14. Regional impacts of climate change on agricultural productivity: evidence on large-scale and family farming in Brazil

Abstract: This paper projects and analyzes the regional impacts of climate change on the agricultural productivity of family farming and large-scale agriculture in Brazil between 2021 and 2050, using the RCP 4.5 and RCP 8.5 scenarios. The methodology adopted consists of a cross-sectional estimation of a production function in which agricultural productivity is determined by climatic, geographic, and productive factors. The study contributes to the literature by disaggregating agricultural production into family farming and large-scale agriculture, indicating the magnitude and direction of impacts by crops and regions in Brazil, a country with a great territorial dimension and relevant and heterogeneous agricultural production. The results indicate that the agricultural productivity of family farming is more sensitive and therefore this type of producer could be more vulnerable to the phenomenon. On average, the effects will be negative in the North/Northeast regions and for cassava, maize, beans, and soybeans, with possible impacts on deforestation and on food supply. Productivity gains are expected in the southern region and for the cultivation of sugar cane and soybeans. Deterioration of food security of the vulnerable farmers and regional disparities may increase in Brazil.

Em Portugal, as ciências sociais têm estudado a agricultura familiar a partir de um modelo de interpretação dualista que acentua as diferenças inter-regionais, marginalizando, até certo ponto, o significado sociológico de algumas continuidades que se estabeleciam (e se estabelecem) entre as zonas do Norte e do Sul ou entre o Litoral e o Interior. O presente estudo pretende, assim, construir uma perspectiva diferente sobre as modalidades de agricultura familiar em Portugal, procurando identificar, num primeiro momento, uma série de proximidades sociológicas entre os diferentes modos de organização (tradicionais e modernos) das famílias agrícolas e, consequentemente, traçar os eixos para um modelo mais complexo na análise dessas mesmas modalidades.The main goal of this paper is to produce a critical analysis regarding the conception of multiple activities in the Portuguese rural society. This work questions the classic vision of the country that delineates a rigid territorial and sociological divisions (for instance, the distinction between Northern and the Southern region) from which it tends to characterize different types of agriculture. Considering this conception, the paper proposes a different perspective that is capable to integrate differences and resemblances, between some of the social and the economic aspects that have redefined the family organization and their work activities.

O objetivo do artigo é analisar a emergência do problema do trabalho infantil no cultivo de tabaco em Agudo, desencadeado pela promulgação do Decreto n. 6.481/2008, que trata das piores formas de trabalho infantil. Os procedimentos metodológicos utilizados foram a revisão bibliográfica, pesquisa documental e um estudo de caso, realizado no município de Agudo, Rio Grande do Sul. No estudo de caso, procurou-se obter dados quantitativos e qualitativos, por meio de questionários e entrevistas abertas, dirigidos para 27 agricultores familiares fumicultores, com filhos com menos de 18 anos de idade. Os resultados da pesquisa indicam a existência de um confronto entre diferentes concepções sobre o trabalho da criança no âmbito da agricultura familiar. Os dispositivos legais, os termos de compromissos e os contratos de integração na cadeia produtiva do fumo proíbem o trabalho de menores de 18 anos, fundamentando-se nos princípios internacionais da garantia do pleno desenvolvimento das crianças. Na perspectiva das famílias, o trabalho das crianças é entendido como "ajuda", forma de socialização e formação dos herdeiros. Portanto, os pais não concordam que se trata de uma forma perversa de exploração do trabalho dos próprios filhos.The aim of this paper is to analyze the emergence of the child labor problem in tobacco growing in Agudo (Rio Grande do Sul state), triggered by the promulgation of Act 6.481/2008, which addresses the worst child labor conditions. The methodological procedures used were the literature review, desk research and a case study, conducted in the municipality of Agudo. In the case study, we have tried to obtain quantitative and qualitative data through questionnaires and open interviews directed to 27 tobacco growers, and with teenagers and children under 18 years old. The survey results indicate the existence of a clash between different conceptions of child labor in small scale family farmers. The legal devices, the commitment terms and the tobacco supply chain contracts forbid child labor below the age of 18 based on international agreements and regulations which guarantee childhood development. From the perspective of the families, child labor is understood as "help" and a way of socialization and training of the inheritor. Therefore, parents do not agree that child labor is a perverse form of labor exploitation of their children.

Este trabalho tem como objetivo geral analisar como os agricultores familiares comportam-se frente às mudanças significativas no ambiente institucional da cadeia produtiva do leite a partir de novas legislações. Nesse sentido, foram investigadas as principais consequências e impactos na organização socioprodutiva das famílias produtoras de leite na região Oeste Catarinense em decorrência da Instituição Normativa n. 51 do Ministério da Agricultura. Para tanto, foi utilizada a abordagem da Nova Economia Institucional (NEI), especialmente no que tange à formação e adaptação dos agricultores ao ambiente institucional da cadeia leiteira. A metodologia utilizada foi o estudo de caso, e as informações analisadas foram obtidas através de pesquisa de campo junto a atores estratégicos envolvidos na produção de leite e derivados na região. Concluiu-se que a IN51 influencia decisivamente a forma de organização e participação da agricultura familiar na cadeia produtiva do leite.This paper aims to analyze how family farmers behave facing significant changes in the institutional environment of milk production chain. In this sense, we investigated main consequences and impacts on the social and productive organization of milk producing families as a result of the Institution Normative 51 by Ministry of Agriculture in the western region of Santa Catarina state. We used the approach of New Institutional Economics (NIE) and field research with strategic actors involved in the dairy production in the region. We concluded that the IN51 decisively influences the form of organization and participation of family farming in the milk production chain.

Este trabalho tem como objetivo identificar e caracterizar a pecuária familiar no município de Bagé, estado do Rio Grande do Sul (RS), segundo alguns critérios (estrutura fundiária, modalidade de exploração, natureza da mão de obra, finalidade da produção, comercialização, intermediários, integração da produção, renda agrícola e renda não-agrícola). Foram realizadas entrevistas diretas a produtores durante os meses de maio e junho de 2007, nas localidades rurais de Palmas, Olhos D'Água, Coxilha do Haedo, Serrilhada e Santa Tecla, totalizando 40 questionários aplicados. A análise de frequência foi utilizada para o tratamento dos dados. A pesquisa apontou que 80% dos produtores exploram áreas até 200 hectares e que, para 87,5%, a força de trabalho é exclusivamente de caráter familiar. Quanto à renda agrícola, 70% dos entrevistados responderam ser inferior a dois salários mínimos. O estudo revelou, ainda, a importância das rendas não-agrícolas em relação à renda total, particularmente das aposentadorias e pensões, que funcionam como instrumento essencial de reprodução social das famílias.The objective of this paper was to identify and characterize farm family livestock in Bagé, Rio Grande do Sul State (Brazil), according to some criteria (land area, exploitation of approach, labour use, production objective, commercialization, intermediary, production integration, rural income and no-rural income). Direct interviews were conducted with family livestock farmers during May and June 2007 in the following locations: Palmas, Olhos D'Água, Coxilha do Haedo, Serrilhada and Santa Tecla, comprising a total of 40 interviews. Frequency analysis was used to examine the data. The research showed that 80% of the farmers explore areas of up to 200 hectares and 87,5% of the interviewees use exclusively family labour. As for the rural income, 70% of the cases earned less than two minimum wages. The results also showed the importance of off-farm income compared to total income, particularly from retirements and pensions, which are an essential instrument of social reproduction for the families.
