Este artigo apresenta uma reflexão teórica sobre os temas sociológicos envolvidos no debate sobre ruralidade e regulação ambiental nas sociedades contemporâneas. Aborda as noções de território e desenvolvimento rural a partir de um enfoque político-institucional, buscando situar contextos societários em redes amplas de interação e construção de localidades, resguardando aquilo que as conjunturas sócio-políticas particulares preservam de suas relações com totalidades concretas.This article presents a theoretical reflection of sociological themes involved in the debate on rurality and environmental regulation in contemporary societies. The paper discusses the notions of territory and rural development, starting from a political-institutional focus, attempting to locate the contexts of localities within wide nets of social reproduction. The paper's central argument emphasizes the importance of studies which insert the local power structures in the understanding of territorial dynamics.

13. Rural development and the expansion of non‑agricultural activities in the Brazilian Amazon

Abstract This paper analyzes the employment and income dynamics of rural families in Brazil's North Region, the main representative of the Brazilian Amazon. We use information from the National Household Sample Survey between 2004 and 2015 to create a typology of families based on the members' occupation in agricultural and non-agricultural activities. We hypothesize that the recent increase in employment and income was strongly associated with non-agricultural activities, reproducing the dynamics observed in other developing countries and Brazil's more developed regions. The results highlight that, differently from the rural exodus observed in the other regions of the country, the number of rural households increased in the North Region, attracted by the expanding non-agricultural occupations. As a result, the importance of earnings from non-agricultural activities and non-labor (pensions, cash transfers, among others) to family income has increased considerably, especially among self-employed family farmers. The final discussion highlights the relevance of non-agricultural activities for public policies to increase income in less developed rural areas.

A partir da emergência da ideia de sustentabilidade, a agricultura adquiriu novas conotações, associadas não apenas ao aspecto produtivo, mas também à conservação dos recursos naturais e dos territórios rurais, em um reconhecimento de sua multifuncionalidade. Com base nesta noção, que valoriza as funções socioambientais desempenhadas pelas famílias rurais e pelas agriculturas praticadas, o presente artigo analisa um assentamento rural no estado de São Paulo, buscando identificar quais são e de que forma se expressam as funções para além da produção neste território particular. Por meio de uma metodologia de cunho quali-quantitativo, observou-se que, no assentamento em foco, a agricultura encerra em si questões de coesão territorial, manutenção da segurança alimentar, conservação da agrobiodiversidade e de fomento a outras atividades produtivas, sendo o elemento central da reconstrução de um modo de vida rural neste ambiente.From the idea of sustainability, agriculture has acquired new connotations beyond the productive aspect, and associated with conservation of natural resources and rural territories, in recognition of their multiple functions. Based on this concept, which values the socioenvironmental functions performed by rural families, the present paper made an analysis on a rural settlement in the São Paulo state, aiming to identify functions beyond the production and their expression in this particular territory. With a methodology based on qualitative and quantitative information, it was observed that, in the settlement in focus, agriculture carries with it questions of territorial cohesion, maintenance of food security, agrobiodiversity conservation and the encouragement of other producing activities, being the central element of the rebuild of a rural way of life in this environment.

Este trabalho procurou identificar como os atores sociais vinculados à agricultura familiar (lideranças de produtores familiares, profissionais de ciências agrárias, autoridades municipais, pesquisadores e professores universitários) interpretam o papel do Estado para o desenvolvimento dessa categoria na região sul de Minas Gerais. Com relação à coleta de dados, utilizou-se a técnica "focused interview". Os entrevistados foram seledonados pelo método não-probabilístico de amostragem por julgamento. Os resultados revelaram que a interpretação feita pelos entrevistados aproxima-se mais da perspectiva do Estado patrimonialistaburocrático autoritário, tendo em vista que os depoimentos dos entrevistados corroboram com a reprodução das relações de dependência dos agricultores familiares em relação ao Estado. Por outro lado, alguns atores reconhecem a necessidade de mecanismos que incentivem a participação social, no entanto, salientaram que a mobilização dos produtores familiares na região ainda é incipiente e desarticulada.This paper aims to identify how the social individuals linked to family agriculture (leadership of familiar producers, professionals of agrarian sciences, town authorities, researchers and university professors) play the role of the State for the development of this category in the South Region of Minas Gerais. ln relation to the data collection, the technique called "focused interview" was used. The interviewees wcre selected by the non probabilistic sampling by judgement method. The results revealed that the interpretation done by the interviewees is closest to the patrimonialistic, bureaucratic and authoritative State's perspective, as the statements suggest a bigger State's intervention. On the other side, some individuals recognize the necessity of the mechanisms that encourage social participation, although mentioning that the familiar producers' mobilization in the region is still incipient and inarticulate.

Este artigo documenta as condições de crédito das famílias que vivem em áreas rurais no Brasil. A análise é feita em duas etapas. Primeiro, utilizamos uma abordagem indireta onde o racionamento de crédito é associado à importância da riqueza para as decisões das famílias, através dos microdados dos Censos Demográficos de 1991 e 2000. Em seguida, utilizamos informações sobre crédito formal. Nossos resultados sugerem que (i) há fortes indícios de racionamento de crédito; (ii) há grande dispersão regional desse racionamento; e (iii) as condições de crédito das famílias rurais não guardam relação direta com o montante de crédito formal.This paper presents the families' credit conditions in rural areas in Brazil. We perform the analysis in two steps. First, we follow an indirect approach, where the credit rationing is associated to the wealth importance in the families' decisions, using micro data from Demographic Census of 1991 and 2000. The second stage is based on information about formal credit. The results point out to: (i) strong evidences of credit rationing; (ii) an unequal regional distribution of this credit rationing; e (iii) no direct relationship between the families' credit conditions and the total availability of formal credit.

A motivação principal desse trabalho é avaliar a capacidade da abordagem territorial em contribuir com o enfrentamento da pobreza e das desigualdades sociais brasileiras, representando uma alternativa de geração de emprego e renda em territórios rurais deprimidos. Por meio dos Consórcios de Segurança Alimentar e Desenvolvimento Local (CONSADs) analisa-se as potencialidades e as dificuldades que essa estratégia vem enfrentando para estabelecer a cooperação entre o poder público e a sociedade civil voltada para o fomento, o apoio logístico e a canalização de recursos para as iniciativas territoriais, projetos e ações estruturantes que visam a geração de emprego e renda, com a garantia de segurança alimentar e do desenvolvimento local.This paper aims at evaluating the capacity of the territorial approach to contribute to poverty issues and Brazilian social inequalities, representing an alternative of employment and income generation in depressed rural territories. Through Consórcios de Segurança Alimentar e Desenvolvimento Local-CONSADs (Food Safety Consortia and Local Development) we analyzed the potentialities and difficulties the strategy is facing to establish the cooperation between public power and civil society regarding fomentation, logistic support and canalization of resources for territorial initiatives, projects and structuring actions that seek employment and income generation with food safety warranty and local development.

18. The effects of non-agricultural activities on income distribution in rural Brazil

The growth of non-agricultural activity since the 1980s has reconfigured the economic and social dynamic in Brazil’s rural areas. Our paper intends to describe the impact of this growth on income distribution in rural Brazil. We made use of a method of decomposition of two indicators of income distribution applied to1992 and 1999 Brazilian National Household Sample Survey (PNAD) data: the variation coefficient and the Gini index. It was observed that non-agricultural activities have increased the concentration of rural income and that this phenomenon is more prominent in Region I (states of Brazil’s Northeast and the state of Tocantins) and Region IV (states of São Paulo and Mato Grosso do Sul and the Distrito Federal). It was found that the income concentrating effect of each non-agricultural activity branch (commerce, transformation industry, administration, service) differed by region. In Region I, income from the "Social/Public Administration and Other Activities branch " (a PNAD designation) presents a coefficient of relative concentration greater than a unit, which indicates that income from this activities branch acts to increase the concentration of non-agricultural income in this region. In Region IV, income from industrial activities and from Social/ Public Administration and Other Activities both present coefficients of relative concentration greater than a unit; therefore, both branches act to increase the concentration of income from non-agricultural activities in this region.

21. Heritage and Patrimony of the Peasantry Framework and Rural Development Indicators in Rural Communities in Mexico

Abstract: The analytical framework “heritage and patrimony of the peasantry” and its recommended implementation theoretically provide an enhancement over previous methodologies to examine rural development. The current paper measures rural development indicators in six Mexican rural territories, and analyses their interaction in the heritages and patrimonies of the peasantry. The principal indicators that affect the patrimonies in these regions were recognised as Pluriactivity, Social Acknowledgment, Biodiversity and Recycling. Based on these outcomes, the indicators that belong to the Human Patrimony define it as the lowest of all the heritages of the Mexican peasantry. The analysis of the results remarks on the fact that the emphasis of public policies on productive concerns has left out complicated social problems such as the loss of identity, diversity and culture. These matters are becoming the strongest threat affecting the Mexican peasantry to improve their quality of life while respecting their human rights.
