The availability of large amounts of Sentinel-2 data has been a trigger for its increasing exploitation in various types of applications. It is, therefore, of importance to understand the limits above which these data still guarantee a meaningful outcome. This paper proposes a new method to quantify and specify restrictions of the Sentinel-2 imagery in the context of checks by monitoring, a newly introduced control approach within the European Common Agriculture Policy framework. The method consists of a comparison of normalized difference vegetation index (NDVI) time series constructed from data of different spatial resolution to estimate the performance and limits of the coarser one. Using similarity assessment of Sentinel-2 (10 m pixel size) and PlanetScope (3 m pixel size) NDVI time series, it was estimated that for 10% out of 867 fields less than 0.5 ha in size, Sentinel-2 data did not provide reliable evidence of the activity or state of the agriculture field over a given timeframe. Statistical analysis revealed that the number of clean or full pixels and the proportion of pixels lost after an application of a 5-m (1/2 pixel) negative buffer are the geospatial parameters of the field that have the highest influence on the ability of the Sentinel-2 data to qualify the field's state in time. We specified the following limiting criteria: at least 8 full pixels inside a border and less than 60% of pixels lost. It was concluded that compliance with the criteria still assures a high level of extracted information reliability. Our research proved the promising potential, which was higher than anticipated, of Sentinel-2 data for the continuous state assessment of small fields. Emergence of new state-of-the-art technologies has enabled an unprecedented amount of high spatial resolution satellite data having great potential for exploitation of extracted time series for a vast range of applications. Despite the high temporal resolution of time series, the number of real observations of optical data that can be utilized is reduced due to meteorological conditions (such as cloud or haze) prevailing at the time of acquisition. This fact has an effect on the density of the retrieved time series and subsequently on a number of coincidental observations when comparing the similarity of time series from two different data sources for which the simultaneous acquisition date is already scarce. Classical tools for assessing the similarity of such time series can prove to be difficult or even impossible because of a lack of simultaneous observations. In this paper, we propose a simple method in order to circumvent this scarcity issue. In the first step, we rely on an interpolation in order to produce artificial time series on the union of the original acquisition dates. Then, we extend the theory of the correlation coefficient (CC) estimator to these interpolated time series. After validation on synthetic data, this simple approach proved to be extremely efficient on a real case study where Sentinel-2 and PlanetScope NDVI time series on parcels in The Netherlands are compared. Indeed, compared to other methods, it reduced the number of undecided cases while also improving the power of the statistical test on the similarity between both types of time series and the precision of the estimated CC. During 1996-2006 the Ministry of Agriculture and Forestry in Finland, MTT Agrifood Research Finland and the Finnish Geodetic Institute carried out a joint remote sensing satellite research project. It evaluated the applicability of composite multispectral SAR and optical satellite data for cereal yield estimations in the annual crop inventory program. Three Vegetation Indices models (VGI, Infrared polynomial, NDVI and Composite multispectral SAR and NDVI) were validated to estimate cereal yield levels using solely optical and SAR satellite data (Composite Minimum Dataset). The average R² for cereal yield (yb) was 0.627. The averaged composite SAR modeled grain yield level was 3,750 kg/ha (RMSE = 10.3%, 387 kg/ha) for high latitude spring cereals (4,018 kg/ha for spring wheat, 4,037 kg/ha for barley and 3,151 kg/ha for oats). Soil erosion is one of the eight threats in the Soil Thematic Strategy, the main policy instrument dedicated to soil protection in the European Union (EU). During the last decade, soil erosion indicators have been included in monitoring the performance of the Common Agricultural Policy (CAP) and the progress towards the Sustainable Development Goals (SDGs). This study comes five years after the assessment of soil loss by water erosion in the EU [Environmental science & policy54, 438–447 (2015)], where a soil erosion modelling baseline for 2010 was developed. Here, we present an update of the EU assessment of soil loss by water erosion for the year 2016. The estimated long-term average erosion rate decreased by 0.4% between 2010 and 2016. This small decrease of soil loss was due to a limited increase of applied soil conservation practices and land cover change observed at the EU level. The modelling results suggest that, currently, ca. 25% of the EU land has erosion rates higher than the recommended sustainable threshold (2 t ha−1 yr−1) and more than 6% of agricultural lands suffer from severe erosion (11 t ha−1 yr−1). The results suggest that a more incisive set of measures of soil conservation is needed to mitigate soil erosion across the EU. However, targeted measures are recommendable at regional and national level as soil erosion trends are diverse between countries which show heterogeneous application of conservation practices. The introduction of high-resolution Sentinels combined with the use of high-quality digital agricultural parcel registration systems is driving the move towards at-parcel agricultural monitoring. The European Union’s Common Agricultural Policy (CAP) has introduced the concept of CAP monitoring to help simplify the management and control of farmers’ parcel declarations for area support measures. This study proposes a proof of concept of this monitoring approach introducing and applying the concept of ‘markers’. Using Sentinel-1- and -2-derived (S1 and S2) markers, we evaluate parcels declared as grassland in the Gelderse Vallei in the Netherlands covering more than 15,000 parcels. The satellite markers—respectively based on crop-type deep learning classification using S1 backscattering and coherence data and on detecting bare soil with S2 during the growing season—aim to identify grassland-declared parcels for which (1) the marker suggests another crop type or (2) which appear to have been ploughed during the year. Subsequently, a field-survey was carried out in October 2017 to target the parcels identified and to build a relevant ground-truth sample of the area. For the latter purpose, we used a high-definition camera mounted on the roof of a car to continuously sample geo-tagged digital imagery, as well as an app-based approach to identify the targeted fields. Depending on which satellite-based marker or combination of markers is used, the number of parcels identified ranged from 2.57% (marked by both the S1 and S2 markers) to 17.12% of the total of 11,773 parcels declared as grassland. After confirming with the ground-truth, parcels flagged by the combined S1 and S2 marker were robustly detected as non-grassland parcels (F-score = 0.9). In addition, the study demonstrated that street-level imagery collection could improve collection efficiency by a factor seven compared to field visits (1411 parcels/day vs. 217 parcels/day) while keeping an overall accuracy of about 90% compared to the ground-truth. This proposed way of collecting in situ data is suitable for the training and validating of high resolution remote sensing approaches for agricultural monitoring. Timely country-wide wall-to-wall parcel-level monitoring and targeted in-season parcel surveying will increase the efficiency and effectiveness of monitoring and implementing agricultural policies.
