Instruments and equipment used in scientific research are important means, and play crucial roles in improving teaching quality and research ability in colleges and universities. At present, domestic literature focuses on two main contents of the study: first, the current situation of scientific research equipment management and the main problems existed; second, measures to improve the management level of scientific research equipment. This paper mainly revolves around the two existing problems, and divides literature into five aspects, i. e., purchase management, technical team management, maintenance management, resource sharing and open management mechanism to summarize and review them. In order to adapt to the requirements of excellence program for the engineering universities and improve the students' practice innovation ability, this paper starts from the principles of uniting inside and outside of the class, process and result, rigorous and feasibility, universality and particularity, and education and research. In addition, using Bourdieu' s social practice theory, the practice teaching and its evaluation system are proposed from the field of space, the concept of habits and capital tools. It is made up of teaching results and other elements such as the teaching process, teaching content, teaching result, teaching participation of students and teachers. At the same time, the analysis and evaluation model of teaching are established. Combining the support vector machine and analytic hierarchy process, and analyzing the specific questionnaire data, it proves the rationality and feasibility of the built engineering university practice teaching system and evaluation model. University of Electronic Science and Technology of China ( UESTC) is mainly engaged in electronic information majors' education and scientific research, and the Electronic Experimental Teaching Center of UESTC undertakes the basic experimental teaching of undergraduates of electronic information majors ( 90% of the total number of students). It is an important base for the cultivation of students' practical and innovative abilities, and has wide range and great influence for students. This paper introduces the construction and development of Electronic Experimental Teaching Center of UESTC for 30 years. The center emphasis on persevering the students-oriented conception, aims at cultivating undergraduate students' practice technique and innovating ability, including experimental conditions and environment, experimental items and courses.
