Dissatisfaction with two-party politics is at an all-time high in the US. As extreme polarization and minority rule persist, a possibility of an electoral reform becomes increasingly more likely. This editor’s introduction discusses the ranked choice voting (RCV) as an alternative to the current single-member geographic districts with winner-take-all plurality elections in the US. The articles for this thematic issue critically evaluate whether RCV lives up to its promise in improving democracy in the US. Like any rule or institutional change, it has benefits and drawbacks. The empirical and historical research presented here focuses on the implementation and use of RCV in the US compared to other countries. This thematic issue offers new insights into the promise and perils of RCV as a way to aggregate votes in elections that ensure that the winning candidate receives a majority of the votes cast.

This article reads the restructuring of European party systems in the 2010s as a transition from cartel to techno-populist parties, with a specific focus on left-populist challengers. Adopting a historical-institutionalist perspective, it demonstrates how a long-term cartelization and particular mode of crisis management after 2008 drove the gradual replacement of the party cartel with a cohabitation of populism and technocratic politics: techno-populism. Although this techno-populist template has been deployed for parties such as Five Star Movement and some right-wing populist outfits, it has usually been left aside for left-wing variants. This article investigates two techno-populist subtypes from the left: Corbynism in the United Kingdom and Podemos in Spain. The former took place within a cartel party (‘intra-party’), while the latter occurred from outside the party cartel (‘extra-party’). Although such party cartelization cuts across cases, the rise of Corbynism and Podemos took place under different institutional conditions: different electoral systems, different European Union membership and different dynamics of party competition on the left. The article concludes with the observation that rather than an anomaly, the presence of techno-populist tropes in and outside of parties and across institutional settings indicates the pervasiveness of these logics in contemporary European party politics.

With the lingering Euro crisis, personalized competition for the Commission presidency, and a surge of Eurosceptic parties, the 2014 European Parliament elections took place against an unknown level of European Union politicization. How does this changing context affect the supply side of party competition on European issues in EP election campaigns? This article compares the 2014 and 2009 EP elections in two EU founding members with high electoral support for radical left and radical right Euroscepticism - France and the Netherlands. We study publically visible patterns of partisan mobilization in the written news media with semi-automated content analyses. The data indicate that visible party mobilization on EU issues was on average not significantly higher in 2014. While particularly mainstream and especially incumbent parties publically mobilize on European issues during both campaigns, the radical right's mobilization efforts have become more visible during the 2014 elections. Examining the temporal dynamics within electoral campaigns, we show that the Eurosceptic fringes exhibit significant contagion effects on the mainstream parties, but that the extent of this contagion was surprisingly lower in the 2014 campaign. As a result, the increasing EU politicization between the 2009 and 2014 electoral contests has not resulted in an enhanced and more interactive supply of partisan debate about Europe. In this article, we focus on manifest interparty conflict over policy issues and the role of coalition agreements in solving these conflicts. We present empirical findings on the characteristics of coalition agreements including deals over policy controversy and on inter-party conflict occurring during the lifetime of governments in Germany, Belgium, Italy and the Netherlands. We analyze the ways in which parties in government were or were not constrained by written deals over disputed issues. Coalition agreements from all four countries include specific policy deals, one third of which are precisely defined. These policy deals concern both consensual and controversial issues. Our central finding is that, in the case of intra-party conflict, parties almost always fall back on the initial policy deals when these exist. As such, policy statements of the coalition agreement facilitate decision making in each of the countries studied.
