the evolution over time of the index. Housing, an essential aspect of quality of life, is also significant for sustainable development (SD). All of the major international statements on SD refer to housing or settlement strategies. However, indicator sets derived from these statements often fail to include good indicators of sustainable housing. This article outlines the conceptualisation of SD and housing from the international statements. It proceeds by describing the international indicator sets which have been constructed based on these policy statements. International organisations such as the United Nations Commission on Sustainable Development (UNCSD), the Organisation for Economic Co-operation and Development (OECD) and the European Union (EU) have all produced indicator sets. However, this article contends that housing is an underdeveloped indicator and calls for more attention to be paid to the importance of aspects of housing for SD and the measurement of progress towards it via social indicators.
