PurposeAmong a sample of 281 active-duty Canadian police officers, the current study investigated whether perceived organizational support (POS) would predict officers' organizational cynicism, stress and emotional exhaustion three months later. The moderating influence of officer voice on these relationships was also examined.Design/methodology/approachIn collaboration with a large policing organization, online surveys collecting quantitative data and soliciting open-ended comments were administered to officers, with a three-month lag separating survey administrations.FindingsThe results reveal that POS predicted significant variance in each of the investigated outcomes. It was found that voice moderated the association between POS and organizational cynicism, but in a manner that suggests a suboptimal voice climate within the organization. Officers provided open-ended qualitative comments that supported this interpretation.Practical implicationsThe evidence supports that if organizational leaders wish to prevent disadvantageous outcomes such as organizational cynicism, stress, emotional exhaustion and their consequents, then advancing both organizational support and a positive voice climate is recommended.Originality/valueThe results suggest that voice interacts with POS to influence organizational cynicism among police, highlighting the importance of responsiveness to voice for police management, and thus serving as an important bridge between theory and practice.

PurposeThis study adds to the developing literature on how coronavirus disease 2019 (COVID-19) affected policing. Unlike prior research, which focused on police agencies, the authors focus on the perceptions and experiences of police officers. Specifically, about changes in workload or activities during the peak of the pandemic compared to prior to the pandemic. Additionally, officers report on changes in potential second-order effects resulting in changes from the pandemic.Design/methodology/approachThe data come from the survey responses of 167 police officers from seven police agencies of various sizes from around the USA. The authors assessed mean level differences between organizations using a general linear model/ANOVA approach and report a standardized effect size.FindingsThere is a considerable heterogeneity in police officers' perceptions of organizational and operational changes made by their police agencies in response to the COVID-19 pandemic. The results show that perceptions of some changes were more strongly by the agency than were others. The study’s results show there are substantive differences in how police officers from different police agencies viewed these operational and organizational changes (i.e. between agency differences). Most of the variance was primarily explained by differences between police officers within the same agency (i.e. within organization differences).Originality/valueThis study moves beyond the monolithic approach to studying how the pandemic affected the police agency and moves to asking officers about their experiences with these changes and the second-order effects of these changes.

PurposeThe COVID-19 pandemic has raised unique challenges for police. Reductions in manpower due to officer illness and the need to social distance to suppress spread of the disease restricts the ability of police to fully engage with the public and deliver full services. Changes to policing strategies may affect residents’ feelings of safety and their relationships with police. The purpose of this study is to understand high crime area residents’ experiences with police and safety during the pandemic.Design/methodology/approachThe current study draws on household surveys of residents across three high crime, disadvantaged neighborhoods in St. Louis County, Missouri. We implemented three methods. First, we synthesized qualitative feedback about the impact on safety and policing. Second, Wilcoxon Signed Ranks tests compared pre-pandemic assessments of policing and safety measures to measures collected during the pandemic. Finally, we employed multinomial regression to examine how perceived changes in policing affected residents’ change in safety during the pandemic.FindingsResidents saw police less and engaged with police less during the pandemic. They reported hearing gunshots more often. Reduced police presence in neighborhoods led to mixed effects on safety, largely decreasing residents’ feelings of safety. However, two factors that consistently improved safety were positive encounters with police and police being less involved with minor offenses.Originality/valueThis is the first study that assesses the pandemic impact on residents’ perceptions of safety and police in disadvantaged, high crime contexts.

PurposeThe article first examines whether police hiring decisions represent a zero-sum game where hires from one under-represented group (e.g. White women) reduce the number of hires made from other under-represented groups (non-White men and/or non-White women). Second, we explore whether agencies that hire more members of underrepresented groups achieve more diverse applicant pools in future hiring cycles. Negative binomial regression techniques are used in both analyses.Design/methodology/approachData for this study come from the Commission on Accreditation for Law Enforcement Agencies (CALEAs) from 2011 to 2016. These data are divided into two periods: Period A (2011–2013) and Period B (2014–2016). The two periods are combined to assess a zero-sum effect. Then, Period A data on hiring decisions is used to estimate the diversity in applicant pools in Period B.FindingsResults from this study provided little evidence of a zero-sum effect. It does not seem that agencies that hire from one under-represented group are less likely to hire from others. Instead, agencies that have shown a commitment to diversification are more likely to make additional hires from under-represented groups. We also found evidence of a relationship between Period A hires and Period B applicant pools for Hispanic women, but not for other groups. Broadly, we found that agencies where a larger share of officers are women were more likely to hire more women applicants.Originality/valuePrevious research examining zero-sum effects in hiring rely on officer rosters rather than specific applicant and hiring data. The data used in this study allows for a more precise examination of hiring decisions, and allows us to link hiring decisions to future applicant pool composition.

PurposeThe COVID-19 pandemic has presented many challenges for contemporary police. The present research examines public assessments of police responsibility and performance during the pandemic using a procedural justice paradigm.Design/methodology/approachParticipants (N = 104) rated images of a police officer, including when using different items of personal protective equipment (PPE), along the core dimensions of procedural justice. Participants then completed survey questions about their assessments of the police’s responsibility and performance during the COVID-19 pandemic.FindingsFindings from our regression analyses indicate that participants’ perceptions of procedural justice are positively related to their assessments of police responsibility and performance. Our findings also indicate that participants’ perceptions of procedural justice can be affected by the police’s use of different items of PPE, including face masks, face shields, goggles and medical gloves.Originality/valueThe present research uses procedural justice, a well-trodden paradigm from past empirical works, to examine perceptions of police amidst a time of much societal change. The findings present important practical implications for police who must continue to manage public perceptions while providing service during the pandemic.

PurposeThis study examined how rural police agencies have responded to the COVID-19 pandemic.Design/methodology/approachUsing data from various sources, this study first analyzed what factors influenced agency preparedness to respond to pandemics. Second, it examined how the pandemic influenced specific organizational practices.FindingsFindings revealed that as coronavirus infections increased in counties, supervisors were more likely be tasked with inspecting personal protective equipment (PPE), agencies were more likely to offer pandemic related training, health tracking of officers was more likely to occur and agencies were more likely to encounter a shortage of officers. In addition, as rurality increased, agencies were more likely to offer training but less likely to experience officers contracting COVID-19 and an officer shortage. Lastly, as the rurality of the county in which the agency resides increased, the ability to supply PPE decreased.Practical implicationsBased on these findings, it is imperative that rural police agencies give attention to risk management and the formulation of policy to prepare for public health emergencies.Originality/valueWhile knowledge about how large police agencies in the United States have responded during the coronavirus pandemic is building, little is known about rural policing during pandemics.

PurposeThe purpose of the study was to examine the relationship between officer perceptions of fit in their organization and stress (organizational and operational), overall job satisfaction and turnover contemplation (within the last 6 months).Design/methodology/approachThe authors used cross-sectional survey data from a sample of 832 officers from two Midwest police departments to examine the relationships between fit, stress and work-related attitudes.FindingsPerceived stress and organizational fit were strong predictors of overall job satisfaction and turnover contemplation; organizational fit accounted for the most variation in stress, satisfaction and turnover contemplation. Organizational stress partially mediated the relationship between organizational fit and job satisfaction and organizational fit and turnover contemplation.Research ImplicationsMore research is needed to identify predictors of organizational fit perceptions among police officers.Practical implicationsFindings indicate that agencies should pay close attention to the organizational culture and structure when trying to address issues of officer well-being and retention. Further, the person−environment framework can be a useful tool in examining police occupational outcomes.Originality/valueThe authors findings contribute to research on officer stress by exploring perceptions of organizational fit as a predictor of stress and unpacking how officer stress matters to important work outcomes, including job satisfaction and thoughts of turnover, by considering stress as a mediator between organizational fit and these work outcomes.

PurposeThe purpose of this research is to compare the fatality rate of Black and White subjects shot by police. This comparison is meant to explore whether officer-involved shootings (OIS) are impacted more by perceived threat or by demographic characteristics. Beyond race, contextual and officer-level variables are examined for their influence on lethal vs non-lethal police shootings.Design/methodology/approachThe study utilizes data from the Tampa Bay Times database on police shootings in Florida from 2009 through 2014. Our analysis focuses on the substantive importance of this issue, using the population of OIS in one specific state over a specified time period. The authors also including multinomial logistic regression models analyzing the impact of race, contextual and officer-level variables on the lethal outcome of OIS is clear that the police are shooting at two very different populations.FindingsAlthough Black subjects are disproportionately represented as the subjects of OIS, there was no significant difference in the lethality of such incidents based simply on race. However, when we compare Black subjects to White subjects, it is clear that the police are shooting at two very different populations. Black subjects were younger, less likely to be armed, less likely to be under the influence of drugs or alcohol, and less likely to have suspected or known mental health considerations than their White counterparts.Research limitations/implicationsThus, it is possible that any racialized difference in the lethality of police shootings is being suppressed because we are comparing very different groups of subjects to one another.Originality/valueThis paper is the first to examine the racial threat that officers experience past the decision to engage in violence. The authors are looking at how they shoot at minorities vs the decision to shoot at minorities.

PurposeOfficer wellness has become a popular area of focus in recent years. This purpose of this research is to examine the impact of a police training program, Blue Courage, on officer (n = 174) attitudes toward mental and emotional wellness.Design/methodology/approachBorrowing from the field of medicine, a data linkage approach is employed to match pre- and post-test surveys from officers who completed the training. This research uses a single-group pre-test post-test design to estimate the impact of the training, and a lagged dependent variable (LDV) ordinary least squares (OLS) model to compare the impact of the training across different types of officers.FindingsParticipants who completed the training had more positive attitudes toward mental and emotional wellness at post-test. Officers of higher rank and officers who worked in non-urban departments saw larger changes in attitudes toward wellness. Cynical officers, identified in the literature as withdrawing from training and failing to participate, saw comparable change in attitudes to less cynical officers.Originality/valueDespite a relative inability of wellness training to work with police officers historically, this research suggests that certain approaches employed by Blue Courage, specifically by targeting officer cynicism, may improve officer engagement in training and improve training results.

PurposeThe purpose of this research was to examine which factors increase the risk of post-traumatic stress in police officers to assist with identifying strategies that will minimize its occurrence.Design/methodology/approachThis study of constabulary and non-constabulary members of the New Zealand Police has been based on an 80-question electronic survey, which was sent to all serving, resigned and retired members of the New Zealand Police Association, which number approximately 18,000. The survey included a series of questions that measured the post-traumatic stress that participants experienced.FindingsVariables associated with post-traumatic stress were examined using logistic regression modeling techniques. The study found that post-traumatic stress was prevalent among serving, resigned and retired police members and exposure to trauma, especially prolonged exposure, was significantly associated with post-traumatic stress. More than 49% of participants were found to have some post-traumatic stress symptoms and more than 14% of participants indicated a presumptive clinical diagnosis of post-traumatic stress.Research limitations/implicationsThe limitations of the research included not include questions relating to the Social Provisions Scale (SPS) and General Health Questionnaire, nor did it include police officer recruits. A further limitation was that it was a cross-sectional study.Originality/valueAn understanding as to which variables influence or increase post-traumatic stress disorder is important for police officers and the police institution. The findings from this study indicate that exposure to trauma is strongly associated with high levels of post-traumatic stress, while good sleep and relaxation decrease the influence of such variables.

PurposeThe current study examined police response, specifically identification and arrest decisions, to nonfatal strangulation occurring within the context of intimate partner violence.Design/methodology/approachData for the present study were derived from a sample of 117 possible nonfatal strangulation case reported to a police agency located in one of the fifth largest and most diverse US cities. A series of logistic regression models were employed to examine the role of victim, suspect and case characteristics on officer formal identification of strangulation and officer arrest decisions.FindingsResults revealed that 14% of all intimate partner violence (IPV) cases reported to the police agency involved possible nonfatal strangulation and less than half of all possible nonfatal strangulation cases were formally identified as such by officers. The odds of formal identification of strangulation by police increased when strangulation was manual and when victims reported difficulty breathing. Injury and formal identification increased the odds of arrest.Originality/valueThis study is the first to examine predictors of police formal identification and arrest decisions in nonfatal strangulation occurring within intimate partner violence incidents.

PurposeThe purpose of this exploratory study is to examine if and how victim credibility affects investigative decision-making and case outcomes in domestic violence and sexual assault reports through the use of the US Department of Justice's Gender Bias Principles (GBPs).Design/methodology/approachThe authors conducted a content analysis of 370 DVSA police reports from one agency in the western US. Multivariate regression models were estimated to examine the relationships among victim credibility and investigative activities, victim cooperation and case clearance.FindingsVictim credibility significantly predicts specific investigative actions and case clearance, but not victim cooperation. Multiple aspects of DVSA investigations significantly impact victim cooperation as well as case clearance, regardless of victim credibility issues. The GBPs are an effective framework for disaggregating investigative activities and identifying specific areas for improvement in policing response to DVSA.Research limitations/implicationsFurther study is needed to determine the temporal ordering of officer assessment of victim credibility and investigative activities, the stability of such assessments during investigations, and if credibility problems noted in police reports are valid indicators of myth acceptance among officers or represent a downstream orientation of information requested by prosecutors. Victim service referral as a part of policing response is vastly under-researched given referral's strong effects on victim cooperation and case clearance. Crime-specific differences exist in many cases, yet not in others, suggesting separate and combined DVSA analyses are warranted.Practical implicationsA more complex analysis of investigative actions offers a targeted approach to officer training and administrative rule-making that may be more efficient and effective than current generalized approaches.Originality/valueThe study is the first to empirically test the utility of the GBP framework, as well as individual aspects of DVSA investigations, and from a gender-based crime rather than crime-specific approach.

[...]research has shown that over the long term, everyday organizational stressors, such as dealing with supervisors or lack of training, can have as much of a negative impact on officer health and wellness as significant external events (e.g. Shane, 2010). [...]it is necessary to understand both acute and chronic stressors and how they impact officers in different countries, regions, cultures and roles. Work-related stressors have been shown to negatively affect a number of key health outcomes for officers, including sleep, cardiovascular disease risk factors (e.g. obesity, hypertension), mood disorders like anxiety and depression and serious mental health outcomes like suicidal ideation and suicidal behavior (see Violanti et al., 2017). In sum, looking across the research, it is clear that stress is a key component of short- and long-term performance and decision-making. [...]understanding and subsequently reducing officer stress holds promise not only for improving the lives of officers themselves but also for addressing some of the toughest issues facing policing today. Because of the number of relevant papers and the importance of officer stress, health and wellness today, the Special Issue covers not only the papers in this volume but also seven additional papers which were published in 44:1.

PurposeTo characterize changes in work hours across a career in law enforcement.Design/methodology/approachN = 113 police officers enrolled in the BCOPS cohort were studied. The police officers started their careers in law enforcement between 1994 and 2001 at a mid-sized, unionized police department in northwestern New York and continued to work at this police department for at least 15 years. Day-by-day work history records were obtained from the payroll department. Work hours, leave hours and other pay types were summarized for each calendar year across their first 15 years of employment. Linear mixed-effects models with a random intercept over subject were used to determine if there were significant changes in pay types over time.FindingsA total of 1,617 individual-years of data were analyzed. As the police officers gained seniority at the department, they worked fewer hours and fewer night shifts. Total paid hours did not significantly change due to seniority-based increases in vacation time. Night shift work was increasingly in the form of overtime as officers gained seniority. Overtime was more prevalent at the beginning of a career and after a promotion from police officer to detective.Originality/valueShiftwork and long work hours have negative effects on sleep and increase the likelihood of on-duty fatigue and performance impairment. The results suggest that there are different points within a career in law enforcement where issues surrounding shiftwork and long work hours may be more prevalent. This has important implications for predicting fatigue, developing effective countermeasures and measuring fatigue-related costs.

PurposeDe-escalation training for police has received widespread attention as a method for reducing unnecessary and excessive use of force. There is virtually no research on de-escalation, and as a result, there is little understanding about what it is, what it includes and whether it is effective. The current study compares attitudes about the importance and use of de-escalation among officers who were randomly assigned to participate (or not) in de-escalation training.Design/methodology/approachThe current study draws from a larger randomized controlled trial of de-escalation training in the Tempe, Arizona Police Department (TPD). Approximately 100 officers completed a survey in June–July 2019 and again in June–July 2020. TPD delivered the de-escalation training to half the patrol force in February–March 2020. The authors compare treatment and control officers' attitudes about the importance of specific de-escalation tactics, how often they use those tactics and their sentiments de-escalation training. The authors employ an econometric random-effects model to examine between-group differences post-training while controlling for relevant officer attributes including age, race, sex, prior training and squad-level pretraining attitudes about de-escalation.FindingsTreatment and control officers reported positive perceptions of de-escalation tactics, frequent use of those tactics and favorable attitudes toward de-escalation before and after the training. After receiving the training, treatment officers placed greater importance on compromise, and reported more frequent use of several important tactics including compromise, knowing when to walk away and maintaining officer safety.Originality/valueOnly a few prior studies have has examined whether de-escalation training changes officer attitudes. The results from the current study represent an initial piece of evidence suggesting de-escalation training may lead to greater use of those tactics by officers during encounters with citizens.

PurposeThis study investigates the relationship between police officer's willingness to use Employee Assistance Program (EAP) and their perceptions about stress and help-seeking in policing, considering the effect of gender and ethnicity in this association.Design/methodology/approachA survey of 431 Illinois police officers is used to measure officer's perceptions about help-seeking and organizational stressors. The conditional PROCESS modeling (Hayes, 2012) was employed to analyze the hypothesized mediation model. The ANOVA test was used to determent the effect of gender and ethnicity on organizational stressors in policing.FindingsFindings suggest police officer's willingness to use EAP is shaped by the perceived negative effect of stress on promotion through the mediator, confidence in their departments to receive adequate assistance, with noticeable gender and ethnic differences. The analysis demonstrated that female police officers feel stressed because of unfair promotional opportunities and poor relationships with supervisors. Female police officers are less willing to apply for the EAP services to mitigate stress than male police officers. The findings reveal that ethnicity is a significant predictor of the police officers' willingness to apply for EAP services to mitigate stress.Research limitations/implicationsThe current study is limited by its focus on only one police department located in the Illinois, USA. This may limit the generalizability of the results. The cross-sectional nature of data used to draw conclusions and variation in departments' characteristics and compositions could influence results.Practical implicationsThe research has practical implications for those who are interested to understand organizational stressors and perceptions on help-seeking in policing. This study provides suggestions for police administrators to make effort in creating more sensitive working environment to reduce stressors for female police officers and representatives of ethnic groups.Originality/valueThe research unveils the significance of officer's confidence in their departments in modifying their willingness to use EAP, revealing the effect of organizational stressors on confidence. The study adds empirical evidence to existing research on impact of gender and ethnicity on their willingness to use EAP.

PurposeThe purpose of this paper is to assess if in viewing tense, potentially stigmatizing, police-civilian interactions, people bring their own gendered and racial biases, as they form perceptions of officers' use of identity management (IM) strategies, as they relate to officers' competence, warmth and appropriateness of actions.Design/methodology/approachIn two experimental studies, the authors investigate how the IM strategies used by female and racial minority officers impact officers' ratings of competence, warmth and appropriateness of actions. Utilizing a 2x2x4 design, the authors manipulate officer gender (race), civilian gender (race) and IM strategy used by the officer in a news article describing a police-civilian interaction.FindingsNot all IM strategies established positive perceptions of officers. Gender and race effects were observed in how officers were seen when they were involved in a tense interaction with a civilian. Female officers were perceived as more appropriate in their actions than male officers. However, Black, female officers were rated as both less warm and appropriate in their actions than White, female officers.Originality/valueAlthough policing is seen as a tainted profession, officers' use of IM strategies is understudied. By taking a novel lens of stigmatization and IM strategies as they relate to policing, the authors contribute to how officers may manage their identities as they cope with the stigmatized views of their occupation. Findings have implications for the diversification of law enforcement personnel, as well as building trust and legitimacy between officers and the communities they serve.

PurposeThis study examines the short- and long-term changes in officers' attitudes toward four elements of procedural justice (i.e. trustworthiness, respect, neutrality and voice) after a department-wide procedural justice training program.Design/methodology/approachThis study utilized the pretest–posttest, single-group design to evaluate the training with two waves of officer surveys and conducted multivariate analyses to assess the factors that could have an impact on the training effects.FindingsThe training was effective in increasing officers' support for all four elements of procedural justice immediately, and the effects remained significant over 18 months. In addition, the analyses found that there were racial differences in officers' attitudes before and after the training, and the immediate supervisors' priority played an important role in the training effects.Originality/valueThere has been limited systematic research on police training. This study contributes to the understanding of how procedural justice training can help improve police-community relations and reduce the attitudinal differences between White officers and minority officers.

PurposeTo measure the practice and management of proactive policing in local American police agencies and assess them in comparison to recommendations of the National Academies of Sciences (NAS) Committee on Proactive Policing.Design/methodology/approachA survey was conducted with a national sample of American police agencies having 100 or more sworn officers to obtain detailed information about the types of proactive work that officers engage in, to quantify their proactive work and to understand how the agencies measure and manage those activities. Responding agencies (n = 180) were geographically diverse and served populations of approximately half a million persons on average.FindingsProactivity as practiced is much more limited in scope than what the NAS envisions. Most agencies track only a few forms of proactivity and cannot readily estimate how much uncommitted time officers have available for proactive work. Measured proactivity is mostly limited to traffic stops, business and property checks and some form of directed or general preventive patrol. Many agencies have no formal policy in place to define or guide proactive activities, nor do they evaluate officer performance on proactivity with a detailed and deliberate rubric.Originality/valueThis is the first national survey that attempts to quantify proactive policing as practiced broadly in the United States. It provides context to the NAS recommendations and provides knowledge about the gap between practice and those recommendations.

PurposeThis exploratory research examined law enforcement officers' attitudes toward the public-private partnerships (PPPs) in policing cyberspace. Particularly, by investigating the predictors of police officers' support for the PPPs, the authors aimed to offer practical implications for maintaining order and responding to illegal activities in the virtual environment.Design/methodology/approachA convenience sample of South Korean police officers was surveyed using a paper-and-pencil questionnaire.FindingsThe findings showed that officer perceptions of the seriousness and the frequency of property cybercrimes, computer proficiency and awareness of a lack of training were positively associated with the support for the PPPs. In addition, years of experience was negatively related to the support for the PPPs.Originality/valueLaw enforcement officers' perceptions toward public-private cooperation in combatting cybercrime have never been examined. This research fills the gap by exploring the predictors of officer support for cross-sectoral partnerships within the framework of nodal governance security in the cultural context of South Korea.

PurposeThe purpose of this paper is to examine Chinese police officers’ general support for police intervention into domestic violence, emphasizing adequate protection of the victims, and specific support for utilizing arrests to deal with the offenders.Design/methodology/approachThis study relies on survey data collected from 1,064 police officers who worked in multiple areas in two provinces of China between June and July of 2019. OLS models were used to test whether organizational variables are significant predictors of officer attitudes toward domestic violence intervention.FindingsBoth agency endorsement and supervisory support are positively related to officers’ favorable attitudes toward police intervention into domestic violence and using arrests to handle offenders. The amount of training received from the agency on the recently promulgated Anti-Domestic Violence Law, however, has a negative influence on officer support for general intervention into domestic violence and no influence on officer attitudes toward arrests.Originality/valueThis study represents one of the first attempts to investigate the connections between organizational and managerial factors and Chinese officers’ support for both general and specific interventions into domestic violence. It contributes to the current literature that only included police cadets in the analysis of Chinese police attitudes toward domestic violence despite the fundamental differences between cadets and active-duty officers.

PurposeAs tensions between the police and community grow, one often called upon solution is a more diverse police force. However, building diversity presents many challenges, especially if there are barriers for choosing a career as a police officer. The present study explores motivations and barriers to becoming a police officer to help reduce the disparity between the community and police.Design/methodology/approachAn online survey of 344 persons in the US asked respondents to identify the motivations and barriers to choosing a career as a police officer. Survey questions centered on issues related to trust, police culture, practices of the police and lack of awareness of career opportunities.FindingsResults indicated that higher trust of the police, positive perceptions of police fairness and knowledge of potential police career opportunities increased an individual's interest in pursuing a career as a police officer. At the same time, negative views in these areas were barriers to interest in policing. These results give insight into where efforts can be focused to increase interest in becoming a police officer.Originality/valueThere is a lack of research on factors leading to an interest in a policing career. This study provides insight into the reasons for and barriers to entering a career in policing and provides a starting point for future research and practical implications for police departments seeking to increase interest in a policing career.

PurposeDomestic law enforcement increasingly utilizes military tools and techniques in traditional policing activities. An increased militaristic approach is not without controversy, given the many high-profile incidents involving such tactics that have resulted in tragedy. We seek to assess specific views of policymakers who implement such strategies by measuring the attitudes of Texas sheriffs on these measures.Design/methodology/approachIn late 2019 and early 2020, a census was completed with Texas sheriffs to better understand their attitudes about the use of military tactics. A robust return rate captured the views of 142 (56%) respondents from a diverse set of rural and urban counties. Opinions on the appropriateness, effectiveness and necessity of military techniques were measured.FindingsResults indicate Texas sheriffs strongly support the use of military tools and techniques, believe they protect officer safety and should continue to be taught and utilized by law enforcement when appropriate.Practical implicationsSecondary consequences of police militarization may counteract its desired positive outcomes and lead to significant risks for officers and citizens alike. Strong police support makes the reduction in use of these tactics unlikely, but these results give opportunity for consideration of such policy to all law enforcement agencies.Originality/valueIt is the first study to examine county sheriffs' perceptions of militarization since the events of Ferguson, Missouri and provides a very recent assessment of views from a population of leaders both integrated into policy decisions and intimately accountable for policy implementation.

PurposeThere remain several underaddressed issues in the procedural justice literature. The authors draw from a rich body of psychological research on how the sociopolitical orientation to group inequality influences individual views on government and apply this to perceptions of procedural justice.Design/methodology/approachThis study uses a laboratory-style experimental design to examine the extent to which social dominance orientation (SDO) shapes how people view the language of law enforcement. Four treatments are tested: procedural justice, rapport, deference, and direct.FindingsThe authors find that, overall, exclusively emphasizing rapport – as opposed to procedural justice, deference, or directness – is not beneficial to fostering positive perceptions of police. Additionally, a higher SDO score is associated with lower perceptions of officer respect in the video and regardless of condition. Finally, while higher SDO score is correlated with greater trust in police (both a specific officer and the police in general), it is also associated with a lower sense of obligation to obey both the officer in the video and the police as an institution. Further, procedural justice or direct communication styles can attenuate the negative impact of SDO on views of police better than rapport or deference communication styles. Thus, the picture that emerges from this research is more nuanced than a straightforward relationship between SDO and support for police.Originality/valueThis study used an experimental design to examine for the first time the role that a sociopolitical orientation may play in procedural justice theory. While research finds strong links between procedural justice and increased cooperation with police, obligation to obey, and trust in police, few studies have delved into the individual-level factors that research has yet to delve into whether sociopolitical orientation may play a role in informing police actions and communication training.

PurposeThe purpose of this paper is to provide a comprehensive literature review of prior empirical studies that have examined early intervention (EI) systems or programs in policing.Design/methodology/approachA systematic literature search of various government and academic databases (e.g. Emerald, Google Scholar, National Criminal Justice Reference Service (NCJRS), Sage, Taylor & Francis and Wiley) was conducted.FindingsThis systematic review identified eight EI studies that matched the selection criteria. Of these, two are multiagency studies and six are individual agency studies. Findings across studies are generally positive but overall relatively inconsistent with regard to EI systems' effectiveness.Practical implicationsPolice agencies benefit in identifying and addressing at-risk officers to ensure police accountability and officer safety, health and wellness. This research is invaluable for optimizing how EI systems can use agency data for such predictions.Originality/valueThis state-of-the-art review on EI systems in policing is the first of its kind. EI systems have been implemented by many police agencies, yet a limited number of empirical studies have been conducted. This systematic review will be useful for researchers who wish to further explore how EI systems are utilized and whether EI systems are successful/effective.

PurposeThe purpose of this paper is to draw a better understanding of the potential impact of daylight in officer decision making. In order to this, the authors test the veil of darkness hypothesis, which theorizes that racial bias in traffic stops can be tested by controlling for the impact of daylight, while operating under the assumption that driver patterns remain constant across race.Design/methodology/approachPublicly available traffic-stop records from the Louisville Metro Police Department for January 2010–2019. The analysis includes both propensity score matching to examine the impact of daylight in similarly situated stops and coefficients testing to analyze how VOD may vary in citation-specific models.FindingsThe results show that using PSM following the VOD hypothesis does show evidence of racial bias, with Black drivers more likely to be stopped. Moreover, the effects of daylight significantly varied across citation-specific models.Research limitations/implicationsThe data are self-reported from the officer and do not contain information on the vehicle make or model.Practical implicationsThis paper shows that utilizing PSM and coefficients testing provides for a better analysis following the VOD hypothesis and does a better job of understanding the impact of daylight and the officer decision-making on traffic stops.Social implicationsBased on the quality of the data, the findings show that the use of VOD allows for the performance of more rigorous analyses of traffic stop data – giving police departments a better way to examine if racial profiling is evident.Originality/valueThis is the first study (to the researchers' knowledge) that applies the statistical analyses of PSM to the confines of the veil of darkness hypothesis.

PurposeComparative research provides a mechanism to understand how justice systems throughout the world operate. McPhedran et al. (2017) conducted a comparative examination of police officer attitudes about domestic violence (DV) in the USA and Australia and reported fairly high levels of agreement among male and female officers within each country. The current study builds on these findings by examining officer attitudes toward DV among male and female officers cross-nationally. This was accomplished by examining whether American and Australian male and female officers agree with one another on a number of DV issues.Design/methodology/approachTwo-way ANOVA was used to examine the effect of two factors (gender and country) on law enforcement officer attitudes about DV.FindingsThe results suggest that male and female officers from the USA and Australia significantly differ on 14 of 24 attitudes about DV with the greatest number of attitudinal differences found between American and Australian male officers.Research limitations/implicationsScholars who conduct future research examining police officer attitudes about DV should use the instrument from this study as a springboard to develop an updated survey in terms of content and one that would be applicable to cross-national analyses. Methodological study limitations are described in depth in McPhedran et al. (2017).Originality/valueWhile gender differences in attitudes have received scholarly attention, questions remain regarding the degree to which attitudes align among male and female officers across different countries. The current study seeks to fill these gaps in knowledge by examining attitudes about DV between American and Australian law enforcement officers.

PurposeThe past five years have seen a growth in studies of police body-worn cameras (BWCs). A large share of the research focused on individual officer attitudes toward these new law enforcement tools. The scholarship, however, focused almost exclusively on their positive and negative perceptions of body cameras or correlations between those attitudes and general officer characteristics. This study examined whether the influence of negative or “concerning” policing attitudes toward body cameras is mediated by other variables, such as officer outlooks toward law enforcement, officers' perceptions of citizen cooperation or their opinions of the public.Design/methodology/approachAn online survey was distributed to a convenience sample of police offices from two Northeastern police agencies.FindingsFindings indicate that the relationship between experience and concerning perceptions of body cameras is mediated by distrust in citizens and perceived civilian cooperation. Further, an office's outlooks regarding aggressive law enforcement tactics do not have a direct effect on concerning perceptions of body cameras, nor do they serve as a mediator between years of experience and concerning perceptions of body cameras.Originality/valueFindings uncover the nuance and complexity of studying and understanding police officer outlooks and perceptions of BWCs. Future experimental designs should include general outlook measures.

PurposeThroughout the last decade, a number of empirical studies have assessed the effectiveness of body-worn cameras (BWCs) among law enforcement agencies across the United States. The purpose of this paper is to examine officers' perceptions regarding the impact this technology has had on police-community relations, as well as the working relationship between police and other actors in the criminal justice system (e.g. prosecutors, jurors).Design/methodology/approachThe author conducted focus groups with officers (n = 89) from two local law enforcement agencies in California that had adopted BWCs in recent years. Participating officers discussed advantages and disadvantages they associated with BWCs, as well as how BWCs have impacted their relationship with the public and justice system personnel.FindingsOfficers recognized advantages to using BWCs, including the potential for positive changes in police behavior and the ability to protect officers against false citizen complaints. Officers also identified a number of disadvantages (or consequences) they associate with BWCs, such as the depreciation of credibility behind an officer's word and the impact of video footage on prosecutorial decision-making.Originality/valuePrior studies have gathered officers' perceptions regarding BWCs, but very few have assessed whether and how the use of this technology by law enforcement influences other actors within the criminal justice system. The findings from this study may prompt further empirical consideration regarding BWCs, especially with regard to whether police use of this technology significantly impacts citizens' trust in the police and how their use may impact prosecutorial and juror decision-making.

PurposeThe purpose of this study is to ascertain law enforcement cadet general knowledge of autism spectrum disorder (ASD) and practical knowledge in how to apply various aspects of their profession to persons with ASD.Design/methodology/approachIn total, 341 law enforcement cadet surveys administered across ten individual law enforcement cadet classes were analyzed via two individual ordinary least squares (OLS) regression models. These regression models were designed to predict changes in cadet scores on their (1) general knowledge of autism scale (i.e., general knowledge regarding autism spectrum disorder itself) and (2) interactional law enforcement knowledge of autism scale (i.e., how to apply various aspects of their job to persons with ASD).FindingsFindings show that cadets who had a stronger confidence in their ability to interact with persons who have ASD actually knew less than their counterparts with lower reported overall confidence. However, one's confidence in their ability to identify persons with ASD was associated with having better overall general knowledge of ASD itself. Similarly, the greater one's overall confidence in interacting with persons with ASD was associated with lower interactional knowledge. In each model, general autism knowledge and interactional knowledge were positively associated.Practical implicationsThe results of this study have implications for cadet and officer training on ASD as each need to be trained in both general knowledge of autism and interactional autism knowledge skills related to the job functions of being a LEO. Policy implications and directions for future research are discussed.Originality/valueThe literature is sparse on law enforcement knowledge of and interaction with persons who have ASD. As such, this study has the potential to make a strong impact on the literature regarding law enforcement and their knowledge and/or interactions with persons who have ASD.

PurposeThe purpose of this paper is to evaluate officer and civilian race/ethnicity disparities during ten years of officer-involved shootings (OIS).Design/methodology/approachInternal affairs, personnel and geospatial data were triangulated for 253 OIS at the Dallas Police Department from 2005 to 2015. Multinomial regression models were used to evaluate the relationship between civilian and officer race/ethnicity in OIS, controlling for officer, situational and neighborhood factors.FindingsIn total, 48 percent of unique OIS involved a non-Hispanic black civilian and most OIS occurred in Hispanic majority neighborhoods (48 percent). Officer age and number of shooters on scene were the only variables significantly associated with officer race/ethnicity. Most notably, officer race/ethnicity was not associated with the race/ethnicity of the civilian during OIS incidents.Originality/valueThere is limited scientific evidence on whether officers of certain races/ethnicities are disproportionately likely to engage in OIS with civilians of a particular race/ethnicity due to the relative rarity of such events.

PurposeCyberbullying – using technology to intentionally and repeatedly engage in bullying behaviors – has gained considerable public attention over the last decade. Parents and educators regularly instruct students about appropriate online behaviors and threaten consequences for misbehaviors. The role and responsibility of law enforcement officers in preventing and responding to cyberbullying incidents remains uncertain. While clear violations of the law (e.g. threats of physical harm) most directly implicate the police, other – more common behaviors – such as rumor spreading or hurtful online commenting do not. The paper aims to discuss this issue.Design/methodology/approachThe current study surveyed 1,596 law enforcement supervisors attending the Federal Bureau of Investigation’s National Academy (NA) program. The survey instrument assessed perceptions of law enforcement responsibility in cyberbullying incidents. Data were collected in three waves over a nine-year period, allowing the measurement of attitudinal changes over time.FindingsThe authors find that certain officer characteristics are associated with a greater interest in responding to different types of cyberbullying (including having children at home and having previous experience dealing with cyberbullying) and that these perceptions have evolved over time.Research limitations/implicationsThe data are specific to law enforcement leaders who participated in the NA and are therefore not generalizable to all officers. Nevertheless, implications for explaining variance and law enforcement involvement in cyberbullying incidents are discussed.Originality/valueThis is the first study to survey law enforcement leaders over time to assess their evolving perceptions of law enforcement’s role in addressing cyberbullying among youth.

Purpose The purpose of this paper is to examine individual-level factors related to police body-worn camera (BWC) acceptance. Design/methodology/approach Surveys were completed by 119 officers from one northwestern police agency a year after BWC deployment. Relationships between demographics, job characteristics, cultural attitudes, organizational justice perceptions and BWC acceptance were examined. Findings Supervisors, as well as officers who had worn BWCs longer, worked the most active patrol shifts, and viewed their supervisors as critical, reported more BWC acceptance. Other indicators of culture and organizational justice were not significant. Originality/value BWCs offer many benefits, but to realize these outcomes officers must accept and use the technology. Research shows wide variations in officer acceptance of BWCs. These findings suggest some officers view BWCs as helpful in dealing with job stressors, including supervisory responsibilities, high volumes of calls and critical supervisors, and tend to grow more accepting of them over time.

Purpose The purpose of this paper is to explore to what extent the legal environment influences a user’s choice to employ privacy-enhancing technologies (PETs). Drawing upon existing theoretical frames specific to arbitrariness and uncertainty, this research examines whether interest in PETs is influenced by the legal environment of a country. Design/methodology/approach Using data from Google Trends, the International Property Rights Index, Freedom House and the Organization for Economic Cooperation and Development, the research analyzes interest in Tor, VPN technology and pretty good privacy (PGP) in 153 countries between 2012 and 2016. Findings Findings suggest both countries with both higher and lower arbitrariness and uncertainty of law are associated with an increased interest in Tor and PGP. However, interest in VPN technology does not appear influenced by the legal environment and, instead, is influenced by freedom within the press. Research limitations/implications The dual use nature of Tor and PGP is influenced by law enforcement and judiciary effectiveness and transparency and arbitrariness contributing to the public’s interest in decentralized technological protections. Practical implications Law enforcement should continue to police via the technologies rather than shutting them down to protect the identities of those needing to use these technologies for legitimate purposes. Only by embracing the technologies, as opposed to seeing them as hurdles to be banned, may law enforcement agencies remain vigilant to the threats posted by nefarious actors. Originality/value In this study, the authors introduce a more robust measure of interest in PETs, and do so with a larger, more substantive sample. By situating this interest within the context of policing, the authors can document the dual use nature of the technology, which can be useful in guiding future research, specifically in the area of policy development and officer training.

PurposeCybercrime is the greatest threat facing law enforcement agencies in England and Wales. Although these crimes are transnational by nature, the burden of response has been placed on line officers. Not all officers, however, believe they are capable of responding to calls involving cybercrime. The current study, using latent class analysis (LCA) on a large sample of English and Welsh officers, finds two types of officers: those prepared (39 percent) and those unprepared (61 percent). Using logistic regression to predict who falls into either classification, the authors find that training and age are the best predictors of latent membership. Implications for policy and future research are discussed. The paper aims to discuss these issues.Design/methodology/approachIn this study, the authors used LCA to determine the number and character of unobserved categories of officers in how they deal with cybercrime.FindingsThe LCA indicated there are two distinct categories of police in the English and Welsh constabulary: those prepared (39 percent) and those unprepared (61 percent). Training and age were the two key determinants of this classification.Research limitations/implicationsLCA is an exploratory analysis technique that requires additional validation to confirm the findings of any one study.Practical implicationsThe salience of training in helping officers feel prepared to deal with cybercrime cases as well as victims was demonstrated. A full 60 percent of the officers in this study fell in the “unprepared” category, which continues to highlight the limitations of local police to handle cybercrime cases; nevertheless, almost 40 percent of officer could be considered ready when responding to cybercrimes.Social implicationsAs the harm cybercrime brings to our financial and social well-being, law enforcement agencies will be required to improve their response capabilities. Most current cybercrime responses address technical issues related to online fraud and abuse, but officers often perceive the problem as outside their legal and geographic jurisdiction. Knowing how officers perceive cybercrime as well as their own capabilities will allow us to begin changing enforcement policies, training capacity and individual response efficacy.Originality/valueThis study involved a sample of English and Welsh constables and sergeants to classify their cybercrime readiness. The analysis and particular data are unique to the study of cybercrime.

Purpose Digital evidence is now infused in many (or arguably most) cases of sexual assault, which has refigured investigative tools, policing strategies and sources of cynicism for those working in sex crime units. Although cynicism, both its sources and affects, is widely studied among scholars of work and policing, little is known about how police working in sex crime units experience, mitigate and express cynicism. The purpose of this paper is to fill this gap in understanding and explore the role of cynicism amongst investigators working in sex crime units. Design/methodology/approach To address this research gap, the authors conducted 70 semi-structured in-depth interviews and two focus groups with members of police services organizations across Canada working in sex crime units. Findings Examining sources of cynicism and emotional experiences, the authors reveal that officers in these units normalize and neutralize organizational and intra-organizational sources of cynicism, and cope with the potentially traumatizing and emotionally draining realities of undertaking this form of “dirty work.” The authors show that officer cynicism extends beyond offenders into organizational and operational aspects of their occupations and their lived experiences outside of work, which has implications for literature on police work, cynicism and digital policing. Originality/value The authors contribute to the literature on cyber policing by, first, examining sex crimes unit member’s sources of cynicism in relation to sex crimes and the digital world and, second, by exploring sources of cynicism in police organizations and other branches in the criminal justice system. The authors examine how such cynicism seeps into relationships outside of the occupation. The authors’ contribution is in showing that cynicism related to police dirty work is experienced in relation to “front” and “back” regions (Dick, 2005) but also in multiple organizational and social spheres. The authors contribute to the extant literature on dirty work insofar as it addresses the underexplored dirty work associated with policing cyber environments and the morally tainted elements of such policing tasks.

Purpose The purpose of this paper is to examine the disparities in stress between rural and urban police officers in China. Design/methodology/approach Data for this study were collected from a national police university in China in 2017. In total, 608 Chinese police officers were surveyed representing those attending in-service training program in the university. Findings Results showed that rural police officers exhibited a higher level of somatization compared to their urban counterparts, whereas no rural–urban differences were detected for other stress dimensions – anxiety and depression. Additionally, this study suggests that perceived constraints in resources and training partially mediate the observed rural–urban disparities in somatization. Research limitations/implications This study is based on a convenient sample of Chinese police officers, which restricts the generalizability of the results. Practical implications To reduce stress among police officers, China needs to make more investments in resources and training programs in its rural policing. Originality/value A review of literature reveals that studies comparing police stress between rural and urban areas are rare. Additionally, China, as the largest developing nation in the world, remains under-studied with respect to stress among its police officers.

Purpose The purpose of this paper is to examine police officers’ attitudes toward community policing and order maintenance, as well as the facets of the work environment that impact those attitudes. Design/methodology/approach Survey data come from a sample of officers in a mid-sized police department. Ordinary least squares regression modeling is used to examine community-policing, order-maintenance and law-enforcement role orientations. Findings Officers endorse community partnerships, but are less enthusiastic about order maintenance. They also display mid-level support for traditional law enforcement. Work–environment variables have inconsistent impacts across the three role orientations. Research limitations/implications This was a survey of attitudes in one department. Future research should examine officers’ involvement in community-policing and order-maintenance activities and any impediments to such activities. Practical implications The findings have implications for police leaders seeking to implement community policing and ensure street-level officers are carrying out partnership and order-maintenance activities. In particular, top management must foster a positive work environment and personally model commitment to policing innovations. Originality/value This paper adds to the currently sparse body of literature on officer attitudes toward community policing and order maintenance, and incorporates traditional law-enforcement attitudes as a point of contrast. This paper advances the scholarly understanding of police officers’ role orientations.

Purpose The purpose of this paper is to examine perceptions of de-escalation among police officers who were nominated by peers as the most skilled at this strategy. Design/methodology/approach A peer nomination process identified eight skilled de-escalators in one department. Interviews were conducted with the officers individually. Additionally, in a focus group, the officers watched and debriefed body-worn camera videos for themes related to de-escalation. Findings Officers defined de-escalation as bringing calm to a conflict using the least amount of force possible. They said it could also be used preventatively. They identified de-escalation tactics, characteristics of skilled de-escalators and situations in which de-escalation is less effective. Originality/value This study initiates research into a much discussed but rarely researched topic. Future studies should continue to work toward a definition of de-escalation and understand how it can be used in policing to reduce violence, protect life and enhance police legitimacy.

Purpose The purpose of this paper is to explore factors that can influence on the police officer’s perception of the effectiveness of the performance management system (PMS). This study examines the effect of the attitude of employees and causal relationships between organizational/individual factors and the effectiveness of PMS during the implementation process. Design/methodology/approach The authors conducted a nationwide online survey of 10,619 police officers in South Korea. Structural equation modeling was employed to analyze multiple relationships simultaneously. The authors constructed a baseline model and also examined an alternative model in order to increase the model’s explanatory power. Findings Police officers’ perception of the understanding of the PMS, manager’s concern, participation and performance information (PI) usage exerted significant effects on the perceived effectiveness of the PMS. However, the relation between understanding of the PMS and PI usage was not significant. The study identified organizational and institutional settings for the success of the PMS. Overall, results support findings of previous studies that suggest an important role of common consensus on performance indicators and agreement between managers and employees. Research limitations/implications While the data size of this study is quite large, it should be considered that the respondent’s preferences on the PMS might have influenced survey results. Findings are limited by the use of a cross-sectional design. Future studies may investigate changes in causal relationships over time by employing a panel design. In addition, various survey items related to the practices of the PMS within the police organization need to be included in future studies. Practical implications To improve the effectiveness of performance management in the police organization, decision makers and managers must emphasize behavioral aspects of the system, especially the causal relationship between practices and perception of the usefulness of the system. Originality/value Despite the wide use of PMS in police management practice, police officers’ perception of the effectiveness of these systems has received little attention in the field. This study indicated a causal link between the factors in the PMS and the perception of the police officers.

Purpose The purpose of this paper is to explore factors that drive officer support for body-worn cameras (BWCs). Design/methodology/approach Results of an officer perceptions survey completed as part of an evaluation of the Chicago Police Department’s BWC project are presented. The influence of treatment- and outcome-oriented justice concerns on officer support for BWCs is explored with a variety of covariates. Findings Outcome-oriented concerns are a significant predictor of officer support for BWCs, while treatment-oriented concerns are not. Practical implications The research enhances understandings of the applicability of procedural justice theorizing in policing generally, and offers direction important to the meaningful use of BWCs. Originality/value This finding runs counter to dominant relational models of procedural justice that concentrate on the perspective of subordinates, but lends support to arguments advocating the centrality of role (authority vs subordinate) in the formation of justice evaluations.

Purpose The purpose of this paper is to apply focal concerns theory as a theoretical explanation for police officer decision making during a traffic stop that results in a consent search. The study uses coefficients testing to better examine the issue of racial profiling through the use of a race-specific model. Design/methodology/approach The data for this study come from traffic stops conducted by the Louisville Police Department between January 1 and December 31, 2002. Findings The results show that the three components of focal concerns theory can explain police officer decision making for consent searches. Yet, the components of focal concerns theory play a greater role in stops of Caucasian male drivers. Research limitations/implications The data for this study are cross-sectional and self-reported from police officers. Practical implications This paper shows the utility of applying focal concerns theory as a theoretical explanation for police officer decision making on consent searches and how the effects of focal concerns vary depending on driver race. Social implications The findings based on focal concerns theory can provide an opportunity for police officers or departments to explain what factors impact the decision making during consent searches. Originality/value This is the first study (to the researchers’ knowledge) that examines the racial effects of focal concerns on traffic stop consent searchers using coefficients testing.

Purpose Law enforcement officers (LEOs) suffer from premature mortality, intentional and unintentional injury, suicide and are at an increased risk for several non-communicable disease outcomes including cardiovascular disease and several cancers, compared to those employed in other occupations. Repeated exposure to stressful and traumatic stimuli is a possible mechanism driving these adverse health outcomes among LEOs. To better identify the sources of these health problems, the purpose of this paper is to determine the feasibility of conducting a cohort study using physiological measures of stress (e.g. heart rate) with LEOs; perceptions of the FitBit device, including LEO buy-in and attitudes associated with the protocol. Design/methodology/approach Data were collected from ten recent graduates of the Dallas Police Training Academy. Findings Results suggest that officer buy-in and protocol compliance was high. Officers were eager to participate in this study, and completion of weekly surveys was 100 percent. Minute-level missing data from wearable devices was relatively low (25 percent), and 90 percent of participants wore the FitBit devices on more than 90 percent of study days. Originality/value Results from this study suggest that wearable physiological devices can be effectively used in law enforcement populations to measure stress.

Purpose The purpose of this paper is to review current research on police officer mental health and to explore the reasons why police officers do not seek mental health treatment. Design/methodology/approach A comprehensive, systematic search of multiple academic databases (e.g. EBSCO Host) were used to identify studies conducted within the USA, identified definitions of first responders, identified the type of duty-related trauma expected by police officers, how influential stigma is amongst the police culture and what current intervention strategies are employed to assist police officer mental health wellness. Findings This research was conducted to identify police officer trauma-related mental health and the stigma behind seeking treatment. The research highlights job-related trauma and stress leads to the development of post-traumatic stress disorder, depression, substance use disorder and suicide or suicide ideation. The stigma behind seeking mental health treatment is associated with law enforcement organizations and environmental factors. Organizational factors include occupational stress characteristics such as day-to-day of the job and environmental factors such as abiding by social and law enforcement culture ideologies. Further research should be conducted to understand why law enforcing agencies and personnel are unknowingly promoting stigmas. Originality/value This is the most current meta-review of research examining the severity of mental health in police officers, the stigma behind acquiring treatment and innovative treatment approaches in police officer mental health. This study will provide a useful resource for those researchers interested in continuing to examine the different aspects of police officer mental health and how to potently approach innovative interventions to help law enforcement personals mental wellness thrive in a field where trauma is experienced daily.

Purpose The purpose of this paper is to examine police shooting accuracy and the factors that influence whether officers hit, or miss, their intended target. Design/methodology/approach Descriptive statistics explore both incident-level and hit rate shooting accuracy in single officer/single suspect shooting incidents in the Dallas Police Department between 2003 and 2017. Multiple regression models analyze the predictive utility of officer, suspect and situational factors on the two accuracy outcomes. Findings Consistent with prior research, the results demonstrate that officers are often inaccurate in officer-involved shooting (OIS) incidents. Additionally, several factors emerged as significant predictors of shooting accuracy. Practical implications The results are discussed in terms of the practical implications for training and accountability. Originality/value It has been more than a decade since the last academic study investigated this important topic using actual OIS data. Acknowledging the general dearth of this literature, this study explores what factors contribute to shooting accuracy.

Purpose The purpose of this paper is to assess officer perceptions of consolidation of law enforcement agencies under three specific models: contracting, merger and a hybrid of regionalization and contracting. Design/methodology/approach A survey was administered to 139 officers employed by four agencies using one of the models of interest. The survey asked officers their views on consolidation and how it has affected organizational and employment characteristics. Findings Officers generally support consolidation, but views vary by agency type. Officers in the contracting agencies, for example, generally viewed consolidation as less cost effective than officers in other agencies viewed it, but were more likely to say crime decreased and job security and workload improved after consolidation. Officers in the hybrid agency were less positive about changes in some employment and organizational characteristics. Research limitations/implications The sample size and response rates are low, and no comparison to other agencies is available, but the examination offers new information and lessons. Practical implications Communities considering police consolidation must consider a specific model and how to communicate changes to officers. This research illuminates officer perspectives on each. Originality/value This is the first investigation of views of shared services by specific model of consolidation. Such work is particularly valuable given increased interest in consolidation in recent years.

PurposeThe growing concern about school violence and security has led to a dramatic increase in the number of police officers working in schools. This increase has been accompanied by a focus on the training of school-based law enforcement, the discretion that they exercise when interacting with youth, and the concern that these factors may lead to more youths facing arrest and formal processing by the juvenile and criminal justice system. What is not well understood is whether or not having formal school resource officer (SRO) training or higher education impacts the officer’s decision making when responding to an incident involving a student. The paper aims to discuss these issues.Design/methodology/approachThis paper uses survey data from school police officers within the USA (n=179) to examine the officer’s preferred post-incident method of disciplining the youth, from the most punitive and formal approach of suspension or referral to juvenile authorities, to the less punitive and informal approach such as diversion or warn and release.FindingsOverall, the study found that officers who have received formal SRO training were more likely to prefer a formal resolution to the incidents, and more highly educated officers tended to favor less punitive and informal responses.Originality/valueThese findings question the current state of the effectiveness of SRO training at using diversionary tactics for conflict resolution in a school setting.

PurposeThe purpose of this paper is to describe and test a quantitative harm-focused approach to offender selection for investigation and surveillance. The approach incorporates a measure of crime harm as well as a time-decay function that adjusts the score downward for offenders who desist from crime.Design/methodology/approachAcross 10 of 21 high-crime police districts in the city of Philadelphia, the authors compare the mean harm scores of 60 prolific offenders selected by district analysts, 60 prolific offenders selected citywide by detectives assigned to the Gun Violence Reduction Task Force and the top 60 prolific offenders chosen from a harm-score generated list of known offenders in the ten high-crime districts.FindingsThe offenders on the harm-focused list have significantly greater mean harm scores than the offenders identified by the crime analysts or task force personnel. They have a significantly greater mean number of gun crime episodes in their offending history as well.Research limitations/implicationsThe harm-focused approach uses arrest data that may not accurately reflect convictions and which miss undetected criminal activity. A leader of a criminal organization who orchestrates criminal activities but does not engage directly may have a low harm score. Arrest data may also suffer from some inherent bias. The approach also requires the creation of a crime harm index. Determining the operational impact on overall crime reduction by focusing on offenders with higher harm scores will require further research.Practical implicationsClinical methods of target selection based on officer intuition, opinion and experience may have limitations in terms of effectiveness and accuracy. They also lack transparency and may incorporate bias, a critical consideration given the current crisis in police-community trust and legitimacy. The actuarial method of weighing the harm of past offending with a crime harm score may be more acceptable and defendable to the community. It also identifies offenders with a higher frequency of involvement in gun crimes. Until methodological limitations are better understood, a compromise may be to start with the harm-score method (data-driven) and supplement this initial list through intelligence and investigative information.Originality/valueThe paper expands crime harm indices to quantify offender triage lists. The authors also empirically demonstrate through a case study that the approach is more effective at identifying harmful offenders than methods that solely rely on the experience or intuition of either crime analysts or detectives.
