Today, the issues of sustainable development are among the most pressing ones. They are particularly relevant in the context of mineral resource development as operations in this sector always have an impact on the environment and socioeconomic development. Developing the mineral resource base of the Arctic presents a difficult task, as it requires finding a balance between the growing demand in resources and the acute climatic and geopolitical challenges. In view of both the specific features of the region and the pressure caused by various trends and challenges, ensuring the sustainable development of the Arctic’s mineral resource base is highly important. In 2022, the global landscape that consists of sustainable development trends, ESG agendas, and environmental awareness was supplemented by national import substitution policies introduced in many strategic industries, which led to an inevitable increase in demand for mineral resources. This substantiates the importance of the research goal—developing a model for the sustainable development of the Arctic’s mineral resource base that will produce quantitative results and provide key actors with reasonable recommendations for restructuring the priority areas of development.

The major applications of PGMs are as catalysts in automotive industry, petroleum refining, environmental (gas remediation), industrial chemical production (e.g., ammonia production, fine chemicals), electronics, and medical fields. As the next generation energy technologies for hydrogen production, such as electrolysers and fuel cells for stationary and transport applications, become mature, the demand for PGMs is expected to further increase. Reserves and annual production of Ru, Rh, Pd, Ir, and Pt have been determined and reported. Based on currently available resources, there is around 200 years lifetime based on current demand for all PGMs, apart from Pd, which may be closer to 100 years. Annual primary production of 190 t/a for Pt and 217 t/a for Pd, in combination with recycling of 65.4 t/a for Pt and 97.2 t/a for Pd, satisfies current demand. By far, the largest demand for PGMs is for all forms of catalysis, with the largest demand in auto catalysis. In fact, the biggest driver of demand and price for Pt, Pd, and Rh, in particular, is auto emission regulation, which has driven auto-catalyst design. Recovery of PGMs through recycling is generally good, but some catalytic processes, particularly auto-catalysis, result in significant dissipation. In the US, about 70% of the recycling stream from the end-of-life vehicles is a significant source of global secondary PGMs recovered from spent auto-catalyst. The significant use of PGMs in the large global auto industry is likely to continue, but the long-term transition towards electric vehicles will alter demand profiles.

The development of mineral resources in the Arctic territories is one of the priorities of the state policy of Russia. This endeavor requires modern technologies, high-quality personnel, and a large number of labor resources. However, the regions of the Arctic are characterized by difficult working and living conditions, which makes them unattractive to the working population. The research objectives were to study the importance of Arctic mineral resources for the Russian economy, the Arctic mineral resource potential, and the migration attractiveness of Arctic regions. The migration processes in these locations were analyzed and modeled using a new econometric tool—complex-valued regression models. The authors assume that the attractiveness of the Arctic regions is determined by the level of their social and economic development and can be assessed using a number of indicators. A comparative analysis of four regions that are entirely in the Arctic zone of the Russian Federation was carried out based on the calculation of integral indicators of the social and economic attractiveness of these territories. Forecasting migration growth using the proposed complex-valued models produced better results than simple trend extrapolation. The authors conclude that complex-valued economic models can be successfully used to forecast migration processes in the Arctic regions of Russia. Understanding and predicting migration processes in the Arctic will make it possible to develop recommendations for attracting labor resources to the region, which will contribute to the successful development of its resource potential. The methodology of this study includes desk studies, a graphical method, arithmetic calculations, correlation analysis, statistical analysis, and the methods of the complex-valued economy.

Major benefits and constraints related to mineral extraction within the EU have been identified on the examples of selected critical raw materials’ deposits. Analyzed case studies include the following ore deposits: Myszków Mo-W-Cu (Poland), Juomasuo Au-Co (Finland), S. Pedro das Águias W-Sn (Portugal), Penouta Nb-Ta-Sn (Spain), Norra Kärr REEs (Sweden) and Trælen graphite (Norway). They represent different stages of development, from the early/grassroot exploration stage, through advanced exploration and active mining, up to reopening of abandoned mines, and refer to different problems and constraints related to the possibility of exploitation commencement. The multi-criteria analysis of the cases has included geological and economic factors as well as environmental, land use, social acceptance and infrastructure factors. These factors, in terms of cost and benefit analysis, have been considered at three levels: local, country and EU levels. The analyzed cases indicated the major obstacles that occur in different stages of deposit development and need to be overcome in order to enable a new deposit exploitation commencement. These are environmental (Juomasuo and Myszków), spatial (Juomasuo) as well as social constraints (Norra Kärr, Juomasuo). In the analyzed cases, the most important constraints related to future deposit extraction occur primarily at a local level, while some important benefits are identified mainly at the country and the EU levels. These major benefits are related to securing long-term supplies for the national industries and strategically important EU industry sectors.

This study examines the four cases of World Heritage protected cultural landscapes in Europe that are characterized by mining in order to identify the role mining plays today in such cultural landscapes, the legal requirements for their protection, and also the exploration and exploitation in these areas and the differences that exist between the five European countries concerned. Using a qualitative comparative case study approach, the authors find that active mining is taking place in the Austrian case, and exploration is happening adjacent to the German/Czech protected cultural landscape. The legal protection of the cases is mainly based on heritage and monument protection legislation as well as environment protection legislation including the Natura 2000 network. Differences exist, as other than in Germany, exploration and mining could be allowed in protected areas, which is also contrary to the position of the United Nations Educational, Scientific, and Cultural Organization, and the International Council on Mining and Metals.

The European Green Deal is the new strategy for economic growth adopted by the European Commission (EC) in late 2019. One of the most important tasks in the realisation of this strategy is the mobilisation of the industry for a clean and circular economy (CE). Currently, the European Union (EU) is in the process of transformation towards a CE model, which was announced in 2014. The CE assumes a transition from a linear model based on take–make–dispose to a circular model, in which waste, if it arises, becomes a valuable resource. At the same time, it is recommended to use raw materials (RMs) more efficiently and to recycle them. The EC underlines that both changes in the management of mineral resources in individual member states and their effects should be monitored. Therefore, in 2018, the EC pointed out issues related to RM management as important elements of the monitoring framework in transformation process towards CE. The paper presents strategic directions aimed at sustainable and circular RM management in the EU, with a strong emphasis on the key elements of sustainable development—environmental, economic and social. Moreover, the importance of mineral resources management in the EC in the context of transformation towards the European Green Deal and CE is presented, and the results of selected CE indicators related to the RMs, and indicators that present sustainable RMs management are discussed. The core of the paper is presentation of a set of recommended actions which should be taken in coming years with strong emphasis on the implementation of the sustainable development (SD) principles. RM management faces a number of challenges, primarily in achieving increased levels of critical raw materials (CRMs) recycling, as well as the greater involvement of stakeholders themselves and awareness raising in the field of SD and CE among enterprises operating in the RMs sector. Currently, all member states are working together to accelerate the transformation process in the area of CE and the European Green Deal, e.g., by implementing national CE programs. A great opportunity to accelerate the transformation process is the new financial perspective for projects under the balanced and circular management of RMs—Horizon Europe, which plans to finance the new projects on RMs management and recycling.

The long-term availability of mineral resources is crucial in underpinning human society, technology, and economic activity, and in managing anthropogenic environmental impacts. This is increasingly true for metals that do not generally form the primary product of mines (“host” metals), such as copper or iron, but are recovered as by-products (or sometimes co-products during the processing of primary ores). For these “companion” metals, it is therefore useful to develop methodologies to estimate the recoverable resource, i.e., the amount that could, if desired, be extracted and put into use over the next several decades. We describe here a methodological approach to estimating the recoverable resources of companion metals in metal ores, using preliminary data for some particular host/companion pairs in Australia as examples.

Achieving a “carbon neutral” world by 2100 or earlier in a context of economic growth implies a drastic and profound transformation of the way energy is supplied and consumed in our societies. In this paper, we use life-cycle inventories of electricity-generating technologies and an integrated assessment model (TIMES Integrated Assessment Model) to project the global raw material requirements in two scenarios: a second shared socioeconomic pathway baseline, and a 2 °C scenario by 2100. Material usage reported in the life-cycle inventories is distributed into three phases, namely construction, operation, and decommissioning. Material supply dynamics and the impact of the 2 °C warming limit are quantified for three raw fossil fuels and forty-eight metallic and nonmetallic mineral resources. Depending on the time horizon, graphite, sand, sulfur, borates, aluminum, chromium, nickel, silver, gold, rare earth elements or their substitutes could face a sharp increase in usage as a result of a massive installation of low-carbon technologies. Ignoring nonfuel resource availability and value in deep decarbonation, circular economy, or decoupling scenarios can potentially generate misleading, contradictory, or unachievable climate policies.

The adequacy of mineral resources in light of population growth and rising standards of living has been a concern since the time of Malthus (1798), but many studies erroneously forecast impending peak production or exhaustion because they confuse reserves with “all there is”. Reserves are formally defined as a subset of resources, and even current and potential resources are only a small subset of “all there is”. Peak production or exhaustion cannot be modeled accurately from reserves. Using copper as an example, identified resources are twice as large as the amount projected to be needed through 2050. Estimates of yet-to-be discovered copper resources are up to 40-times more than currently-identified resources, amounts that could last for many centuries. Thus, forecasts of imminent peak production due to resource exhaustion in the next 20–30 years are not valid. Short-term supply problems may arise, however, and supply-chain disruptions are possible at any time due to natural disasters (earthquakes, tsunamis, hurricanes) or political complications. Needed to resolve these problems are education and exploration technology development, access to prospective terrain, better recycling and better accounting of externalities associated with production (pollution, loss of ecosystem services and water and energy use).
