Efficient water management strategies are of utmost importance in drought-prone regions, given the fundamental role irrigation plays in avoiding yield losses and food shortages. Traditional methodologies for estimating irrigation amounts face limitations in terms of overall precision and operational scalability. This study proposes to estimate irrigation amounts from soil moisture (SM) data by adapting the PrISM (Precipitation Inferred from Soil Moisture) methodology. The PrISM assimilates SM into a simple Antecedent Precipitation Index (API) model using a particle filter approach, which allows the creation and estimation of irrigation events. The methodology is applied in a semi-arid region in the Ebro basin, located in the north-east of Spain (Catalonia), from 2016 to 2023. Multi-year drought, which started in 2020, particularly affected the region starting from the spring of 2023, which led to significant reductions in irrigation district water allocations in some of the areas of the region. This study demonstrates that the PrISM approach can correctly identify areas where water restrictions were adopted in 2023, and monitor the water usage with good performances and reliable results. When compared with in situ data for 8 consecutive years, PrISM showed a significant person’s correlation between 0.58 and 0.76 and a cumulative weekly root mean squared error (rmse) between 7 and 11 mm. Additionally, PrISM was applied to three irrigation districts with different levels of modernization, due to the different predominant irrigation systems: flood, sprinkler, and drip. This analysis underlined the strengths and limitations of PrISM depending on the irrigation techniques monitored. PrISM has good performances in areas irrigated by sprinkler and flood systems, while difficulties are present over drip irrigated areas, where the very localized and limited irrigation amounts could not be detected from SM observations.

This paper introduces a modified version of the DisPATCh (Disaggregation based on Physical And Theoretical scale Change) algorithm to disaggregate an SMAP surface soil moisture (SSM) product at a 20 m spatial resolution, through the use of sharpened Sentinel-3 land surface temperature (LST) data. Using sharpened LST as a high resolution proxy of SSM is a novel approach that needs to be validated and can be employed in a variety of applications that currently lack in a product with a similar high spatio-temporal resolution. The proposed high resolution SSM product was validated against available in situ data for two different fields, and it was also compared with two coarser DisPATCh products produced, disaggregating SMAP through the use of an LST at 1 km from Sentinel-3 and MODIS. From the correlation between in situ data and disaggregated SSM products, a general improvement was found in terms of Pearson’s correlation coefficient (R) for the proposed high resolution product with respect to the two products at 1 km. For the first field analyzed, R was equal to 0.47 when considering the 20 m product, an improvement compared to the 0.28 and 0.39 for the 1 km products. The improvement was especially noticeable during the summer season, in which it was only possible to successfully capture field-specific irrigation practices at the 20 m resolution. For the second field, R was 0.31 for the 20 m product, also an improvement compared to the 0.21 and 0.23 for the 1 km product. Additionally, the new product was able to depict SSM spatial variability at a sub-field scale and a validation analysis is also proposed at this scale. The main advantage of the proposed product is its very high spatio-temporal resolution, which opens up new opportunities to apply remotely sensed SSM data in disciplines that require fine spatial scales, such as agriculture and water management.

The Sentinel-3 Mission Performance Centre (S3MPC) is tasked by the European Space Agency (ESA) to monitor the health of the Copernicus Sentinel-3 satellites and ensure a high data quality to the users. This paper deals exclusively with the effort devoted to the altimeter and microwave radiometer, both components of the Surface Topography Mission (STM). The altimeters on Sentinel-3A and -3B are the first to operate in delay-Doppler or SAR mode over all Earth surfaces, which enables better spatial resolution of the signal in the along-track direction and improved noise reduction through multi-looking, whilst the radiometer is a two-channel nadir-viewing system. There are regular routine assessments of the instruments through investigation of telemetered housekeeping data, calibrations over selected sites and comparisons of geophysical retrievals with models, in situ data and other satellite systems. These are performed both to monitor the daily production, assessing the uncertainties and errors on the estimates, and also to characterize the long-term performance for climate science applications. This is critical because an undetected drift in performance could be misconstrued as a climate variation. As the data are used by the Copernicus Services (e.g., CMEMS, Global Land Monitoring Services) and by the research community over open ocean, coastal waters, sea ice, land ice, rivers and lakes, the validation activities encompass all these domains, with regular reports openly available. The S3MPC is also in charge of preparing improvements to the processing, and of the development and tuning of algorithms to improve their accuracy. This paper is thus the first refereed publication to bring together the analysis of SAR altimetry across all these different domains to highlight the benefits and existing challenges.

Global soil moisture (SM) products are currently available from passive microwave sensors at typically 40 km spatial resolution. Although recent efforts have been made to produce 1 km resolution data from the disaggregation of coarse scale observations, the targeted resolution of available SM data is still far from the requirements of fine-scale hydrological and agricultural studies. To fill the gap, a new disaggregation scheme of Soil Moisture Active and Passive (SMAP) data is proposed at 100 m resolution by using the disaggregation based on physical and theoretical scale change (DISPATCH) algorithm. The main objectives of this paper is (i) to implement DISPATCH algorithm at 100 m resolution using SMAP SM and Landsat land surface temperature and vegetation index data and (ii) to investigate the usefulness of an intermediate spatial resolution (ISR) between the SMAP 36 km resolution and the targeted 100 m resolution. The sequential disaggregation approach from 36 km to ISR (ranging from 1 km to 30 km) and from ISR to 100 m resolution is evaluated over 22 irrigated field crops in central Morocco using in-situ SM measurements collected from January to May 2016. The lowest root mean square difference (RMSD) between the 100 m resolution disaggregated and in-situ SM is obtained when the ISR is around 10 km. Therefore, the two-step disaggregation is more efficient than the direct disaggregation from SMAP to 100 m resolution. Moreover, we propose a moving average window algorithm to increase the accuracy in the 100 m resolution SM as well as to reduce the low-resolution boxy artifacts on disaggregated images. The correlation coefficient between 100 m resolution disaggregated and in situ SM ranges between 0.5–0.9 for four out of the six extensive sampling dates. This methodology relies solely on remote sensing data and can be easily implemented to monitor SM at a high spatial resolution over irrigated regions.

Mapping irrigated plots is essential for better water resource management. Today, the free and open access Sentinel-1 (S1) and Sentinel-2 (S2) data with high revisit time offers a powerful tool for irrigation mapping at plot scale. Up to date, few studies have used S1 and S2 data to provide approaches for mapping irrigated plots. This study proposes a method to map irrigated plots using S1 SAR (synthetic aperture radar) time series. First, a dense temporal series of S1 backscattering coefficients were obtained at plot scale in VV (Vertical-Vertical) and VH (Vertical-Horizontal) polarizations over a study site located in Catalonia, Spain. In order to remove the ambiguity between rainfall and irrigation events, the S1 signal obtained at plot scale was used conjointly to S1 signal obtained at a grid scale (10 km × 10 km). Later, two mathematical transformations, including the principal component analysis (PCA) and the wavelet transformation (WT), were applied to the several SAR temporal series obtained in both VV and VH polarization. Irrigated areas were then classified using the principal component (PC) dimensions and the WT coefficients in two different random forest (RF) classifiers. Another classification approach using one dimensional convolutional neural network (CNN) was also performed on the obtained S1 temporal series. The results derived from the RF classifiers with S1 data show high overall accuracy using the PC values (90.7%) and the WT coefficients (89.1%). By applying the CNN approach on SAR data, a significant overall accuracy of 94.1% was obtained. The potential of optical images to map irrigated areas by the mean of a normalized differential vegetation index (NDVI) temporal series was also tested in this study in both the RF and the CNN approaches. The overall accuracy obtained using the NDVI in RF classifier reached 89.5% while that in the CNN reached 91.6%. The combined use of optical and radar data slightly enhanced the classification in the RF classifier but did not significantly change the accuracy obtained in the CNN approach using S1 data.

Satellite altimeters have been used to monitor river and reservoir water levels, from which water storage estimates can be derived. Inland water altimetry can, therefore, play an important role in continental water resource management. Traditionally, satellite altimeters were designed to monitor homogeneous surfaces such as oceans or ice sheets, resulting in poor performance over small inland water bodies due to the contribution from land contamination in the returned waveforms. The advent of synthetic aperture radar (SAR) altimetry (with its improved along-track spatial resolution) has enabled the measurement of inland water levels with a better accuracy and an increased spatial resolution. This study aimed to retrieve water levels from Level-1B Sentinel-3 data with focus on the minimization of the land contamination over small- to middle-sized water bodies (130 m to 4.5 km), where continuous clean waveforms rarely exist. Three specialized algorithms or retrackers, together with a new waveform portion selection method, were evaluated to minimize land contamination in the waveforms and to select the nadir return associated with the water body being overflown. The waveform portion selection method, with consideration of the Digital Elevation Model (DEM), was used to fit the multipeak waveforms that arise when overflying the continental water bodies, exploiting a subwaveform-based approach to pick up the one corresponding to the nadir. The performances of the proposed waveform portion selection method with three retrackers, namely, the threshold retracker, Offset Center of Gravity (OCOG) retracker and two-step SAR physical-based retracker, were compared. No significant difference was found in the results of the three retrackers. However, waveform portion selection using DEM information great improved the results. Time series of water levels were retrieved for water bodies in the Ebro River basin (Spain). The results show good agreement with in situ measurements from the Ebro Reservoir (approximately 1.8 km wide) and Ribarroja Reservoir (approximately 400 m wide), with unbiased root-mean-square errors (RMSEs) down to 0.28 m and 0.16 m, respectively, depending on the retracker.

The recently launched Sentinel-1 satellite with a Synthetic Aperture Radar (SAR) sensor onboard offers a powerful tool for irrigation monitoring under various weather conditions, with high spatial and temporal resolution. This research discusses the potential of different metrics calculated from the Sentinel-1 time series for mapping irrigated fields. A methodology for irrigation mapping using SAR data is proposed. The study is performed using VV (vertical–vertical) and VH (vertical–horizontal) polarizations over an agricultural site in Urgell, Catalunya (Spain). With field segmentation information from SIGPAC (the Geographic Information System for Agricultural Parcels), the backscatter intensities are averaged within each field. From the Sentinel-1 time series for each field, the statistics and metrics, including the mean value, the variance of the signal, the correlation length, and the fractal dimension, are analyzed. With the Support Vector Machine (SVM), the classification of irrigated crops, irrigated trees, and non-irrigated fields is performed with the metrics vector. The results derived from the SVM are validated with ground truthing from SIGPAC over the whole study area, with a good overall accuracy of 81.08%. Random Forest (RF) machine classification is also tested in this study, which gives an accuracy of around 82.2% when setting the tree depth at three. The methodology is based only on SAR data, which makes it applicable to all areas, even with frequent cloud cover, but this method may be less robust when irrigation is less dominated to soil moisture change.

This study aims to analyze the potential of different drought indices for identifying drought periods and predicting cereal yield in two semi-arid regions, Lleida in Catalonia and Kairouan in Tunisia, which have similar Mediterranean climates but different agricultural practices. Four drought indices, namely the Soil Moisture Anomaly Index (SMAI), the Vegetation Anomaly Index (VAI), the Evapotranspiration Anomaly Index (EAI), and the Inverse Temperature Anomaly Index (ITAI), were calculated from remote sensing data. Drought periods were identified from 2010/2011 to 2021/2022 based on the aforementioned indices. A correlation study between drought indices and wheat and barley yields was performed in order to select the most informative index and month for yield prediction. In the rainfed cereal area of Lleida, the strongest correlation was found between the EAI and VAI with barley yield (0.91 and 0.83, respectively) at the time of cereal maturity in June. For wheat, the strongest correlation was found between the EAI and VAI (0.75 and 0.72, respectively) at the time of cereal maturity in July. However, the VAI, EAI, and SMAI showed the best performance as an earlier indicator in March with a correlation with barley yield of 0.72, 0.67, and 0.64, respectively; the lowest standard deviation was for the SMAI. For wheat yield, the best earlier indicator was the SMAI in March, showing the highest correlation (0.6) and the lowest standard deviation. For the irrigated cereal zone of Kairouan, the strongest correlation (0.9) and the lowest standard deviation are found between the EAI and cereal yield in April. In terms of advanced prediction, the VAI shows a high correlation in March (0.79) while the SMAI shows a slightly lower correlation in February (0.67) and a lower standard deviation. The results highlight the importance of the EAI and SMAI as key indicators for the estimation and early estimation (respectively) of cereal yield.

Surface water availability is a fundamental environmental variable to implement effective climate adaptation and mitigation plans, as expressed by scientific, financial and political stakeholders. Recently published requirements urge the need for homogenised access to long historical records at a global scale, together with the standardised characterisation of the accuracy of observations. While satellite altimeters offer world coverage measurements, existing initiatives and online platforms provide derived water level data. However, these are sparse, particularly in complex topographies. This study introduces a new methodology in two steps (1) teroVIR, a virtual station extractor for a more comprehensive global and automatic monitoring of water bodies, and (2) teroWAT, a multi-mission, interoperable water level processor, for handling all terrain types. L2 and L1 altimetry products are used, with state-of-the-art retracker algorithms in the methodology. The work presents a benchmark between teroVIR and current platforms in West Africa, Kazakhastan and the Arctic: teroVIR shows an unprecedented increase from 55% to 99% in spatial coverage. A large-scale validation of teroWAT results in an average of unbiased root mean square error ubRMSE of 0.638 m on average for 36 locations in West Africa. Traditional metrics (ubRMSE, median, absolute deviation, Pearson coefficient) disclose significantly better values for teroWAT when compared with existing platforms, of the order of 8 cm and 5% improved respectively in error and correlation. teroWAT shows unprecedented excellent results in the Arctic, using an L1 products-based algorithm instead of L2, reducing the error by almost 4 m on average. To further compare teroWAT with existing methods, a new scoring option, teroSCO, is presented, measuring the quality of the validation of time series transversally and objectively across different strategies. Finally, teroVIR and teroWAT are implemented as platform-agnostic modules and used by flood forecasting and river discharge methods as relevant examples. A review of various applications for miscellaneous end-users is given, tackling the educational challenge raised by the community.

This project explored the integrated use of satellite, ground observations and hydrological distributed models to support water resources assessment and monitoring in High Mountain Asia (HMA). Hydrological data products were generated taking advantage of the synergies of European and Chinese data assets and space-borne observation systems. Energy-budget-based glacier mass balance and hydrological models driven by satellite observations were developed. These models can be applied to describe glacier-melt contribution to river flow. Satellite hydrological data products were used for forcing, calibration, validation and data assimilation in distributed river basin models. A pilot study was carried out on the Red River basin. Multiple hydrological data products were generated using the data collected by Chinese satellites. A new Evapo-Transpiration (ET) dataset from 2000 to 2018 was generated, including plant transpiration, soil evaporation, rainfall interception loss, snow/ice sublimation and open water evaporation. Higher resolution data were used to characterize glaciers and their response to environmental forcing. These studies focused on the Parlung Zangbo Basin, where glacier facies were mapped with GaoFeng (GF), Sentinal-2/Multi-Spectral Imager (S2/MSI) and Landsat8/Operational Land Imager (L8/OLI) data. The geodetic mass balance was estimated between 2000 and 2017 with Zi-Yuan (ZY)-3 Stereo Images and the SRTM DEM. Surface velocity was studied with Landsat5/Thematic Mapper (L5/TM), L8/OLI and S2/MSI data over the period 2013–2019. An updated method was developed to improve the retrieval of glacier albedo by correcting glacier reflectance for anisotropy, and a new dataset on glacier albedo was generated for the period 2001–2020. A detailed glacier energy and mass balance model was developed with the support of field experiments at the Parlung No. 4 Glacier and the 24 K Glacier, both in the Tibetan Plateau. Besides meteorological measurements, the field experiments included glaciological and hydrological measurements. The energy balance model was formulated in terms of enthalpy for easier treatment of water phase transitions. The model was applied to assess the spatial variability in glacier melt. In the Parlung No. 4 Glacier, the accumulated glacier melt was between 1.5 and 2.5 m w.e. in the accumulation zone and between 4.5 and 6.0 m w.e. in the ablation zone, reaching 6.5 m w.e. at the terminus. The seasonality in the glacier mass balance was observed by combining intensive field campaigns with continuous automatic observations. The linkage of the glacier and snowpack mass balance with water resources in a river basin was analyzed in the Chiese (Italy) and Heihe (China) basins by developing and applying integrated hydrological models using satellite retrievals in multiple ways. The model FEST-WEB was calibrated using retrievals of Land Surface Temperature (LST) to map soil hydrological properties. A watershed model was developed by coupling ecohydrological and socioeconomic systems. Integrated modeling is supported by an updated and parallelized data assimilation system. The latter exploits retrievals of brightness temperature (Advanced Microwave Scanning Radiometer, AMSR), LST (Moderate Resolution Imaging Spectroradiometer, MODIS), precipitation (Tropical Rainfall Measuring Mission (TRMM) and FengYun (FY)-2D) and in-situ measurements. In the case study on the Red River Basin, a new algorithm has been applied to disaggregate the SMOS (Soil Moisture and Ocean Salinity) soil moisture retrievals by making use of the correlation between evaporative fraction and soil moisture.

The 40 km resolution SMOS (Soil Moisture and Ocean Salinity) soil moisture, previously disaggregated at a 1 km resolution using the DISPATCH (DISaggregation based on Physical And Theoretical scale CHange) method based on MODIS optical/thermal data, is further disaggregated to 100 m resolution using Sentinel-1 backscattering coefficient (σ°). For this purpose, three distinct radar-based disaggregation methods are tested by linking the spatio-temporal variability of σ° and soil moisture data at the 1 km and 100 m resolution. The three methods are: (1) the weight method, which estimates soil moisture at 100 m resolution at a certain time as a function of σ° ratio (100 m to 1 km resolution) and the 1 km DISPATCH products of the same time; (2) the regression method which estimates soil moisture as a function of σ° where the regression parameters (e.g., intercept and slope) vary in space and time; and (3) the Cumulative Distribution Function (CDF) method, which estimates 100 m resolution soil moisture from the cumulative probability of 100 m resolution backscatter and the maximum to minimum 1 km resolution (DISPATCH) soil moisture difference. In each case, disaggregation results are evaluated against in situ measurements collected between 1 January 2016 and 11 October 2016 over a bare soil site in central Morocco. The determination coefficient (R2) between 1 km resolution DISPATCH and localized in situ soil moisture is 0.31. The regression and CDF methods have marginal effect on improving the DISPATCH accuracy at the station scale with a R2 between remotely sensed and in situ soil moisture of 0.29 and 0.34, respectively. By contrast, the weight method significantly improves the correlation between remotely sensed and in situ soil moisture with a R2 of 0.52. Likewise, the soil moisture estimates show low root mean square difference with in situ measurements (RMSD= 0.032 m3 m−3).
