Emissions trading schemes (ETS) have spread across the globe to tackle climate change. However, limited attention has been given to how ETS characteristics and designs differ and why. We use the concept of institutional complementarity to explore how the EU ETS and South Korea's ETS (K‐ETS) adapt to complement established political economy. The EU ETS is characterized as a market with stakeholder ownership, while the K‐ETS is more regulatory in nature with government leadership. The EU ETS complements a decentralized political system with liberalized energy market, and the K‐ETS became compatible with the centralized majoritarian politics and a regulated electricity market. The ETSs have evolved incrementally, and they are not likely to link in the foreseeable future due to divergence. We suggest a strong focus on "how to adapt" an ETS to its own institution rather than adopting the established blueprint model in countries with a strong regulatory style of governance. This article combines, in a complementary way, the Advocacy Coalition Framework (ACF) with argumentative discourse analysis to analyze the politics of the "energy efficiency first" (EE1) principle as a new legal institute in European Union energy and climate policy. Two different discourses and storylines were identified. The first is where the meaning of energy efficiency policy is to fulfill multiple benefits. It is associated with a strong regulation of EE1. The second is where the purpose of energy efficiency policy is primarily to contribute to mitigating climate change. It is associated with weak regulation of EE1. Four advocacy coalitions with different secondary beliefs regarding the EE1 principle were identified. Analyzing the inter‐discursive communication between different coalitions provides insights to the policy‐oriented learning taking place. Cannabis legalization is often referred to as a moral issue. However, given the limits of morality policy as a distinct policy subcategory and the contemporary dominance of technocratic politics, one could wonder if it is really framed as such within political institutions. In this article, I ask how moral frames compete and interact with other frames in debates over morality policy. Working with a moral/epistemic dichotomy, I conduct framing analysis on parliamentary debates in Quebec, Ontario, and Maine, which have recently reformulated their cannabis policy. Although trends in framing vary across cases, moral frames are consistently less salient than epistemic frames. Furthermore, a pattern of complementary framing is found, whereby actors combine moral and epistemic frames. Overall, this study shows that cannabis policy is often framed as nonmoral, and that its moral component is nonexclusive. This article explores what happens when the term "austerity" becomes a global catchword. Specifically, we study how this term has been used in national policy making in the Portuguese and Spanish parliaments from the 1970s until recently. We show that although Portugal and Spain were in a somewhat different situation regarding the 2008 economic crisis, the increased popularity of the term austerity occurred practically simultaneously in the Portuguese and Spanish parliaments. This suggests that the term's popularity in political debates is not solely determined by a nation's political or fiscal situation. Rather, our contention is that employing the term austerity to discuss government policies became a global fashion after the fiscal crisis of 2008. The study also shows why austerity became an increasingly popular concept: the term changed from being mainly used in fiscal policy to being commonly used in other policy areas too. The economic crisis following the financial meltdown in 2007 had disparate impacts for citizens of the southern and northern Eurozone member states. In this study, we analyze public debates in Germany and Greece, two countries that have attracted global attention during the crisis, through a political claims analysis based on newspaper articles published between 2005 and 2014. The article makes use of multiple correspondence analysis to detect the patterns governing the discursive construction of the European financial and economic crisis. Our findings corroborate the expected differences between the Greek and German debates in regard to core issues and assessments. However, the de-alignment of political cleavages in both countries is notable and stresses seemingly an underlying mainstreaming process that limits the diversity of crisis-related claims.
