The article reports on the hated traffic control device, the speed hump. Humps are scattered all over cities and are so hated by motorists that a man won a seat in his council in Derby after campaigning solely on the removal of humps. The humps, the article argues, are examples of Britain's nanny culture and their punitive effect of damaging the cars of speeders only makes drivers more irate.
