Em Portugal, as ciências sociais têm estudado a agricultura familiar a partir de um modelo de interpretação dualista que acentua as diferenças inter-regionais, marginalizando, até certo ponto, o significado sociológico de algumas continuidades que se estabeleciam (e se estabelecem) entre as zonas do Norte e do Sul ou entre o Litoral e o Interior. O presente estudo pretende, assim, construir uma perspectiva diferente sobre as modalidades de agricultura familiar em Portugal, procurando identificar, num primeiro momento, uma série de proximidades sociológicas entre os diferentes modos de organização (tradicionais e modernos) das famílias agrícolas e, consequentemente, traçar os eixos para um modelo mais complexo na análise dessas mesmas modalidades.The main goal of this paper is to produce a critical analysis regarding the conception of multiple activities in the Portuguese rural society. This work questions the classic vision of the country that delineates a rigid territorial and sociological divisions (for instance, the distinction between Northern and the Southern region) from which it tends to characterize different types of agriculture. Considering this conception, the paper proposes a different perspective that is capable to integrate differences and resemblances, between some of the social and the economic aspects that have redefined the family organization and their work activities.

O objetivo do artigo é analisar a emergência do problema do trabalho infantil no cultivo de tabaco em Agudo, desencadeado pela promulgação do Decreto n. 6.481/2008, que trata das piores formas de trabalho infantil. Os procedimentos metodológicos utilizados foram a revisão bibliográfica, pesquisa documental e um estudo de caso, realizado no município de Agudo, Rio Grande do Sul. No estudo de caso, procurou-se obter dados quantitativos e qualitativos, por meio de questionários e entrevistas abertas, dirigidos para 27 agricultores familiares fumicultores, com filhos com menos de 18 anos de idade. Os resultados da pesquisa indicam a existência de um confronto entre diferentes concepções sobre o trabalho da criança no âmbito da agricultura familiar. Os dispositivos legais, os termos de compromissos e os contratos de integração na cadeia produtiva do fumo proíbem o trabalho de menores de 18 anos, fundamentando-se nos princípios internacionais da garantia do pleno desenvolvimento das crianças. Na perspectiva das famílias, o trabalho das crianças é entendido como "ajuda", forma de socialização e formação dos herdeiros. Portanto, os pais não concordam que se trata de uma forma perversa de exploração do trabalho dos próprios filhos.The aim of this paper is to analyze the emergence of the child labor problem in tobacco growing in Agudo (Rio Grande do Sul state), triggered by the promulgation of Act 6.481/2008, which addresses the worst child labor conditions. The methodological procedures used were the literature review, desk research and a case study, conducted in the municipality of Agudo. In the case study, we have tried to obtain quantitative and qualitative data through questionnaires and open interviews directed to 27 tobacco growers, and with teenagers and children under 18 years old. The survey results indicate the existence of a clash between different conceptions of child labor in small scale family farmers. The legal devices, the commitment terms and the tobacco supply chain contracts forbid child labor below the age of 18 based on international agreements and regulations which guarantee childhood development. From the perspective of the families, child labor is understood as "help" and a way of socialization and training of the inheritor. Therefore, parents do not agree that child labor is a perverse form of labor exploitation of their children.

Este trabalho tem como objetivo geral analisar como os agricultores familiares comportam-se frente às mudanças significativas no ambiente institucional da cadeia produtiva do leite a partir de novas legislações. Nesse sentido, foram investigadas as principais consequências e impactos na organização socioprodutiva das famílias produtoras de leite na região Oeste Catarinense em decorrência da Instituição Normativa n. 51 do Ministério da Agricultura. Para tanto, foi utilizada a abordagem da Nova Economia Institucional (NEI), especialmente no que tange à formação e adaptação dos agricultores ao ambiente institucional da cadeia leiteira. A metodologia utilizada foi o estudo de caso, e as informações analisadas foram obtidas através de pesquisa de campo junto a atores estratégicos envolvidos na produção de leite e derivados na região. Concluiu-se que a IN51 influencia decisivamente a forma de organização e participação da agricultura familiar na cadeia produtiva do leite.This paper aims to analyze how family farmers behave facing significant changes in the institutional environment of milk production chain. In this sense, we investigated main consequences and impacts on the social and productive organization of milk producing families as a result of the Institution Normative 51 by Ministry of Agriculture in the western region of Santa Catarina state. We used the approach of New Institutional Economics (NIE) and field research with strategic actors involved in the dairy production in the region. We concluded that the IN51 decisively influences the form of organization and participation of family farming in the milk production chain.

Este trabalho tem como objetivo identificar e caracterizar a pecuária familiar no município de Bagé, estado do Rio Grande do Sul (RS), segundo alguns critérios (estrutura fundiária, modalidade de exploração, natureza da mão de obra, finalidade da produção, comercialização, intermediários, integração da produção, renda agrícola e renda não-agrícola). Foram realizadas entrevistas diretas a produtores durante os meses de maio e junho de 2007, nas localidades rurais de Palmas, Olhos D'Água, Coxilha do Haedo, Serrilhada e Santa Tecla, totalizando 40 questionários aplicados. A análise de frequência foi utilizada para o tratamento dos dados. A pesquisa apontou que 80% dos produtores exploram áreas até 200 hectares e que, para 87,5%, a força de trabalho é exclusivamente de caráter familiar. Quanto à renda agrícola, 70% dos entrevistados responderam ser inferior a dois salários mínimos. O estudo revelou, ainda, a importância das rendas não-agrícolas em relação à renda total, particularmente das aposentadorias e pensões, que funcionam como instrumento essencial de reprodução social das famílias.The objective of this paper was to identify and characterize farm family livestock in Bagé, Rio Grande do Sul State (Brazil), according to some criteria (land area, exploitation of approach, labour use, production objective, commercialization, intermediary, production integration, rural income and no-rural income). Direct interviews were conducted with family livestock farmers during May and June 2007 in the following locations: Palmas, Olhos D'Água, Coxilha do Haedo, Serrilhada and Santa Tecla, comprising a total of 40 interviews. Frequency analysis was used to examine the data. The research showed that 80% of the farmers explore areas of up to 200 hectares and 87,5% of the interviewees use exclusively family labour. As for the rural income, 70% of the cases earned less than two minimum wages. The results also showed the importance of off-farm income compared to total income, particularly from retirements and pensions, which are an essential instrument of social reproduction for the families.

Este trabalho procurou identificar como os atores sociais vinculados à agricultura familiar (lideranças de produtores familiares, profissionais de ciências agrárias, autoridades municipais, pesquisadores e professores universitários) interpretam o papel do Estado para o desenvolvimento dessa categoria na região sul de Minas Gerais. Com relação à coleta de dados, utilizou-se a técnica "focused interview". Os entrevistados foram seledonados pelo método não-probabilístico de amostragem por julgamento. Os resultados revelaram que a interpretação feita pelos entrevistados aproxima-se mais da perspectiva do Estado patrimonialistaburocrático autoritário, tendo em vista que os depoimentos dos entrevistados corroboram com a reprodução das relações de dependência dos agricultores familiares em relação ao Estado. Por outro lado, alguns atores reconhecem a necessidade de mecanismos que incentivem a participação social, no entanto, salientaram que a mobilização dos produtores familiares na região ainda é incipiente e desarticulada.This paper aims to identify how the social individuals linked to family agriculture (leadership of familiar producers, professionals of agrarian sciences, town authorities, researchers and university professors) play the role of the State for the development of this category in the South Region of Minas Gerais. ln relation to the data collection, the technique called "focused interview" was used. The interviewees wcre selected by the non probabilistic sampling by judgement method. The results revealed that the interpretation done by the interviewees is closest to the patrimonialistic, bureaucratic and authoritative State's perspective, as the statements suggest a bigger State's intervention. On the other side, some individuals recognize the necessity of the mechanisms that encourage social participation, although mentioning that the familiar producers' mobilization in the region is still incipient and inarticulate.

O artigo discute a valoração e importância da produção para o autoconsumo na reprodução social das unidades familiares e caracteriza os alimentos autoconsumidos. Vale-se da pesquisa "Agricultura Familiar, Desenvolvimento Local e Pluriatividade" (UFRGS/UFPel/ CNPq-2003) que propiciou a formação de um banco de dados com informações sobre a dinâmica da agricultura familiar em quatro regiões distintas da geografia gaúcha, suas fontes e tipos de renda, entre estas o autoconsumo. Trazer este debate significa retomar um tema pouco discutido até então, e que, embora marginalizado ou considerado sem importância, desenvolve importante papel como renda não monetária, fortalece a segurança alimentar e adentra esferas da sociabilidade e identidade social. Além da introdução, apresenta-se o papel do autoconsumo na agricultura familiar, o cálculo da produção para o autoconsumo, discussão dos objetivos e resultados, e considerações finais. Os resultados demonstram que a produção para o autoconsumo é uma estratégia recorrente pelas unidades familiares e se diferencia de acordo com a dinâmica da agricultura familiar. Diferença esta expressa em valores relativos (%) e no número de estabelecimentos pertencentes a estratos diferenciados de autoconsumo, e pouco nos tipos de alimentos produzidos para este fim, observando-se uma homogeneidade dos hábitos alimentares.The article discusses the value and importance of the self-consumption production in the social reproduction of the family units and it characterizes the food self-consumed. The paper used the research "Family Farm, Local Development and Pluriactivity" (UFRGS/ UFPel/CNPq-2003) that propitiated the formation of a database with information on the dynamics of the family farm in four areas different from the geography of the Rio Grande do Sul, your sources and types of income, among these the self-consumption. To bring this debate means to retake a theme little discussed until then, and that, although marginalized or considered without importance, it develops important role as income non monetary, strengthens the food security and it penetrates spheres of the sociability and social identity. Besides the introduction, is presented the role of the self-consumption in the family farm, the calculation of the self-consumption production, discussion of the objectives and results, and final considerations. The results demonstrate that the self-consumption production is an appealing strategy for the family units and it differs in agreement with the dynamics of the family farm. It differentiates this expresses in relative values (%) and in the number of establishments belonging to differentiated strata of self-consumption, and a little in the types of foods produced for this end, being observed a homogeneity of the alimentary habits.

O objetivo deste artigo consiste identificar a influência de diversos fatores relacionados com a renda do agricultor familiar, que podem reforçar ou não a idéia básica contida na política de fortalecimento da agricultura familiar implementada pelo Governo desde 1996. Os retornos foram estimados baseados em regressão linear (OLS) em dois estágios, com a equação do segundo momento sendo corrigida pela incorporação da razão inversa de Mills gerada com o resultado do modelo probit, onde é estimada a possibilidade do horticultor demandar ou não crédito. Ficou evidenciada a desvantagem da negociação através dos grandes supermercados, que tendem a comprimir, conforme constatado por Melo (2001), a remuneração dos fornecedores de hortaliças.This paper aims to identify the influence of several factors linked with the familiar farmer income, which can reinforce or not the basic idea of policy of incentive of the familiar agricultural implemented by Government since 1996. The profits were estimated based on OLS linear regression in two stages, with the equation of second moment has been adjusted by incorporation of inverse ration of Mills generate with the result of probit model, where is estimated the possibility of the producers of vegetables demand or not the credit. It was evident the disadvantage of trade via the big supermarkets, because they contribute to reduce, in according to Mello (2001), the gains of vegetables producers.

Os produtores familiares foram prejudicados pelas políticas de substituição de importações e de modernização da agricultura, sofrendo com elevadas transferências de renda para fora do setor. Uma forma de ressarci-los seria implementando uma política de estabilização de renda que asseguraria rentabilidade estável aos produtores. O objetivo deste artigo é determinar os benefícios de uma política de estabilização de renda implementada na agricultura familiar para agricultores e consumidores de arroz, feijão, milho e mandioca, e os custos para agricultores comerciais nesses mercados. Utilizou-se o modelo de Newbery e Stiglitz, que considera a redução do risco com a política de estabilização de renda. A política implicaria aumento de receita para produtores familiares. Os benefícios de transferência superariam os de eficiência para produtores familiares e consumidores. Os benefícios para a agricultura familiar superariam os custos da agricultura comercial com a política nos mercados de feijão, mandioca e milho, e os benefícios totais superariam os custos totais nos mercados de feijão e milho, ao contrário ocorreria nos mercados de arroz e mandioca, embora neste fosse pequena a diferença. Conclui-se que a implementação da política seria viável nos mercados onde a participação da agricultura familiar fosse maior que a da comercial e naqueles importadores.Income transfers from family farm to nonagricultural sectors occurred due to imports to substitution policy. A way of compensating this segment could be set by an income stabilization policy that would improve the income distribution in the agricultural sector. Also it could assure a stable profitability to farmers. The objective of this paper is to determine the benefits of an income stabilization policy implemented to the family farms producing rice, beans, corn and cassava. The research also aims to determine the costs of this policy for commercial farmers. The methodology applies the Newbery and Stiglitz model, that consider the risk reduction with the income stabilization policy. This policy would increase the family farmers' income. The transfer benefits would exceed the efficiency benefits for family farmers and consumers. The benefits for the family farm would be larger than the costs for the commercial farm in the beans, cassava and corn markets. The benefits with this policy would overcome the costs in the beans and corn markets, but not in the rice and cassava markets.

A manutenção e/ou a ampliação da terra compõem o eixo central em torno do qual os produtores familiares organizam sua vida e seu trabalho. Este artigo analisa as estratégias desses produtores em relação à divisão de herança e à sucessão, e as formas que utilizam para aquisição de novas áreas. O levantamento das características das famílias e da propriedade foi realizado por meio de um questionário aplicado junto a 89 produtores familiares de três municípios da mesorregião de São José do Rio Preto (SP). Posteriormente foi entrevistado um terço dos produtores de cada município que havia respondido ao questionário. A análise das estratégias fundiárias mostrou uma grande diversidade na forma de partilhar a herança e de conduzir a sucessão, sendo que ambos os processos são apoiados, basicamente, em regras tradicionais, embora mantenham uma fachada de adequação às normas legais. Quanto às estratégias de aquisição de mais terras, observou-se que os produtores são capazes de organizar complexas formas de capitalização, centradas em maiores esforços no trabalho e na contenção de gastos, além da utilização de políticas públicas favoráveis e de práticas costumeiras. Os arranjos intra-familiares e as formas de cooperação ligadas ao parentesco mais amplo também se mostraram importantes para a ampliação da propriedade.The maintenance and/or expansion of land form the central axle along which family farming organize their livelihood and work.. This paper analyzes these producers' strategies that are related to division of inheritance and succession, and the forms of acquisition of new areas. The survey on the characteristics of families and property was carried out by a questionnaire in 89 familiar producers of three cities of São José do Rio Preto (SP) region. Next, one third of those answering the questionnaire were interviewed in the same cities. The analysis of agrarian strategies showed a great diversity in the manner of inheritance sharing and conducting succession; although being basically supported in both processes by traditional rules they seem to follow the legal the legal rules. Regarding to acquisition strategies of more land, it was noticed that producers are able to organize complex forms of capitalization, which are centralized in bigger efforts at work and containment of expenses, besides the use of favorable public policies and customary practices. The intra-familiar arrangements and the forms of kinship cooperation also appeared as equally important to the property expansion.

A aparição do Programa Nacional de Fortalecimento da Agricultura Familiar (PRONAF) marca um momento singular na trajetória do processo de intervenção estatal na agricultura e no mundo rural do Brasil. Apesar de avanços no aperfeiçoamento e ampliação do universo de cobertura, o programa permanece ancorado numa ambigüidade básica tanto em termos do público-alvo a ser beneficiado quanto aos objetivos essenciais que persegue, onde, na retórica oficial, mesclam-se orientações tipicamente produtivistas com compromissos mais amplos, como a geração de empregos, a inclusão social e o desenvolvimento territorial. O artigo em questão desenvolve uma análise do PRONAF à luz de recente pesquisa realizada no Estado do Rio Grande do Sul, inserida no contexto de um convênio firmado entre o PCT/IICA-PRONAF e a Fundação de Economia de Campinas - FECAMP para montar um sistema de acompanhamento das ações do Ministério do Desenvolvimento Agrário e avaliar os impactos deste programa. Os dados finais mostram fortes evidências de diferenciação social dentre os produtores familiares.The PRONAF (Programa Nacional de Fortalecimento da Agricultura Familiar) creation defines a unique moment regarding state intervention in Brazilian agriculture. Despite enhancements and covering ampliation this program still show ambiguity related even with its benefited public or its essential objectives. Regarding official rethoric productive orientation is mixed with more general goals like job creation, social inclusion, and territorial development. This paper tries to analyze PRONAF considering recent research carried out in the state of Rio Grande do Sul/Brazil, which was an agreement between IICA (Inter American Institute for Cooperation on Agriculture) and Brazilian Government to create an action monitoring system and evaluate their impacts. Final data indicates strong evidences of social differentiation among family farmers.

Este trabalho objetivou identificar e caracterizar o sistema de exploração da várzea flúvio-marinha em unidades de produção agroflorestal - UPA, nos aspectos florísticos e socioeconômicos. Utilizaram-se as técnicas do inventário florestal, orçamentos unitários e questionários. Os resultados expressaram uma composição florística média de 2.920,7 indivíduos/ha com circunferência à altura do peito (CAP)>10 cm, com maiores frequência de açaí (50,63%), cacau (31,02%) e virola (6,76%). O Sistema está constituído pela exploração florestal madeireira, não-madeireira, pesca e criação de aves e suínos. O custo anual do sistema agroflorestal - SAF é de R$ 1.866,25/UPA e a renda bruta anual oriunda do SAF é de R$ 2.959,08/UPA. Concluiu-se que o sistema é do tipo agrossilvipastoril, em que a atividade de criação de aves e suínos utiliza como fonte de alimentos a mariscagem na várzea. A tecnologia utilizada, em princípio, favorece a conservação e preservação do ecossistema, há todavia a necessidade de qualificação de mão-de-obra familiar. A renda bruta anual do SAF denota viabilidade econômica das UPA no nível do salário mínimo, porém, tais unidades são pluriativas, apresentando rendas múltiplas, cujas rendas não-agrícolas são fundamentais para a permanência das famílias na atividade e no meio rural.The purpose of this paper is to identify and characterize forestry and socio-economic systems of tidal river floodplain utilization in agroforestry production units (UPA). Forest inventory techniques, budget sheets and questionnaires were utilized. The results obtained express an average floristic composition of 2,920.7 plants/ha, with a breast-high circumference (CHC)>10cm, the highest frequency being for açaí (Euterpe oleracea) (50.63%), cocoa (Theobroma cacau) (31.02%) and virola (Virola surinamensis) (6.76%). The system comprises timber and non-timber forest exploitation, fishing, and poultry and swine raising. The annual cost of the agroforestry system (SAF) is R$1,866.25/UPA and annual gross income is R$2,959.08/UPA. It was concluded that the system is an agro-silvi-pastoral one, where poultry and swine raising utilizes floodplain shellfish as feed source; in principle, the technology used is favorable to the ecosystem conservation; however, there is a need for improving the quality of family labor. The SAF annual gross income demonstrates the economic feasibility of the UPAs at a minimum wage level; however, such units are multi-functional and have multiple incomes whose non-agricultural earnings are fundamental to families persevering in this activity and staying in the rural environment.
