The recent Stern and Eddington Reports for the UK Treasury emphasize the significance of the linkages between transport, land use, the environment, and the economy. Against that background, the purpose of this paper is to consider the future of transport planning in England given the liberalizing thrust of the Barker Review on land-use planning and the subsequent White Paper Planning for a Sustainable Future (2007). In reviewing the demographic and economic assumptions of the White Paper, it is concluded that in certain respects there are important mismatches between the emerging government policy on strategic planning and the Stern and Eddington Reports. En faisant la critique des suppositions demographiques et economiques du projet de loi, on conclut qu'il y a a certains egards d'importantes disparites entre la politique gouvernementale sur la planification strategique et les rapports Stern et Eddington. Vor diesem Hintergrund soll mit diesem Beitrag die Zukunft der Verkehrsplanung in England untersucht werden, insbesondere im Hinblick auf die Liberalisierungsbemuhungen im Barker-Gutachten zur Planung der Landnutzung sowie in der anschliessendem Weissbuchplanung fur nachhaltige Zukunft (2007). Nach einer Uberprufung der demografischen und wirtschaftlichen Annahmen des Weissbuchs ziehen wir den Schluss, dass die entstehende Regierungspolitik zur strategischen Planung hinsichtlich bestimmter Aspekte erheblich von Sterns und Eddingtons Berichten abweicht. Con estos datos, en este articulo analizamos el futuro de la planificacion del transporte en Inglaterra, teniendo en cuenta el empuje liberal del Informe Barker sobre la planificacion del uso del suelo y la posterior Planificacion del Libro Blanco para un Futuro Sostenible (2007). Al revisar las hipotesis demograficas y economicas del Libro Blanco, concluimos que en ciertos aspectos existen importantes incompatibilidades entre la nueva politica gubernamental sobre la planificacion estrategica y los Informes de Stern y Eddington. Concern has been mounting recently over the increasing intensity of competition among British regions for foreign direct investment. This competition has been at its fiercest in the case of a number of recent very largest inward investment projects with public concern focusing on wasteful bidding up of total incentives packages. This government has been alerted to the 'unfair playing field' across the UK, in terms of the financial capital grants made to overseas companies to locate to certain regions of the UK - particularly Wales - and have responded by developing initiatives intended to enhance the English regions. However, little attention has been focused to date on the other factors utilized by 'successful' regions in the interregional rivalry for scarce inward investment. These other factors comprise, firstly, the unique ways in which collaboration has taken place between agencies of governance in the packaging, bidding and promotion of regions and, secondly, the methods by which the land use planning process (and thereby democratic forms of local decision making) have been subordinated in the interests of regional economic development. This paper discusses these issues with illustrations of recent large FDI, and focuses attention on the Welsh Development Agency. This debate is centred within discussion of the government proposals for devolution and the prospect of interregional competition between Wales and the English regions nevertheless occurring in the new governance of the UK. Diese Konkurrenz zeigte sich von ihrer schärfsten Seite, als das öffentliche Interesse sich bei mehreren sehr beträchtlichen, kürzlich getätigten Investierungsprojekten aus dem Ausland vorallem auf aufwendige Hochtreibung der Pauschalanreizpakete richtete. Die gegenwärtige Regierung ist auf die 'ungleichen Bodenverhältnisse' im Vereinigten Königreich aufmerksam gemacht worden, im Hinblick auf die Tatsache, daß ausländischen Gesellschaften Finanzkapitalzuschüsse, gewährt wurden, um sich in bestimmten Regionen des UK - besonders Wales - niederzulassen, und hat darauf mit der Schaffung von Anreizen zu erhöhter Attraktivität englischer Regionen reagiert. Wenig Aufmerksamkeit ist jedoch bisher den anderen Faktoren zuteil geworden, die von 'erfolgreichen' Regionen im interregionalen Wettlauf um knappe Investierungen aus dem Ausland eingesetzt werden. Diese anderen Faktoren enthalten erstens die einmalige Art und Weise der Zusammenarbeit von Agenturen der Regierung bei der Präsentierung, Bewerbung von und Werbung für Regionen, und zweitens die Methoden, mit deren Hilfe der Planungsvorgang für Landnutzung (und damit demokratische Formen örtlichen Beschlußfassens) dem Interesse regionaler Wirtschaftsentwicklung untergeordnet worden sind. Der vorligende Aufsatz erörtert diese Fragen mit Hilfe von Illustrationen kürzlich getätigten, beträchtlichen FDIs, wobei die Aufmerksamkeit sich vorallem auf die Entwicklungsbehörde von Wales richtet. Contemporary planning and political processes are often characterized by fragmentary analysis reflecting the substantive and methodological paradigms of planners, politicians, bureaucrats and others involved in public affairs. An integrative approach to policy studies designed to overcome fragmentary analysis is described in this paper, based on experience at the University of Minnesota, USA. Methodologies and techniques are specified along with illustrative examples from the Minnesota experience. The article provides a practical guide for planners, public officials and others involved in policy analysis, and should be of interest both to decision-makers and those hoping to influence the decision-making process. One aspect has however been neglected, that of retailing developments. This paper points to the importance of the retail developments that have taken place within the Swansea Enterprise Zone, placing the analysis within the context of the control of retailing in Enterprise Zones nationally, and the move away from the high street in British retailing. Lichfield N. (1971) Cost-benefit analysis in planning: A critique of the Roskill Commission, Reg. Studies 5, 157–183. The work of the (Roskill) Commission on the Third London Airport, and also that of its Research Team, was an outstanding contribution to the practice of decision-making in urban and regional planning. Nevertheless, at certain critical stages in their process the Commission was at serious fault. This paper examines these methodological weaknesses, and in particular, the Commission's unsatisfactory use of cost-benefit analysis and its inadequate treatment of issues of regional planning. Had the Commission made better use of the cost-benefit analysis as a framework for arriving at its decision, it is possible that an alternative conclusion would have been reached, namely the one subsequently reached by the Government, Foulness. Events leading to the recent decision on the Third London Airport indicate that more efficient airport planning procedures should be adopted in the United Kingdom. This paper discusses some general principles of the use of resources which could be applied to the planning of new airport investments. Environmental amenities are seen as resources having a value to members of society and which are often foregone by airport operations. The main improvements to existing airport planning procedures would result from more effective incorporation of potential amenity losses, as well as consumer accessibility and other factors, into project design and evaluation. Two decision-making models are outlined which could lead to such improvements. In the favoured model the principal beneficiaries of airport facilities (passengers and other users) must pay for the full opportunity costs, including amenity losses, of the services that they enjoy. Their willingness to do so in different circumstances is used as part of the evidence for the planning of additional investments. [ABSTRACT FROM PUBLISHER]

Of recent years there has been advancement in the urban and regional planning process in terms of the conscious searching out of alternative policies, projects and plans with a view to selection amongst them of the preferred solution. The search may be confined to the design process of the professional planners culminating in one preferred solution to the political decision makers; or it may lead to the presentation of alternatives to the decision makers, with or without a recommendation as to choice. In both cases there is need for formal testing of the alternatives with a view to indicating the preferred choice. There has also been advancement in such testing methodologies. But a distinction is here made between tests in general and the particular test of a plan or project as a whole with a view to choice of that which is best in terms of community welfare. Such a test is here called Plan Evaluation. After describing the generalities of tests the article makes a comparative review of some twenty plan evaluation methodologies which have been used in practice or advocated in the literature. It does so by reference to ten criteria to which comprehensive evaluation methodologies should conform if they are to suit the purpose, concerning itself with the potential of the methodology rather than the actual example of its use. It concludes in favour of the Planning Balance Sheet, that is cost-benefit analysis as applied to urban and regional planning, as having the greater potential. [ABSTRACT FROM PUBLISHER]

Recent planning legislation in Britain and the pending introduction of a new structure of local government brings about a change in approach to urban planning, which will only become effective with the introduction of a new, largely computer-based, technology as a support for the planning process. The planner needs an adequate understanding of urban structure and an ability to describe it in a way suitable for computer analysis. Post-Maud, urban structure will prove to be, in many cases, a multi-nodal sub-region. This paper describes the application, in a local government environment, of a Lowry-type computer model, used to depict the structure of a sub-region and to provide a tool for assessing the impact of decisions to modify urban structure. The model assumes the location of basic employment given and endogenously estimates the location and size of the household and service sectors, and the interactions between each of these components of urban structure. Because linear models are being used more often for predictive purposes in planning, it is essential that the underlying assumptions and limitations of these models are understood. A model can contain two basic types of error; measurement and specification error. These errors can accumulate as models are merged into larger model systems so that accurate prediction becomes increasingly difficult. Model evaluation is a further important aspect of model building and should include estimation of the sensitivity and stability of parameters.
