In recent decades, renewable energies have become increasingly important at the global level, with a significant impact on the sustainable development of various nations. Although multiple papers have examined the efficiency of policies and instruments to promote renewable energy sources, the majority have disregarded the fact that the context in which policies are implemented determines how well they perform. This paper analyzes renewable energy development in the electricity market in Argentina, paying special mind to the contextual conditions in which the policies were designed and finding that in recent history, it is precisely these conditions that constitute the main reason why renewable energies have such a low degree of penetration in the electrical power system in Argentina. With the enactment of a new regime regarding the promotion of electrical energy from renewable sources in 2015, Argentina took up the transition towards a more sustainable and diversified energy matrix. Since then, national energy policy has driven the creation of a competitive domestic market for Energy from Renewable Sources (ERS). Meanwhile, industrial policy has focused on promoting the transfer of technology and local industry. This paper analyzes the orientation of these policies, the coherence of their objectives, and the immediate results. Energy policy and industrial policies designed for ERS develop at different speeds and with little coordination, making it necessary for national industry to participate in its value chains. Energy policy, like any other public policy, requires the powers of the government to devise precise and coordinated provisions to efficiently manage a strategic sector. Every country adopts its own energy policy based on factors like resource endowment, macroeconomic policy, the regulatory framework, and its own vision of the relationship between the state and market in a given field, to name a few factors. This paper analyzes energy policy in twenty-first century Argentina, considering its most notable peculiarities, how it has changed and remained the same, and the principal challenges looming ahead.
