Using the InCites tool of Thomson Reuters, this study compares normalized citation impact values calculated for China, Japan, France, Germany, United States, and the UK throughout the time period from 1981 to 2010. InCites offers a unique opportunity to study the normalized citation impacts of countries using (i) a long publication window (1981 to 2010), (ii) a differentiation in (broad or more narrow) subject areas, and (iii) allowing for the use of statistical procedures in order to obtain an insightful investigation of national citation trends across the years. Using four broad categories, our results show significantly increasing trends in citation impact values for France, the UK, and especially Germany across the last thirty years in all areas. The citation impact of papers from China is still at a relatively low level (mostly below the world average), but the country follows an increasing trend line. The USA exhibits a stable pattern of high citation impact values across the years. With small impact differences between the publication years, the US trend is increasing in engineering and technology but decreasing in medical and health sciences as well as in agricultural sciences. Similar to the USA, Japan follows increasing as well as decreasing trends in different subject areas, but the variability across the years is small. Progressive supranuclear palsy (PSP) and multiple system atrophy (MSA) are progressive disabling neurological conditions usually fatal within 10 years of onset. Little is known about the economic costs of these conditions. This paper reports service use and costs from France, Germany and the UK and identifies patient characteristics that are associated with cost. 767 patients were recruited, and 760 included in the study, from 44 centres as part of the NNIPPS trial. Service use during the previous six months was measured at entry to the study and costs calculated. Mean six-month costs were calculated for 742 patients. Data on patient sociodemographic and clinical characteristics were recorded and used in regression models to identify predictors of service costs and unpaid care costs (i.e., care from family and friends). The mean six-month service costs of PSP were €24,491 in France, €30,643 in Germany and €25,655 in the UK. The costs for MSA were €28,924, €25,645 and €19,103 respectively. Unpaid care accounted for 68-76%. Formal and unpaid costs were significantly higher the more severe the illness, as indicated by the Parkinson's Plus Symptom scale. Key plant traits affecting growth performance can differ among and within species, influencing competitive plant community dynamics. We determined the intra-specific variability of germination base temperature among 13 arable weed species and the seedlings' early post-emergence relative growth rate among 21 species in climate chamber and green house experiments. Intra-specific variability was quantified with two seed populations (originating from contrasting climate in Germany & France) for the germination base temperature of 6 species and for the early growth rate of 16 species. Inter-specific variability for both traits was always higher than intra-specific variability. Within a given species, we found that germination base temperatures were higher in seeds stemming from colder climate populations. Seedling relative growth rates did not differ between seed populations. Models simulating weed growth should reflect these differences in germination traits among populations, especially when they are used for weed community assembly studies in a local to regional extent. The Psychometric Hepatic Encephalopathy Score (PHES) has previously been standardized in thirteen countries on three continents, confirming its status of gold standard test to detect minimal hepatic encephalopathy (MHE). In the meantime, performance has also been shown to vary with variables such as age, education, and barely sex. The present study aimed at standardizing the PHES in a French population. One hundred and ninety-six French healthy participants completed a French version of the paper-and-pencil PHES, involving five tests and six measures. Importantly, the balance was perfect between all levels of the three controlled factors, which were sex, age (seven decade-levels from 20-29 to 80-89 years), and education (two levels below or above 12 years of education). Raw measures were transformed to fit the normal distribution. ANOVAs on transformed variables showed no effect of sex, but an effect of age on all measures, and of education on five measures. Multiple or simple regressions were completed to build up normograms. Thorough analysis of variability within each test failed to find outliers that may bias the results. Comparison between French and seminal German data showed that they highly fitted though cultural and cognitive style specificities could be observed. This is the first study to standardize the PHES in a French population and to extensively explore the effects of sex, age and education using perfectly balanced samples. Scientific and/or technical breakthroughs require the exploration of novel ideas and technologies. Yet, it has not been studied quantitatively how national institutional contexts either facilitate or stifle organizational support for exploration. Available qualitative evidence suggests that institutional contexts that exert weak control over universities and research organizations strengthen their capabilities to achieve scientific breakthroughs, while contexts with strong control constrain them. The paper is based on an analysis of the population of Nobel laureates in Physics, Chemistry and Physiology or Medicine. We examine to what extent existing qualitative findings for the biomedical sciences, which are partly based on Nobel laureates in Physiology or Medicine, can be substantiated both quantitatively and across the three Nobel Prize fields of science. We find that for most of the 20th century and the early 21st century, countries with weak institutional control (United Kingdom, United States) have outperformed those exerting strong control (France, Germany). These results are further corroborated when controlled by population sizes and by GDP per capita. In addition, these results hold not only for the biomedical sciences, but also for Physics and Chemistry. Furthermore, countries with weak institutional control have attracted many future Nobel laureates from countries with strong environments. In this regard, the United States appears to be a particularly attractive setting for conducting innovative research, and thus has been a magnet for young and promising scientists. However, future laureates working in institutional environments exerting weak control are not faster in accomplishing their prize-winning work compared to those laureates working in more restrictive institutional settings., Competing Interests: The authors have declared that no competing interests exist.

Background: Zoonotic diseases account for over 60% of all communicable diseases causing illness in humans and 75% of recently emerging infectious diseases. As limited resources are available for the control and prevention of zoonotic diseases, it is necessary to prioritize diseases in order to direct resources into those with the greatest needs. The selection of criteria for prioritization has traditionally been on the basis of expert opinion; however, details of the methods used to identify criteria from expert opinion often are not published and a full range of criteria may not be captured by expert opinion., Methodology/principal Findings: This study used six focus groups to identify criteria for the prioritization of zoonotic diseases in Canada. Focus groups included people from the public, animal health professionals and human health professionals. A total of 59 criteria were identified for prioritizing zoonotic diseases. Human-related criteria accounted for the highest proportion of criteria identified (55%), followed by animal-related criteria (26%) then pathogen/disease-related criteria (19%). Similarities and differences were observed in the identification and scoring of criteria for disease prioritization between groups; the public groups were strongly influenced by the individual-level of disease burden, the responsibility of the scientific community in disease prioritization and the experiences of recent events while the professional groups were influenced by the societal- and population-level of disease burden and political and public pressure., Conclusions/significance: This was the first study to describe a mixed semi-quantitative and qualitative approach to deriving criteria for disease prioritization. This was also the first study to involve the opinion of the general public regarding disease prioritization. The number of criteria identified highlights the difficulty in prioritizing zoonotic diseases. The method presented in this paper has formulated a comprehensive list of criteria that can be used to inform future disease prioritization studies.
