According to the existing literature on public management, many factors affect popular satisfaction with the government (referred to as "government satisfaction"), one of which is the use of e-government. Particularly, many e-government proponents regard increasing government transparency as an important way to improve government satisfaction. To test the validity of this assertion, this paper uses an Ordinary Least Squares (OLS) regression model to analyze survey data on individuals' e-government usage frequencies in China and their satisfaction with the local government during the COVID-19 pandemic. We find that people can rationally and consciously evaluate governments and make decisions by using the government performance information that they know about. This conscious and rational process is also mixed with the impact of some irrational and emotional factors, which is consistent with the concept of the "framing effect." This paper identifies local government transparency as the mediating variable in the relationship between the use of e-government and government satisfaction and public knowledge of local government performance in COVID-19 outbreak control as the moderating variable in the relationship between local government transparency and government satisfaction. Since the mediating effect of local government transparency is significantly different from those of overall and central government transparency, government transparency at different levels plays a role of the above-mentioned "frame." COVID-19 pandemic has exacerbated the pre-existing vulnerabilities and inequalities in societies. In this paper we analyse the categories that have suffered more than others from the pandemic and the restrictions on social life in terms of mental health. We rely on the Serendipity project based on a survey administered between November 2021 and February 2022 to a sample of Italian physicians (n = 1281). The survey aimed to assess the perception of general practitioners, paediatricians, geriatricians, and mental health specialists (psychiatrists, neurologists, child neuropsychiatrists), about changes in the mental health of the population as an effect of the COVID-19 pandemic and the lockdown. The strategies implemented by the doctors interviewed in terms of the intensity of the prevention, emergence, and treatment of mental health interventions, and their association with physicians' characteristics and their opinions on patient vulnerability have been illustrated by means of a multiple correspondence analysis. An overall result of the survey is the consensus of doctors on the worsening of mental health in general population, especially among their patients, due to the pandemic and on the onset of new discomforts. The most exposed individuals to the risk of onset or worsening of mental disorders include women, young people, and patients with psychiatric comorbidity. The paper also illustrates the interventions put in place by the physicians and deemed necessary from a public heath response perspective, that include providing psychoeducation to the general population, improving telehealth services, and increasing financial and human resources for community-based care. This paper investigates the impact of the COVID-19 pandemic and related policy measures on livelihoods in urban South Africa. Using qualitative research methods, we analyse two rounds of semi-structured phone interviews, conducted between June and September 2020 in the township of Khayelitsha, Cape Town. We contextualise these by presenting a snapshot of the nationwide dynamics using quantitative panel data. Our findings describe how the shock of the COVID-19 pandemic has deepened the economic vulnerability which preceded the crisis. Survivalist livelihood strategies were undermined by the economic disruption to the informal sector, while the co-variate nature of the shock rendered social networks and informal insurance mechanisms ineffective, causing households to liquidate savings, default on insurance payments, and deepen their reliance on government grants. This paper provides an in-depth analysis of Lebanon's severe economic crisis, a situation aggravated by the collapse of Banque du Liban's financial strategies, delayed reforms by the government, the COVID-19 pandemic, and the devastating Beirut Port explosion. These events have precipitated a sharp decline in disposable income, soaring inflation rates, and an alarming increase in unemployment and multidimensional poverty. Central to this study is a comprehensive field survey that examines eighteen coping mechanisms adopted by workers in various economic sectors of Lebanon. From this survey, we introduce a new index designed to systematically categorize and evaluate these coping strategies across four critical dimensions of well-being: nutrition, healthcare, education, and financial issues. We use this index to quantify and understand the extent to which workers have relied on these coping mechanisms, offering novel insights into the socio-economic repercussions of the crisis. Due to the dramatic health situation caused by the COVID-19 pandemic, in Italy the emergency remote teaching lasted longer than in other countries. The mandatory teaching modalities have required digital transformation processes in a framework where digital-divide is one of the limitations to school modernization. We believe that the experience can promote a deeper formatting of organizational process. The paper shows results of a multitarget research carried out during the Italian lockdown aiming at animating the debate around school from multi-actors perspectives and at supporting policies. The paper aims at showing the potentiality of a multivariate statistical method as a tool supporting school managers in identifying those challenges they have to face to improve the setting up of internal processes. In this paper, for the first time, we provide monthly estimates of multidimensional hardships experienced by Americans during the COVID-19 pandemic. We compile data from the Census's Household Pulse Survey on job insecurity, food insufficiency, housing insecurity, and mental health. Our analysis covers two years of the pandemic, beginning in April 2020 and ending in March 2022. We find that during these two years, 16.3% of adults, on average, experienced two or more hardships simultaneously. At the peaks of the hardship crises in July and December 2020, approximately 20% or one in five adults experienced two or more hardships. The most common hardships experienced by Americans during the pandemic were job insecurity and mental health. Multidimensional hardships were more prevalent among Black and Hispanic adults and less among White and Asian adults. Despite the media are often described as critical for the success of the well-being agenda, there is wide dissatisfaction with their current level of interest. However, the media coverage of well-being metrics has been unresearched and, even when studies have been conducted, these employed unrobust methodologies, were limited to newspapers and to restricted samples of metrics. This paper fills such gap, providing also for the first time an analysis of radio and TV coverage of well-being metrics. The research was undertaken using Factiva (for newspapers) and TVEyes (for radio and TV) for the years of 2017–2021 and 2018–2021, respectively. The countries analysed are Scotland and Italy, both pioneers in the measurement of well-being. Findings reveal that media coverage of well-being metrics has been extremely low overall and that this was impacted negatively by the COVID-19 pandemic, which instead impacted positively on the reporting of GDP and related queries, showing that the main concern during the pandemic was the impact that this was going to have in terms of output, rather than in terms of well-being. Most composite indices, whose creation is often thought to help obtain greater media coverage, were almost if not even fully ignored by journalists, whereas metrics that lack an overall composite index but that are overseen by independent institutions and have been institutionalised were among the ones that were reported the most. It is widely accepted that individual happiness is not, or not solely, related to material possessions, at least once basic needs are fulfilled. It has been demonstrated that interpersonal relationships and social capital matter too, and people whose values are more centred on material possessions have a greater probability of being less happy. Is this still true during the COVID-19 pandemic, when interpersonal relations, health and economic security are threatened and feelings of insecurity emerge? This is the issue that we address in this paper. We exploited the unique natural situation of the pandemic and lockdown in Italy to investigate the relationship between happiness and relational and material goods. Data collected by questionnaire during the lockdown suggests that the main direct effect of the pandemic on the happiness of respondents was related to the effect of the pandemic and lockdown on interpersonal relationships. Those who declared that COVID and lockdown had jeopardized their interpersonal relationships were significantly less likely to report higher levels of happiness, especially when controlling for other personal and contextual covariates. An important gender, religious and town size effect also emerged. This paper investigates the changes in time use, working conditions and subjective time wealth during the COVID-19 pandemic in Germany. Our analysis draws on panel data collected before and during the first lockdown among 786 employees. It employs a recently developed scale on time wealth which has been suggested as a comprehensive measure to capture the subjective experience of time. We provide separate analyses according to gender and essential occupation. First-difference regressions are applied to examine how changes in time use and changes in working conditions during the lockdown affected subjective time wealth. Our results show a general growth in time wealth during the lockdown which is, among other factors, driven by a decline in work hours and an increase in sleep duration. We also find positive effects on time wealth from decreased time pressure at work, more autonomy in organising one's working day, and an improved reconciliation of work and private life. In order to control the spread of the COVID-19 pandemic, during the first wave of the pandemic numerous countries decided to adopt lockdown policies. It had been a considerable time since such measures were last introduced, and the first time that they were implemented on such a global scale in a contemporary, information intensive society. The effectiveness of such measures may depend on how citizens perceive the capacity of government to set up and implement sound policies. Indeed, lockdown and confinement policies in general are binding measures that people are not used to, and which raise serious concerns among the population. For this reason governance quality could affect the perception of the benefits related to the government's choice to impose lockdown, making citizens more inclined to accept it and restrict their movements. In the present paper we empirically investigate the relation between the efficacy of lockdown and governance quality (measured through World Governance Indicators). There is no denying the fact that, for a developing country like Bangladesh, the economic consequences of lockdown for containing COVID-19 pandemic can be far reaching affecting livelihoods of millions of households. Given that the share of food consumption expenditure to total expenditure is higher in the lower income groups of Bangladesh, this shock is expected to directly affect affordability of consumption of basic food items of these households. Using nationally representative household survey data of Bangladesh, and while following the Feasible Generalized Least Square method, this paper attempts to examine food poverty, food consumption inequality along with vulnerability to food poverty of households and explores the importance of different socio-demographic and environmental factors in this connection. Our estimation reflects that, greater percentage of households with young children or with elderly people are found to suffer high food vulnerability. In addition, households in environmentally endangered regions e.g. drought prone areas or river erosion affected places are more food vulnerable than those in other parts of the country. Certain occupation groups e.g. day labourer and self-employed are found to be highly vulnerable to food poverty while according to our decomposition analysis of food consumption inequality, area of residence (urban vs. rural) is expected to cause sizable inequality in food consumption. This study can therefore, help in identifying food vulnerable households for government's social protection programs and COVID-19 incentive packages, and thereby can contribute towards designing effective poverty reduction strategies. We find that while income convergence across Malaga’s census tracts tended to improve over the period 2015–2019, this process was interrupted during the first year of the pandemic, affecting some specific census tracts. We examine our outcomes by grouping the results into deciles and districts made up of specific census tracts. Finally, we analyse the impact of neighbours on regional convergence and each of its components. The COVID-19 pandemic has had a profound impact on societies, with possible consequences for their fundamental values. Inglehart's revised modernization theory links societal values to the underlying subjective sense of existential security in a given society (scarcity hypothesis), while also claiming that influences on values diminish once individuals reach adulthood (socialization hypothesis). An acute existential crisis such as the COVID-19 pandemic offers a rare opportunity to test these assumptions. We analyze data from representative surveys conducted in Japan shortly before and after the onset of the pandemic. Remaining survey sample differences are statistically controlled via propensity score weighting and regression adjustment, while post-stratification weights allow conclusions about the Japanese population. In three sets of analyses, we reveal that the pandemic and the experienced psychological distress are negatively associated with emancipative and secular values, entailing a reversal to traditionalism, intolerance, and religiosity. First, we document a substantial decline in both emancipative and secular values in the first months of the pandemic compared to five months earlier. This decline remained stable a year later. Second, we find that value change was stronger in prefectures more severely affected by the pandemic. Third, individuals who experienced higher psychological distress emphasized the same values more strongly, as evident in two surveys from May 2020 and April 2021. In contrast to the socialization hypothesis, our study provides evidence that, under extraordinary environmental conditions, values can shift even within a negligibly short time period. This research proposes an analysis of the spread of COVID-19 during the three waves at the provincial level in Italy. Specifically, this study examines the distribution of COVID-19 cases across Italian provinces to determine the potential existence of territorial clusters, which are measured by spatial autocorrelation among the provinces. Furthermore, this study examines whether a convergence process occurred in the contagion of the virus among the provinces, thereby estimating its relative speed. To this end, the β-convergence model—commonly applied in economic growth models—is employed in this study to consider the demographic and environmental variables present in each province. The initial level and growth of infections observed in a certain province are then related to the level of infections and their growth rate in all other Italian provinces. This econometric estimation is conducted for the first, second, and third waves of the pandemic between March 2020 and June 2021, using covariates such as population density, aging index, average temperature, pollution levels, and the duration of the waves. The hypothesis of COVID-19 convergence, verified in all three waves, recorded a rather different average speed, with an influence exerted by demographic and environmental variables. Additionally, the econometric analysis is integrated, considering spatial effects using the Spatial Autoregressive (SAR) and Spatial Error (SEM) models, after verifying the existence of autocorrelation of the residuals for the first and third waves. The results obtained in this second estimation only partially confirm the influence of demographic and environmental variables for the first and third waves. The present study investigated the effects of the first COVID-19 lockdown on the Cultural and Social Capitals in Italy in a large group of adults (n = 1125). The relationships between the COVID-19 spread and participants' Cultural Capital, Social Capital, educational level, occupational prestige, and age were studied using structural equation models. For women but not for men, pandemic spread was positively affected by occupational prestige and it had a positive relationship with their Social Capital (women: CFI = 0.949; RMSEA = 0.059 [CI = 0.045-0.075]; men: CFI = 0.959; RMSEA = 0.064 [CI = 0.039–0.087]). Moreover, the participants were divided into three validated clusters based on their Cultural and Social Capitals levels to investigate changes in the Capitals compared with the pre-lockdown period. It was found that the lockdown contributed to improving the gap among individuals increasing high levels and decreasing low levels of both the Capitals. People with high Cultural and Social Capitals seemed to have seized the opportunity given by COVID-19 restrictions to cultivate their cultural interests and become more involved within their networks. In contrast, individuals with low Cultural and Social Capitals paid the highest price for the social isolation. Given that the Capitals encourage healthy behavior and influence well-being and mental health, institutions should develop or improve their policies and practices to foster individual resources, and make fairer opportunities available during the pandemic. An analysis of the SPDR SSGA Gender Diversity Index ETF using fractional integration or I(d) techniques and daily data from 8 March 2016 to 8 January 2021, reveals that the series is highly persistent with an order of integration smaller than, though very close to 1. However, when estimating d recursively across subsamples, two peaks can be observed. The first peak appears in the sample with 679 observations (ending at 26 December 2018) and the second one occurs in the sample with 974 observations and ending at 28 February 2020, which shows the most significant change in d, moving from values within the I(1) interval to values significantly above 1. The findings indicate that the Covid-19 pandemic has had a significant impact on the persistence of the SPDR SSGA Gender Diversity Index ETF, increasing its magnitude and thus the level of persistence. Livelihood resilience is the ability of individuals, families or communities to withstand external shocks based on existing resources. It is an important research paradigm in sustainable development studies. The outbreak of COVID-19 and strict epidemic prevention policies have greatly impacted the production and life of rural farmers in China. The resilience of farmers' livelihoods during the epidemic is crucial to the sustainable development of their livelihoods and regional stability. This study uses classic buffer capacity, self-organization ability, and the capacity for learning a three-dimension livelihood resilience framework using the comprehensive index, OLS, and geographical detector methods based on Hubei province and neighboring Anhui and Chongqing. Rural household survey data investigate the background of epidemic hit the livelihood of farmers resilience and its spatial distribution pattern and identify the key influencing factors. The results show that the livelihood shock faced by farmers was higher than the risk of disease, and the overall level of livelihood resilience was low after the pandemic. Financial capital and social capital can effectively help farmers to eliminate livelihood difficulties. In contrast, natural capital has a limited driving force, and physical and human capital have no obvious impact. The spatial agglomeration differentiation is obvious, indicating that the impact of COVID-19 on livelihoods was closely related to the degree of local socio-economic development and geographical location. The results of this study provide targeted recommendations for the development of epidemic prevention and livelihood resilience policies tailored to local conditions, emphasizing the importance of boosting livelihood recovery at both the government and household levels. This study examines the effects of a COVID-19 outbreak on levels of social capital on a college campus, drawing on survey data collected from students at two colleges—one that experienced an outbreak and one that did not. Social capital is examined as an individual level resource and as a campus level normative tool used to fight collective action problems. We test the hypothesis that the outbreak, as a "shock" to the campus, diminished social capital. We also test hypotheses on gender, race, and ethnicity and social capital, informed by prior research. Our findings suggest that the outbreak did reduce social capital at both the individual and campus levels, though individual social capital had a mitigating effect that increased campus social capital. We find also that gender was significantly linked to campus social capital, while race was predictive of individual level social capital. [ABSTRACT FROM AUTHOR]

The COVID-19 pandemic triggered a sudden economic crisis that led to increases in hardship and poverty. Motivated by the concern that people living in long-term poverty have few reserves to draw upon in times of crisis and may experience severe consequences, this study focuses on the association between material hardship and emotional wellbeing among people in poverty. The data were collected in two waves of telephone surveys during the pandemic (n = 88). Participants for the study were recruited through social service departments in six cities in Northern Israel. The findings show that COVID-19 increased material hardship, and that material hardship has detrimental effects on the four measures of emotional wellbeing selected (stress, anxiety, depression, and physical symptoms). Informal social support has positive effects on emotional wellbeing but it does not counter the negative effects of material hardship. Policy implications are discussed. [ABSTRACT FROM AUTHOR]

In this article, we study the receipt of informal support during the first wave of the COVID-19 pandemic in Germany. The containment measures have had various, far-reaching consequences for the wellbeing of people, creating demands for economic, practical, and emotional support—even among individuals who hitherto were not in need of support. Existing research has shown substantial levels of informal support during the pandemic, often based on individuals' existing social networks, but has predominantly taken the perspective of donors. In this article, we focus on the "demand" or recipient "side" of informal support, and ask: (1) Who receives which type of informal social support during the pandemic? (2) Who reports unmet need? (3) Which factors explain support receipt, unmet need and the type of support received? To explain patterns of receiving social support, we identify "classic" life course and "new" pandemic-specific risks and complement this perspective with individuals' support potentials from their social networks. Empirically, we use data from an online survey, collected among a quota sample of the German population (n = 4,496) at the end of the first lockdown in late spring 2020. Our analysis shows that one in six respondents received social support, while only 3% report unmet need. Practical and emotional support are most widespread. Using logistic and multinomial logistic regression models our results show that social support in general and the type of support received can be explained by life course and pandemic risks, while unmet need is mainly a consequence of social network structure. The COVID-19 crisis has led to substantial reductions in earnings. We propose a new measure of financial vulnerability, computable through survey data, to determine whether households can withstand a certain income shock for a defined period of time. Using data from the ECB Household Finance and Consumption Survey (HFCS) we analyse financial vulnerability in seven EU countries. We find that, out of the 243 million individuals considered, 47 million are vulnerable to a three month long income shock (the average length of the first wave COVID-19 lockdown), i.e., they cannot afford food and housing expenses for three months without privately earned income. Differences across countries are stark. Individuals born outside the EU are especially likely to be vulnerable. Being younger, a single parent, and a woman are also statistically significant risk factors. Through a tax-benefit microsimulation exercise, we look into the COVID-19 employment protection benefits, the largest income support measure in the countries considered. Considering as our sample individuals in households where someone receives a salary, we derive household net income when employees are laid-off and awarded the COVID-19 employment protection benefits enacted. Our findings suggest that the employment protection schemes are extremely effective in reducing the number of vulnerable individuals. The relative importance of rent and mortgage suspensions, (likewise, widespread COVID-19 policies), in alleviating vulnerability, is highly country dependent. [ABSTRACT FROM AUTHOR]

Recent studies highlight that economic expectations are a crucial determinant of citizens' satisfaction with democracy (SWD). This article relies on a cross-sectional analysis of European survey data collected in the aftermath of COVID-19 disease to investigate the relationship between citizens' expectations about future economic prospects and their SWD. Our findings support the idea that citizens' expectations about future economic prospects are correlated with SWD. Following the outbreak of COVID-19 and its heavy toll on the global community and humanity, a fierce debate on the pandemic and Sustainable Development Goals (SDGs) performance nexus has emerged. While the literature on this subject remains highly contested, evidence within the Ghanaian contest is sparse. Thus, we present micro-level evidence on how COVID-19 poses a threat to hunger and poverty as SDGs in Ghana. Precisely, we examined the effect of COVID-19 on households' food insecurity and poverty and further analysed gender and locational sub-samples for differential effects. Data on 3905 households were obtained via concurrent online survey and telephone interviews. The results indicate that, on several occasions, a significant number of the sampled households (57.76%) did not get enough food to eat due to the pandemic. The proportion of households that went on several times without clean water for home use and access medicines/medical treatments were 50.52% and 52.22%, respectively. About 60.72% of the sampled households affirmed that, on several times, they did not have enough income due to the pandemic. At the same time, the share of households that suffered food insecurity due to the pandemic was 69.04%. Instrumenting for COVID-19 using distance to the affected communities, we find that a standard deviation increase in COVID-19 is associated with a rise of 0.232 and 0.289 standard deviations in poverty and food insecurity, respectively. Our results are robust to alternative estimation approaches to addressing the endogeneity of COVID-19 and other sensitivity checks. We conclude that Ghana would need to develop a new spectrum of gender- and location-sensitive policies that engender social inclusion as a conduit to expediate the attainment of zero poverty and hunger. The worldwide COVID-19 pandemic puts countries and their governments in an unprecedented situation. Strong countermeasures have been implemented in most places, but how much do people trust their governments in handling this crisis? Using data from a worldwide survey, conducted between March 20th and April 22nd, 2020, with more than 100,000 participants, we study people's perceptions of government reactions in 57 countries. We find that media freedom reduces government trust directly as well as indirectly via a more negative assessment of government reactions as either insufficient or too strict. Higher level of education is associated with higher government trust and lower tendency to judge government reactions as too extreme. We also find different predictors of perceived insufficient reactions vs. too-extreme reactions. In particular, number of COVID-19 deaths significantly predicts perceived insufficient reactions but is not related to perceived too-extreme reactions. Further survey evidence suggests that conspiracy theory believers tend to perceive government countermeasures as too strict. [ABSTRACT FROM AUTHOR]

It is the responsibility of politicians, tourism professionals and researchers to look for solutions to revive this important industry. This article shows how the development of Sustainable Tourism can help in the sustenance of the tourism industry, since one of the premises on which Sustainable Tourism is based is the non-overcrowding of tourist destinations (essential factor in the current context). Considering this argument and the existing regulations on lockdown rules, social distancing and meet up, it is considered that the practices in Sustainable Tourism can become a potential solution to stimulate tourist movements and help the revival of the tourism industry. Therefore, more specifically, the main objective of this article is to know tourist´s perception among about Sustainable Tourism and to determine which factors help its development. In this sense, the use of structural equation models in a research of 308 tourists has determined how factors related to the tourists' attitude, motivation and perceived benefits provided by the development of Sustainable Tourism increase the intention to consume this type of tourism.
