The quality of the process of formatión of the profesional in the Higher Education constitutes one of its priorities, however in the Agronomic career at the University Branch in Baraguá difficulties in the management of quality were detected, caused mainly by the lack of a model to evaluate it in the conditions of universalization and the professors haven´t got the scientific-methodological tools for the management of this process. To give a solution to this problem a management quality strategy was designed which includes the indicators that fall into the process of formation of the professional in this career, distinguished by its integral, flexible, systemic, contextualized and measureable character that points to the continuous improvement and the search of excellency in this university institution. As a result of the partial application, the location of the problem and the contextual valuation were obtained and actions related with the compromise level of professors, students, directives and productive centers of the territory were performed, propitiating the development of a formative process with pertinence and social impact from its sociopolitical, curricular and extensionist dimensions according to the nedds of the environment. The work centers and the educational centers constitute excellence educational stages for the labor practice in the formation of the professionals that takes place in the municipality university campus, like sample of the integration between the university and the society for the development of competitions and abilities in specific local contexts, where each socioproductive organization is expression of more concrete professional contents, expressed in the action field and own problems of the profession, what prints a specific formative wealth in a process of educational socialization. In the work it is said the necessity to reveal, from the microdesign curricular, the didactic categories contained in the socioproductive organizations that are constituted in more concrete educational stages in the professional's formation. Starting from these considerations and as a result of the didactic step in the municipality university campus, the necessity of a traffic is revealed in the microdesign curricular to discipline sustained in the generalized logical of the profession, to a contextualized and integrated one and it is intend new curricular didactic categories that emerge of the educational stages in the universalization of the higher education. The process of universalization of the teaching, characterizes the transformations that have taken place in the Cuban superior education. Had as antecedent the Alphabetization's process (1961) and had been consolidated from the University Reformation (1962) until our days. This directed to the amplification of possibilities and access opportunities to the university and it rebounds in an increment of the levels of justness and social justice of our society. This program is conceived with an own pedagogic model, centered in the student, with minimum and systematic present activities that are developed under the guide of a tutor. It requires therefore of an appropriate preparation of the professionals involved in the same one, keeping in mind the new demands of the science, the technique and the contemporary technologies. It is unquestionable that the universalization process requires of the tutor's figure what is established in the Ministerial Resolution (RM /207/02) This study was carried to know about the tutor's functions and elaborate a document of methodological character that offered the orientations for their best acting. The results of interviews, meetings and bibliographical revision show the diversity of approaches and formulations on the tutor's functions that it doesn't facilitate an address toward the main objectives of the program tutorial. It concluded the necessity that all those involved in the educational- process identify the main functions of the tutors, their objectives and the variability of procedures and tasks for their acting, and to achieve an appropriate reception, selection and tutors' preparation so that they can carry out the main functions and to use the pertinent procedures as it corresponds to reach the objectives proposed for the pattern of continuity of studies and any process of teaching-learning with minimum present activity. The universalization of the high education that transforms all the traditional university structures students, after having begun more than five ago at the moment, requires of a new look toward the main university functions of the same ones, as much with the society as in the internal of the institutions, as answer guided to achieve the access, the justness and the full social justice of the all cuban population's segments. The present investigation was carried out on the process of universalization of the higher education in the Havana province. The objective was to design a proposal of indicator system to diagnose the integral acting of the institutional administration of the municipal university headquarters like new organizations of the new agrarian university. The development of the administration of the knowledge at local level of the university processes through the municipal university headquarters, needs of a system of indicators to evaluate and self- evaluate the effectiveness of its institutional acting, as starting point to trace strategies of sustainable development in the territory. When characterizing the current state of the institutional administration of the university headquarters, the necessary starting point is obtained for the elaboration of a strategy by the directive, professors, students and social actors, that potencie the administration of a system of knowledge and development at local level. We can conclude that the application of the proposed system of indicators facilitates to the New Cuban University, as transforming entity of the social environment, the execution of its social responsibility and the effectiveness of its institutional administration. The quality with which the formation is developed has been one of the concerns of professors and directive of the Cuban superior education before the amplification of the university studies along the national territory.
