Abstract
This paper aims to discuss the democracy gap in the implementation process of decisions of the World Trade Organization Dispute Settlement System in Brazil and possible measures to increase its transparency and accountability. Although the selection of the implementation measure is a sensible political choice that impacts a wide spectrum of different interest groups in diverse manners, government shall give publicity and transparency to the selecting process, making possible for interest groups and agents to present their arguments regarding the possible implementation paths and connecting state governance structures to stakeholders, and allowing the collective and legitimate construction of public interest. Abstract
This paper reviews Brazil's pursuit for international insertion by: discussing its search for new partners; presenting an overview of the historical, cultural, and political features that render it the most Western of the emerging nations; and analyzing its participation in the management of two major international crises, the Honduran constitutional crisis and the Iranian nuclear crisis. This paper analyzes the functioning of the Centro de Informações do Exterior (CIEX), an agency linked to the Ministry of Foreign Affairs (Itamaraty) and National Intelligence Service (SNI), which was charged with spying political opponents of the Brazilian military regime exiled in neighboring countries. The study aims at examining one component of the repressive system set by the Brazilian dictatorship that had a relative degree of interaction with other military dictatorships in the region of the Southern Cone. The article demonstrates that the Ministry of Foreign Affairs cooperated intensively with the Brazilian military regime.Intelligence [ABSTRACT FROM AUTHOR]
