This article looks at the most important financial institutions established in the Southern Low Countries to ensure efficient management of the public finances and to support the process of nascent state formation : the Chambers of Accounts (Chambres des Comptes). Using qualitative statements of contemporaries, it is demonstrated that, throughout their centuries of existence, these institutions showed a life cycle that was initially characterized by growth and development, but in which elements of weakening, stagnation and even decline soon arose. The central argument is that during their first decades the Chambers of Accounts worked efficiently, though without assuming a revolutionary dimension in their performance. These positive effects largely ebbed away after a century and at the end of the Middle Ages a more negative reality had taken place which persisted until the end of the Ancien Régime., Cet article examine les institutions financières les plus importantes établies dans les Pays-Bas méridionaux pour assurer une gestion efficace des finances publiques et pour soutenir le processus de formation d’un État naissant sur le plan financier : les Chambres des Comptes. Les évaluations de l’époque, essentiellement qualitatives, démontrent que, tout au long de leurs siècles d’existence, le cycle de vie de ces institutions fut caractérisé initialement par la croissance et le développement ; plus tard par l’affaiblissement, la stagnation et même le déclin. Les Chambres des Comptes ont travaillé efficacement au cours de leurs premières décennies de fonctionnement, sans toutefois présenter une dimension révolutionnaire dans leurs performances. Ces effets positifs se sont en grande partie dissipés après un siècle, car à peine le Moyen Âge s’était-il éteint qu’une réalité plus sombre émergeait ; celle-ci a perduré jusqu’à la fin de l’Ancien Régime., Dit artikel evalueert het optreden van de Rekenkamers, de belangrijkste financiële instelling die in de Zuidelijke Nederlanden was opgericht om het beheer van de publieke financiën adequaat te laten verlopen en om het proces van groeiende staatsvorming op financieel vlak te ondersteunen. Op basis van vooral kwalitatieve appreciaties door de tijdgenoten wordt aangetoond dat deze instellingen in hun eeuwenlange bestaan een levenscyclus vertoonden die aanvankelijk werd gekenmerkt door groei en ontwikkeling maar waarin al snel elementen optraden van vertraging, stilstand en zelfs verval. De Rekenkamers hebben tijdens hun eerste decennia efficiënt gewerkt, evenwel zonder in hun optreden meteen een revolutionaire dimensie aan te nemen. Ecus of Flanders were issued in 1685 to circulate in the “ conquered countries” of northern France. As soon as 1690, they became legal tender in the Southern Netherlands and remained in circulation until 1810 – in contrast with their early demonetization in France (1710). This article, based on the analysis of decrees and almanacs of Southern Netherlands, investigates the reasons of this adoption and of this longevity, linked to military occupations and a structural dearth of tender. It explores the successive names of this coinage, among which “ cara(m) bole”, attested since 1723 and probably linked to the Spanish word carambola (billiard, deception)., Émis par Louis XIV à partir de 1685 pour circuler dans les «pays conquis » , les écus «de Flandre » furent dès 1690 reconnus parmi les espèces ayant cours dans les Pays-Bas méridionaux, où ils restèrent en circulation jusqu’en 1810 – alors qu’ils furent démonétisés dès 1710 en Flandre française. L’analyse d’ordonnances et d’almanachs rédigés aux Pays-Bas permet de mieux comprendre cette adoption à la fois précoce et longue, liée notamment aux occupations militaires et aux carences de numéraire. Elle permet aussi de recenser les appellations successives données à ce monnayage, dont celle de «cara(m)bole » , attestée dès 1723 et dont l’étymologie la plus probable remonte à l’espagnol carambola (jeu de billard, tromperie)., Petit Pierre.
