The article examines the difficulties associated with tracking title changes made to serial publications in an online searching environment. The author discusses several methods that are practiced for dealing with both minor and major title changes. The methods that are best suited to meeting the needs of the end user should be identified and widely adopted. The author discusses the rules that govern title changes based on the Anglo-American Cataloging Rules and the Library of Congress's decision to move from the latest entry method to the successive entry method of cataloging.

He covered the MARC fields and AACR2 rules that are unique for integrating resources and new to people accustomed to cataloging e-journals. Miller discussed how records should be updated to reflect changes in the resources, including how to update records created before the new rules. Libraries have been grappling with the management of the growing number of electronic resources, such as e-journals and electronic article indexes, for the last decade especially after the availability of many of these resources on the World Wide Web. The integrated library system wasn't originally designed to accommodate many of these functions. In 2002, Innovative Interfaces, Inc. partnered with several of their customer libraries to develop a module to manage electronic resources based on the work of the Digital Library Federation's Electronic Resources Management Initiative. The result of this partnership is a module that addresses functions such as tracking trial access, license negotiations, maintenance, troubleshooting as well as integration into the online catalog. Ex Libris' SFX software is widely known for its context-sensitive linking capabilities, but it can also provide a searchable and browseable interface to a library's print and electronic journal holdings data. After five years of maintaining a homegrown Web-based periodicals holding database, Murphy Library has licensed SFX software and migrated all periodicals holdings information from its locally managed database to SFX. The University of Southern California's multiple library systems function like a consortia rather than a single entity. The libraries required a system that serves multiple purposes including creating Web pages, sharing resources, and managing licensed resources. To meet all the needs and to deal with the issue of each library using different library systems, the libraries created a customized database. Librarians-fro-m the multiple systems and a Web programmer worked as a team to develop the database. With the rapid development of open-source software, ubiquitous acceptance of sophisticated integrated library system& and emerging digital standards, new models for workflow and processing of electronic resources are emerging. From the first record of a Web-based electronic journal at Texas A&M in 1995, to a collection of over 35,000 unique electronic titles today, electronic delivery, of journal content has shifted from the exotic to the expected mode of delivery in less than 1O years. In the last 3 years, we have moved aggressively to electronic-only licensing from publishers which assure permanent access rights, with more than 3,000 of over 9,000 publisher subscriptions now received electronic only. This paper describes the growth of our electronic collections, the evolution of our Web site as a listing and finding tool, and the transitions of managing electronic collections first manually, then with Serials Solutions, and now with SFX. As the acquisition of electronic resources continued to grow at the George T. Harrell Library, so too did the need for automated management of the links to those resources, for better tracking of changes m coverage, and for a more efficient compilation of usage statistics for collection development. Several products were tested and in May 2004, the EBSCO A-to-Z and LinkSource products were purchased as part of a package that included several full-text databases. This article will discuss why the EBSCO products were selected; what was done to prepare for the implementation process; how the transition was made from a static A-to-Z Web list of journals; and what are the benefits and challenges of using the EBSCO products to date. Keeping track of electronic resources is challenging. Libraries have adopted a variety of in-house approaches to keep track of electronic: resources. Penn State Libraries' ERLIC (Electronic Resource Licensing Center) database is one such example of an in-house electronic resource management system. ERLIC (a Microsoft Access database) was originally designed to improve management of electronic resource licensing data and to generate Penn State's A–Z list. This article discusses developments in the library science computer software industry as of February 2005. The American Institute of Physics (AIP) has modified its online license to allow the electronic version of journals covered by the AIP license to be used to fulfill interlibrary loan requests. EBSCO Information Services, partnering with Sirsi Corp., provides the invoice data and format specifications that allow libraries using the Sirsi Unicorn Library Management System to receive and load X12 serials invoices from EBSCO. EBSCOhost Electronic Journals Service features a French version of its administrative site. Elsevier's Scopus full-text-linking abstracting and indexing database had been released to select libraries for final testing and user trials.

You can't manage what you can't measure is the popular quote attributed to Peter Drucker. E-metrics is all about measuring for the purpose of managing the many aspects of e-content and e-collections. The notion of what to measure and how to manage depends on your perspective, however. There are a number of players in the online information business. For this talk we will focus on three of them: libraries, publishers, and aggregators. Each of these participants has somewhat different requirements for e-metrics. The subtitle of this presentation is Taking E-Metrics to the Next Level. We will start with the prerequisite look at why we need usage statistics. This will be followed by a discussion and examples of reports available today and a look at some of the challenges faced when e-metrics are provided from several sources. Next will be an overview of some of the standard efforts in process that could reduce or eliminate these challenges. This is the second part of an article which discusses the highlights of a meeting aimed at collecting input from librarians on the topic of electronic information preservation and archiving. According to the author, the most basic assumption regarding the preservation of print resources is that the act of preservation is important in the library science profession. Another assumption centers on the purpose and the very act of preservation. Now that societies have entered the digital age, libraries too will see the benefits of information technology. Electronic information preservation is deemed important because scholars rely heavily on information and knowledge developed by earlier generations. An assumption in digital preservation practice is that for electronic materials, 'ownership, preservation and access are no longer linked as they are in the world of print resources.' Materials are not held locally, and neither the library nor the parent institution is compelled to make an infrastructure investment.

The Free Online Scholarship Newsletter, dormant since September 2002 has been restarted as the monthly Scholarly Publishing and Academic Resources Coalition (SPARC) Open Access Newsletter which offers news and analysis of the open-access movement, a worldwide effort to disseminate scientific and scholarly research literature online, free of charge, and free of unnecessary licensing restrictions. Introduction of three new publications for developers and publishers of open access journals by the Open Society Institute along with SPARC. All three publications, which were developed under contract with the SPARC Consulting Group, are accessible online free of charge for viewing and downloading from the OSI Web site.

This article reports on global developments in the field of library science. On June 9, 2003, the British Library previewed its new secure electronic delivery service at the Special Libraries Association annual conference in New York City. The secure electronic delivery service is based on Adobe Reader 6.0 software and Relais International scanning and delivery technology. It gives customers fast access to over a billion items. The Library of Congress and the Electronic Journal Library, a consortium of European research libraries, have signed a memorandum of understanding through which the library has become the first non-European member in a growing Electronic Journal Library consortium. Acquisition of V3.Web, the ILL requesting and management system by OCLC PICA on July 1, 2003. The acquisition was made in order to enhance services to public libraries in Great Britain.

Ovid Technologies established a partnership with the Nestle Foundation to provide electronic access to important nutritional information resources for researchers.
