Tidal lagoons are an attractive renewable energy option that could aid the UK in meeting its ambitious renewable energy targets. One of the main barriers to tidal range development in the UK to date has been regulatory environmental concern. In order for the nascent lagoon industry to move forward into development, the views of the developers and other influential stakeholders such as government bodies, regulators, conservationists and practitioners (herein referred to as ‘influencing stakeholders’ or ‘influencers’) need to be aligned. This study is the first of its kind using online questionnaires and semi-structured interviews to present and compare the views of both developers and influencing stakeholders on the environmental interactions of tidal lagoons. We find that, whilst both influencers and developers are working towards the common goal of a good environmental outcome for tidal lagoons, there are mismatches in their views in terms of the priorities given to the key environmental impacts, benefits and potential solution options. The work provides insight into what is at the forefront of developers' and influencers' minds, highlighting the key themes within their views and transforming this information into policy recommendations that will help the industry's development move forward. Abstract: A case study of the development of an overall resource assessment for the Wave Hub site in the southwest UK is presented. Wave Hub is one of the earliest large-scale wave farms planned. Several resource assessment studies have been performed for the site, but the published results are high-level and predicted power availability varies significantly. This paper provides a detailed overview and re-analysis of the multiple datasets used in the original studies, which consisted of a combination of physical measurement and numerical modelling. The quality of the datasets is assessed, and reasons for the discrepancies between predicted resource levels investigated. Results from a SWAN model for the region illustrate significant levels of spatial variability in the resource due to the complexity of the local bathymetry, and examination of long-term global model datasets shows notable inter-annual variability. It is thus concluded that a resource assessment methodology utilising datasets from multiple locations and of short duration significantly reduces the accuracy of the predicted levels of resource. Abstract: Long-term knowledge of the wave climate of a potential wave energy site is essential for project planning and design, not only for an understanding of the resource variability, but also for the prediction of design wave conditions. The southwest region of the UK is at the forefront of the country's wave energy development, with two operational test sites. However, no detailed long-term resource assessment has yet been performed. This paper presents a long-term wave hindcast for southwest England, performed using the numerical wave model SWAN, with a particular focus on two energy device test facilities: ‘Wave Hub’ on the energetic and exposed north Cornwall coast, and ‘FaB Test’ on the more sheltered south coast. A high-resolution wave model suite, aimed at establishing nearshore wave hindcasts, is described and evaluated. The suite is run for a 23-year period, starting in 1989 and continuing to 2011. The hindcast is compared with measurement data and the results are analysed for the two test sites. Special attention is given to the implications of present hindcast errors and how the hindcast errors can be minimized. [Copyright &y& Elsevier]

Abstract: This paper addresses the use of numerical wave models for assessing the impact of offshore wave farms on the nearshore wave climate. Previous studies have investigated the effect of energy extraction by wave energy devices through the use of spectral models such as SWAN, representing a wave farm as one or more barriers within the model domain and applying a constant wave energy transmission percentage across the whole wave spectrum incident at the barrier. However, this is an unrealistic representation of the behaviour of real wave energy converters. These will exhibit frequency-dependent energy absorption characteristics that will correspond to the spectral response of the device, and may reflect its ability to be tuned to extract energy at particular frequencies. This study describes a modification of the SWAN source code to enable frequency-dependent wave energy transmission through a barrier. A detailed analysis of the wave climate at the Wave Hub wave farm site is also presented, with a particular focus on the occurrence of bimodal sea states. The modified SWAN code is used to assess how impact predictions for typically occurring sea states may differ when using frequency-dependent rather than constant wave energy transmission, with reference to a previous study using the unmodified code (Millar, Smith and Reeve, 2007 ). The results illustrate the dependence of the magnitude of the impact on both the response function of the devices and the spectral sea state in which they are operating. [Copyright &y& Elsevier]

A number of sites around the UK are being considered for development of tidal stream energy, one of which is Ramsey Sound off the coast of Pembrokeshire, South Wales. The Sound was used to test the prototype of the Delta Stream by Tidal Energy Ltd. After initial testing, a 10 MW tidal array was proposed at St David's Head. To investigate any possible environmental impacts of the array due to energy extraction, a case study of the Pembrokeshire coast was performed using a high-resolution depth averaged hydrodynamic model, Telemac2D, to investigate changes to hydrodynamics and morphodynamics. Results show that the proposed array of nine tidal energy converters will cause alterations to eddy propagation leading to changes in the velocity field up to 24 km from the tidal array. Changes in morphodynamics are predicted through alterations to the bed shear stress. Changes to the mean and maximum bed shear stress, over a 30-day period, are found to be more localised and extend 12 km from the array. These changes indicate that the proposed tidal array will lead to localised sediment accumulation and will act as a barrier to sediment transport, with potential consequences for the benthic ecology of the region. Abstract: An original proposal for the deployment of photovoltaic (PV) systems in offshore environments is presented in this paper. Crystalline PV panels are considered where they are deployed on pontoon type structures and there are six case study examples precedent practise of such deployments in lakes and reservoirs (but not seas). The authors put forward an alternative based on flexible thin film PV that floats directly on the waterline. The paper then concentrates on the techno-economic appraisal of offshore PV systems in comparison to conventional marine renewable energy technologies. The difficulties of comparing offshore technology projects developed in various countries, using different currencies and in different years are overcome so that such comparisons are made on an equitable basis. The discounted cost of electricity generated by each scheme is determined, including capital expenditure (CAPEX) and yearly operation and maintenance (O&M) costs. Actual wind, tidal (current turbines and barrages) and wave projects were considered in the analysis alongside crystalline and thin film PV. Thin film PV was found to be economically competitive with offshore wind energy projects for latitudes ranging from 45°N to 45°S. The specific yield, assessed in terms of GWh/km2 was higher for thin film PV than for wind, wave and tidal barrage systems. In addition the specific installed capacity, expressed in MW/km2 was also higher than the other conventional technologies considered (excluding tidal current turbines). [Copyright &y& Elsevier]

Renewable energy technologies are undergoing rapid development, the global aim being to achieve energy security and lower carbon emissions. Of marine renewable energy sources, tidal power has inherent predictability and large theoretical potential, estimated to exceed 8000 (TW h)a −1 in coastal basins. Coastal sites in the vicinity of an island near a landmass are prime candidates for tidal stream power exploitation by arrays of turbines. This paper characterizes numerically the upper limit to power extraction of turbines installed at such sites. It is demonstrated that the maximum power extracted from the strait is generally not well approximated by either the power dissipated naturally at the seabed or the undisturbed kinetic power of flow in the strait. An analytical channel model [C. Garrett and P. Cummins, “The power potential of tidal currents in channels,” Proc. R. Soc. A Math. Phys. Eng. Sci., vol. 461, no. 2060, pp. 2563–2572, Aug. 2005] provides lower predictions than the present numerical model of available power in the strait due to the analytical model not accounting for changes to the driving head resulting from power extraction and flow diversion offshore of the island. For geometrically long islands extending parallel to the landmass, the numerically predicted extracted power is satisfactorily approximated by the power naturally dissipated at the seabed, and there is reasonable agreement with the estimate by the channel analytical model. It is found that the results are sensitive to choice of boundary conditions used for the coastlines, the eddy viscosity, and bed friction. Increased offshore depth and lower blockage both reduce the maximum power extracted from the strait. The results indicate that power extracted from the site can be maximum if extraction is implemented both in the strait and offshore of the island. Abstract: The vision of large-scale commercial arrays of floating marine energy converters (MECs) necessitates the robust, yet cost-effective engineering of devices. Given the continuous environmental loading, fatigue has been identified as one of the key engineering challenges. In particular the mooring system which warrants the station-keeping of such devices is subject to highly cyclic, non-linear load conditions, mainly induced by the incident waves. To ensure the integrity of the mooring system the lifecycle fatigue spectrum must be predicted in order to compare the expected fatigue damage against the design limits. The fatigue design of components is commonly assessed through numerical modelling of representative load cases. However, for new applications such as floating marine energy converters numerical models are often scantily validated. This paper describes an approach where load measurements from large-scale field trials at the South West Mooring Testing Facility (SWMTF) are used to calculate and predict the fatigue damage. The described procedure employs a Rainflow cycle analysis in conjunction with the Pålmgren–Miner rule to estimate the accumulated damage for the deployment periods and individual sea states. This approach allows an accurate fatigue assessment and prediction of mooring lines at a design stage, where field trial load measurements and wave climate information of potential installation sites are available. The mooring design can thus be optimised regarding its fatigue life and costly safety factors can be reduced.
