Looking at our knowledge of the risks associated with nanotechnology, one wonders to what degree should its products and applications be regulated? Do we need any governing body to regulate nanotechnology research and development? Do individuals have a right to know to make informed decisions through labelling mechanism? The question of regulation and responsibility in the interaction between science, technology and society is one of the most pressing issues. Risks and regulations regarding nanoscience and nanotechnology are mostly debated amongst policy-makers and not amongst the nanoscientists, who actually produce the new science. Thus, the paper makes an attempt to contribute significantly to an increased body of knowledge regarding how scientists think and talk about science. Little has been documented about perceptions of nanotechnology regulation and responsibility in developing countries. Given the importance of perceptions in the genetically-modified foods debate, the way nanotechnology is perceived holds serious repercussions for the framing of its ethical, legal and social implications. Through a field-survey that records the opinions of leading Indian nanoscientists, the paper examines scientists' perceptions about nanotech-regulation. Such discussion is imperative to address technological risks and uncertainties. The paper further explores whether scientists have different views on what responsibility amounts to and under what conditions one is responsible. The term ‘nano-divide’ has become a catch-phrase for describing various kinds of global nanotechnology inequities. However, there has been little in-depth exploration as to what the global nano-divide really means, and limited commentary on its early nature. Furthermore, the literature often presents countries from the Global South as ‘passive’ agents in global nanotechnology innovation—without the ability to develop endogenous nanotechnology capabilities. Yet others point to nanotechnology providing opportunities for the South to play new roles in the global research and development process. In this paper I report on the findings of a qualitative study that involved the perspectives of 31 Thai and Australian key informants, from a broad range of fields. The study was supplemented by a survey of approximately 10% of the Thai nanotechnology research community at the time. I first explore how the global nano-divide is understood and the implication of the divide’s constructs in terms of the roles to be played by various countries in global nanotechnology innovation. I then explore the potential nature of Southern passivity and barriers and challenges facing Southern endogenous innovation, as well as an in-depth consideration of the proposition that Southern countries could be ‘active’ agents in the nanotechnology process. I argue that it is the nano-divide relating to nanotechnology research and development capabilities that is considered fundamental to nanotechnology’s Southern outcomes. The research suggests that Southern countries will encounter many of the traditional barriers to engaging with emerging technology as well as some new barriers relating to the nature of nanotechnology itself. Many developing countries have allocated significant amounts of funding for nanoscience and nanotechnology research, yet compared to developed countries, there has been little study, discussion, or debate over social and ethical issues. Using in-depth interviews, this study focuses on the perceptions of practitioners, that is, scientists and engineers, in one developing country: India. The disciplinary background, departmental affiliation, types of institutions, age, and sex of the practitioners varied but did not appear to affect their responses. The results show that 95% of the Indian practitioners working in the area of nanoscience and nanotechnology research recognized ethical issues in this research area, and 60% of them could offer specific examples, which included possible ill effects on environment and human, use as a weapon, hype, professional ethics, laboratory testing on animals, cyborgs, widening the gap between rich and poor, self-replication, and longevity of human life. The results may offer opportunities for future cross-cultural research, as well as offer examples that can be used to raise the awareness of other practitioners in India and elsewhere regarding the importance of ethical issues. The article analyzes the integration of a module on nanotechnology, ethics, and policy into a required second-year social science course at a technological university. It investigates not simply the effectiveness of student learning about the technical aspects of nanotechnology but about how issues explored in an interdisciplinary social science course might influence student opinions about the potential of nanotechnology to benefit the developing world. The authors find a correlation between student opinions about the risks and benefits of nanotechnology for the developing world with their judgment of whether nanotechnology fits comparative, historical models for development. Nanotechnology has been proclaimed as a new technology that could bridge the gap between the rich and the poor countries. Indeed many countries in Asia are fast developing their nanotechnological capabilities. However, one needs to take into consideration the role that culture and values play in adoption of nanotechnological policies, keeping in mind that technology and culture are deeply dependent on each other. I offer a criticism of the dependency theory in economic development, which says that there is an unbridgeable divide that the poorer countries cannot cross. As with other powerful technologies, nanotechnology can create as many problems as solutions. I concentrate how insights from the Buddhist tradition, prevalent in Thailand, could illuminate how nanotechnology could be introduced into the lifeworld of a people. [ABSTRACT FROM AUTHOR]
