The paper analysis the problems based on the fact that development of the real estate market make it possible for people to choose the most suitable accommodation not only in winter, but also in summer vacation. People interest of the floating house construction are increasing; therefore it is a time to evaluate and analysis the legal framework of the floating house construction, placement issues and the legal status of these houses in Latvia. The acquirers of the floating houses are raising questions if ownership of such houses will be able to enter in the Land Register, what kind of waters will be possible to place floating houses and what requirements are met to accommodate the floating houses on the water, the issues related to environmental protection and conservation, water treatment and waste management. There is an absence of floating houses construction, formation and registering regulation in Latvia, therefore the paper is a theoretical overview and analysis of the existing legal framework. The results of the research indicates the necessity of developing specific rules for the construction of floating houses, its formation process and determining the legal status of floating houses. This paper presents an approach for evaluation of the quality of vector data map (cadastral map) that caters for the differing levels of quality required of various parameters in order to meet different goals. The approach is based on opinion of State Land Service experts about cadastral map. The approach is used to evaluate cadastral map quality in relation to "ideal" data, which have to be produced according to the specification - internal quality of data. The problem of land fragmentation is analyzed and discussed in various studies from different perspectives. Various authors have used different measures and coefficients to describe the land fragmentation although none of the indicators gives a full assessment of this phenomenon. This is due to the wide range nature of the land fragmentation and different approaches to these problems. The paper describes the various factors of land fragmentation. They are selected to describe its several different parameters. The economically active farms of Rubene rural municipality by their sizes and the number of land units were chosen as the research object to examine usage of the above parameters for assessment of the fragmentation of the farms. The paper analyzes National leveling network measurement errors along the leveling lines in Vidzeme region, forming the V, VI and VII polygon. Leveling along the lines performed in the time period from year 2001 to year 2009. For accuracy characterizing of the leveling lines, are determined random standard deviation η, systematic standard deviation σ and the station's average elevation determination standard deviation ηh. In the paper are analysed the issues of restitution of land ownership rights in the stage of completion of land reform in Latvia. Data on applicants for restoration of property rights, property rights, the renewal requested, as well as land reform and the completion of the land transferred to the area. Concluded that the restoration of ownership rights for land in rural areas, a land whose people are not entitled to redeem, as well as local use of existing land and the land Not Recordable, and public institutions use the transferred land, which is required for public functions. Data analysis has concluded that the greatest number, it is 83 %, draw up a land reform 3 prioritātes completing the land claimants, because regardless of the deadlines for requesting restoration of property rights, still gets people who in different circumstances, this period is too late. The average property in the renewal of the required land size is 12 ha, while average land reform completion of the land area of 4 ha. Work finally concludes that, within the time limits of property rights by supporting documents submitted by only 53 % of the 2 200 restoration of ownership rights to applicants. Property rights recognized by 92 % restoration of ownership rights to applicants. Former land owners or their heirs of the restored land ownership are fragmented and little nubbly. Completion of land reform transferred land for more than two times the required land area and the completion of land reform will require a new framework for the further use of these lands. This paper describes the significance of the state and municipal property in the process of Land Reform realization, summarizes the state and municipal land evaluation results, conducts data analysis of unclaimed lands, and gives suggestions for further exploitation of the lands unclaimed in the process of Land Reform. The aim of the research is to analyze the lands transferred to the land reserve fund and to define purpose and further usage of these lands. During the Land Reform state institutions and municipalities had in use a lot of land areas, which they did not require for performing their functions and therefore could be transferred to the reserve land fund. This fund could be used as compensation for expropriation of land or as land for exchange to the land necessary for construction or other public purposes. The article provides an overview of the basis of cadastral value and the role of cadastral value in Latvia. The author analyzes laws and regulations governing the calculations of cadastral value and the basis of cadastral value, as well as evaluates the parameters, which affect the basis of cadastral value. The real property prices are analyzed in relation to the price index figures. Detailed analysis of residential building land, commercial and public building land, as well as industrial building land is carried out on the base of cadastral value. The comparison of the cadastral value for building land in Latvia is based on indices in Riga and in Jurmala in 2009 and 2010. the paper also names reasons for the base of cadastral value reduction. After restoration of Latvian independence in 1991 one of the primary tasks of the framework was to make land reform. Rearrangement of land use and ownership from legal, social and economic relations land reform was carried out significant legislative development and land management work, which was the basis for restoration of private ownership of land. The paper studies the concept of land boundary dispute, its significance and content, analyses the land boundary dispute, reviews legislative framework, and assesses land boundary dispute settlement policy problems. The research work aims to analyze and study the land boundary dispute settlement procedures and legal aspects of land reform in rural areas of the Latvian Republic. The results of the research indicate that the land boundary dispute is handled by specific regulations. The main conclusion of the research is that land boundary maintenance and preservation of the area (to clean marked boundaries from overgrowth, not to allow overgrowth thereof, to restore boundary marks) prevents rise of land boundary disputes.
