Institutions that house Indigenous oral histories are often ignorant to the harm they perpetuate by treating these materials without rooting curatorial considerations in Indigenous approaches to knowledge. Issues of categorization, attribution, and access, among many others, often go unaddressed, causing serious harm to Indigenous peoples and their cultural resources. It is imperative that Western archives, libraries, and museums seek out alternatives to systems that perpetuate settler-colonialism, and work to place control of oral histories back in Indigenous hands. In this paper we present several considerations for working with Indigenous oral histories in Western archives, provide case studies that promote the ethical curation and sharing of Indigenous materials, and close with an overview of our current work to revitalize and redress a large collection of Native American oral histories presently housed at the University of Florida. Knowledge Bases and Related Tools (KBART) is one of the most successful National Information Standards Organization (NISO) recommended practices. Formally supported by over eighty organizations across all stakeholder groups, it enables a standardized transfer of data between content providers and knowledgebases. The KBART Standing Committee has begun work on Phase III of KBART, which was last updated in 2014. In this NASIG 2021 session, three members of the KBART Standing Committee provided an overview of plans around Phase III of KBART, reviewing progress to date and highlighting efforts to resolve issues around KBART files for which there are no easy answers, such as the challenges of supporting additional content types beyond serials and monographs, how best to handle gap coverage for serials, and how to communicate Open Access content. The audience was asked to provide input on their use of KBART files, how they would like to use KBART that is not possible today, their thoughts on support for additional content types, and their opinions on proposed changes to KBART around the treatment of gap coverage and the handling of Open Access content. When trying to manage their e-resources, librarians spend a significant amount of time adjusting their holdings in vendor knowledgebases to make sure that the content their library can access is selected properly. This is often a tedious process, which, extrapolated out to each content provider, can be a drain on library resources. A National Information Standards Organization (NISO) recommended practice provides a solution to this problem by facilitating the automatic transfer and retrieval of library-specific Knowledge Bases and Related Tools (KBART) holdings data between content providers and knowledgebases. In this presentation, Matthew Ragucci of Wiley presents a publisher's perspective on the work required to implement KBART Automation: Automated Retrieval of Customer Electronic Holdings, Andrée Rathemacher of the University of Rhode Island shares a librarian's opinion on the benefits and potential pitfalls of KBART Automation, and Stephanie Doellinger of OCLC addresses the topic from a knowledgebase supplier's point of view. This presentation illustrated a proactive approach carried out by the Electronic Resources Management (ERM) team at the Arizona State University (ASU) Library, which resulted in a reduction in the volume of tickets from users. The discussion included details about the systematic process of handling various e-resource projects carried out by the team, challenges encountered, and recommendations to assist institutions in providing uninterrupted access of e-resources to their library users. This article is a case study of privacy considerations in the adoption of a Research Information Management (RIM) System. RIM Systems collect, store, and link together metadata for research, service, grants, and teaching activities. Sometimes called Current Research Information Systems (CRIS) or Faculty Activity Reporting (FAR), these systems enable institutions to collect data from different internal systems and combine it with external information, providing a more holistic perspective on university activity. They provide a single, authoritative source of this data and allow for multiple stakeholders (i.e. faculty, administration, IT, HR, library, communications) to query, analyze, download, visualize, and share it. Oklahoma State University (OSU) recently adopted a RIM System, which is being implemented and supported by the OSU Libraries. A defining factor in the decision making process for product selection was how each system addressed issues around privacy. This case study will review some of the central data privacy considerations at play in the adoption of RIM Systems at both the institutional and individual level. This will include data sharing, ownership, retention, right to reuse data, data deletion obligations upon contract termination, user access to privacy policies, and user data controls. Questions to ask before adoption, key institutional players in discussions of privacy, and issues that may arise after adoption of a Research Information Management System will also be addressed. The International Standard Serial Number (ISSN) is a unique identifier most often associated with popular magazines, scholarly journals, and newspapers. The scope of ISSN, however, includes many types of grey literature. This article will discuss and provide examples of the types of grey literature in scope for ISSN and describe the bibliographic metadata about these resources created to support each ISSN assignment. Benefits to the originators of grey literature that result from ISSN assignments are highlighted, especially the valuable exposure that the resources gain from the bibliographic records that are created to document ISSN assignments and are included in multiple international databases. Think tank grey literature can be used for teaching and research in policy-oriented courses, but because much of this content is scattered throughout the far reaches of cyberspace, students and many faculty may not know how to go about finding it. At the same time, think tanks need to find new and creative ways to push their content out and capture new audiences. This article will assess the value of aggregating grey literature on JSTOR for both researchers and think tanks, briefly touch upon the advantages of comprehensive searching on our platform, and then take a detailed look at how we make this content discoverable through the application of rich metadata. In a Vision session at the NASIG 35th annual meeting, Dr. Philip Schreur presented the advantages for libraries to move away from MARC and towards linked data at this time. He concentrated on four themes: the advantages of new communication technologies and the open Web; new approaches to authority work and workflows; increased social justice through broader access and multiple vocabularies in a wider range of results; and possible gains through human-centered artificial intelligence. As initiatives expand from the Library of Congress and new conversion products appear on our horizon, embracing the transition from MARC to linked data may be easier, and more necessary, than it currently appears for many libraries. As more libraries rely on remote storage facilities to preserve print collections, this presents challenges for resource discovery and access. Since off-site storage facilities often have no open shelves or public access, increased importance is placed on metadata to connect users to resources. At the University of Toronto Libraries (UTL), we conducted a metadata assessment of the serials collection located in its Downsview high-density storage facility. Using quantitative and qualitative methods based on the assessment metrics proposed by Bruce and Hillmann (2004) we gained a holistic view of the quality and effectiveness of the metadata for the Downsview serials collection. Academic libraries provide intellectual access (discovery and procurement) to the full text of electronic journal articles through traditional library technologies like discovery layers, link resolver software and knowledge bases. These technologies mainly rely on accurate title-level metadata to successfully deliver journal articles to library users. Open Access articles pose a difficulty for many participants in the e-journal supply chain, including libraries and publishers, as Open Access status is a property of the article, not the title. A review of the literature examines: the impact of Open Access on intellectual access through traditional library technologies, current proposed solutions, and emerging technologies. While institutional repositories (IRs) often include a built-in search tool and/or are indexed by web search engines, some patrons go directly to the online library catalog with their information need. Rather than hope that users will stumble on the IR from the library website or assume that they will start their research with a Google search, librarians can enhance IR discoverability and usage by integrating its content into the library catalog. With strong teamwork, good communication, and a shared vision, this endeavor transforms the IR and library catalog from separate, siloed platforms into a more cohesive collections package. At the University of San Diego, librarians and administrators across three departments came together to share information and work in concert to explore the benefits of auto-harvesting IR content into the library catalog. Driven by a vision of enhancing discoverability and access, as well as promoting the IR and enriching the catalog, the team members worked cooperatively to identify specific IR collections appropriate for harvest, investigate technical logistics, consult outside vendors (including Innovative Interfaces, Inc./III and bepress), and experiment with implementation. International Organization for Standardization (ISO) standard 3297 governs the assignment of International Standard Serial Numbers (ISSNs) for continuing resources worldwide. It is subject to systematic review every five years and, in 2017, an ISO Working Group was set up to review the standard. This working group took the decision to survey the views of stakeholders including publishers, libraries, and others. This article reports on the global survey that was undertaken, describing the questions and answers about which the committee sought opinions. It also sought details on the respondents to provide context. The replies are summarised in chart form with conclusions and an appraisal of the key issues, which suggest that whilst respondents are supportive of expanding the ways in which the ISSN is deployed, they are less convinced of the need for more ISSNs for any given title. They are split on the need for the structure of the ISSN to be revised but there is strong support for the notion of a "Family ISSN" that would describe resources that are linked through, for example, title changes or geography or language. Managing electronic serials is a vital part of modern academic librarianship. In 2014, the College of Staten Island (CSI) faced a serious serials access problem. A number of subscribed titles were temporarily not accessible through library interfaces. To quickly solve the problem, a set of over 5,000 custom records were uploaded (using Microsoft Excel) to Serials Solutions 360 Core, CSI's serial management system. This solution provided access to current and back-file (perpetual ownership) titles but introduced a number of significant new problems, including duplicate records, records with holdings dates that were invalid at the end of the calendar year, back-file records that were difficult to identify or edit, and unmanageable sets of records for large subscription packages. This article will describe how and why the custom records caused these issues and describe the project that addressed them. The project (ongoing) was designed to fix the problems while maintaining access to all current and back-file titles during the process. A variety of techniques were required. Vendor-provided knowledgebase records were examined, activated (or deactivated), and downloaded. The Overlap Analysis tool of 360 Core was employed to match knowledgebase and custom (local) records. The custom records were manipulated in Excel for examination, editing, and batch deletion. Excel formulas were used to compare the custom records with vendor knowledgebase records and Overlap Analysis results. Finally, extensive manual work was done to delete records, test access links, and find unmatched records. These techniques have been successful. The project also reaped other unexpected access improvements. Other libraries may apply these techniques and strategies to any serial data clean-up. Although journal management technology is rapidly changing, libraries will still need to be able to work with and manipulate data to provide access, understand and manage their holdings, and audit error-prone vendor data. This article reflects the discussion of metadata challenges faced by the scholarly communications community at this year’s NASIG conference. Exploring the potential opportunities for the enrichment of metadata, we consider the evolving role of the metadata librarian and review opportunities for all librarians to contribute to an important new collaboration for the wider benefit of scholarly communications. The Metadata 2020 collaboration was the context for the session, which focused on barriers to progress and the role of nonbibliographic metadata in the evolution of library services. Web-scale discovery services are powerful tools for facilitating access to an institution’s online holdings at the article level. However, the functionality of any given results link in a web-scale discovery search is dependent on multiple factors that are not always apparent to end users. The complexity involved in the troubleshooting process led the University of North Texas Libraries to embed a broken link report button in its search results and build a new troubleshooting workflow around this feature. Database lists, frequently presented on Databases A to Z and subject pages, are a long-standing component of a library’s web presence. Tools for producing and managing the list are frequently a part of a more comprehensive library technology, such as electronic resource management (ERM) systems, integrated library system-ERMS, and content management systems such as LibGuides. Published literature provides good coverage of these technologies, but pays little attention to functionality for database list management. This article illustrates A to Z database list evolution from 1999 to 2017 by way of manifestations at the University of Central Florida Library, conceptualizes database list systems and functions, presents findings from a survey, and shares tips and practical considerations for producing and managing database lists. The International Standard Serial Number (ISSN) has been the standard, eight-digit code used to identify newspapers, journals, magazines, and periodicals on all kinds of media—print and electronic—for the past 40 years. Periodically, the standard must be revised to allow it to accommodate new formats, changes in the publishing industry and information supply chain, and other developments in the information field. Regina Romano Reynolds, director of the U.S. ISSN Center at the Library of Congress, describes the issues that the ISSN International Centre perceives as necessitating a revision of the standard and the likely next steps in the International Organization for Standardization standards revision process. In the early 2000s, Clifford Lynch and Raym Crow had two different visions for the future of institutional respositories. Using their works as a starting point, T. Scott Plutchak discussed the initial aims of institutional respositories and addressed the dialectic between the view of institutional repositories as providing a method of preserving and nurturing new forms of scholarly communication and that of the institutional repository as a mechanism to transition to Open Access models for scholarly publications. Plutchak concludes that institutional repository librarians should focus efforts on collecting and preserving material outside of the formal publishing program in order to advance the work of our institutions, and to advance what libraries can do. Open Access publishing continues to grow, and it has profound implications for librarians in a variety of contexts. This report serves two functions. It provides background on Open Access publication of scholarly journals and the role of academic libraries in this movement. In particular, it examines the University of Lethbridge Journal Incubator as an example of library involvement in Open Access publication. The report also examines how hybrid journals, in an attempt to provide Open Access publication options in traditional subscription journals, have introduced a new discovery and access problem for libraries. This article is a preliminary report on the work of the Canadian Linked Data Initiative (CLDI), a collaboration between five of Canada’s largest research libraries, Library and Archives Canada, Bibliothèque et Archives nationales du Québec, and Canadiana.org. Although still in its nascent stage, participating institutions are working together to advance the technical services divisions of our libraries in the area of linked data. Project working groups are making progress in five main areas: grant funding, digital collections, education and training, legacy metadata enhancement, and in the evaluation and adaptation of Bibliographic Framework Transition Initiative tools. By working across geographic and institutional boundaries, the CLDI aims to chart a path to a new age of technical services, one based on the foundation of Linked Open Data. Metadata 2020 is a collaboration that aims to facilitate the work of all parties in scholarly communications to consistently improve metadata to enhance discoverability, facilitate new services, and create efficiencies with the ultimate goal of accelerating scholarly discovery. Almost a year after launch, Metadata 2020 has gained considerable ground in gathering information from multiple community groups. These community groups focus on metadata challenges and opportunities – finding ways to enhance metadata and finding new solutions. Now that Metadata 2020 has received feedback and stories from all sectors of the research and scholarly communication cycle, the group is targeting crucial points where metadata needs to work across all groups in order for a mature metadata model to become a useful reality. Juliane Schneider, Lead Data Curator at Harvard Catalyst, Clinical and Translational Science Center, provided an update on the Metadata 2020 project and led a roundtable discussion format where audience participants talked about challenges and offered recommendations for improvement to the Metadata 2020 project. Yvonne Campfens, executive director of the OA Switchboard, presented an overview of the Switchboard and shared pre-recorded statements from a panel of user-stakeholders: Liz Bal and Jennifer Sanchez-Davies of Jisc, Alex Howat of the Microbiology Society, and Adam Der of the Max Planck Digital Library. Throughout her presentation, Campfens also shared quotes from interviews conducted with representatives of research funding organizations, publishers, and research institutions. The comments from the panelists and interviewees served to illustrate the potential benefits of the OA Switchboard for organizations which are producing, supporting, and transitioning to Open Access (OA) publishing. This article concerns how higher education institutions across the United Kingdom are implementing systems and workflows in order to meet open access requirements for the next Research Excellence Framework. The way that institutions are preparing is not uniform, although there are key areas which require attention: cost management, advocacy, systems and metadata, structural workflows, and internal policy. This study focused on how serials information for journal articles is presented based on a sampling of institutional repository platforms at a variety of institutions. Since metadata on journal articles in institutional repositories can often be incomplete and haphazard, not only due to the difficulty of entering the metadata in the first place, but due to the difficulty of adapting existing metadata schemes to represent a journal article accurately, how can libraries increase the discoverability of these individual articles from a wide variety of journals? By examining existing metadata schemes and how they are used to represent articles currently in institutional repositories, libraries can look for a way forward to better represent articles though adapting schemas, exploring possibilities for standardization of metadata for articles, and promoting good practices. Troubleshooting electronic resource linking issues can seem to be an insurmountable task—so many resources, so little time. Using interlibrary loan (ILL) data on requests for materials available online, the electronic resources staff at the Samford University Library detected problems with the implementation of their new link resolver. This data also provided a window into some systemic issues within the metadata of certain sources and the link resolver knowledgebase. In addition to helping us improve linking for our users, the establishment of a workflow for communicating cancelled ILL transaction data on an ongoing basis has also improved the communication between electronic resources staff and the ILL department regarding the overall linking process. This session reported the findings of a comparative analysis of how e-books are represented across multiple platforms. In this session, the presenters shared the results of a study that examined how a sample of academic e-books are represented across different platforms. Topics of analysis included: the inclusion of various metadata, the visual presentation of e-book content, and variations in search results. This presentation also focused on the similarities and differences between e-book representation and what impact these various representations might have on users of academic e-books. This conference report examines the entire lifecycle of scholarship from a digital perspective through the lens of Georgetown University Library’s institutional repository (IR), DigitalGeorgetown. It focuses on digital curation and creation of digital resources and scholarship using automated workflows and integration with vendor subscribed discovery service platforms. Specific topics covered include use of open tools like Open Researcher and Contributor ID and SHERPA/RoMEO, integration with Academic Preservation Trust, enhanced discovery through Summon and Schema.org, and use of Google Analytics and Google Tag Manager. This article summarizes the approach to bibliographic metadata developed at the University of Michigan Library for journal articles published and archived in HathiTrust using the mPach toolset, which allows journal editors to create born-digital Open Access journals and create their own metadata as a byproduct of the publishing process. Specifically, mPach allows a journal editor to convert edited manuscripts from common source formats such as Microsoft Word into Journal Article Tag Suite (JATS) Z39.96-2012, XML and embed structured metadata about the article and journal. Since HathiTrust currently uses machine-readable cataloging (MARC) as its common-denominator metadata format, JATS metadata are automatically mapped to MARC fields, creating one analytic record per article but without normalizing to follow Resource Description and Access rules for transcription from primary sources of information or creating entries according to name authorities. For each new journal, a serial record for the journal is created manually by a serials cataloger. This serial record and each analytic record for articles in that journal link to a “collection” for the journal built using the HathiTrust Collections feature. [ABSTRACT FROM AUTHOR]

The Portal to Texas History (http://texashistory.unt.edu) and the University of North Texas (UNT) Digital Library (http://digital.library.unt.edu) contain more than 445,000 items collectively, hosted by the UNT Libraries. These collections include a variety of serial publications such as newsletters, magazines, scholarly journals, annual reports, and yearbooks. Many of these serials are key resources for the user groups of both repositories. In this article, we discuss the importance of serials within our collections, some of the challenges, the standards we use, and how we leverage metadata to facilitate access to serials for diverse global users. As electronic serials have shifted from being the exception to the norm, libraries are becoming increasingly reliant on knowledge base-driven systems to help manage electronic serial holdings. In 2011, the University of Toronto Libraries migrated its electronic resource holdings from a local database to a commercial electronic resource management (ERM) system. With two years of experience using a commercial ERM system, the presenters endeavored to analyze how the library is coping with e-serial management within this new environment. This study reveals many of the benefits and pitfalls of managing electronic journals within a knowledge base–driven system and highlights the need for greater standardization within the data supply chain, better communication with publishers and knowledge base providers, and increased collaboration to improve the e-resource management process. The session explored how collaboration among libraries, suppliers, and the OCLC Online Computer Library Center, Inc. (OCLC) cooperative can address some of the problems being faced with the management of electronic resources. Examples of specific challenges that impact budgets and services are: libraries’ reliance on multiple non-interoperable systems; the difficulties in getting and maintaining high quality and timely metadata; and the issues with managing workflows that cross system and staff boundaries. As work continues to introduce and enhance integrated systems for electronic resource management, these cooperative efforts can improve both the quality of the services and the associated data and workflows. An important current challenge for research information providers is ensuring the automated discovery of Open Access (OA) content in hybrid journals. We found no evidence of discovery services that are able to systematically identify the crucially important free full-text availability of OA articles regardless of where and how such articles have been published (i.e., in fully OA journals or in hybrid journals). A solution is important because hybrid journals are proliferating and consequently the chances of missing OA articles is real and is happening. Nearly all of the major publishers now provide such journals in order to take advantage of recent changes in research funder requirements, and to be competitive in the new OA business model. By working with a group of scholarly publisher partners and by using standard metadata elements that publishers are already familiar with, we show a systematic and standardized manner to identify OA at the article level. Our proposal is to embed OA-related elements in the metadata freely exposed by publishers for aggregators and discovery services. For example, in the Table of Content (TOC) Really Simple Syndication feeds the publishers use to announce new journal issues and content. Based on the initial results obtained, we discuss the capabilities of our solution, and evaluate the impact produced by our application in the systematic discoverability of OA content from the participating hybrid journals, using an implementation done with the freely available journal current awareness service—JournalTOCs. The Cornell Vet has a proud history, dating back to June, 1911 …” In 2013 Cornell University Library began efforts to improve the “afterlife” forThe Cornell Veterinarianjournal by leveraging a number of disparate initiatives and metadata sources. While attempting to build article-level linking to full text in HathiTrust (functionality currently unavailable), limitations in the metadata captured during the scanning process were uncovered. This article will include a delineation of these metadata findings with strategies (some scalable, others highly labor intensive) for gathering the necessary metadata for creating direct links to articles found in HathiTrust. Knowledge Base and Related Tools (KBART), initially founded with a focus on improving OpenURL linking through the definition of best practices for exchanging title-level metadata, continues to gain traction and has the potential to be an initiative that improves not only link resolver quality but also improves discovery services, electronic resource management (ERM) systems, and even Counting Online Usage of Networked Electronic Resources (COUNTER) usage reports. In this column we quickly review the history of KBART from its inception in 2007 through the creation of the Phase 1 and Phase 2 best practices. Then we investigate how KBART can positively influence the quality of discovery services, ERM systems, and COUNTER. Finally, we put forward some suggestions on how KBART can become the key to standardizing the exchange of holdings data within the information supply chain to address needs beyond link resolvers and eliminate some redundant holdings maintenance tasks in libraries. The Spotlight on Serials Standards column has discussed a number of different standards over the past few years. In many cases the standards were still evolving at the time the column was written. Since then some may have changed significantly, some have been successfully utilized in the scholarly information community while still others may need continued work. In this issue I will revisit four of these standards initiatives to provide the latest information on each, and, highlight any important changes that may have come about. The initiatives I will cover include: Counting Online Usage of Networked Electronic Resources (COUNTER) Code of Practice, Institutional Identifiers (I2), Open Access Metadata and Indicator, and the Standardized Usage Statistics Harvesting Initiative (SUSHI). Linked data have the potential to expose descriptive metadata about serials and serials relationships on the open Web and allow creative connections between library information about serials and the seemingly infinite elements of Web data. Linked data may also hold the potential to solve some classic serials dilemmas including latest versus successive entry and single versus multiple records for print and online. How do these possibilities mesh with the evolving current state of linked data projects in the commercial and library sector as well as with the Library of Congress’ Bibliographic Framework Initiative (BIBFRAME)? The three sections of this article will present different viewpoints about linked data and serials. An “early experimenter” and member of the group modeling BIBFRAME serials will discuss her experiences and thoughts on future directions. The head of the United States International Standard Serial Number (ISSN) Center will take an ISSN perspective, looking at ISSN’s potential in the linked data environment as well as discussing international work modeling serials according to Functional Requirements for Bibliographic Records (object-oriented) (FRBR-oo) and how ISSN fits into the development of BIBFRAME. Finally, a publisher from a company that has reorganized some of its infrastructure and processes to facilitate linked data will share the goals and provide examples of the benefits of that project. With the support of the library, the faculty, and the administration, Allegheny College recently adopted the strongest type of Open Access policy, a mandate for all faculty scholarship to be placed in the college’s institutional repository. As open access material becomes more available across the scholarly information space, a need has arisen for creation of special metadata indicating this open access status, and for that metadata to be standard through the supply chain in order to be shared and communicated most effectively among a number of players. The National Information Standards Organization has recently launched a new work item, the Open Access Metadata and Indicators working group, which will specify a standardized set of metadata elements to detail article accessibility and license permissions. By defining how to tie availability permissions to an object useful to humans and machines, the group intends to support improved communication of this information and affect better use of open access material overall. For years, academic institutions have established and maintained institutional repositories (IRs) to collect, preserve, and showcase their institution's research and scholarly output. Tammy Sugarman, Associate Dean for Collections at Georgia State University Library, presented “Library Technical Services: Key Ingredients in the Recipe for a Successful Institutional Repository” at the Mississippi State University Libraries eResource & Emerging Technologies Summit held at Mississippi State University, Mitchell Memorial Library on August 3, 2012. Sugarman provided historical background on IRs and explored the professional and organizational changes taking place in academic libraries to support IR programs, focusing on contributions of technical services units. The speakers discussed practical steps that smaller institutions could take to develop their own institutional repositories (IRs) from scratch using local resources. Yuji Tosaka spoke about the overall context and problems that IRs can present for smaller institutions; Cathy Weng then gave an overview of The College of New Jersey's efforts to develop an IR and discussed the college's MUSE project, a college-wide mini-grant program for working with selected undergraduate students on research and creative activity, and how this internal opportunity led to an IR pilot project. Nothing can function well without standards and best practices, including the information world. The National Information Standards Organization (NISO) works with the information community to develop standards and best practices to improve interoperability and workflow efficiency in a wide range of areas from metadata transfer to information retrieval. To ensure a community consensus, NISO brings every interested party into the process of developing standards and best practices through working groups. Current work and updates from two NISO-sponsored working groups, Open Discovery Initiative and Presentation and Identification of E-Journals, were covered in this presentation. This article describes two serialists who use skills honed in their respective serials departments to show how those skills adapt to the world of e-publishing. The presenters discussed their roles in e-publishing and their respective university presses and library publishing programs. How have their libraries reorganized to provide resources for supporting these new roles? The daily work of an e-publishing librarian was reviewed, including an overview of working with Digital Commons and Open Journal Systems, two e-press platforms. The Improving OpenURLs Through Analytics (IOTA) initiative was formed by the National Information Standards Organization (NISO) in 2010 to continue a Mellon-funded project on OpenURL quality begun at Cornell University. IOTA's objective is to develop a scoring system for measuring the quality of OpenURL links generated by content providers at the citation level. OpenURLs have a history of failing to resolve correctly, but no method has been devised to benchmark them even a decade after the introduction of the underlying standard. The proposed system would generate scores based on specific evaluation metrics and thus rate providers' OpenURL quality. The system's analytical approach would also enable OpenURL providers to pinpoint linking problems and thus optimize OpenURL improvements. A public OpenURL analysis tool, which relies on link data contributed by OpenURL providers and libraries, is currently in use. Recently, IOTA approached the Knowledge Bases And Related Tools (KBART) initiative about a possible collaboration on a related project, which would investigate OpenURL linking not at the citation level, but the full-text level. The article offers information on international series and electronic resource management, including information on vendor and publisher services and topics related to library schools and continuing education. The article presents abstracts from several journals including the July 2011 issue of "Serials: The Journal for the Serials Community," the June 2011 issue of "Serials Review." Topics include the awarding of the SAGE travel grant to librarian Patrick Carr to attend the Association of Learned and Professional Society Publishers (ALPSP) International conference in England on September 14-16, 2011, a basic serials cataloging workshop at Pepperdine University on August 3, 2011, and the New York Public Library's (NYPL) online catalog changes implemented by software company Bibliocommons.

The Knowledge Bases and Related Tools (KBART) project is an initiative of the National Information Standards Organization (NISO) and the United Kingdom Serials Group (UKSG), and has established a set of best practices for the exchange of electronic resource holdings metadata between content providers and knowledgebase developers. The benefits of KBART are that it relieves information professionals from the time-consuming process of actively reconciling e-journal title lists, and addresses the many inadequacies which are common in title holdings lists. As of June 1, 2010, KBART has been endorsed by the American Institute of Physics, Ex Libris, Serials Solutions, and the Online Computer Library Center (OCLC). Information professionals can facilitate the further endorsement of KBART by requesting accurate holdings lists from providers up front and referring providers to the KBART recommendations to encourage broader adoption of these best practices. Looking forward, the KBART Working Group hopes to achieve universal acceptance of these best practices and the expansion of the practice to more varied electronic resource formats. In this session, Holly Mercer presented a case for finding global solutions to improve the metadata that are available for journals, particularly small, independent, open-access journals. She discussed the scholarly communication lifecycle and described how in her view the metadata value chain underpins the scholarly communication system. Examples of the importance of metadata to discovery, access, and use of publications were provided. In this session two veterans of the international information standards community discussed the National Information Standards Organization's (NISO's) soon to be released Institutional Identifiers, or 'I2' standard. When adopted and implemented the I2 standard will create a standard unique identifier for each institution, one that can be used by publishers, agents, and online hosts. Once adopted, use of the standard bodes well for improving processes in managing electronic resources, particularly access and activation issues, throughout the information supply chain.
