Abstract Renewable energy targets announced in 2014 present an opportunity to reform Indonesia's electricity sector which is dominated by fossil fuels. In this paper we discuss Indonesia's current renewable energy policies and future outlook for achieving the targets. This paper serves as a literature review of Indonesia's changing energy policy landscape, as part of a broader research investigating renewable energy targets and the role of the private sector. Despite Indonesia's wealth of renewable energy resources, numerous studies have identified multiple constraints to the development of renewable energy, including geographical, institutional and investment factors. Influential groups are calling for the Indonesian Government to put in place a clear policy framework that facilitates private sector investment. Therefore, interventions to facilitate investment in energy infrastructure in Indonesia must address the monopolised power market system that oversees a changing, complex malaise of electricity pricing regulations which make investment risky and uncertain. This study will enrich the existing literature on renewable energy policy which emphasises the importance of engaging the private sector. It is based on a rigorous qualitative assessment of Indonesia's changing policy that affects the progress of the renewable energy targets. Abstract Energy systems are quickly evolving through the development of new technologies and the emergence of new operational and market design paradigms. In particular, the global push for sustainability is driving the transition towards a pronounced redesign. In fact, renewable energy integration is occurring at a massive scale, and several other exciting developments are finding their place in modern energy systems, such as distributed energy resources, demand response, energy storage technologies, and local energy markets. In this dynamic context, the process of energy policy design and implementation has found new challenges, and in supporting this key process, expansion planning models and tools can play an essential role. For example, these models can be employed to estimate the impact of a multitude of policy instruments. Thus, there is a wide interest in these tools and a variety of such models, as evidenced by a rich literature and a fast-paced evolution of this research area. Motivated by this, this work presents a comprehensive and up-to-date review on expansion planning models and tools with emphasis on their application to energy policy analysis. In particular, this paper reviews the most significant policy instruments, with an emphasis in renewable energy integration, the optimization models that have been developed for expansion planning, and existing decision-support tools for energy policy analysis. Finally, this paper also discusses the trends in the literature and the most pressing current challenges in the development and use of expansion planning models for energy policy analysis. Conventional petrol vehicles emit a substantial quantity of greenhouse gases, leading to increasingly serious global warming problems. The expansion and development of renewable power generation technologies is conducive in promoting the use of electric vehicles, which are more environmentally friendly. This paper proposes a multi-objective power expansion model considering renewable energy policy objectives. The model regards the problem as a multi-period optimisation task, taking the newly installed capacity and the power generation capacity of each power generation technology as decision variables, and simulating the uncertain factors in the planning process using Geometric Brownian Motion and Monte Carlo approaches. The optimisation objective of the model is to minimise expected costs, reduce risk and environmental impacts, and incorporate changing policy objectives into the constraints to meet policy makers' expectations for renewable energy development. Then, a decentralised target search-based multi-objective evolutionary algorithm is proposed to solve the model. Its effectiveness is verified by a numerical example using real data from the Chinese power system. The experimental results show that the proposed algorithm exhibits improved performance compared with benchmark algorithms and provides high quality and diverse Pareto-optimal solutions to decision makers. Finally, the optimal plans for power expansion and generation mix under different preferences and policy objectives are discussed and corresponding recommendations are made. Turkey’s rapid economic growth followed by increasing gap between domestic energy production and consumption signifies the large-scale integration of low-carbon and renewable resources into energy system. Turkey’s energy demand is increasing and supplying fossil energies such as oil and gas is becoming more challenging due to the lack of domestic hydrocarbon resources. The country is facing two main issues; first, maintaining energy balance and second, handling environmental issues. Nevertheless, Turkey has substantial renewable and low-carbon energy resources with co-benefits for the country’s fast growing economy and environmental sustainability. This paper aims to present a comprehensive update on Turkey’s renewable and low-carbon energy sector. It reviews not only the current status of the technology, policy and economy, but also provides an insight into the social aspects as well. From a policy point of view, the paper critically discusses Turkey’s energy strategy and perspectives and from the social point of view, the paper argues that there is a research gap in recent literature regarding public awareness and social acceptance of low-carbon energy technologies. The population of Pakistan is increasing rapidly and hence the energy demand. Since ninety׳s, people of Pakistan has been experiencing load shedding because of the intense shortfall throughout the country. Pakistan, being an agricultural country, has a lot of potential of renewable energy sources especially biomass. The thing is to utilize the potential in a right direction. This paper presents the policy direction to get rid of the current energy crisis in the country through utilization of different types of biomass. The animal manure, municipal solid wastes and the crop residues are the main biomass sources in the country. This study also focuses the potential of main biomass sources present in the country and its technical routes for the production of bioenergy. The design parameters for standard bioreactor of gasifier and anaerobic digestion and their economic comparison are highlighted with respect to Pakistan environmental conditions. The development of anaerobic digestion technology is reviewed critically. This paper also discusses the different scenarios for the use of biomass sources in urban and rural environment. This verifies the use of biogas energy as the cheapest and the safest way to remove the crisis from the country. The rapid growth of China׳s installed wind power capacity in recent years is closely related to the wind energy policies issued by the Chinese government. Using content analysis and quantitative analysis methods, this paper studies the historical evolution of Chinese wind energy policies. Based on 72 wind energy policies issued in the past two decades (1995–2014), this paper analyzes the issuing organization, form, number and stringency of wind energy policies and compares different policy instruments in two periods. The results show that the number and stringency of wind energy policies fluctuated greatly from 1995 to 2014 and that more than twenty organizations had independently or jointly issued the policies. The main organization issuing wind energy policies, however, is the department that controls key economic and administrative resources and not the one that is in charge of wind energy. Of the 72 policies issued, twenty-three took the form of notices, and eleven were measures. As to the policy instrument, environmental policies are most widely applied by the Chinese government, and “regulation control” and “goal-planning” instruments are the ones most frequently adopted. Due to its promising benefits in energy and environment, distributed energy system (DES) has increasingly attracted extensive attention worldwide. The application of DES has been increased rapidly in recent years with the supportive government policies and financial incentives. Therefore, it is necessary to systematically summarize and analyze the development status of DES in China. This paper not only presents researches, applications and policies, but provides some relevant suggestion and prospects on DES of China. DES especially the hybrid energy system that gas-fired combined cooling, heating and power (CCHP) with renewable energy (solar and wind) will become the mainstream of future energy supply technologies in China. The paper will be helpful for international stakeholders in energy field to have better understanding on the progress of DES in China, which will benefit them in two aspects: one is that the Chinese situation will be a reference for their own countries or regions to develop energy policy and technology regarding DES, another is that they may be helped to find opportunities in Chinese market, while to contribute to Chinese DES development. Energy security was the major driver for several countries in the world to opt for alternative sources of energy and reduce CO 2 emissions. Being blessed with oil and gas reserves, the situation in the Gulf Cooperation Council (GCC) countries may look different, in a way that investments on Renewable Energy (RE) projects do not create adequate short-term financial returns. However, considering the extreme increase of energy demand locally caused by the industrial and economic development in the region will make seizing the emerging opportunity to develop RE projects a strategic decision. This paper targets regional decision-makers as well as multilateral stakeholders, in an attempt to formulate a set of recommendations on policies to promote RE deployment. It presents the results of the study that covered all GCC countries (Saudi Arabia, United Arab Emirates, Qatar, Kuwait, Bahrain and Oman). The document summarizes GCC countries’ RE targets and highlights the main projects and measures established to start this transition. Furthermore, this paper provides an updated and comprehensive overview of the RE situation in the GCC countries, and it includes an assessment of the region’s RE potential, current installed RE capacity and project pipeline, institutional and market frameworks. This study analyses the main gaps concerning RE deployment in the region while discussing the financial, fiscal, political, legislative, technological and environmental aspects. Based on that, a set of recommendations is proposed to fill their gaps and help achieving their politically endorsed targets particularly in the electricity sector. The proposed recommendations will help to accelerate the development rate of GCC RE market, support governments’ efforts towards fulfilling future RE targets, and overcome potential barriers. However such policies analysis should be carried out individually for each country of the GCC region taking into consideration the specificity of each market and economic strategies with more adapted measures. In this paper, an analysis of renewable energy feed-in tariffs (REFIT) for the selected regions of the globe is done with the aim of drawing lesson for Saudi Arabia. A brief background and status of renewable energy sources (RES) utilization in Saudi Arabia is given at the beginning of this paper, followed by a review of the feed-in tariff (FIT) design models reported in literature. The application of the policy in Europe, the United States, Australia, Asia and Africa is then reviewed. Some observations from the analysis of the FIT application in different countries have been discussed and finally, lessons have been drawn from the study. Some policy recommendations have been given for Saudi Arabia. The analysis of the lessons identified shows that the application of FIT scheme in Saudi Arabia is likely to speed up the development of renewable energy resources within the area. In order to promote the growth of renewable energy sector in Malaysia, feed-in tariff (FiT) mechanism has been introduced by Malaysian government in 2011, in accordance with Renewable Energy Act 2011 and Sustainable Energy Development Authority Act 2011. The tariff was enacted to overcome the shortcomings identified in the small renewable energy power (SREP) Program from 2001 to 2010. This paper highlighted some measures adopted to rectify the shortcomings identified during SREP, and the role of Sustainable Energy Development Authority (SEDA) in achieving the above mentioned task. The paper also includes the latest progress on renewable energy projects, especially those related to solar photovoltaic system. China is vast, abundant and particularly plentiful in energy sources, due to which it has obtained remarkable achievements on economy. However, its energy structure is too simple to support the sustainable development of economy as coal still contributes to the majority of energy consumption in China. As a consequence, Renewable Energy Law was enacted in 2005, and Chinese government announced a series of policies to boom renewable energy industry. Subsidy policy is one of the major forms of these policies. This paper aims to present these subsidy policies and to analyze their effects according to relative data in energy industry 2005–2013, to find out the deficiencies and enlighten possible policy improvements. The original intentions and abstracts of 5 different levels of subsidy related policies are summarized, and the effects in reality are attentively analyzed. It can be concluded that subsidy policies have different short-term effect on different renewable energies, and they all show some negative effect to a certain extent. 6 core problems are summarized in this paper, and remedy strategies are suggested. Malaysia, as a developing country and a member of the Association of Southeast Asian Nations (ASEAN), is looking into inexhaustible and repeatable alternative energy sources such as solar, wind, mini-hydro and biomass. The estimated GDP at 2010 is $15,385 per capita and the economic and industrial growth of the country implies that energy demand is growing very fast. In addition, the growing prices of fossil fuels, and greenhouse gas (GHG) emissions, make inevitable renewable energy solutions for the country. Geographically, Malaysia is located in a region of tropical and humid climate which provides easy access to a variety of renewable energy sources. The government of Malaysia has initiated renewable energy policies to encourage industries and individuals to employ renewable-energy-powered systems in power applications. This paper first gives a brief overview of the current status of renewable energy in Malaysia. Then it provides the energy policies, specifically the renewable energy policies in Malaysia, in Section 2 . The renewable energy programs are reviewed in Section 3. Abstract: This paper looks into developing energy policy in the UAE in order to prompt renewable energy practices and thus sustainability in the UAE. This includes analyzing current and proposed future energy policies in the UAE. The research analyzed a wide range of strategies used in different countries in order to assess the best practice examples, while remaining mindful of the particularities of each country. Based on these lessons a strategy for promoting renewable energy in the UAE was formulated. The proposed strategy is composed of short, medium and long term policies. The proposed strategy was submitted to and discussed with relevant authorities and stakeholders in the UAE. Based on the feedback from the stakeholders the proposed policy was further refined. The main components of the final strategy include deregulation at three different levels (emirate, country and the gulf region), open access to the grid as well as financial incentives, e.g. implementation of a Feed-in Tariff. The field of Energy System Analysis (ESA) has experienced exponential growth in the number of publications in the last two decades. This paper presents a comprehensive bibliometric analysis on ESA by employing different statistical techniques to investigate the underlying science's structure, characteristics, and patterns. The focus of results is on quantitative indicators relating to the number and type of publication outputs, collaboration links between institutions, authors and countries, and dynamic trends within the field. The five and twelve most productive countries have 50% and 80% of ESA publications, respectively. The dominant institutions are even more concentrated within a small number of countries. A significant concentration of published papers within countries and institutions was also confirmed by analysing collaboration networks. These show dominant collaboration within the same university or at least the same country. There is also a strong link among the most successful journals, authors and institutions. Within the field, the Energy journal has had the most publications, its editor-in-chief is the author with both the highest overall number of publications and the most highly cited publications. In terms of the dynamics within the field in the past decade, recent years have seen a higher impact of topics related to flexibility and hybrid/integrated energy systems alongside a decline in individual technologies. Abstract: Sustained policy support is necessary in order to drive a transition toward renewable energy (RE). The ability to realize RE policy objectives is constrained by a range of geographic factors related to resource potential, the distribution of resources, land availability/suitability, the absorptive capacity of proximal infrastructure, and local socio-political acceptance. With this in mind, this paper provides a systematic review of how geographic information science and remote sensing techniques have been applied to reduce uncertainties surrounding renewable energy development, with emphasis on policy and planning needs. The concept of a ‘geo-information infrastructure’ is used to bring coherence and direction to this growing body of literature. The review highlights four underdeveloped research areas, including: Resolving issues of scalar discordance through comprehensive analysis at local and regional scales; mapping interactions in space of multiple supply options to deliver more accurate and sophisticated estimates of RE potential in an area and to identify competitive and symbiotic land-use situations; using energy resource maps as primary inputs into the development of technology road-maps; and developing geographically explicit indicators which can signal priority areas for RE recovery based on social and environmental returns on investments. In each case, suggestions moving forward are provided. The paper identifies knowledge-based institutional networking as a pathway through which local and regional public authorities can be equipped with the resources necessary to build and mobilize a geo-information infrastructure. Abstract: The goal of this paper is to estimate the perspectives of the Baltic States: Estonia, Latvia and Lithuania on meeting the new European Union climate commitments, i.e., to reduce greenhouse gas emissions by 20% to the year 2020 in comparison with 1990. This ambitious target could be reached based on other EU climate and energy package commitments: increase of the share of renewables and improvement of energy efficiency as tools for fulfilling the GHG emissions reduction target. The paper gives an overview on the current situation and future plans of the Baltic States in the field of energy efficiency, consumption of renewables and reduction of GHG emissions. Abstract: This paper analyses the reality of total renewable electricity scenario (TRES) from renewable energy sources (RES) as a totally green strategy of electric energy production. The paper is based on the EREC''s Agency forecast until the year 2040, which foresees the share of 82% of RES, extended to 100% of RES. The key element that creates conditions for achieving this ambitious scenario is an innovative combination of RES and pump storage hydroelectric (PSH) power plants, the so-called Concept-H, which can simultaneously use the energy of local RES (sun and wind) and local precipitation (natural waterflows) and in this way can provide continuous supply of electric power and energy to consumers. The methodology is based on the model of equivalent RES and equivalent reservoir that allows a comprehensive view of available RES and hydro system. The total required land use of RES system would be 29,517km2 of RES (which would amount to about 0.5% of the total technical potential of using RES), total reservoir volumes would be 880km3 (which is only 8% of all artificial reservoirs built in the world to the date) and the orientation estimate of investment in TRES would then be approximately 1% of world GDP in 2009, which clearly shows that the TRES is realistically feasible. It has been shown that implementation of the green strategy of energy balance fulfilling can be realized with present day technology. Precisely this fact shows that further increase of efficiency of RES and their combining into RES–PSH power plants, along with increase in the cost of classic power fuels and the growing needs for environment protection, the proposed solution of TRES realization could be widely important and thus become a serious alternative to the existing energy strategies and a guideline to decision makers throughout the world. Abstract: It is estimated that oil reserves will not last very much longer; thus, a switch to alternative energy solutions is crucial. The Malaysian government has already prepared to face the situation decades before. Many policies have been implemented, as well as programmes and initiative. Now, Malaysia is waiting for the ultimate solutions, the Malaysian Fit-in Tariff (FiT), which is scheduled to be implemented second quarter of 2011. This paper presents the main sources of alternative renewable energy in Malaysia and its potential as well as the main reasons Malaysia is turning to alternative energy solutions; to fully utilize its renewable energy (RE) resources, fulfill the energy demand in the future and to reduce carbon emissions. Abstract: Renewable energy technologies offer an economically viable and environmentally suitable scenario towards addressing energy requirements for rural livelihoods. China''s Renewable Energy Rural Electrification Program, initiated in 2001, is an effort to employ renewable energy technologies on a large-scale for rural electrification. The Program has been designed with several stages. This paper firstly offers an analysis of the problems encountered during the progress of this rural electrification program, using data obtained from field survey of representative areas in western China where the first stage of the program was implemented. The paper then explores feasible solutions in order to address existing rural energy issues and provide long-term reliable energy service for remote communities. Malaysia's framework for energy development was established in the early 1970s. Henceforth, many successive policies were introduced as potential resources for electricity generation and utilization. Currently, as a signatory to the United Nations Framework Convention on Climate Change, Malaysia is sparing a number of effort to comply with the policy to meet the challenges of mitigating over-dependence on fossil fuels, reducing carbon levels, and achieving sustainable national development. This paper reviews the baseline studies on electrical energy policies and the measurement indicators used in Malaysia's electric power system. This research involves a comprehensive survey of electrical energy policies in Malaysia that focus on issues pertaining to energy supply, utilization, its environmental impact and considerations, renewable energy (RE) policies, production and consumption, energy efficiency, and feed-in tariffs. Fourteen energy indicators for sustainable development in Malaysia were investigated through the identification of energy policies in significant areas, such as reliability, safety, adequacy and cost-effectiveness of energy supply; increasing energy efficiency; minimizing environmental impact; and enhancing quality of life in terms of social well-being. The policies and the indicators are classified into different sustainable dimensions and summarized in tables along with the corresponding key references. In this study, future energy planning and options, especially in nuclear and RE programs, as well as the conflict between them, are illustrated through the overall performance relative to targets and benchmarks for past and future projections up to the year 2030. This review seeks to examine the past, present, and future policies and indicators to provide a sufficient overview of Malaysian energy policies for optimizing sustainable development. The goal is for this review to lead to increased efforts to accommodate the increasing demand for the management and utilization of RE, promote energy efficiency, and improve performance in achieving sustainable national development. This paper evaluates the net effect of renewable energy policy in Spain from 2002 to 2017 and calculates its cost-effectiveness in terms of CO 2 emission reductions in the production of electricity. Our conclusions indicate that although the phasing out of Feed-in Tariffs reduced the regulatory costs, it also limited renewable participation in the electricity market, leading to an increased electricity price and higher emissions. According to our results, the joint effect of (i) the value of avoided emissions due to renewable energy participation and (ii) the merit order effect was able to compensate for the regulatory costs (subsidies) up until 2010, while the sign of the net effect was reversed from 2011 to 2017. Finally, we find that the economic implications of emission reductions are highly dependent on how the social cost of carbon is measured. [ABSTRACT FROM AUTHOR]

Abstract: Energy demand continues to increase in turn raising concerns about energy supply. In this paper, the author has tried to systematize the role of the energy sector in South Eastern (SE) Europe in the context of the European energy policy process. This should make the energy sector in SE Europe more visible and open to substantial activities and appropriate funding. This is important to assure its full alignment with the European energy policy process, and in so doing, make it less fragile. According to the SE European Energy Community Treaty, parties to the Treaty are obliged to implement reforms in the energy and environmental sector in accordance with the European Union''s respective policy. This paper raises awareness of the environmental requirements that have been set, of renewable energy and its implementation, at the same time pointing out that the response in SE Europe has been at a low level. It is believed that this paper could draw attention to the existing problems and could contribute to the establishment of a common integrated energy market in SE Europe and the EU. Abstract: Pakistan energy situation is seriously troubling today due to lack of careful planning and implementation of its energy policies. To avoid the worse situation in the years ahead, the country will have to exploit its huge natural renewable resource. In this paper a review is being presented about renewable energy resource potential available in the country to be exploited for useful and consistent energy supplies. On average solar global insolation 5–7kWh/m2/day, wind speed 5–7.5m/s, Biogas 14 millionm3/day, microhydel more than 600MW (for small units) with persistency factor of more than 80% over a year exist in the country. Solar and wind maps are presented along with identification of hot spring sites as resource of geothermal energy. The research results presented in this paper are not only useful for government policy makers, executing agencies but also for private sector national and international agencies and stake holders who want to invest in Pakistan for renewable energy projects or business. Abstract: Jordan, like most developing countries, has problems, constraints, and difficulties that mandate increasing renewable energy (RE) technology utilization. The most effective argument, in favor of the adoption of RE technologies in Jordan, is that Jordan''s lack of conventional energy sources is complemented by abundant RE resources. Because RE technologies are not complex, require less operating and maintenance costs, and are inherently more environmentally benign than conventional energy sources foster their consideration by energy policy makers as essential components of the national energy balance. The most prudent approach to address this strategic issue is to alleviate the problems, constraints, and difficulties associated with each of the above-mentioned influencing factors. This paper analyzes the current energy situation in Jordan and discuses the importance of increasing the role of RE technologies in the energy mix. It also discusses some success stories in the RE technologies domain, analyzes the barriers affecting their development, and suggests future courses of action in order to attain their maximum utilization potential. Taiwan is a subtropical island nation with high dependence upon imported energy, about 97% of its energy is supplied by imported fuels. Environmental pollution and greenhouse gas emissions are becoming significant issues in Taiwan. In this regard, renewable energy like bio-gas energy, wind energy and solar energy are thus becoming attractive because the Energy Commission under the Ministry of Economic Affairs and other government energy expenditures pledged about annual US$ 100 millions in total to promote renewable energy and energy conservation based on the renewable energy development policy approved by the Executive Yuan (Cabinet) in January 2002. Also, the Taiwan government announced the ambitious target to achieve about 6500 MW of energy from renewable sources by 2020, which is equivalent to increase Taiwan’s installed capacity of power supply from renewable sources to above 10%. The objective of this paper is to present an updated overview of energy policy from renewable sources in Taiwan, including the government’s organizational response and special funds for supporting renewable energy promotion and technology development. Then, current status of usage and technology development of renewable energy is further addressed in this paper, concentrating on biomass energy, solar energy and wind power. Finally, the paper will focus on some integrated research and development programs to promote renewable energy technology, and summarize two research projects of biofuel energy (i.e. bio-hydrogen production and fast pyrolysis technology from organic wastes) in progress under the joint-funds of the Ministry of Economic Affairs and the National Science Council. This paper presents a set of policy recommendations for the market design of a future European electricity system characterized by a dominant share of renewable energy supply (RES), in line with the stated targets of European governments. We discuss the market failures that need to be addressed to accommodate RES in liberalized electricity markets, review the evolution of the EU's RES policy mechanisms, and summarize the key market impacts of variable RES to date. We then set out economic principles for wholesale market design and use these to develop our policy recommendations. Our analysis covers the value of interconnection and market integration, electricity storage, the design of RES support mechanisms, distributed generation and network tariffs, the pricing of electricity and flexibility as well as long-term contracting and risk management. The objective of the paper is to identify factors which determine energy policy in the EU countries in the middle of 1990s. This objective is achieved in three stages. First, the changes in the distribution of RES in 26 EU countries in the period between 1995 and 2014 are investigated. The analysis demonstrates that over the last 20 years the EU countries diversify the RES they use, which results in substantial changes in their distribution. Second, the distribution of energy sources in 1995 is described, as it is assumed that the distribution might be a crucial factor influencing energy policy in each country. Third, several other factors related to energy security, environmental concerns, economy and politics are considered as potential determinants of renewable energy development. Two statistical methods of variable selection, namely, the best subset regression and the LARS method, reveal that the present (in 2014) share of RES in the energy mix significantly depends on the condition of the EU countries in the middle of 1990s. The distribution of energy sources in 1995 is the crucial determinant of renewable energy development. Countries without their own fossil fuel sources are the ones which develop renewable energy to the greatest extent. Other important factors boosting RE development include: GDP per capita, concentration of energy supply (SWI), and the costs of consumption of energy obtained from fossil fuels in relation to GDP. The decision-making process regarding the choice of alternative energy technologies is multidimensional, made up of a number of aspects at different levels, economic, technical, environmental and social. This paper uses a multicriteria decision making model, PROMETHEE II, to determine the best fuel mix for electricity generation in an isolated Greek island, Lesvos. Having analyzed the energy profile of the island, a set of 7 energy policy scenarios are determined and assessed against economic, technical, environmental and social criteria. The energy policy scenarios include the use of conventional fuels, wind energy and natural gas, in its liquid form, liquefied natural gas (LNG). Weighting of criteria is carried out according to three different perspectives, each one focusing on sustainability, economic and environmental/social benefits. Universal electricity access is an important development objective, and the focus of a number of key global UN initiatives. While robust electricity planning is widely believed to be a prerequisite for effective electrification, to date, no comprehensive overview of electricity planning research has been undertaken on sub-Saharan Africa, the world region with the lowest access rates. This paper reviews quantitative and qualitative electricity planning and related implementation research, considering each of the 49 sub-Saharan African countries, the four regional power pools and the sub-continent as a whole. Applying a broad understanding of electricity planning and a practical limit of 20 reviewed articles per country and region, 306 relevant peer-reviewed journal articles are included in this review. A general classification scheme is introduced that classifies the planning literature along the addressed value chain depth, number of different analysed criteria and number of evaluated decision alternatives. The literature is found to be strongly clustered in a few countries, with less than 5 identified relevant articles in 36 of the 49 countries. The total amount of articles per year is clearly increasing over time, addressing technology choice, operation, distribution and implementation analyses. Although including different high-level criteria in analysing electricity systems is common, the literature is only starting to use formalised multi-criteria decision making (MCDM) tools. The review indicates that 63% of relevant articles favour renewable energy technologies for their given problems. Frequently mentioned success factors for electrification in sub-Saharan Africa include adequate policy design, sufficient finance and favourable political conditions. While considerable regional and methodological literature gaps are apparent, the literature in this review identifies a rich and fruitful ground for future research to fill these gaps. Located in the Indian Ocean, Mauritius is among the Small Island Developing States (SIDS), entirely reliant on coal, petroleum and some locally available renewable energy sources to satisfy energy needs. 22.7% of the electricity is generated by biomass, solar, landfill gas and hydro and the remaining by fossil fuels. Even with continual oil price volatilities and specific economic, social and environmental vulnerabilities compared to continental areas, Mauritius has successfully provided 100% electricity to all its residents. However, with a growth in population and economy, Mauritius faces a crucial challenge to supply more electrical power to all requiring sectors. Renewable energy appears to be the most effective solution to cater for the increase in electricity demand but there are still huge challenges to overcome for massive deployment of more renewable energy. In this context, this paper reviews the current electricity industry and fuel sources for electricity production in Mauritius. Engineers working as designers, managers and policy-makers play a key role in decision-making got sustainable energy solutions. Life cycle assessment (LCA) is a key decision-making and benchmarking tool used for assessing sustainable energy solutions in the society. As a systemic tool, LCA compiles the environmental impacts of systems from the acquisition of raw materials to the utilisation of waste. Hence, it is essential to integrate LCA into energy education. This paper reviews the use of LCA in renewable energy research and in energy education using a literature survey. It was shown that there exists a lot of LCA renewable energy studies, but LCA is sparsely used in energy education. However, the intention was perceived for using LCA in education in other disciplines than energy engineering. LCA was widely used in energy research for assessing environmental sustainability and compiling sustainability indicators of renewable energy systems. This review also reveals that LCA research-based teaching activates and motivates students better than traditional lectures do. LCA was implemented as traditional lectures and student activating methods, such as hands-on doing, project works, presentations, and discussions on different platforms. Moreover, the use of LCA research in teaching increased student understanding of sustainability through practical LCA projects. Offshore wind energy generation has experienced an important growth in the last five years, reaching currently an installed capacity of almost 8000 MW. The most important references in this type of technology are Denmark, Holland, Sweden, Germany and United Kingdom. In Spain, previsions for technology, have been set at around 750 MW of installed power during the period 2011–2020. However, Spanish coastal features, social opposition to installations near the coast and lack of a stable regulatory environment guaranteeing the investments are factors which are restraining the development of this technology. This paper presents a brief review of the state of the art of offshore wind technology and it describes the most frequently used types of turbines, transmission systems and support structures in Europe. It also presents the current situation and the expected growth of offshore wind power facilities, introducing the characteristics of the operational – and under construction – windfarms. Future electricity network must be flexible, accessible, reliable and economically viable to realise the aims of the smart grid initiative. In order to achieve these objectives and to reduce greenhouse gas (GHG) emissions, research on various configurations or architectures of microgrid (µGrid) systems is gaining greater attention. This is occurring in step with increasing penetration of Renewable Energy Sources (RES) such as solar, wind and other micro-sources. Energy storage can also be a part of the µGrid architecture to ensure more stable and sustainable operation. The techno-economic viability of the µGrid system is also a point of concern. Again, the variable and uncontrollable behaviour of RES can also introduce power quality problems. To improve the systems reliability, efficiency and power quality, different µGrid architectures are introduced. Complex control of the µGrid controller is helping to overcome these conditions. In that case, integration of Custom Power Devices is also playing an important role. Therefore, µGrid policies should also deal with these issues in the light of future trends towards the Smart Grid. This paper presents a literature review, based on various existing and/or simulated µGrid architectures. In relation to the reliability, efficiency and power quality issues, different distribution systems have been introduced. The advantages and disadvantages of these configurations are discussed here. The benefits of RES and its associated power quality problems have been identified. The benefits of energy storage systems and the development of communication systems towards the stable, flexible and efficient operation of smart grids are also reviewed. Since Taiwan is a densely populated island with almost no fossil energy resources, the development of renewable energy is an important issue. In the past, industries with low energy productivity were encouraged for economic development, but this structure of low energy productivity industries should now be adjusted to promote renewable energy and energy efficiency. By analyzing the gross domestic product together with the energy consumption and CO 2 emissions for major industries in Taiwan, this paper considers what kinds of industries should be encouraged or discouraged for Taiwan's future development. This paper presents a comparative analysis of energy governance regarding nonconventional renewable energy sources (NCRES) in Brazil and Germany. Brazil is a world leader in the use of conventional renewable energy sources, such as hydro power, while Germany has been achieving outstanding results in fostering NCRES. The focus is on two critical issues: the legal and regulatory framework and the institutions created to support the NCRES market development. The comparison shows that, despite the very different energy situations and policy drivers, valuables lessons can be extracted from the German experience. The main lesson for Brazil is to think NCRES as a strategic opportunity to rely less on fossil fuel and large hydroelectric power plants, to decentralize the electric power sector, to use the huge solar, biomass and wind power potential available in the country and to create a environment-friendly NCRES industry. To this end, three critical points were identified: (1) the legal and regulatory framework should be improved; (2) long-term energy planning taking into account social, economic and climate issues and; (3) the current institutions supporting NCRES in Brazil should be upgraded and/or new ones, such as more specific energy agencies, should be created. Wind energy is among the most relevant types of renewable energy and plays a vital role in the projected European energy mix for 2020. The aim of this paper is to comprehensively present current risks and risk management solutions of renewable energy projects and to identify critical gaps in risk transfer, thereby differentiating between onshore and offshore wind parks with focus on the European market. Our study shows that apart from insurance, diversification, in particular, is one of the most important tools for risk management and it is used in various dimensions, which also results from a lack of alternative coverage. Furthermore, policy and regulatory risks appear to represent a major barrier for renewable energy investments, while at the same time, insurance coverage or alternative risk mitigation is strongly limited. Governments and network utilities are grappling with how to manage increasing costs of electricity supply, the prospect of distributed generation while still meeting social objectives of access and affordability in remote areas. Due to geographical isolation and dispersed populations, remote Australian communities are generally electrified by distributed networks using diesel generation. This is expensive, environmentally damaging and fails to exploit vast renewable resources available. These communities are often regarded as “low hanging fruit” from a renewable energy deployment perspective. This paper examines why that fruit has not been readily picked in Australia in the context of a case study of three remote West Australian communities. In Western Australia, the local electricity distribution network service provider (DNSP) responsible for regional networks, developed a scheme (the Scheme) to incentivise renewable energy deployment in remote communities. This scheme aims to encourage communities to install renewable energy from the “bottom up” by providing a feed-in tariff capped at $0.50/kW h, to reduce the supply cost and environmental damage from diesel generation. However, to date there has been limited deployment of renewable energy in remote communities. The scheme and viability of renewable energy is assessed for three indigenous communities located in the Kimberley region of Western Australia. These communities are connected to isolated, diesel powered networks. Viability is assessed from the DNSP and community perspectives and incorporates quantitative and qualitative financial, social / human and institutional factors. Renewable energy deployment is found to benefit the DNSP and can also benefit communities subject to their cost of capital and to the imposition of connection charges. However a range of barriers are currently frustrating deployment and a dynamic and adaptive approach that recognises local challenges and provides the communities with a pathway to installation is needed. The development of renewable energy, which is an important way to solve the environmental protection, has now become a research focus around the world. As a developing country with rapid growth, China gains the rapid development of economy, but the environmental pollution is becoming increasingly serious in recent years. Electricity industry plays an important role for energy-saving and emission-reduction in China, in order to reduce the environment pollution, it needs to consider how the electricity consumption affects the carbon emissions. In this paper, a stochastic impacts by regression on population, affluence, and technology (STRIPAT) model was built, which estimates the relationship between the carbon emissions, population, GDP per capita, electricity consumption and energy consumption. It found that population, GDP per capita and the ratio of electricity consumption in energy consumption are change 1%, the carbon emissions will change 1.207%, 0.901% and −1.188% respectively. Based on the relationship, there electricity energy development scenarios were assumed and analyzed, and it found that the way to reduce carbon emissions should consider improving technical ability, which should accounting for improving the ratio of electricity power ratio in the energy consumption, improving the efficiency of using fossil energy and the development of renewable energy. One of the innovative methods for decentralized low-scale purification of water is the humidification dehumidification (HDH) desalination technology. Many research activities have been carried out recently with the aim of improving this technology. The economic and environmental benefits of the HDH technology are enormous including feasibility of being powered by sustainable energy sources such as solar and geothermal, ability to operate at low temperature, low maintenance requirements, and simple construction needs. The principal HDH components, latest research on HDH systems driven by renewable energy, and recent innovations on HDH design for sustainable water production are discussed in this paper. It is worth noting that the development of the key features and sustainability aspects of HDH desalination technology are still under research and more improvements are needed to optimize process performance parameters in terms of quantity of water produced, specific renewable energy required, and specific cost of water produced. Sichuan Province is one of the most important economic inland areas and is characterized by an abundance of renewable energy resources in the form of solar, wind, biomass, and, in particular, hydropower. After the rapid growth of installed hydropower capacity during the past decade, the non-hydro renewable energy resource development is booming in Sichuan Province. This development is bringing about a series of problems as well. In this paper, we give an overview of Sichuan׳s renewable energy development in the past five years, analyze the existing problems, and examine the underlying causes in terms of environment, market, technology, and policy. On that basis, we propose a method for future renewable energy development in Sichuan and suggest that Sichuan׳s government should improve the pricing mechanism and the mandatory share policy for non-hydro renewable energy. Additionally, R&D on the plateau type of wind turbines and the smart micro-grid should be strengthened. Finally, given the mature hydropower industry in Sichuan, the combined operation of wind–hydro and solar–hydro plants is recommended to improve the stability of renewable electricity generation output. Iran is rich in energy resources and oil has dominated the politico-socio-economic life of this country, but nevertheless Iran has no documented policy and vision for its massive resources. This poses a major challenge to policy makers and the society. The paper reports the state-of-the-day for non-renewable and renewable energy in Ukraine and state policy of its development in the long-term perspective. Despite total dependence on imported energy resources and complex natural conditions to develop new own deposits of fossil fuels; the state does not pay enough attention to RE development. The article investigates the advantages and usefulness of the development of renewable energy sources, which are considered along with analysis of the most economically profitable directions of their use. The key obstacles, which reduce the effectiveness of RE deployment and barriers to the realization of RE projects by investors are analyzed. Considering Russia׳s military intervention, we paid attention to the peculiarities of the functioning of green power plants in the occupied Crimea and the loss of Ukrainian renewable energy sector from the annexation of the peninsula. Africa is blessed with abundant energy sources that can promote economic growth and provide sufficient capacity to meet up with the future electricity demand. This paper evaluates the progress made in renewable energy (RE) development in Nigeria and Cameroon together with the roadmaps for future implementation. Since the early 2000, Nigeria has identified RE as an additional source to improve electrical power generation, while Cameroon is yet to have a defined policy for RE development. Presently, in both countries, RE is being developed for empowering the local economies, but the RE incorporation to the national grid is yet to be implemented at a greater scale. Since Nigeria and Cameroon have similar climatic conditions, they can benefit from each other through greater cooperation in the RE sector. For the two countries, there is high solar irradiation and excellent wind speed that can be effectively utilized for electricity generation. Integrating variable and non-dispatchable renewable power generation into existing power systems will have consequences for their operation and future expansion. These impacts will depend on two factors: (1) the variability of the total renewable power generation on different time scales and (2) the possibilities of accurately forecasting these fluctuations. In this paper, previous research on variability assessment and forecasting of solar, wind, wave and tidal energy resources is reviewed. The aim is to summarize the state of knowledge in each area and to compare the approaches used for the respective resources. For temporal variability, methods and models used for assessing the variability are surveyed, as well as what is known about the variability at individual sites and for larger aggregates of sites. For forecasting, an overview of forecasting methods for the different resources is made, and selected forecasting methods are compared over different time horizons. An important finding is that it is hard to draw strong conclusions from the existing studies due to differences in approaches and presentation of results. There is a need for further, more coherent studies that analyze the variability for the different resources in comparable ways, using data with the same resolution, and for studies that evaluate the smoothing effect and complementarity of combinations of several renewable energy resources. For forecasting, future research should suggest ways to evaluate forecasts from different renewable energy sources in easily comparable ways, using data from the same locations or regions, with the same temporal and spatial resolution, and with comparable metrics for the forecasting errors. The paper provides a comprehensive empirical assessment of American stimulus policies aimed at renewable energy (RE) technologies. We use an indicator-based methodology to assess progress with respect to energy, environmental and socio-economic issues resulting from RE stimulus programs linked to the American Recovery and Reinvestment Act, and review and analyze the emerging but scattered literature. Overall, our results indicate that stimulus programs have had a positive effect on the RE sector. This is despite the fact that they were originally planned to work in combination with a greenhouse gas ‘cap-and-trade’ system, which has not been implemented. From the methodological perspective, our approach is resource-intensive and our analysis highlights numerous challenges, notably related to causality and additionality. This paper presents preliminary research on ocean renewable energy (ORE) in Southeast Asia (SEA). It gives an overview of the ORE status of the region in terms of its potential and existing policies that support the utilization of ORE as an alternative source of energy. The study argues that there is potential to harness ORE in this region; however, there are a number of challenges to fully utilize this potential. This work presents (1) collated ORE resource information, (2) collated policies relevant to increase uptake in the region, and (3) an ORE development matrix which is important for analyzing the gaps in utilizing ORE in SEA. A review discussion on the unique conditions of SEA in terms of resource and ORE-relevant policies are tackled. Renewable energy development is a major response to address the issues of climate change and energy security. The utilization of renewable resources, however, highly depends on the climate conditions, which may be impacted in the future due to global climate change. Based on literature analysis, this paper presents a general framework for renewable energy vulnerability assessment and applies grey cluster analysis method to demonstrate the features of vulnerability, and then employs the Simple Additive Weighting Approach to address the multiple-attribute decision problems of vulnerability assessment in China. The categorized results imply that the proposed index system is suitable for decision-making analysis and comparative analysis of renewable energy vulnerability to climate change in China. In terms of exposure part, the cluster results are complex and varied due to the unique combination of natural factors, social factors and the energy structure. In the sensitivity section, the results are presented on the distribution of areas rich in hydropower, wind power and solar energy potential. Moreover, the main results of this study are the higher renewable energy vulnerability of the poorer regions of China to climate change and the relative higher importance of adaptive capacity building in vulnerability management. The increasing utilization of renewable energy sources (RES) is a major energy policy strategy in many countries worldwide. Germany is a forerunner in the deployment of RES and has ambitious goals for the future. The support and use of renewables affects the economy: It creates business opportunities in sectors producing renewable energy facilities, but comes with costs related to supporting its deployment. This paper analyses and quantifies the net balance of economic effects associated with renewable energy deployment in Germany until 2030. To this end, we use a novel model, the ‘Sectoral Energy-Economic Econometric Model’. This is an econometric multi-country model which, for Germany, contains a detailed representation of industries, including 14 renewable energy technology sectors. Our results show that renewable energy expansion can be achieved without compromising growth or employment. The analysis reveals a positive net effect on economic growth in Germany. Net employment effects are small, but also positive. Their size depends strongly on labour market conditions and policies. Initiatives as the Covenant of Mayors and the European Union (EU) binding targets of 20-20-20 are bringing Regional Planning of Renewable Energy Sources (RES) at the center of attention nowadays. This situation creates the need for simplified and straight forward decision support systems for local governance officers. This paper presents the design and implementation of a fuzzy cognitive maps (FCM) decision support toolkit (DST) for local RES planning. DST provides the decision maker with an overall qualitative evaluation of the examined investment promptly with minimum effort. All the related parameters (legal/regulative/administrative, financial, technical, social and environmental) that affect the evaluation of RES investment in a local community are investigated. A tool based on fuzzy cognitive maps is designed and implemented on a web platform. The DST has been tested and validated successfully through application in real investments οn Crete Island and comparison to the evaluation results reached by a panel of experts. Energy storage systems (ESS) have the potential to make a significant contribution to planning and operation practises in power systems. While ESS can be used to provide multiple benefits in the power sector, widespread use has been restricted by high technology costs, lack of deployment experience, and the barriers and uncertainties caused by the present electricity market and regulatory structures that were designed for conventional electricity systems. This paper reviews countries with high renewable targets and with significant current or planned ESS deployments to ascertain the common problems affecting the use of ESS on the grid, and to establish where changes have been made or proposed to the electricity market and regulatory frameworks. Three major problems were identified as the undetermined asset class for ESS and unbundled electricity system limiting stakeholders from determining and realising multiple ESS benefits; low electricity market liquidity and changing market conditions; and a lack of common standards and procedures for evaluating, connecting, operating and maintaining ESS. Based on the established barriers, recommendations to update or create policies, regulation and market arrangements to increase the viability and wider use of grid level ESS are discussed. The three key regulatory and policy recommendations were identified as an alignment of renewable policies to that of ESS; creating a separate asset class for ESS and associated rules for regulated and competitive operations; and standardising assessment frameworks, connection and operational procedures for the use of ESS. Finally, three main electricity market recommendations include updating rules to support simultaneous ESS operation across wholesale, ancillary services and capacity markets; updating market rules to allow compensation for flexible and highly accurate responsive demand and generation technologies, such as ESS; and updating market ancillary services energy requirements.
