Spurred by the need for increased adequacy and international comparability, absolute poverty measures are gaining in policy relevance around the world. This paper proposes a simple and feasible method of calculating absolute poverty thresholds on the basis of households' minimum food needs in advanced economies. It makes three important contributions. First, it demonstrates that conventional statistical methods used in the developing world deliver either unrealistically low or improbably high poverty estimates in rich countries where household spending on food is modest in relative terms. Second, it proposes a new simulation-based inverse method that focuses on the non-food Engel curve and uses predetermined minimum food bundles not as inputs but as targeted reference points in order to calculate adequate poverty thresholds. Finally, an empirical application of the new method using household budget survey data from Italy shows that resulting poverty estimates are comparable to the official figures of the Italian Statistical Office in terms of both the poverty rate and the poverty profiles. Requiring few and easily procurable resources, the proposed algorithm is well suited to produce robust, consistent and internationally comparable absolute poverty estimates in a large number of developed countries and emerging economies. The main objective of this paper is to discuss the key factors involved in the definition of smart city indexes. Although recent literature has explored the smart city subject, it is of concern if macro ICT factors should also be considered for assessing the technological innovation of a city. To achieve this goal, firstly a literature review of smart city is provided. An analysis of the smart city concept together with a theoretical framework based on the knowledge society and the Quintuple Helix innovation model are included. Secondly, the study analyzes some smart city cases in developed and developing countries. Thirdly, it describes, criticizes and compares some well-known smart city indexes. Lastly, the empirical literature is explored to detect if there are studies proposing changes in smart city indexes or methodologies to consider the macro level variables. It results that cities at the top of the indexes rankings are from developed countries. On the other side, most cities at the bottom of the ranking are from developing or not developed countries. As a result, it is addressed that the ICT development of Smart Cities depends both on the cities' characteristics and features, and on macro-technological factors. Secondly, there is a scarce number of papers in the subject including macro or country factors, and most of them are revisions of the literature or case studies. The policy and practice link in conducting the disciplinary proceedings is pertinent. The primary goal of this manuscript is to contrast India's approach to government employee discipline with that of eight other advanced nations. The gap between policy and practice in disciplinary proceedings involving accused employees is critically examined in the paper. Nonetheless, the main focus of this research is to investigate how unjust proceedings have affected society. With the help of real-time forensics, this article evaluates the gap between the employee suspension policy and practice. The forensics divulges the abuse of power in the disciplinary process sufficient to compel this article to critically highlight the adverse impacts of the detrimental practice on society. Informed personal interviews with the stakeholders (N = 34) reveal that the employee suspension practice deviates from the policy. Employee suspension evolved as a "state-sanctioned oppression", a "cruel joke to unemployment", and a "safe instrument to screen the offence of the powerful". The two significant findings of the study are, firstly, faulty disciplinary practice increasing social injustice, unemployment and resultant youth violence, and secondly, usage of suspension as an instrument to suppress or screen the traces of offence. Relying on the definitions provided in the verdicts of Indian courts, the manuscript calls for a revisit to the practice in the context of misconduct, malpractice, and victimization. Food insecurity is the limited or uncertain availability of nutritionally adequate and safe foods or limited or uncertain ability to acquire foods in socially acceptable ways. The study presents a comparison of the principal determinants of individual food insecurity in Europe and other Continents, with particular regard to gender, since the literature clearly states the importance of women in the administration of food in the household. The study of gender related differences in food insecurity is particularly important in Europe, since women experience food insecurity at a larger extent than men, but with a variability related to the geographical distribution and with complex relationships with economic and social drivers. Using a large international sample of individual level data, that allows the analysis for developed Countries for the first time, and the first experiential measure of food insecurity comparable at the global level, the paper analyses the principal determinants of gender differences in food insecurity. In order to verify if women's vulnerability in food insecurity is moderated by specific factors, the modelling approach allows gender to vary by education, poverty, place of residence. The results suggest that the driver that could most mitigate women disadvantage is education: people with a university degree present a lower probability of experiencing food insecurity, both for men and for women. Gender equality has been widely explored, but there is limited research investigating its variability at regional level. This paper aims to fill this gap by developing and validating a new, regional gender gaps index, compatible with previous indices used to compare gender equality across nations but now fit for the purpose of measuring gender equality across regions, within nations. To this end, we (i) reviewed existing indicators of gender equality; (ii) assessed the contribution of the indicators most frequently used in previous research to measure gender equality; (iii) developed an extended, regional version of the gender gaps index (eRGGI), by extending it to include new indicators able to capture female empowerment in developed countries, like Italy; and, (iv) explored the variability of gender equality across Italian regions. In developing our eRGGI, some indicators traditionally used to measure gender equality were removed and others were introduced to capture new dimensions of gender equality to suit modern conditions regarding contexts where equality is considered important, in contemporary Europe. Results showed that gender equality varies dramatically across regions, also confirming the relevance of the new indicators we proposed to add. Such results call for more caution in interpreting results based on nationally aggregated data to inform policy and practice, arguing for regional comparisons to become more prominent. This paper analyzes the determinants of stated individual support towards environmental action. The analysis is realized by means of an original Partial Least Squares Path model of Environmental Awareness-Social Capital-Action and it is based on survey data provided in the fifth wave of the World Values Survey (2005–2009) regarding 34.612 individuals from 42 different countries. Besides the global estimates obtained on the whole set of countries, the paper proposes a subsample analysis for developed and developing countries, as well as country analyses for four major economies: China, India, Germany and the United States. We find that environmental awareness and trust in not-for-profit organizations are important determinants of individual action in support of environmentally friendly policies. Despite great developmental efforts in recent decades, Latin America still presents high levels of poverty and inequality when compared to developed nations. As explored widely in the literature, one potential instrument to diminish these issues is financial inclusion, including the access and usage of financial services by all people. Specifically, this paper verifies if financial inclusion and technology adoption decrease the poverty headcount ratio and the Gini index (i.e., inequality) of 13 Latin America countries (Argentina, Bolivia, Brazil, Colombia, Costa Rica, Dominican Republic, Ecuador, El Salvador, Honduras, Panama, Paraguay, Peru, and Uruguay). To perform such analysis, an unbalanced panel dataset was built, and the Feasible Generalized Least Squares (FGLS) and the Limited Information Maximum Likelihood (LIML) techniques were employed. The results suggest that, in accordance with previous studies, financial inclusion is a powerful tool to tackle poverty and inequality. Additionally, the combined effects of financial inclusions and technology (i.e., mobile use) are also capable of decreasing the poverty and inequality levels. The human development index (HDI) rankings have provided a referenced measure for people to choose a country in which to travel or live. This paper employs a superefficiency model to evaluate the rationality of the HDI rankings of 19 evaluated OECD countries in 2009. Compared to the HDI rankings, the efficiency rankings measured by the super-efficiency model have the following two advantages: (1) they consider the inputs that are used to generate the indicators for constructing the HDI, and decide the weights of inputs and outputs endogenously; (2) the input slacks measured by the super-efficiency model can evaluate whether the inputs are over-used and provide the improvement path of each country's input variables. Empirical result shows that approximately 75 % of the evaluated countries had rather different results in the efficiency rankings and the HDI rankings. The paper analyzes how the United Nations Development Programme, the World Bank, the International Monetary Fund and the World Trade Organization classify countries based on their level of development. These systems are found lacking in clarity with regard to their underlying rationale. The paper argues that a country classification system based on a transparent, data-driven methodology is preferable to one based on judgment or ad hoc rules. Such an alternative methodology is developed and used to construct classification systems using a variety of proxies for development attainment. The methodology provides a way to construct a linear approximation of a Lorenz curve such that the difference between the linear approximation and the actual Lorenz curve is minimized. The linear segments represent different categories of countries (e.g., low development and high development countries). The methodology has wider applicability; it can be used whenever there is a need to construct a classification system of relatively few categories from a large heterogeneous sample. Are countries at a low level of socio-economic development catching up with developed countries over time or rather falling further behind? Existing work on the subject is not conclusive, partially due to methodological differences. The aim of the paper is to carry out a broader analysis with longer time series and a more diverse set of indicators. The study divides countries of the world into 21 developed "benchmark" countries and 156 developing countries. The distance between the benchmark and developing countries is measured using the "time lags" method, applied here to nine indicators covering topics such as the economy, health, education and the environment. The study further utilizes a probabilistic approach to extrapolate missing historical data for developing countries, so that the analysis can cover a full century starting in 1920 and ending with short-term projections to year 2020. The study finds that a majority of developing countries, and the population-weighted developing world as a whole, has reduced its lag in most indicators between 1920 and 2020. Progress was unevenly distributed, with East Asian and European countries converging the most with the benchmark, while most African countries have diverged along with some American ones. Catch-up in education attainment and life expectancy has been more successful than in infant survival rate, GDP per capita or technology adoption. The findings are put in context of United Nations' Sustainable Development Goals, showing how the time lag method could improve setting targets for some of the goals. Further, time lags are used to analyze the current demographic, economic and political situation of developing countries, identifying opportunities and risks for future catch-up with developed countries. The transformation of life courses in industrialized countries since the mid-twentieth century can be analyzed through the lens of life course complexity, a function of the number of transitions or states experienced by individuals over a given time span. Life course complexity is often measured with composite indices in a static sequence analysis framework (i.e. over a single age interval), but this method has seldom been evaluated. This paper fills this gap. We review nine indicators of life course complexity and explore the advantages of a dynamic approach to sequence analysis (i.e. examining many nested or consecutive age intervals). An application to data on the partnership histories of American and French women is used to show the properties of each measure. We conclude that simple indicators, used alone or in combination, provide a more easily interpretable description of changes and differentials in life course complexity than commonly used composite indices. In addition, we show that, for all indicators, a dynamic approach allows a more nuanced illustration of age-related transformations of life course complexity than the static approach does. In order to contribute to providing a methodology to ensure objectivity and transparency in the measurement of multidimensional poverty, this paper proposes a new threshold for the identification of the multidimensional poor which is also applicable to each of the dimensions of poverty, suitable for identifying the severely poor in developed countries. This new methodology is applied to analyse the evolution of material deprivation in Spain during the period of economic crisis, comparing the results with those obtained using other traditional approaches. This paper proposes an indicator that integrates life expectancy with the demographic structure of the population for a given society. By doing this, we have a simple indicator of mortality and aging combined, which could be very useful for developed societies. As is widely known, life expectancy at birth is independent of the demographic structure of the population, and therefore is adequate for measuring overall mortality. However, it neglects to take into account the fact that as life expectancy increases society ages, and so looking at life expectancy alone can produce an overly optimistic view of the development process, especially if we pay attention to future sustainability. Aging can in fact affect quality of life and sustainability in the long run. The indicators for aging are usually very crude, such as providing information on the share of the population who are 65 and over. We propose a simple indicator that integrates life expectancy at different ages, not only at birth, with the demographic structure of the population at a given point in time. The indicator has an intuitive interpretation in terms of the life potential, or biological capital, of society; and given that it is a weighted average, its changes can be easily decomposed into reductions in mortality (gains in life expectancy) and aging for different age intervals. One of the most frequent critiques of the HDI is that is does not take into account inequality within countries in its three dimensions. In this paper, we apply a simply approach to compute the three components and the overall HDI for quintiles of the income distribution. This allows a comparison of the level in human development of the poor with the level of the non-poor within countries, but also across countries. This is an application of the method presented in Grimm et al. (World Development 36(12):2527–2546, 2008) to a sample of 21 low and middle income countries and 11 industrialized countries. In particular the inclusion of the industrialized countries, which were not included in the previous work, implies to deal with a number of additional challenges, which we outline in this paper. Our results show that inequality in human development within countries is high, both in developed and industrialized countries. In fact, the HDI of the lowest quintiles in industrialized countries is often below the HDI of the richest quintile in many middle income countries. This paper aimed at comparing the well-being of children across the most economically advanced countries of the world while discussing the methodological issues involved in comparing children's well-being across countries. A Child Well-being Index was constructed to rank countries according to their performance in advancing child well-being. The Index used 30 indicators combined into 13 components, again summarised in 5 dimensions for 29 rich countries. Data from various sources were combined to capture aspects of child well-being: material well-being, health, education, behaviour and risks, housing and environment. The scores for the countries on all variables and combinations of variables were discussed in detail. The Child Well-being Index revealed that the Netherlands and the Scandinavian countries (excluding Denmark) did relatively better than the other countries while Romania and the United States performed well below the average. Overall, serious differences existed in child well-being across countries suggesting that in many, improvement could be made in the quality of children's lives. [ABSTRACT FROM AUTHOR]

This paper is concerned with the requirements for and implications of, moving from the confines of the conventional concept of the digital divide to one that reflects a world distribution of Internet users with different income levels, with particular reference to those users living in poverty. The first part of the note provides a simple, sequential, two-country illustration of what such a transition would entail. The resulting framework is then used to revisit the much-discussed issue of recent changes in Internet use between rich and poor countries. One mechanism that is associated with the revised concept is shown to substantially reduce the size of the digital divide as conventionally measured. The other mechanism, by contrast, works in the opposite direction because the increased number of users in developing countries are drawn from high-income, educated and urban classes, creating a highly unequal distribution within these countries. This study revisits the Poisson-based framework to derive optimal thresholds of relative deprivation in the Australian context. Poverty measurement in developed countries mainly relies upon household income to capture those who are poor from the rest of the population. However, there is a growing recognition that the non-monetary indicators of relative deprivation can significantly improve the identification of those living in poverty. Relative deprivation is typically operationalised as not being able to afford and obtain a list of items that are considered essential in a given society. The key advantage of using such non-monetary indicators relates to its ability to directly capture the manifestations of poverty and assess people's living standards. Yet, one salient issue is the selection of a meaningful threshold from which the deprived and the non-deprived can be separated. Following on Babones et al. (Babones et al. Social Indicators Research 126:711–726, 2016), this study replicates the Poisson method to specify an appropriate threshold value (k)—the number of missing essential items—that defines a person or household as deprived in Australia. Based on data from the 2018 Household, Income and Labour Dynamics in Australia (HILDA) survey, thresholds of k ≥ 4 for non-possession (merely lacking items), k ≥ 3 for derived deprivation (lacking and not being able to afford items), and k ≥ 3 for inferred deprivation (lacking and regarding items as essential) are suggested, respectively. We use a novel approach to answer questions like: is there a secular trend and shift in inequality across developing and/or developed countries? Do the developing countries converge the inequality level of developed countries? Unlike some recent studies that rely on casual observation of the time series, we conduct recent econometric techniques that allow us to check if there are statistically significant trends and whether these trends are deterministic or stochastic. We also test the inequality gap between developed countries and different developing country groups using convergence test. Using data of 34 countries over the 1960–2020 period, we find that inequality has been either increasing or stable in developed countries; in developing countries, both improvements and deterioration in inequality are observable. We show also that few developing countries reduce the inequality gap with developed countries. These heterogeneous trends suggest that the inequality in the last half-century is driven by national rather than global contexts. The well-known s-shaped diffusion of technology curve generally works well in developed countries. But how does it perform in the very different context of developing countries? Across a wide range of new technologies imported from the developed countries it works poorly. In most cases the penetration rate fails to reach 25% of the population. The reason for this as I see it has to do with the concentration of innovations in the rich countries and the devotion of R&D to rich rather than poor country problems. I redrew the s-shaped curve to reflect these facts. At the other extreme, however, are technologies such as the mobile phone, which have reached a penetration rate in some developing countries that is higher than in certain developed countries. The underlying reason for this unusual experience is thought to be leapfrogging, the conditions for which are especially favourable in the case of mobile phones. The evidence for any relationship between GDP/capita growth and growth in subjective wellbeing (SWB) in wealthier countries is disputed, at best. However, there are a number of reasons commonly articulated for thinking the relationship should be stronger in less developed countries (LDCs). This paper looks at both reasons for expecting the relationship to be stronger in developing countries, and those for a weak link that might still apply in LDCs. Finally, it turns to a limited data set to see what that might tell us. Where data exist, measures of average happiness in industrialized countries typically show little or no upward trend over time, despite substantial growth in real per capita incomes. This paper examines the existing Canadian data to see if they support this generalization. The Canadian data have some overall positive trend. Some simple regressions suggest that per capita real incomes are positively associated with happiness, while unemployment and inflation appear to be negatively associated with happiness, a result also found in recent studies of Western Europe and the United States. Our study investigates the relationship between technology innovation and human development in technologically advanced countries using data from quarterly observations from the last decade of the twentieth century to the first two decades of the twenty-first century. This objective of this study is to implement Quantile-on-Quantile regression (QQ) technique that as formulated by Sim and Zhou (J Bank Finance 55:1–8, 2015) and the renowned Granger-causality in quantiles as proposed by Troster (Econom Rev 37(8):850–866, 2018) examine the basic relationship between the given quantiles of technology innovation and their effects on the quantiles of human development. Therefore, the outcomes of this study explain the overall interdependence of technology innovation and affect the overall human development index. It is enumerated that the empirical results indicate that a significant positive relationship exists between technology innovation and human development in all selected technologically advanced countries, predominantly in both low and high tails. Moreover, the outcomes of Granger causality quantiles indicate a bi-directional fundamental relationship between these two variables in the dataset of all countries. The outcomes of the observations are extended to the recent findings on these two variables' nexus and imply a differential impact on the technologically advanced countries. The relevance of women in contributing to inclusive growth and consequently economic development in Nigeria cannot be overemphasized. Women play important social, economic and productive roles in any economy. Maternal mortality rate refers to the annual number of deaths of women from pregnancy-related causes per 100,000 live births, and Nigeria's rate is still relatively high at about 630 when compared with the figures of the developed countries. For inclusive growth to be achieved in Nigeria, women should not be neglected and marginalized so they can contribute their quota to the growth of the country, but maternal mortality rate needs to be reduced because it is only the living that can make contributions to growth. Thus, this study examined the long run effect of gender inequality, maternal mortality and inclusive growth in Nigeria using time series data spanning from 1985 to 2017, and employed the ARDL econometric technique. The results showed that gender inequality and maternal mortality have negative impacts on inclusive growth in Nigeria. Therefore, the study recommends that women should be properly taken care of during pregnancy so that the maternal mortality rate can be reduced and hence they will be able to make meaningful contributions to the growth of the Nigerian economy. Population aging, which is common in developed countries, highlights issues related to the health and social assistance of frail individuals. The Italian Chronic Disease Program launched by the Ministry of Health proposes the implementation of tools that stratify the population based on health and care needs and enhances the integration of existing administrative health data flows. This work has its roots in the need to identify frail individuals conveyed by an Italian Local Health Unit (LHU) of the Veneto region and organize an efficient service of care and prevention. We propose an indicator of frailty, computed using the poset approach, comprising only eight variables available in administrative health data at the LHU level. The proposed indicator associates a value of frailty between 0 and 1 to every individual of the population aged 65 years and older, thereby allowing stratification of the population by the risk level. By validating and analyzing the frailty indicator, we show that this approach provides an effective stratification of older people. [ABSTRACT FROM AUTHOR]

Recent cross-national health studies growingly refute the income inequality hypothesis on the relationship between income inequality and aggregate health after adjusting for control variables with updated international datasets. Few of them, however, use a market income inequality indicator as an independent variable. While the latter measures the exact amounts pocketed by each individual, the former could be related to an individual's social or economic status. The pooled TSCS regression for the selected 26 industrialized nations over 1995–2010 test the hypothesis with three different income inequality indicators: disposable and market income Gini and 'tax and transfer effect'. We used the OECD dataset. The disposable income inequality does not have a statistically significant relationship with any of the health indicators except for infant mortality. The market income Gini does have a statistically significant association only with female life expectancy. The prospects for the next generation—whether young people, regardless of their backgrounds, have equal chances of social success—pose a momentous problem for modern societies. Inequality of opportunity, often reflected by social immobility, is a threat to the egalitarian promise and the stability of your society. This work argues that social capital transmission plays an important role for the chances of social success in Western societies. For the example of Germany, it is reasoned that weak social capital environments deepen existing disadvantages. Even though all levels of education are easily accessible and affordable, Germany has one of the lowest levels of educational mobility among the industrialized countries of the world. Problems appear to be systematic, since the decision regarding entry into higher secondary education is made at early age and is left, in most cases, with the parents, who rely on their own educational trajectory. Outside of the school environment, differences in social capital inheritance explain educational immobility. With the use of the German Socio-Economic Panel survey from 1984 to 2014, various analyses about the relation between social capital and educational success are performed. Social capital, which is helpful for educational and social success, clearly depends on the educational family background. This indirect link has been disregarded in past contributions. Alternative forms of schooling, such as comprehensive and all-day education, as well as a delay of the decision regarding entry into higher education, could help improving unequal social capital inheritance. The idea that the level of stratification of societies contributes to the well-being of their members is gaining popularity. We contribute to this debate by investigating whether reducing inequalities in the income distribution of societies is a strategy for improving population health, especially appropriate for those countries that have reached the limits of economic growth. We test this idea on a dataset covering 140 countries and 2360 country-year observation between 1987 and 2008 and formulate hypotheses separately for countries with different level of economic development. We indeed found that countries with higher levels of income inequality also have lower levels of life expectancy (our measure of population health), and this result was consistent both in cross-sectional and longitudinal analyses. However, the relationship was found only among low- and middle-developed countries. In the group of high-developed countries, the relationship between income inequality and life expectancy was non-significant, which contradicts the literature. Expectations on the relationship between a country's wealth and health were confirmed: economic growth does contribute to improving population health, but this effect is weaker in more economically developed countries. These results imply that a decrease in a country's income inequality parallel with an increase in its wealth can help to improve health in economically lesser-developed countries, but not in high-developed countries. Discovering whether social capital endowments in modern societies have been subjected or not to a process of gradual erosion is one of the most debated topics in recent economic literature. Inaugurated by Putnam's pioneering studies, the debate on social capital trends has been recently revived by Stevenson and Wolfers () contending Easterlin's assessment. Present work is aimed at finding evidence for the relationship between changes in social capital and subjective well-being in western Europe, Australia, Canada and Japan between 1980 and 2005. In particular, I would like to answer questions such as: (1) is social capital in western Europe, Canada, Australia and Japan declining? Is such erosion a general trend of modern and richer societies or is it a characteristic feature of the American one? (2) can social capital trend help explain subjective well-being trend? Therefore, present research considers three different set of proxies of social capital controlling for time and socio-demographic aspects using WVS-EVS data between 1980 and 2005. Present results are encouraging, showing evidence of positive correlation between several proxies of social capital and both happiness and life satisfaction. Furthermore, results show that during last twenty-five years people in some of the most modern and developed countries have persistently lost confidence in the judicial system, religious institutions, parliament and civil service. Although income and happiness have been linked at both the individual and national levels of analysis, few studies have specifically examined the different relationships between these two variables in affluent nations. This study investigates various measures of well-being in both the United States and Denmark. Respondents in both countries reported high levels of well-being but Americans generally reported greater positive and negative affect while Danes reported higher levels of satisfaction and enjoyment. Interestingly, low income respondents in the United States reported higher negative affect and lower life satisfaction than their counterparts in Denmark. For positive affect, the major difference between the two countries was found among high income respondents. The key to understanding differences in the well-being of these two nations appears to lie in understanding the well-being of the poor. Suggestions for future directions in research are discussed. South Korea is widely known as an Asian model of economic development and democratization. Yet until now, research has not shown whether the country's successful transition to democracy and market capitalism has enabled ordinary citizens to experience a life of happiness and satisfaction in their private and public lives. To address this question, this study analyzes a 2002 Euromodule survey of the Korean electorate designed to appraise the quality of life as a whole and in its various important domains. Results of the analysis reveal that a substantial minority of South Koreans still leads undesirable lives full of unhappiness and dissatisfaction. Furthermore, among the socioeconomically deprived, more people report deteriorations rather than improvements in their living conditions over the past five years. On the basis of these findings, we conclude that the surging forces of democratization and marketization can hinder ordinary people from experiencing a better quality of life by motivating them to compare themselves with other people in better situations to a greater extent than they did under past circumstances.
