This paper develops a framework for a financial, economic, and stakeholder analysis of a residential rooftop solar net-metering program. The empirical focus of the paper is the net-metering program in Ontario, Canada, but the methodology is applicable to evaluating other public programs. The results highlight that without the Federal Government's subsidy for the initial investment cost, net-metered solar systems are not financially viable for representative households. Moreover, the stakeholder analysis reveals that for each additional net-metered system installed in Ontario, non-net-metered households experience financial losses of six times the benefits to the net-metered households. The net losses to the Federal Government of Canada and the Canadian economy are five and nine times the benefit to the net-metered households, respectively. The only stakeholder who benefits marginally is the Government of Ontario. In terms of environmental benefits, our estimate of the cost of greenhouse gas abatement by residential net-metered solar is 325 CAD per ton of CO 2 , which is significantly higher than the current (65 CAD in 2023) and future (170 CAD by 2030) national carbon price set by the Government of Canada. Jurisdictions around the world are responding the to potential of smart grids in different ways. This paper employs a multi-level perspective approach to socio-technological transitions to examine why the Canadian province of Ontario has seen a relatively smooth transition of smart meter technologies from the niche to regime levels as compared with other Canadian provinces, and other jurisdictions in the United States, European Union, and Australia. The paper also examines the reasons for Ontario's advanced legislative and policy framework around Smart Grid development, relative to those of other provinces. The complex institutional landscape around electricity that has emerged in Ontario since the break-up of the province's monopoly utility Ontario Hydro in the late 1990s emerges as a significant factor in both outcomes. The role of the province's municipally-owned LDCs spell out "local distribution companies (LDCs) as the primary agents for smart meter deployment, as opposed to a dominant vertically integrated utility, appears to have had an important mediating effect on public opposition to smart meters. With respect to Smart Grid policy, the diversity of high capacity institutional actors that now define the province's electricity policy landscape has facilitated the emergence of several interagency policy development niches. In a manner consistent with the concept of technological niches in the socio-technical transitions literature, the interagency status of these policy niches has shielded them from the regime level selective pressures that would likely have existed in a more unified institutional structure, and empowered new policy ideas to move from the niche to regime levels. These outcomes have significant implications for the understanding of socio-technological transitions, particularly around the role of institutional complexity in the emergence of niches for technology and policy development purposes and in niche to regime level transitions. Canada's cellulosic ethanol biorefinery concept is supported by federal and provincial government legislative ethanol mandates as well as enabling science and innovation policies for technology development to support the economic and sustainable production of cellulosic ethanol and co-products from Canada's abundant supply of lignocellulosic agricultural and forestry biomass. In particular, the development of pretreatment, hydrolysis, and fermentation technologies is regarded as a critical integrating step for the commercialization of cellulosic ethanol biorefinery business concepts. These critical steps are necessitated by the chemical structure of lignocellulosic biomass comprising carbohydrate polymers and lignin which constrains the ability of enzymes to convert these polymers into fermentable sugars without expensive and highly capital intensive pretreatment processes. This paper reviews science and innovation efforts by Canadian researchers in finding solutions to these constraints, in particular the development of hydrolysis and fermentation technologies. This paper also highlights the role of multi-institutional science and innovation collaborative approaches for advancing Canada's cellulosic ethanol biorefinery concept further downstream. While highlighting Canada's scientific progress, this review also outlines technology commercialization lags between basic research and full scale commercialization of a Canadian cellulosic ethanol biorefinery concept. Although this paper focuses on the near-term goal of cellulosic ethanol production, it nevertheless recognizes that ethanol is only the first step in the longer-term goal aimed at a full integrated bioconversion of lignocellulosic biomass into biofuels and a wide range of value-added biochemicals and biomaterials, consistent with the cellulosic biorefinery concept. Canada is endowed with abundant lignocellulosic biomass from agriculture and forestry. These sources provide a foundation for the development of Canada's cellulosic ethanol biorefinery concept which is supported by government renewable energy policy initiatives. However, the chemical structure of lignocellulosic biomass comprising carbohydrate polymers and lignin makes the structure recalcitrant to deconstruction, thereby constraining the ability of enzymes to convert these polymers into fermentable sugars without expensive and highly capital intensive pretreatment processes. The challenges are further compounded by the diversity of lignocellulosic biomass available in Canada, which typically necessitates commercial pretreatment pathways optimized for each feedstock type. In turn, these conditions constrain the development of viable business models for the commercialization of Canada's cellulosic ethanol biorefinery concept. In order to address these challenges, Canadian researchers have continued to undertake research to develop pretreatment technologies applicable to several Canadian lignocellulosic biomass sources. The objective of this paper is to review contributions by Canadian researchers vis-à-vis the development of bioconversion pretreatment technologies needed to advance the commercialization of Canada's cellulosic biorefinery concept. These pretreatment technologies include physical, physico-chemical, biological, and processes that combine these methods. This paper also highlights the role of multi- institutional science and innovation collaborative approaches for advancing Canada's cellulosic ethanol biorefinery concept further downstream. Building-integrated photovoltaics (BIPV), which can be integrated into the surface of a building (roof or facade), replacing conventional building materials, offer significant contributions to the achievement of net-zero energy buildings. However, fire safety is of vital concern in using BIPV as a construction system in buildings, and it is essential that the application of BIPV as building facades and roofs does not adversely affect the safety of construction products, building occupants and firefighters. As multifunctional products, BIPV modules must satisfy the fire safety requirements of both electrical and building-related sectors. This paper provides a comparison of normative frameworks applicable to BIPV modules in different countries. The comparisons show that IEC 61215 and IEC 61730 are the PV standards used in almost all countries, while the USA and Canada comply with UL1703. Regarding building regulations, the fire safety requirements of BIPV must comply with national/local building regulations. In the countries investigated, each country has fire regulations to guide the fire performance of building elements to which BIPV modules could be applied, including external walls, roofs/skylights, windows and other openings, and ancillary elements/attachments. This report also points out future research directions which would help develop BIPV fire prevention strategies globally. The review of regulations and standards in this paper makes a contribution to the clarification of the performance requirements of fire safety for BIPVs in the investigated countries for BIPVs, which remain barrier to the development of BIPV around the world. Furthermore, the future research directions suggested in this paper will inspire further research in this field. Community renewable energy is increasing globally, but many northern and remote Indigenous communities remain energy insecure. Community appropriate sustainable energy solutions requires more than building renewable energy projects – it requires local socio-technical capacity to design, implement, and maintain renewable energy projects. Yet, notwithstanding advances in renewable energy technology there is limited understanding of the socio-technical capacity of northern and remote Indigenous communities to engage in energy transitions. Based on a review of energy transitions scholarship and northern contexts and informed by a workshop engaging northern and Indigenous community members from Canada and Alaska, this paper presents foundational pillars for assessing the socio-technical capacity needs of communities to pursue and sustain local energy transitions. These pillars are inter-dependent and emphasize the importance of local energy champions and inter-local energy networks to enable innovation and capacity building; community values that articulate immediate and longer-term goals for energy transition, including the social and economic opportunities to be realized by a more sustainable energy system; community knowledge of local energy resources, technologies, and opportunities, and embedded skills to support transitions; and the skills innovation to pursue and manage new energy systems, coupled with youth engagement as future community energy leaders. Abstract Reducing the cost of hydrokinetic turbines is an important step in the commer-cialization of the technology. One of the costs of the implementation of hydrokinetic turbines is the selection of potential hydrokinetic sites. In this paper, it is proposed that site selection for a hydrokinetic turbine can be improved in river environments in Canada by the use of winter imagery that is available at little or no cost. This is of particular value to remote communities who power their community using diesel fuel, as some pay over $1.00 per kWh. It is shown that river sections that do not freeze during the winter have higher velocity magnitudes than sections that are covered with ice. The average velocity magnitude for open ice locations is found to be 1.09 m/s, with a standard deviation of 0.48 m/s. Ice covered locations were found to have an average velocity magnitude of 0.301 m/s. The relationship between river depth and velocity magnitude is shown to have a low correlation, with an R2 value of 0.185. [ABSTRACT FROM AUTHOR]

Abstract: Photovoltaic installations (PV-systems) are heavily promoted in Europe. In this paper, the Life Cycle Analysis (LCA) method is used to find out whether the high subsidy cost can be justified by the environmental benefits. Most existing LCAs of PV only use one-dimensional indicators and are only valid for regions with a high solar irradiation. This paper, however, presents a broad environmental evaluation of residential PV-systems for regions with a rather low solar irradiation of 900–1000kWh/m2/year, a value typical for Northern Europe and Canada. Based on the Ecoinvent LCA database, six Life Cycle Impact Assessment (LCIA) methods were considered for six different PV-technologies; the comprehensive Eco-Indicator 99 (EI 99) with its three perspectives (Hierarchist, Egalitarian and Individualistic) next to three one-dimensional indicators, namely Cumulative Energy Demand (CED), Global Warming Potential (GWP) and the Energy Payback Time (EPT). For regions with low solar irradiation, we found that the EPT is less than 5 years. The Global Warming Potential of PV-electricity is about 10 times lower than that of electricity from a coal fired plant, but 4 times higher when compared to a nuclear power plant or a wind farm. Surprisingly, our results from the more comprehensive EI 99 assessment method do not correlate at all with our findings based on EPT and GWP. The results from the Individualist perspective are strongly influenced by the weighting of the different environmental aspects, which can be misleading. Therefore, to obtain a well-balanced environmental assessment of energy technologies, we recommend a carefully evaluated combination of various impact assessment methods. [Copyright &y& Elsevier]

Plug-in hybrid electric vehicles (PHEVs) have the potential to decrease greenhouse gas emissions given certain power generation profiles. The adoption of PHEVs is associated with significant social, economic, environmental, and health benefits. However, most researchers in literature generally estimate emissions using national averages of emission data. The purpose of this paper is to address this gap. Specifically, we estimated CO 2 emissions of PHEVs using a life-cycle analysis in 8 Canadian cities (Vancouver, St John's, Charlottetown, Halifax, Montreal, Toronto, Regina, and Calgary). We found that across Canada the varying electricity generation profiles affected the potential reduction benefit in life-cycle CO 2 emissions. For example, 95% of the energy in the province of Alberta was generated from fossil fuels, which emited a high amount of GHGs. Consequently, Calgary (city located in Alberta) had the highest CO 2 life-cycle emissions for PHEVs, where electricity generation accounted for 61% of the total emissions. Conversely, the provinces of British Columbia (BC) and Quebec (QC) used 86% and 98% clean energy, respectively. The cities evaluated in our analysis that are located in these provinces (i.e., Vancouver, BC and Montreal, QC) presented the lowest CO 2 emissions from electricity generation with less than 4% of the total PHEV emissions. Our study provides insight for policy makers about direct investment in EV incentives across Canada and where these incentives could be focused. This is an empirical study on the causal relationship between sustainable economic welfare growth and energy consumption for Canada, France, Germany, Italy, Japan, UK and the USA using a multivariate panel framework with variables such as employment, capital, energy consumption and R&D. The short and long run relationships are compared with those produced from the commonly known so far, energy-GDP (Gross Domestic Product) growth relationship. Results mainly show that in the long-run, G7 economies can reduce energy consumption without compromising sustainable economic welfare. In the short-run though, both GDP and economic welfare are very much dependent on energy consumption for their materialization of growth, sustainable or not. The current paper follows the tendency of New Economics that shift their focus therein and propagate the use of sustainable welfare in place of the criticized GDP. The calculation of the Index for Sustainable Economic Welfare (ISEW) reveals that UK, closely followed by USA, have the largest gap (on average 52% and 50% respectively) between their GDP and sustainable economic welfare. This paper describes the development of a data set mapping all commercial wind turbines in Canada: the 9th largest onshore wind energy fleet in the world. Details contained in the data enable the analysis of the evolution of commercially deployed wind turbines as well as the illustrating the effects of the introduction and cessation of different policies affected historical deployment. In total, over 6700 turbines spanning more than 265 projects and nearly 14.0 GW of generating capacity were indexed including coordinates, model, manufacturer, owner, tower height and commissioning date. Data were compiled from publicly available sources including planning documents, technical reports, environmental impact studies and acoustic emission reports. In 2021, average rotor diameters were 140 m with 108 m tall towers, more than triple the average diameter and double the average tower height from 20 years ago. The analysis of this data found that a typical wind farm in Canada consists of 0.97 turbines/km 2 , while the typical installed capacity density has recently jumped from around 1 to 2.94 MW/km 2 in 2021. Competitive procurement policies have often trended towards larger installed capacities, whereas smaller wind farms emerged more often when policies directed at community ownership were in place. Policies that encouraged local manufacturing developed regional clusters of particular manufacturers, but generally ceased after the local manufacturing policies ended. Over the past decade, a number of jurisdictions have taken significant steps to encourage the diffusion of solar photovoltaic technology (PV). Supportive policy frameworks have been widely adopted, spurring deployment and driving down the cost of PV components. The increased competitiveness of this technology presents a promising opportunity for meeting energy needs in a low-carbon fashion. Indeed, a growing body of research suggests that PV could produce significant quantities of energy. However, the diffusion of PV in Canada has been comparatively slow and GHG emissions in this jurisdiction are on an upward trajectory. As a result, we explore the potential of PV in Canada in regards to: (1) the scale of possible contributions to energy supply and GHG abatement, and (2) the particular functional roles and niches this technology could occupy looking out to 2050. In doing so, this study reviews the current status of knowledge on PV potential in Canada and argues that estimates which revolve around technical parameters such as solar irradiance, module efficiency, and land area (and even those that include some reference to current prices), are limited in their ability to understand the place this technology might actually occupy in Canada in coming decades. While technical potential is an important consideration, the interrelated economic, socio-political, and environmental influences need to be taken into account. Agricultural biomass is emerging as a sustainable and suitable resource for use in the production of solid fuel, designed for residential markets. The development of such a fuel source faces several challenges including combustion properties, a reliable supply of raw materials, distance from and access to conversion facilities, production scale and market access for agricultural biomass products. This paper evaluated the economic feasibility of an “integrated on-farm production system” based in Nova Scotia, Canada and considered the importance and influence of policy on the development of a sustainable on-farm production system. This integrated approach is evaluated with input and output based incentive models, both of which are currently available in the USA and Prince Edward Island, Canada. The results indicate that the development of an integrated on-farm approach, while showing promise, will require policy implementation and pragmatic incentives to be truly sustainable. Abstract: Biofuels are being embraced worldwide as sustainable alternatives to fossil fuels, because of their potential to promote energy security and reduce greenhouse gas emissions, while providing opportunities for job creation and economic diversification. However, biofuel production also raises a number of environmental concerns. One of these is the risk of biological invasion, which is a key issue with second generation biofuel crops derived from fast-growing perennial grasses and woody plant species. Many of the most popular second generation crops proposed for cultivation in the U.S. and Canada are not native to North America, and some are known to be invasive. The development of a large-scale biofuel industry on the continent could lead to the widespread introduction, establishment, and spread of invasive plant species if invasive risks are not properly considered as part of biofuel policy. In this paper, we evaluate the risk of biological invasion posed by the emerging second generation biofuel industry in the U.S. and Canada by examining the invasive risk of candidate biofuel plant species, and reviewing existing biofuel policies to determine how well they address the issue of invasive species. We find that numerous potentially invasive plant species are being considered for biofuel production in the U.S. and Canada, yet invasive risk receives little to no attention in these countries' biofuel policies. We identify several barriers to integrating invasive species and biofuel policy, relating to policy analytical capacity, governance, and conflicting policy objectives. We recommend that governments act now, while the second generation biofuel industry is in its infancy, to develop robust and proactive policy addressing invasive risk. Policy options to minimize biological invasions include banning the use of known invasive plant species, ongoing monitoring of approved species, and use of buffer zones around cultivated areas. Abstract: In the recent years, by rapid growth of wind power generation in addition to its high penetration in power systems, the wind power prediction has been known as an important research issue. Wind power has a complicated dynamic for modeling and prediction. In this paper, different hybrid prediction models based on neural networks trained by various optimization approaches are examined to forecast the wind power time series from Alberta, Canada. At first, time series analysis is performed based on recurrence plots and correlation analysis to select the proper input sets for the forecasting models. Next, a comparative study is carried out among neural networks trained by imperialist competitive algorithm (ICA), genetic algorithm (GA), and particle swarm optimization approach. The simulation results are representative of the out-performance of ICA in tuning the neural network for wind power forecasting. [Copyright &y& Elsevier]

Abstract: The annual bark yield in Canada is as much as 17millionm3. Currently, more than half of the bark is incinerated or landfilled and the remainder of the bark is mainly used as a cheap source of energy in saw/pulp mills. Both bark incineration and landfilling can lead to environmental problems. Due to the abundance of ash in bark and the lower sintering point of bark ash than that of wood ash, the combustion of bark can lead to fouling which would damage the combustors. Bark contains a large fraction of extractives and lignin (up to 50wt% on a dry basis), which can be utilized as a renewable source of chemicals, particularly aromatic chemicals. The technical routes and technologies on the valorization of tree barks for chemicals and materials are reviewed in this paper. These include direct utilization of bark for wooden panels, and extraction for extractives (mainly tannin) and their the application in resins and foam materials, as well as conversion of bark via thermochemical technologies, mainly phenolysis, direct liquefaction in alcohols and pyrolysis. Finally, some challenges and perspectives on the production of chemicals and materials from bark are discussed. [Copyright &y& Elsevier]

Energy-economy models play an increasingly important role in informing climate policy decisions, yet their results lack consistency in terms of projected greenhouse gas emissions and economic impacts. The paper employs a scoping review of the key improvements, knowledge gaps, and critiques of energy-economy models in the academic, public, private, and not-for-profit sectors in Canada over the past ten years. The three objectives are to (1) identify the key energy-economy modelling assessment criteria, (2) develop an inventory of energy-economy models assessed against the criteria in objective 1, and (3) discuss implications for modelling climate policies. Four criteria for assessing the ability of energy-economy models to evaluate climate policy impacts are identified: treatment of technology, microeconomic realism, macroeconomic realism, and policy representation. The assessment of 21 models against these criteria reveals similarities and differences across models. Models that share similarities in over-arching methodological approaches are also similar in the way they represent technologies, market heterogeneity, trade effects, different policy types, and energy equilibrium. Conversely, there are quite diverse approaches used in the representation of technological change, non-financial decision factors, financial or monetary features, and non-energy equilibrium. Model documentation does not often address how policy interaction is taken into account. Abstract: This paper estimates the availability of agricultural crop residue feedstocks in Canada for cellulosic ethanol production. Canada''s major field crops generate 100.6million dry mega grams (Mg) of crops per year while non-forage crops produce 67 million dry Mg, leaving abundant agricultural residues for use as second generation feedstock for cellulosic ethanol production. This study used crop production and livestock data from Statistics Canada for a 10-year period (2001–2010), as well as tillage data from Statistics Canada census years 2001 and 2006, to estimate crop residue availability by province and soil zone. Total residue yield from crops is calculated by incorporating straw to grain ratios. Total agricultural residues available for ethanol production are computed by deducting soil conservation and livestock uses. An average of 48 million dry Mg of agricultural residues is available per year, with a minimum of 24.5 million dry Mg in drought year 2002. This implies an average yearly potential ethanol production of 13 billion litres from crop residues over the 2001–2010 period, with a minimum of 6.6 billion litres in 2002. Ontario, Manitoba, Saskatchewan, and Quebec have enough agricultural residue supply to set up ethanol plants using agricultural crop residues as primary lignocellulosic feedstocks. There is great variability in agricultural residue production between the provinces and by soil zone. Understanding variability in feedstock supply is important for the economics and operational planning of a cellulosic ethanol biorefinery. Factors such as residue yield per hectare and soil zone will influence cellulosic ethanol plant establishment in order to exploit the abundance of lignocellulosic biomass for an ethanol plant. Abstract: Canada is a leading electricity consumer, yet lags behind other industrial countries (14th out of 20 reporting IEA countries) in the installation of solar photovoltaic systems. The factors (environmental benefits, health benefits, network benefits, need for new production capacity, etc.) promoting solar or other renewable sources of electricity in other countries are also present in Canada, but effective policy mechanisms to stimulate Canada''s photovoltaic industry are only starting to appear. Discussions of policy options focused initially on renewable portfolio standards and then on feed-in tariffs. This paper reviews the Japanese and Australian experience with capital incentives to stimulate the residential market for photovoltaics. It demonstrates the ability of a market-sensitive program to stimulate industrial growth, achieve unit cost reductions and shift the market to include a large grid-tied share. Residential respondents to surveys report high costs as their primary barrier to installing photovoltaic systems and state a strong preference for capital incentives to reduce their investment costs. The Canadian government needs a market stimulation policy if it is to join those countries where a decentralized photovoltaic generation system strengthens the electricity supply system. A balanced solar energy market stimulation program is proposed that combines a feed-in tariff with a declining capital incentive. [Copyright &y& Elsevier]

Abstract: This paper presents new forms of urban renewable energy, in particular, the integration of solar and wind power into the industrial and commercial buildings with flat roofs which populate a city''s downtown core. This combination of renewable energy passively adapts to pre-existing structures and exploits them to their full advantage. The working prototypes presented aim to introduce an element of multi-functionality to building-integrated photovoltaics (BIPV), creating systems which produce energy while meeting required needs and desirable features of urban buildings. We also explore the combination of wind energy and various energy efficiency initiatives with BIPV designs. Our energy efficiency initiatives include a new method of generating the perception of natural sunlight from artificial light and brainwave controlled lighting that dims automatically when occupants’ concentration is lowered. These efforts result in an environment that celebrates the existential notion of self-empowerment through reducing energy consumption and having control over one''s own energy production. Our discussion follows into market considerations of our BIPV designs and how project costs are lowered and space is conserved, assets when designing for urban locations.
