Polyurethane cement (PUC) is now commonly used in the reinforcement of old bridges, which exhibit various issues such as poor toughness, temperature-sensitive mechanical properties, and brittle failure. These problems can lead to the failure of the reinforcement effect of the PUC on old bridges in certain operating environments, leading to the collapse of such reinforced bridges. In order to alleviate these shortcomings, in this study, the toughness of PUC is improved by adding polyvinyl alcohol (PVA) fiber, carbon fiber, and steel fiber. In addition, we study the change law of the flexural strength of PUC between −40 °C and +40 °C. The control parameters evaluated are fiber type, fiber volume ratio, and temperature. A series of flexural tests and scanning electron microscope (SEM) test results show that the flexural strength first increases and then decreases with the increase in the volume-doping ratio of the three fibers. The optimum volume-mixing ratios of polyvinyl alcohol (PVA) fiber, carbon fiber, and steel fiber are 0.3%, 0.04% and 1%, respectively. Excessive addition of fiber will affect the operability and will adversely affect the mechanical properties. The flexural strength of both fiber-reinforced and control samples decreases with increasing temperature. Using the flexural test results, a two-factor (fiber content, temperature) BP neural network flexural strength prediction model is established. On the basis of determining the optimum content of polypropylene fiber reactive powder concrete (RPC), the influence of different steel fiber content on the compressive strength and splitting tensile strength of hybrid polypropylene-steel fiber RPC was studied. The particle morphology and pore parameters of hybrid polypropylene-steel fiber RPC were analyzed by combining scanning electron microscope (SEM) with image-pro plus (IPP) software. The results showed that the RPC ductility can be further improved on the basis of polypropylene fiber RPC, the compressive strength and splitting tensile strength of polypropylene fiber. The optimum content of hybrid polypropylene-steel fiber RPC is 0.15% polypropylene fiber, 1.75% steel fiber. Hybrid polypropylene-steel fiber RPC is mainly composed of particles with small particle size. The particle area ratio first increased and decreased with the increase of steel fiber content, and the maximum steel fiber content is 1.75%. The pore area ratio first decreased and increased with the increase of steel fiber content, and the pore area ratio is the smallest when the steel fiber content is 1.75%. The calculation methods of polypropylene fiber content and steel fiber content and 28-day RPC compressive strength and splitting tensile strength are proposed to select polypropylene fiber content and steel fiber content flexibly according to different engineering requirements, which can provide important guidance for the popularization and application of RPC in practical engineering. To reduce the cracking caused by shrinkage and avoid the brittle behavior of concrete, MgO expansion agent and steel fibers were used in this paper. Firstly, the effect of MgO and steel fibers on the compressive strength of concrete was compared. The results showed that the compressive strength of steel fibers reinforced concrete (SC) and steel fiber reinforced MgO concrete (SMC) was significantly improved. Compared with ordinary concrete (OC), SMC's 28 days compressive strength increased by 19.8%. Secondly, the influence of MgO and steel fibers with different contents on the self-volumetric deformation of concrete was compared through the experiment. The results showed that as a result of the hydration expansion of MgO, MC and SMC both showed obvious expansion, and their 190 days expansion was 335 μ ε and 288 μ ε , respectively. Lastly, through a scanning electron microscope (SEM) test, it was found that the constraint effect of steel fibers changed the expansion mode of MgO from outward expansion to inward extrusion, thus improving the interfacial bond strength of concrete.
