This article defends the vital importance of systematic planning for the Brazilian Public Administration, especially for the new challenges posed by the SARS Covid pandemic. The analysis includes a description of the history of the use of the instrument by the Brazilian State before the 1988 Constitution, presenting a reading on the role of planning and its technical, political and social dimensions. We defend the reinforcement of the mandatory institutionalization of planning in Administrative Law studies, highlighting its functionality to assist in the performance and change of culture of a public administration committed to democratic participation, the efficiency and effectiveness of actions that guarantee access to services. fundamental rights and promotion of development. The article addresses, in particular, the understanding that the public agent must give importance to the action of planning observing the democratic values of justice, with the prediction of participation in decisions that involve the definition of public policies, costs and resources, as well as in the control of the Administration, being fundamental to promote a dialogic culture with society, to rely substantially on the recognition of planning, by Administrative Law, as an institute to compose the doctrinal and scientific description of the legal regime of the Public Brazilian Administration.
