This article analyzes modern trends of educational processes stipulated by features of modern society development. Modifications in surrounding reality dictate necessity of updating the learning process towards active transition to distance education. Increased demand of students for electronic educational resources stipulated necessity to analyze representation of electronic platforms and identification of their features. This work is aimed at analysis of the electronic educational resources being most popular among students, and identification of features of their use in distance education. The study was performed using analysis of scientific publications devoted to the research subject, survey and results of its analysis, analysis of electronic educational resources aiming at identification of their features for distance education. This work is comprised of two stages. At the first stage, the students of two learning levels were surveyed (universal bachelor degree course and high school), which allowed to reveal common requirements for the two levels of preparation for electronic educational resources and features of their selection by respondents. At the second stage, the most demanded for distance learning electronic educational platforms and their resources were analyzed to assist teacher to develop algorithm of combination of various electronic resources in the frames of content of certain course. A teacher should be aware of the content of the most popular educational platforms of opensource information educational environment, determine reasonability of access to this or that electronic resource and promote students to active participation in distance form.

The introduction of electronic educational content optimizes and facilitates the learning process. This attitudinal study aims to investigate the relation of English teachers and students of the Russian universities (pointed out below) towards digital educational recourses and their usage in the context of foreign language learning. In general, it enables the authors to gather the information about popularity of digital educational recourses for English language learning in order to identify: 1) for what purposes and which digital education recourses are mainly used by English language teachers and whether they manage to achieve the planned result; 2) which resources are of the students’ greatest interest and what is the base of their choice; 3) weather the students are satisfied with the introduction of digital education recourses in the educational process in general and in the ELT in particular. The study is based on the analysis of the results of the questioning. Participants of the study were school and university teachers and students from Universities of Moscow and Moscow region. The findings of the study showed that there is no significant difference between educators and students’ attitudes towards digital education resources. The most participants both teachers and students consider them increasing the effectiveness of learning English. Some of the recourses are popular with both groups of respondents while others have been adopted by one group and easy accessed to the process of language learning.

Education resources refer to the sum of all manpower, material resources and financial resources invested in educational activities, which are scarce and mobile. On the one hand, due to the particularity of educational industry, education can’t provide education for everyone, and it’s also impossible for the state and society to put all resources into education due to the constraints of regional economic and social development. The allocation of educational resources is regional, and a balanced allocation of educational resources will have a great impact on the overall level of vocational education in different regions. Its coordination with regional economic development is also one of the indicators to evaluate educational resources. Therefore, the development status of each region is probably caused by the difference of education level. The influence of education on regional economic development has also become a hot topic discussed by scholars. In this paper, the influence of educational resources on regional economic development is further studied, and the research shows that the coordinated development of education and economy just adapts to Scientific Outlook on Development Thought of rapid, sound and balanced development. Education and economic development are mutually reinforcing and interdependent. The development of education promotes the economy, which in turn can provide more development resources and opportunities for education.

The intensity of globalization and internationalization stimulates activity of population in the world. As a consequence, the number of Russian citizens living and getting education beyond the boundaries of the Russian Federation increases. Special load in this case is on the municipal structures rendering educational services in the Russian language. Quality improvement of teaching Russian and status of educational services in the Russian language are the social priorities and assume serious rearrangement of additional training of Russian language teachers. In this regard, it would be relevant to evaluate professional competences of Russian language teachers in schools abroad; to detect competence lacunas of additional professional education; to correct the detected professional deficits by additional educational programs of various specializations and degrees of complexity. This work is aimed at detection of development strategies of the Center as a tool of distance support for Russian schools abroad. The research methods in this work are theoretical analysis of psychologic and pedagogical, sociological, economic publications devoted to the considered problem; analysis of practices of distance support courses in Russia and abroad; surveying, testing users of existing courses; analysis of expert opinions and quality appraisals of online training; analysis of statistic data. The activity of such Center would promote implementation of the Russian Schools Abroad concept, providing opportunity of annual systematic diagnostics of state of educational and methodological resources of foreign schools, supplying Russianists with modern methodological tools, allowing foreign schools to systematically raise the level of professional competences of teaching staff.

In the article the use of digital technologies for the educational process in biology has been studied. The study has aimed at developing and testing the methodology for developing a block of educational tasks in biology by using digital educational resources. Surveys, testing, and the pedagogical experiment have been used as research methods. It has been determined that biology teachers need the methodology that allows the competent use of digital educational resources in teaching activities. In the article the methodology for developing educational tasks in biology by using digital educational resources has been introduced. It is based on the taxonomy of B. Bloom’s educational objectives. The efficiency of the methodology has been confirmed by the results of testing students in the control and experimental groups: the level of development of students’ universal learning activities (ULA) has considerably increased, and the rate of students with project skills has grown.

The article deals with the issues of setting up and developing distance learning technology in France on the example of the National Center for Distance Education (CNED). The organizational forms of its implementation are given, the role of digital educational resources and digital work space in realization of distance learning is shown.

The article deals with the topical issue of digitalization of education as a component of the digital transformation of contemporary society and the economy in general. The purpose of the research is to identify the readiness status of teaching staff for professional activity in the context of the digitalization of education. The main research methods were the questionnaire (implemented in the form of an online survey among students of the extramural form of study of the Moscow City Pedagogical University working at educational institutions of Moscow), and statistical analysis of the data obtained. The results of an online survey of teachers allowed concluding that today teachers have acquired a positive experience in the use of recommended tested digital educational resources, the ability to develop innovative digital educational and methodological support for the educational process, as well as recognized the need to build a personal trajectory of professional development in the framework of digital education.

This article is devoted to the use of distance learning technologies in teaching. The authors also distinguish the features of learning using distance learning methods. The authors note that the rapid development of information and communication technologies and the use of e-learning have expanded the possibilities of the educational process and provided opportunities for the general development of students. Practice shows that the use of electronic educational resources improves students’ perception and understanding of the discussed issues, creates more comfortable conditions for learning. However, by means of the systematic use of electronic educational resources in the educational process in combination with traditional teaching methods and pedagogical innovations, the effectiveness of multilevel education has significantly increased. At the same time, there is a qualitative increase in educational results due to the simultaneous impact of several technologies.

The article presents the issues of school environment expertise and discusses the possibilities and prospects of using digital tooling for its assessment in mass educational practice and scientific research. The proposed method of vector modeling of the environment of personality development allows determining the activity of the individual in mastering educational resources in various types of environments. This digital tooling allows school management teams and organizational consultants to conduct management and pedagogical analysis of the current status and complementarity of various system components of school environments with each other, as well as with the school’s mission, and implement their managerial and vocational design; to develop programs for the progression of school organizations based on environment methodology using expert project management technology; to carry out organizational and pedagogical consulting of schools taking into account the “built-in” nature of environments of various levels (the environment of the lesson, class, club, school, and educational complex).

The article gives consideration to the main trends of development of the system of higher education under conditions of economics digitization. The influence of technological revolution on the social sphere of society (education, employment) and public services has been analyzed. Characteristics have been given to the state and basic problems of development of higher education under conditions of digital economics; the main tasks and the ways of solving them in the area of focus: human resources and education of the program “Digital economics” have been enumerated. Consideration has been given to the project of the new network University of National Technical Initiative for training in professions associated with the use of advanced production technologies, intellectualization and robotization of production; its basic goals, objectives and specific features: short life cycle and network principle of functioning have been described. A concept of open educational resources – a modern social technology of training has been disclosed.

There was a survey done on the effectiveness of distance learning based on electronic educational resources of Kazan Federal University (KFU). The survey showed the attitude of the students to practical use of distance learning which came out as neutrally-positive. Most students evaluate distance learning at KFU as effective. Economic analysis showed that significant factors in the effectiveness are: timeliness of E-Learning appearance at the university, interface of Electronic Educational Resources (EER) system on the university website; constant use of E-Learning elements by teachers in the process of education; evaluating the necessity of use of E-learning elements at the university; availability of video connection with the teacher as an E-learning element.

The article says about the features of the nurturing activities in the information society. Electronic educational resources should be directed towards new educational results. Information technology claims new features, modifies the flow of the mental processes of cognitive activity of students, rebuilds the structure and function and thereby changes the whole structure of the training activities. The essence of the manifestations of education can be determined only after understanding of the essence of the phenomenon of “educational activity”. Highlighting its basic features, it is possible to relate them to the presence or absence of specific e-learning resources.
