The National Information Standards Organization (NISO) recently revised the Open Discovery Initiative Recommended Practice (), which outlines best practices for discovery service providers. It streamlines the process by which libraries, content providers, and discovery service providers work together; defines models for "fair" linking; and suggests usage statistics that should be collected for libraries and for content providers. The recommendations in this document, created by members of the Open Discovery Initiative Standing Committee, enable libraries, discovery service providers, and content providers to work together to the full extent of their abilities – thus providing an effective and rich experience to end users. As libraries commit to equity, diversity, and inclusion (EDI) initiatives, it is critical to measure the strengths and weaknesses of collections in response. Building off already established approaches of collection diversity audits, the author argues that it is possible to use MARC metadata to perform exploratory analyses at a large scale. This paper discusses the process of planning, preparing the data, and performing an analysis, following the trajectory of an analysis of the 2.8 million geographic subject headings present in the University of Toronto Libraries' MARC records. This article is a case study of privacy considerations in the adoption of a Research Information Management (RIM) System. RIM Systems collect, store, and link together metadata for research, service, grants, and teaching activities. Sometimes called Current Research Information Systems (CRIS) or Faculty Activity Reporting (FAR), these systems enable institutions to collect data from different internal systems and combine it with external information, providing a more holistic perspective on university activity. They provide a single, authoritative source of this data and allow for multiple stakeholders (i.e. faculty, administration, IT, HR, library, communications) to query, analyze, download, visualize, and share it. Oklahoma State University (OSU) recently adopted a RIM System, which is being implemented and supported by the OSU Libraries. A defining factor in the decision making process for product selection was how each system addressed issues around privacy. This case study will review some of the central data privacy considerations at play in the adoption of RIM Systems at both the institutional and individual level. This will include data sharing, ownership, retention, right to reuse data, data deletion obligations upon contract termination, user access to privacy policies, and user data controls. Questions to ask before adoption, key institutional players in discussions of privacy, and issues that may arise after adoption of a Research Information Management System will also be addressed. Think tank grey literature can be used for teaching and research in policy-oriented courses, but because much of this content is scattered throughout the far reaches of cyberspace, students and many faculty may not know how to go about finding it. At the same time, think tanks need to find new and creative ways to push their content out and capture new audiences. This article will assess the value of aggregating grey literature on JSTOR for both researchers and think tanks, briefly touch upon the advantages of comprehensive searching on our platform, and then take a detailed look at how we make this content discoverable through the application of rich metadata. As more libraries rely on remote storage facilities to preserve print collections, this presents challenges for resource discovery and access. Since off-site storage facilities often have no open shelves or public access, increased importance is placed on metadata to connect users to resources. At the University of Toronto Libraries (UTL), we conducted a metadata assessment of the serials collection located in its Downsview high-density storage facility. Using quantitative and qualitative methods based on the assessment metrics proposed by Bruce and Hillmann (2004) we gained a holistic view of the quality and effectiveness of the metadata for the Downsview serials collection. The world of e-book records can be quite divergent, depending on the source of those records. Record content and quality can vary greatly. An engaging session about Metadata 2020 at the 2017 NASIG Annual Conference led the authors to wonder: is there a way to assess how libraries, publishers, and vendors are currently operating in this space for e-book records? This article will provide comparative data from two libraries and include a publisher's workflows and perspective on the subject. Established in 2005, the University of Nebraska–Lincoln (UNL)'s Libraries' institutional repository (IR) has approximately 99,500 unique items. It is one of the largest and most-used institutional repositories in the United States. This presentation explores how UNL is working to meet the challenge of consistently and accurately identifying individual researchers and their scholarly activities. It examines UNL's metadata practices for its IR, giving a more detailed explanation of personal names and Open Researcher and Contributor ID identifiers. It reviews some typical metadata problems found in UNL's IR. Finally, it explores priorities for metadata maintenance and what is sustainable and worthwhile. [ABSTRACT FROM AUTHOR]

While institutional repositories (IRs) often include a built-in search tool and/or are indexed by web search engines, some patrons go directly to the online library catalog with their information need. Rather than hope that users will stumble on the IR from the library website or assume that they will start their research with a Google search, librarians can enhance IR discoverability and usage by integrating its content into the library catalog. With strong teamwork, good communication, and a shared vision, this endeavor transforms the IR and library catalog from separate, siloed platforms into a more cohesive collections package. At the University of San Diego, librarians and administrators across three departments came together to share information and work in concert to explore the benefits of auto-harvesting IR content into the library catalog. Driven by a vision of enhancing discoverability and access, as well as promoting the IR and enriching the catalog, the team members worked cooperatively to identify specific IR collections appropriate for harvest, investigate technical logistics, consult outside vendors (including Innovative Interfaces, Inc./III and bepress), and experiment with implementation. International Organization for Standardization (ISO) standard 3297 governs the assignment of International Standard Serial Numbers (ISSNs) for continuing resources worldwide. It is subject to systematic review every five years and, in 2017, an ISO Working Group was set up to review the standard. This working group took the decision to survey the views of stakeholders including publishers, libraries, and others. This article reports on the global survey that was undertaken, describing the questions and answers about which the committee sought opinions. It also sought details on the respondents to provide context. The replies are summarised in chart form with conclusions and an appraisal of the key issues, which suggest that whilst respondents are supportive of expanding the ways in which the ISSN is deployed, they are less convinced of the need for more ISSNs for any given title. They are split on the need for the structure of the ISSN to be revised but there is strong support for the notion of a "Family ISSN" that would describe resources that are linked through, for example, title changes or geography or language. Terry Reese taught two pre-conference workshops on MarcEdit at the NASIG 32nd Annual Conference: a full day session titled “A Beginner’s Guide to MarcEdit” and a half day session titled “Beyond the Editor: Advanced Tools and Techniques for Working with Metadata.” Attendees were given slides and sample files so that they could follow along or work through the exercises later at their own speed. The first day covered everything from installation and settings, to how to work with vendor records, and direct integration with library systems. Web-scale discovery services are powerful tools for facilitating access to an institution’s online holdings at the article level. However, the functionality of any given results link in a web-scale discovery search is dependent on multiple factors that are not always apparent to end users. The complexity involved in the troubleshooting process led the University of North Texas Libraries to embed a broken link report button in its search results and build a new troubleshooting workflow around this feature. The institutional repository (IR) can provide a system for digitizing print serials for online delivery and a way to archive and preserve serial content already available online. Organizing serial content in IRs varies based on the architecture of each repository. In this presentation, Kay Teel of the Metadata Department at Stanford University Libraries discussed different approaches IRs use to manage serial content. She gave examples illustrating the inconsistent treatment of serials in the Stanford Digital Repository (SDR) and described a conceptual model for serials in the SDR to provide an improved user experience finding and accessing digital serial content. This article concerns how higher education institutions across the United Kingdom are implementing systems and workflows in order to meet open access requirements for the next Research Excellence Framework. The way that institutions are preparing is not uniform, although there are key areas which require attention: cost management, advocacy, systems and metadata, structural workflows, and internal policy. This study focused on how serials information for journal articles is presented based on a sampling of institutional repository platforms at a variety of institutions. Since metadata on journal articles in institutional repositories can often be incomplete and haphazard, not only due to the difficulty of entering the metadata in the first place, but due to the difficulty of adapting existing metadata schemes to represent a journal article accurately, how can libraries increase the discoverability of these individual articles from a wide variety of journals? By examining existing metadata schemes and how they are used to represent articles currently in institutional repositories, libraries can look for a way forward to better represent articles though adapting schemas, exploring possibilities for standardization of metadata for articles, and promoting good practices. Implementing discovery tools and getting them to work with existing library services often leaves very little time for their promotion and for the thoughtful, ongoing evaluation and curation of their content. However, the expectations and experiences that users have about discovery tools are often directly related to the content and the way that content is described. In our efforts to work with vendors to resolve the underlying business issues that prevent us from having all of the metadata for our resources included in our discovery tools, we may have lost sight of our role in curating and evaluating the usefulness of the content that is already included in them. This conference report examines the entire lifecycle of scholarship from a digital perspective through the lens of Georgetown University Library’s institutional repository (IR), DigitalGeorgetown. It focuses on digital curation and creation of digital resources and scholarship using automated workflows and integration with vendor subscribed discovery service platforms. Specific topics covered include use of open tools like Open Researcher and Contributor ID and SHERPA/RoMEO, integration with Academic Preservation Trust, enhanced discovery through Summon and Schema.org, and use of Google Analytics and Google Tag Manager. Between institutional repositories and hosting journals, many libraries are becoming responsible for scholarly content in new ways. While Portable Document Formats (PDFs) are the most common formats today, the unique, local, serial content could be in a variety of formats. These items might be digitized text, born digital text, audio, video, images, or multimedia. This article discusses formats that will remain accessible through time (PDF/A, txt, xml) so that contents are not locked into proprietary formats. It will also discuss options for backing up items and associated metadata, including simple backups, off-site storage of files, Lots of Copies Keep Stuff Safe (LOCKSS), Private LOCKSS Networks, and Portico. As resources have become ever more complicated in a digital world, it is evident that cataloging practices and the metadata standards we use to guide these practices are becoming more constraining. Recent developments within the library community can have a significant impact on serials cataloging and may help improve information retrieval for the end user. While the Functional Requirements for Bibliographic Records (FRBR) holds some promise for improving the representation of serials, linked data principles may further transform the way in which resources and the relationships between them are captured and presented to our users. By taking description out of the current record constraints, serials librarians will better be able to express the relationships between multiple versions of the same publication, and how a particular journal has changed over time. With the support of the library, the faculty, and the administration, Allegheny College recently adopted the strongest type of Open Access policy, a mandate for all faculty scholarship to be placed in the college’s institutional repository. As open access material becomes more available across the scholarly information space, a need has arisen for creation of special metadata indicating this open access status, and for that metadata to be standard through the supply chain in order to be shared and communicated most effectively among a number of players. The National Information Standards Organization has recently launched a new work item, the Open Access Metadata and Indicators working group, which will specify a standardized set of metadata elements to detail article accessibility and license permissions. By defining how to tie availability permissions to an object useful to humans and machines, the group intends to support improved communication of this information and affect better use of open access material overall. The speakers discussed practical steps that smaller institutions could take to develop their own institutional repositories (IRs) from scratch using local resources. Yuji Tosaka spoke about the overall context and problems that IRs can present for smaller institutions; Cathy Weng then gave an overview of The College of New Jersey's efforts to develop an IR and discussed the college's MUSE project, a college-wide mini-grant program for working with selected undergraduate students on research and creative activity, and how this internal opportunity led to an IR pilot project. Automated indexing--using a computer to look at individual documents and assign metadata without a person looking at every document--was used to build an interactive online database to store and retrieve pages from a loose-leaf resource (i.e., a resource that changes state over time). A database was designed and more than 30,000 pages in the database were indexed. Digitization, optical character recognition, and computer scripting to extract metadata were the methods used to assign most metadata. In places where the computer program could not assign metadata, a person looked at the document and assigned metadata. The index was audited for errors. The computer script and the human indexer had comparable error rates but computer indexing spent much less time per value assigned. It is recommended that automated indexing be considered in indexing projects, especially where a large number of similar documents are to be indexed. [ABSTRACT FROM AUTHOR]

Nothing can function well without standards and best practices, including the information world. The National Information Standards Organization (NISO) works with the information community to develop standards and best practices to improve interoperability and workflow efficiency in a wide range of areas from metadata transfer to information retrieval. To ensure a community consensus, NISO brings every interested party into the process of developing standards and best practices through working groups. Current work and updates from two NISO-sponsored working groups, Open Discovery Initiative and Presentation and Identification of E-Journals, were covered in this presentation. This article discusses problems in the management of library e-resources and attempts to identify potential solutions to the problems. By describing an e-resources enhancement project taken by Rutgers University Libraries, this article points to the importance of providing contextually rich metadata and reorganizing the accessibility of e-resources on a library's website. It introduces how this Rutgers project adopted the National Information Standards Organization Metasearch Initiative to support the identification of appropriate e-collections for metasearching. This article critically examines four Google search products (Google Advanced Search, Google News Advanced Search, Google Books Advanced Search, and Google Advanced Scholar Search) and shows how each uses metadata to enhance or improve search results. In addition, the article shows how metadata can increase search precision and recall in information discovery systems. From a library perspective, this article analyzes some of the metadata-enabled features of Google's advanced search pages and compares these features to those found in a typical online library catalog. From a serials perspective, Google News Advanced Search demonstrates how Google indexes news websites, sites that are essentially continuing resources. As Google incorporates more and more metadata functionality into its advanced search pages, they increasingly begin to function more like online library catalogs and less like search pages found in a traditional Internet search engine. The simple search box has many limitations, and like libraries, Google is increasingly creating and offering metadata-enabled search features that improve search precision and recall in its products. The creation and widespread adoption of the OpenURL standard has improved the visibility, and therefore the usage, of libraries' online holdings, although there are some times when OpenURLs fail to resolve. To better understand why problems occur and encourage network-level solutions, librarians at Cornell University have begun working on a study of OpenURL metadata quality. Their goal is to create a systematic approach to assessing and validating metadata quality so that libraries and content providers may collaborate on solutions for metadata problems. In the mid-1990s, information professionals and computer scientists began to pay much attention to the concept of metadata. The rise of the World Wide Web highlighted the need to enable discovery, or finding desired information, on the Internet. Metadata was the hot topic at library and information science conferences and in professional literature, and many librarians and others expended enormous efforts creating and implementing new metadata schemes. One of these schemes, the Dublin Core, emerged in 1995 and quickly became the metadata standard of choice for digital objects. Although abundant resources have been put into the development and implementation of Dublin Core, the schema has largely failed. In addition, many other metadata schemes and profiles have also been developed, most of them specific to a particular community. The result is a Tower of Babel of metadata schemes, and sharing metadata among professional communities is becoming increasingly difficult. Multiple schemes also make the ideal of successful federated searching all but impossible. Full-text searching, offered as a solution by some, is also a failure for most serious information-seeking needs. On the other hand, the implementation of the MARC format in libraries has been the most successful metadata implementation in history. MARC, along with various content standards, has worked successfully for decades as a metadata schema. The library community's implementation of the MARC metadata standard should be more widely adopted or used as a model for metadata schema design.
