Drawing on the business model innovation theory and the resilience theory, the present study explores existing literature on the capacity of digitalization and new technologies for the sustainable and innovative development of shipping and seaports; more in details, it identifies the shipping and seaport business models that can meet environmental, economic and social goals through the digitalization of operational processes in the ship–port interface. This paper aims to investigate whether digitalization and new technologies can help in the creation of sustainable business models as set out in the United Nations (UN) 2030 Agenda for Sustainable Development Goals (SDGs) adopted by all UN member states in 2015. The methodology is based on a qualitative approach, conducting a systematic literature review followed by a bibliometric analysis of a database containing 132 items in English language publications between 1969 and 2020. The findings indicate that literature on the topic has concentrated mainly on the environmental externalities connected with operations at the ship–port interface. The study offers theoretical and practical contributions, outlining the main issues debated in the literature on digitalization and new technologies in the shipping and seaport industry, and analyses the key variables that will play a role in achieving the SDGs. Seaports and their efficiency remain essential for the success of international trade globally. Notwithstanding this outcome, there is no empirical evidence on how seaport efficiency affect trade performance in Africa. This paper presents an empirical evidence of the effects of seaport efficiency on trade performance in Africa. To do so, we use data on 33 African countries for the period 2006 to 2018 and employ the gravity model for the empirical analysis. The results show that seaport efficiency enhances trade performance in Africa; the greater the level of seaport efficiency, the larger the extent of trade performance. With customers looking for the highest level of services and reduction of cost on international trade of goods, shippers have recently begun to focus on the inland leg of containerized import/export, making the competition advance between 'seaport against seaport' to 'seaport-hinterland against seaport-hinterland'. Bearing this in mind, this paper seeks to assess the logistic costs and the import process time in order to identify how these factors influence seaport-hinterland customer's choice and what is the effect of these factors on the main actors' competitiveness. In terms of time, the findings indicate that dry ports have been operationally more efficient, with customs and delivery process faster than in seaports and extended gates. In terms of cost we have applied Monte-Carlo simulation in a case study in Brazil to assess stochastically the import cost considering multiple actors as options. The study makes practical contributions, showing the cost-efficient zone for each macro region in the studied area and simulating a hypothetical scenario, where multimodal transportation is a delivery option. Lastly, the study makes theoretical contributions, discussing the competitiveness environment in light of the literature, bringing relevant insights to aid customers' and practitioners decision-making. Due to the constant risk of piracy and terrorist attacks which cause disturbances within international shipping of goods, barriers to the adoption of maritime security guidelines (MSGs) at European ports have become prevalent. In this paper, a conceptual framework was created to explore the perceived barriers that prevent compliance with MSGs. To verify the conceptual framework, empirical data were collected using a mixed-methods approach, which was comprised of interviews with national experts and a survey of 47% of Swedish ports involved in the shipping of goods. According to the presented framework, the perceived barriers of Swedish ports to compliance with MSGs were linked to collaborations within the Swedish Maritime Security stakeholder network, available resources and educational knowledge about security culture. In addition, the perceived barriers of smaller ports were linked to the adaptation to MSGs at different levels and the absence of specific tools of maritime security management. Due to an increased interest in international shipping of goods, this paper is currently one of few that addresses the barriers to compliance with MSGs. Climate extremes are threatening transportation infrastructures and hence require new methods to address their vulnerability and improve their resilience. However, existing studies have yet to examine the climate impacts on transportation networks systematically rather than independently assessing the infrastructures at a component level. Therefore, it is crucial to configure alternative shipping routes from a systematic perspective to reduce climate vulnerabilities and optimise the resilience of the whole shipping network. This paper aims to assess the global shipping network focusing on climate resilience by a methodology that combines climate risk indicators, centrality analysis and ship routing optimisation. The methodology is designed for overviewing the climate vulnerability of the current and future scenarios for comparison. First, a multi-centrality assessment defines the global shipping hubs and network vulnerabilities. Secondly, a shipping model is built for finding the optimal shipping route between ports, considering the port disruption days caused by climate change (e.g. extreme weather) based on the climate vulnerability analysis result from the first step. It contributes to a new framework combining the global and local seaport climate vulnerabilities. The aim of this paper is twofold: the first is to assess the extent to which current port development initiatives contribute to securing the status of the Port of Colombo as a regional transshipment (T/S) hub to serve the Indian subcontinent; and the second is to generate plausible future development scenarios for the maritime industry in the context of the Belt and Road Initiative (BRI). A scenario analysis method is applied to examine the past trends and to build future development scenarios. The results showed that major Indian ports have experienced a significant growth in cargo volumes and vessel traffic. South and East Indian coastal ports continue to use the Port of Colombo as a T/S port in tandem with the corridors connected to the Indian Ocean. Scenario analysis highlights the growing importance of BRI-centric land-based economic corridors, which would generate a large amount of cargos from hinterlands up to China. This would be further fueled through the Great Mekong region-driven industrialization, which would add to the west-bound maritime cargo volume. The paper concludes that the increased capital influx from China would more likely to result in a substantial development of the present port and road/rail infrastructure in Sri Lanka. The current paper carries out an examination about the selection of the proper container seaport, which in the Black sea region. This paper focuses on a research question. Is it possible to apply multi-criteria decision-making methods that can be applied more easily than the DEA technique for decision-makers? In order to determine the best performance analysis technique that can give successful results, two-hybrid multi-criteria decision-making models were selected and operational performances of the container ports in the Black Sea region were analyzed with the help of these integrated approaches. While the first MCDM model consists of the entropy and OCRA technique, the second hybrid model consists of the Entropy and EATWIOS method. The main aim of this paper is to discuss whether these proposed hybrid models can be implemented to make an effective performance analysis for the maritime industry. The second aim of this paper is to evaluate the Black sea container seaports with the help of this suggested model. The study reveals that the proposed MCDM models can be implemented for container port selection successfully and easily and both of them have given very closer results to each other in aspects of the evaluation of the criteria and options. This paper focuses on the Panama Canal expansion and its impact on American port infrastructure for the attention of academic researchers in maritime transportation and supply chain management (SCM). First, it provides a comprehensive background based on a review of pertinent practitioner as well as academic publications. This is followed by a summarization of the impact of this expansion on the infrastructure of the major East and Gulf Coast (EGC) ports, since these stand to be the most affected. Then it presents a categorization scheme for these EGC ports that capture their likelihood of attracting the expected increase in cargo traffic engendered by the expansion; this is preliminarily supported by the latest data on growth in container traffic. This paper presents a demand analysis of Angola seaports from 1996 to 2013 using the Berry, Levinsohn, and Pakes (BLP) demand model. The BLP is a random coefficient Logit demand model that takes into account the endogeneity of the price in the demand equation. The model reveals that seaports on Angola is explained by the average price, the price of maritime transport services, the price of substitute imports by airports, and by the income in the port region. The price is endogenous in demand equation and the endogeneity is taken into account in demand estimation. The price of air transportation is negative, and therefore it is a complementary good. This paper draws upon original research undertaken in the United Kingdom and Sweden. It considers the enforcement of regulations associated with the limitation of air emissions from shipping. Specifically, it considers the enforcement of regulations pertaining to the Baltic and North Sea emission control areas (ECAs). The paper outlines the steps that have been taken to ensure vessel compliance in these ECAs. It describes the effectiveness of such enforcement as well as current limitations and gives specific emphasis to the views of vessel operators. Governments around the world are adopting inclusive growth agendas. The ambition to align economic growth ambitions with broader-based social benefits is increasingly embraced by corporations to limit the ‘negative externalities’ and enhance the ‘positive externalities’ of their operations. Therefore, micro-level corporate strategies and macro-level national ambitions meet at the meso-level of networks and clusters. This requires societal spheres to collaborate and search for alternative governance constellations. In this discourse, port development is only recently receiving attention. In March 2018, ports around the world signed the World Ports Sustainability Program declaration, which aims to contribute to the sustainable development goals (SDGs), whilst a number of national port (master) plans have started to include social along with environmental standards. Extant studies on partnering and stakeholder inclusion in port development are proliferating but are primarily aimed at environmental rather than social (inclusion) issues. This paper adopts an exploratory research design to consider conditions for inclusive port development. A novel taxonomy considers port development as a driver for inclusive growth, where partnerships are the missing link between micro-level business strategies and macro-level effects in the port region and economy at large. Ports and cities are intrinsically linked. Port city, which serves as a link between the local and global economy, is an integration of both urban and port systems. Constrained by different regional structures, port cities have developed various formulations over time. Using a two-stage data envelopment analysis (DEA) approach, this paper proposes a new method for measuring the sustainable development of different port city systems. While the previous empirical studies often separate the port system and the urban system, this paper assesses the two systems in an integrated way. Moreover, this paper develops a systematic methodology for measurement of sustainability. Twenty world-leading container port cities are selected for this study using contemporary data. The DEA results display their relative differences in levels of sustainable development, which reveal the effectiveness of the prevailing policies in them. Dry port plays increasingly an important role in the integration of inland regions with seaports, and cross-border inland ports especially in the context of Belt and Road Initiative (BRI) originally proposed by China. This paper studies a logistics network connecting the inland regions by dry ports based on a two-stage logistical gravity model. First, a basic logistical gravity model is developed to analyze the radiated inland regions from dry ports, where the logistical quality of dry ports is calculated by principal component analysis. Second, considering mutual impacts among dry ports, seaports and cross-border inland ports, the influence of logistical gravity on the network is examined by using a coefficient based on the Ordered Weighted Averaging Operator in multi-attribute decision theory. An improved logistical gravity model is further developed to investigate the logistical connections among various ports (e.g. dry ports, seaports and cross-border inland ports; hub and feeder ports). Then, a hub-and-spoke network can be established. Dry ports are potential to connect to the Silk Road Economic Belt and the 21st-Century Maritime Silk Road. Well-planned port capacity investments are required to accommodate growing maritime trade, especially in developing countries. Such investments prove to be expensive, irreversible and subject to uncertainty. Under these conditions, the application of real options is better suited than the traditionally used NPV approach, given that specific port and market characteristics are taken into account. In this paper, we consider the investment in a new container port. The port is operated by one single actor who also owns the port and absence of competing ports in the neighbourhood is assumed. Two decisions have to be made: the size of the port and when to build it. Our real options model evaluating the option of flexible size and timing of the investment is based on a geometric Brownian motion. This approach has the advantage of analysing the impact of economic growth and uncertainty independently. Additionally, port users differ in aversion to congestion. Our model allows examining this impact on the optimal port investment. This paper shows that ports with more waiting-time averse customers are better off when investment is delayed to install a larger port. Ports are an important driving force for world economic growth, but they consume considerable energy. The marine sector has proposed the development of green ports to achieve low-carbon sustainable development. This paper presents a green project scheduling model of port construction to optimize comprehensive economic and environmental efficiency. Various realistic constraints are considered, including investment scale, energy savings, emissions reduction, and project priority. Comprehensive efficiency involves cost reduction, energy savings, emissions reduction, and other efficiency goals. The problem is formulated as an integer program and is solved using CPLEX in a general algebraic modeling system (GAMS). We use a representative port in China as a case port in solving its green project scheduling. The results show that the port can save 6,527 tons of standard coal, reduce 40,875 tons of CO2, and save 49 million yuan per year in the five-year implementation period. In this paper, the environmental efficiency of the ports is measured. Labour, fund and infrastructure input are selected as the inputs, container throughput, cargo throughput and main business income are selected as the outputs, CO2emission is chosen as the undesirable output. A new model—RAM-Tobit-RAM (Range Adjusted Measure) with undesirable outputs is built to evaluate the environmental efficiency. Ten Chinese ports from 2004 to 2013 are taken as the samples to verify its rationality. This paper investigates the factors affecting transshipment (T/S) hub port selection by a feeder port and helps shipping carriers make a decision about T/S hub port selection in a dual hub-port system. By employing established evaluation factors, a case study is conducted to weigh the priority of factors and to select an alternative T/S hub port, such as between the Shanghai and Ningbo ports from the Nanjing feeder port in the Yangtze River delta (YRD). A combined multi-criteria decision-making (MCDM) framework utilizing the analytic hierarchy process (AHP) and the consistent fuzzy preference relations (CFPR) method is employed to both reduce the number of pairwise comparisons by AHP and to obtain experts' knowledge in the decision-making process. The result indicates that the cost, availability of hub port's space allocation, and the connectivity between feeder port and hub port are crucial factors for T/S hub port selection by shipping carriers. In the case study, Shanghai is selected as the T/S hub port from the Nanjing feeder port. Nevertheless, Ningbo port has the advantage of cost, and if the relationship with feeder port can be improved, Ningbo port would be preferred over Shanghai as a T/S hub port for shipping carriers in a dual hub-port system. Balancing economic activities with socio-environmental considerations has become a global standard for the construction of large scale infrastructure projects, including ports. In this discourse, stakeholder participation and environmental and social impact assessment (ESIA) have been stressed as important tools that can help port managers to co-create values, avoid conflicts and promote inclusive growth. Drawing on qualitative research tools and stakeholder theory, this paper explores whether and to what extent local stakeholders' inclusion has substantial influence on addressing their socio-cultural concerns and interest. This is illustrated with a case study of an ongoing port expansion project at Ghana's largest port of Tema. The findings suggest that although the port authority conducted an ESIA and engaged local stakeholders as part of the planning process, this did not translate into preventing the loss of valuable cultural resources of the local communities. The port authority did not place 'value' on cultural resources of the local communities that cannot be expressed in monetary terms. Further, lack of good faith engagement with local stakeholders led to conflicts in some cases that triggered a court action and delays. This paper aims to establish a framework being conceptually able to explain a variety of internationalization strategies and related activities employed by port managing bodies (PMBs), as defined by the European Sea Ports Organisation (ESPO) in 2018, considering their hybrid nature. Having identified a potential to further the existing literature on port policy and strategy in general and port internationalization strategy in specific, the paper examines theoretical frameworks and methodologies from the literature on international business that could be applicable to this field. The main objective is to define a conceptual and analytical framework to examine PMB international strategies, which include both inward and outward steps, also discriminating various internationalization patterns (operating modes). In particular, we investigate if the success (or failure) of PMB outward operations is affected by inward (previous) steps. The contribution tests and validates the proposed conceptual model through multiple embedded case studies, which originate from diverse economic and institutional settings in Rotterdam, Shanghai and Singapore. The paper provides a meaningful insight into discrepancies that could exist in internationalization strategies adopted by conventional business firms and PMBs since they are envisaged to show different trajectories in a number of areas. This paper explores container port system evolution and port choice from the perspective of a regional or secondary (feeder and short sea) system. Theory predicts that large-scale container port systems tend towards concentration, rationalizing the number of ports, followed by deconcentration. By contrast, regional port systems remain under-researched. Such systems tend to retain their large number of small ports, as the alternative would be serving their long coastlines, small islands and sparse populations by long overland routes or not at all. Norway is a classic feeder and short sea market with a long coastline and dispersed population served by many small ports. The methodology utilizes concentration analysis and semi-structured interviews to explore if the Norwegian system conforms to theories of port concentration and port choice, including issues of regional port governance. Findings show that the Norwegian system demonstrates the same process of concentration and then deconcentration as major port ranges. However, its number of ports has not been rationalized, suggesting that such regional systems may indeed evolve differently to major port ranges. The high frequency of maritime accidents and incidents occurring at sea has been a major challenge for the maritime industry in the last decades. The majority of these accidents are attributed to seafarers' poor performance. This, despite the fact that the international maritime domain continues to adopt and update conventions regulating maritime safety to mitigate these accidents from occurring. In this paper, utilising a qualitative research approach, we show through a socio-cultural contextual perspective that time constraints as a major influencing factor in causing task deviations at sea which leads to dangerous situations. We analyse how some of the present barriers in place to prevent accidents at sea are in effect prompt seafarers who are working under time pressure to deviate from their task. Moreover, the paper discusses the social constituents such as job insecurity and the seafarers' viewpoint towards the ship operators' commitment to safe ship operations are crucial in motivating seafarers' deviating from the task at hand when faced with time pressure. This paper aims at defining generic characteristics of dry ports by carrying out an analysis using a large sample of dry ports from around the world. The dataset includes details on 107 inland terminals worldwide. All dry ports in the database have been selected from studies in the extant literature before being shortlisted to fit our research scope. Data collected include terminologies used, actors driving the development, terminal throughput, total area, services provided and the relation with the corresponding seaport(s). Using statistical analysis, the paper examines how dry port parameters are influenced by (1) a different terminal set up, like sea-driven and land-driven development, developed and developing system, dry port functions; (2) specifications of the seaport with which the dry port is connected, i.e. seaport traffic, connectivity, utilization, etc. and (3) the transport leg linking dry ports and seaports. The pursuit of better performance by the local government can influence the investment decision-making related to port expansion. This paper compares the ceilings at which the port enterprise and the local government would stop making investments. To achieve this, the benefits to the port enterprise and the local government are measured over a given time period. An empirical study investigating how a port would respond if a rival port uses a type of capacity investment strategy is conducted for two major ports in Liaoning. The time at which the local government and the port enterprise would stop making investments and the final equilibrium are developed using the data from 2010. From the empirical results, it was found that investment in port capacity contributes greatly to the local government’s performance. Meanwhile, different investment ceilings are discovered for the port enterprise and the local government. This research is meaningful for discussing the institutional relationship between the local government and the port enterprise in China’s current decentralized port governance system. With the significant growth of world economy and container transportation, large seaports are under the pressure of higher requirements for handling efficiency and often involved in recurrent congestion. For those large seaports, shuttle vessels are usually run between terminals in order to fulfill container inter-terminal transshipment demand as well as to alleviate seaports' congestion effectively. This paper focuses on planning the shuttle vessel routing and scheduling, in which shuttle vessels connect a main terminal and neighboring terminals for container pickup. Two mixed-integer programming formulations are developed. The first model aims to minimize the total operational cost and the second further takes into account the time window requirement. A two-phase heuristic algorithm is devised to find a near-optimal solution within the short computational time for large-scale problems. According to the computational results, the first model shows high searching efficiency if cargo owners do not have time requirement. The two-phase heuristic algorithm shows both efficiency and effectiveness in searching near-optimal solution of the second model for large-scale instances considering time windows. The critical nature of a seaport is a connection point. In addition to the effect on port operations, a port disruption will be a strain on trade flows and the various parties concerned. Climate change, oil spill, security, social and political instability are increasing concerns over the years which would lead to higher risks. With significant growing trade volume in Asia, there is a pressing need for comprehensive studies to prepare ports for disruptions. This paper aims to analyse and categorise the disruptions that have occurred in Asian ports and estimate the likelihood of recurrence based on the data since the year 1900. Results reveal a rising trend of disruptive events. Natural disasters and labour strikes are the two main causes of port disruptions, while natural disasters lead to the highest severity in terms of cargo tons affected. Mitigation strategies proposed in terms of both preventive and reactive measures are specifically designed to reduce the likelihood and severity of the various types of port disruptions. Seaports pose as important connectors of value chains in the international trade of nations, therefore operational port efficiency is a critical contributor to a nation's international competitiveness. In order to support trade-oriented economic development, port authorities have increasingly been under pressure from stakeholders to improve port operational efficiency by ensuring port services are provided on an internationally competitive basis. The main objective of port concessioning and/or deregulation policies is enhancing greater port operational efficiency by engendering a more competitive market and commercial approach to management. This paper uses Stochastic Frontier Production and inefficiency models to evaluate the port efficiency and productivity of the major Nigerian seaports using panel data from 2000 to 2017 which covers the pre and post concessioning periods. The results show improvements in the average efficiency of the ports from about 51% (pre-concession) to about 60% (post-concession). There were improvements in cargo throughput, turnaround time and cargo handling equipment. Albeit these improvements, there are still challenges of dearth of skilled manpower, inadequate infrastructure, congestion, operational bottlenecks etc. It is therefore important the government and stakeholders in the maritime sector collaborate to evolve policies through regulations, guidelines and legislation to achieve efficient, effective and competitive ports to attain desired economic growth. One area for ports to cooperate is the development of hinterland connectivity. By bundling streams, a volume can be reached that allows a modal shift to a more efficient transport with lower external costs, thus increasing the attractiveness of the cooperating ports. This paper presents a cost model that allows comparison between an unbundled road transport and a bundled, multimodal solution for the hinterland connectivity of seaports. It takes into account the direct costs, the generalised costs and the external costs. It empiricalizes this cost model for all of the 104 European core TEN_T ports and their 281 NUTS2 hinterland regions. Next, it applies this to a case study of the newly created North Sea port, a transnational merger of the ports of Ghent, Vlissingen and Terneuzen. It shows that bundling between neighbouring ports can result in a volume that makes a modal shift economically viable, while at the same time lowering the cost of the hinterland connection. This paper investigates the simulation modelling of cruise ship traffic in the Boka Kotorska Bay (BKB), which has become a very attractive cruise destination due to its geographic location, port features and attractiveness for tourism. The purpose of this paper is to examine the development of new port infrastructure, because of the increased cruise ship arrivals in recent years. The paper describes in detail the layout of the port of Kotor and the possibilities for quay extensions. The solution to minimize the number of ships at anchorage instead of being at berth is given, because the passengers of the latter ships have a more convenient approach towards the port. The simulation model is verified and the simulation results are validated against the real data prior to an investigation of the possible scenario for quay extension. The proposed solution confirms the preliminary survey results that initiated the investigation of possibilities to improve the port infrastructure. Moreover, simulation results point towards a significant improvement of cruise ships throughput in the BKB. The proposed operational policies and statistical analysis, as well as a comprehensive model analysis of the BKB provided here, are a good foundation for future investigations. An accurate forecasting system has manifested its role as an enabler in supply chains (SC), which makes the operation possible in a maximally synchronized manner. Its applications have gained the attention of scholars across various disciplines such as forecasting in market behavior analysis and tourism industry; material requirement planning in production; transport and logistics foresight in networks and facilities. Seaports, as specific SC members, are not an exception. Accurate forecasting is needed in almost all aspects of the ports' operation to avoid financial losses related to inappropriate investments and planning. The paper addresses the forecasting of joint demand-supply cargo throughputs in the Adriatic Seaport Koper. The research presents a new forecasting approach, namely, DFA-ARIMAX (Dynamic Factor Analysis-ARIMAX modeling). External economic indicators were screened to obtain useful information using the DFA prior to directing the dynamic factors into the ARIMAX forecasting model. The principal component regression and Monte Carlo framework were included to identify indicators that are unique to the port. Findings revealed that a forecasting system by its enriched capabilities to predict the observed throughputs could be seen as Functional Decision Support System. Climate change poses a potential risk to coastal infrastructure, thus threatening the economics or even the safety of human beings. Thus, a better understanding of the attitude of port organizations toward climate adaptation and mitigation is essential. This paper addresses this research gap by investigating 18 port organizations in China. The questions include the impediments and the impact of context, systems, and other factors on the implementation of adaptation strategies. The results indicate that port organizations are generally aware of climate change impacts and agree that some further steps are needed. However, policy support serves as a key factor in implementing adaptation plans. In coastal regions of the U.S. maritime transportation system, compelling reasons exist for implementing measures for climate change adaptation. As the effects of climate change amplify the impacts of natural hazards, a critical aspect of the nation's overall resiliency includes the ability of the maritime and coastal sectors to recover effectively from external shocks and to adapt to changing environmental conditions in order to continue to provide the services the nation relies upon for economic viability and homeland security. This requires adaptation for physical infrastructure as well as organizational, operational, and community elements throughout the maritime transportation system. This paper provides a literature review of port climate adaptation approaches, which highlights the established need and opportunities for collaboration among coastal stakeholders to implement climate adaptation in port communities. The current lack of federal support in the United States for climate adaptation in the maritime sector emphasizes the need for novel methods and approaches to facilitate adaptation at individual port and regional levels. A case study from the port community of Hampton Roads, Virginia provides an example of the time and effort dedicated to stakeholder collaboration to encourage local understanding of climate risks in order to facilitate successful adaptation. This paper explores the adaptive capacity of the Australian port workforce and its preparedness to manage the likely impact of climatic shifts and extreme weather events. Qualitative interviews and focus groups were conducted across three case-ports in which a wide range of adaptive capacity elements, including systems and processes, skills and knowledge and organizational culture and norms, were explored. In total, 15 interviews and three focus groups were organized, totaling 69 participant-hours of rich qualitative data. Findings suggest that the ports seem to have established a variety of systems and processes to cope with and manage the impacts of extreme weather events. Although acknowledging the need for continuous improvement, the management staff were confident about the effectiveness of current systems and processes to tackle the potential threats from extreme weather events. The general view was that additional adaption measures are not required to specifically deal with the impacts of extreme weather. However, it was also acknowledged that strengthening of adaptive capacity could be enhanced by mainstreaming climate considerations into existing risk evaluation, workforce management, and operational systems. Whilst sustainability issues are becoming increasingly important to port businesses, it is argued that ports should integrate climate change adaptation as part of their wider risk management strategies, as well as their sustainable development agenda to update and guide the actions, behaviours, and practices of the port workforce. Climate-related extreme events such as Hurricane Katrina (2005) or Maria (2017); Superstorm Sandy (2012), extreme precipitation or heat waves have directly hit many ports around the world in recent years. Ports are becoming increasingly aware of the risks of climate change, partly because of these events. However, very few are taking adaptation into practice, often due to the lack of information and the high uncertainties associated with climate change. This paper presents a multi-level methodology for conducting climate change risk assessment in existing ports following a sequential path that starts with a quantitative analysis focused on multi-hazard and multi-impact evaluation with climate information based on indicators. If needed the first level will be combined with a qualitative analysis based on perceived risk of stakeholders in order to determine the necessity of carrying out a high-resolution analysis, increasing the quantity, quality and resolution of input data, climate information and impact modelling aiming at reducing uncertainties. Port logistics is one of the major sectors influenced by fast globalisation due to technological innovations.. While positive impacts of a port spread wider area, negative impacts intensify in the location of port. To lead the regional economic development by increasing the competition levels of the ports, while minimizing the negative impacts is the main issue in this study. In order to increase the competitiveness and performance level of the port, it has been proposed to implement the Port Community System (PCS) and the dry port railway connection. Much is known about transport costs at sea and costs made at terminals in ports. About costs, made by ports to provide nautical facilities (incl. infrastructure) and services, not much research is done yet. This paper estimates the impact of increasing ship sizes on costs made by the Port Authority of Amsterdam when providing nautical facilities and services by using hedonic pricing techniques. We have rather unique data on ship's sizes and harbour dues paid per ship for over 25 years for ships that visited the Port of Amsterdam. Harbour dues paid are used as a proxy for the costs of nautical facilities and services. We have found nearly constant returns to scale, when volume is used as a measure of a ships' size. An increase in average ship size with 1,000 tonnes deadweight will result in approximately €2 million additional yearly costs (an increase of the average ship size of six percent results in an increase of nautical costs with nearly the same percentage). Our results can be used by Port Authorities and port operators (in case of landlord ports) to estimate costs to be made for providing nautical facilities and services in the near future. A multi-purpose cargo terminal in a seaport contains necessary infrastructure to handle different types of cargo, such as container, dry bulk, general bulk, and Ro-Ro. Since such terminals generally have dedicated areas and equipment for different types of cargo, berth, and yard operations for each type of cargo can be considered separate. On the other hand, trucks that carry all types of cargo use the same gate structure to enter and leave the terminal. Therefore, a method to superimpose the traffic that is caused by different types of cargo is needed for the planning of gate investments and operations. Consequently, this paper has developed a simulation model for a multi-purpose terminal to estimate the gate traffic and determine the necessary gate infrastructure, so that it can be used as a decision support tool for terminal planners and operational managers. The concepts of intermodal logistics and distribution networks have made integration of the inland freight distribution system essential for an efficient container seaport system. Inland components, such as dry ports, which exist within the seaport system, have become important in shaping the performance and competitive strategies of container seaports. Owing to the importance of interdependence between dry ports and container seaports, this paper aims to investigate the impact of dry port operations on container seaport competitiveness. It conducted an empirical study in Malaysia through 120 online surveys to key stakeholders of dry ports, including freight forwarders, shippers, seaports, rail operator, shipping lines, and haulers. The data collected were analysed using exploratory factor analysis (EFA). The results from EFA show that Malaysian dry port operations have impacts on seaport competitiveness. These include enhancing seaport performance, increasing service variations for seaports, improving seaport-hinterland proximity, increasing seaport trade volume, and enhancing seaport capacity. Ports are marine gateways to economic activities. Ports’ ability to perform services depends on their facilities, harbor conditions, and other factors. Generally, ports have control over their facilities but must compete for funding to improve them. As for waterways, in the U.S., a Harbor Maintenance Trust Fund was established to fund dredging, which levies a 0.125%cargo valuetax on most shippers using U.S. coastal and Great Lakes harbors. Yet, commonly, agross tonnagemetric is used to allocate the fund’s resources, resulting in under-maintenance of some harbors. This, reportedly, deters additional port funding and hinders valuable commerce. Supplemental economic metrics, such as value of commerce or cargo, can improve port financing decisions, but such data is not readily available. Container ports collect cargo value data in nominal terms, but bulk ports do not. When making economic decisions, however, real values must be used. Further, when allocating resources, decision-makers must be able to assess ports over time and relative to each other. Conforming to these criteria, this paper develops three port financing indicators based on a real value of cargo and illustrates their calculations using the U.S. Port of Duluth-Superior as a case study. This paper analyzes the effects of integration between two neighbor ports with a third port sharing the same overlapping hinterland. The merger (integrated port) can select either the price discrimination or uniform pricing strategy after integration. Our study reveals that port integration is always beneficial to the merger and the third port, but results in the reduction of consumer surplus and social welfare, regardless of the type of pricing strategy implemented. Further analysis shows that when the inland transportation cost to the ports is relatively low or sufficiently high, a better option is for the merger to adopt the price discrimination strategy. When port pollution is considered and has a relatively large impact, the integration of the two ports improves green social welfare for the region. This finding provides strong support for the ongoing port integration in China. In terms of pricing strategy, the uniform pricing strategy generates higher green social welfare when both inland transportation cost and pollution are relatively low, or both are significantly high. This review interprets recent studies of the interactions between the competition of gateway seaports and the accessibility of landside transportation links to inland regions. Port competition is treated as part of a rivalry between two transportation chains. This article identifies the main modeling approaches and defines the different types of hinterland access systems described in the literature. A general theoretical framework is then proposed to incorporate those key components. The importance of the proposed framework is revealed by comparing and extending results from the literature. Major assumptions that need further empirical verification are identified and discussed, and related empirical studies are reviewed. Finally, avenues for further research are discussed. The ‘Silk Road Economic Belt and the 21st-Century Maritime Silk Road’ (One Belt One Road, OBOR) strategy initiated by the Chinese government has a significant impact on the business and logistics modes which involves Asia, Europe, Africa, and their adjacent seas. Many countries and ports are developing new strategies that are suitable for this economic environment. Compared with many ports in the world, the ports in Zhejiang province of China have a novel property. In addition to Ningbo-Zhoushan port, there are several other sea ports and river ports in that province. In this paper, we propose a concept of port service network that consists of a huge hub and multiple ports. Ports of small and medium sizes can share their capacities of different types of port service with the hub when the service capacities are integrated into the network. We develop a mixed integer nonlinear programming model to determine the optimal decisions in such a network with constraints on the budget to conduct integration. An optimization algorithm incorporated with a genetic algorithm is developed to solve large size problems. The intermodal container terminal is considered the hearth of intermodal transportation systems, where different transportation modes meet to exchange containers. Using intermodal transportation efficiently reduces the handling procedures and relieves congestion at every transfer site. The efficient container terminal operations play a significant role in enhancing container flows at the container terminal. One way to enhance port operations efficiency and facilitate smooth container flow is to improve the intermodal container terminal layout. An efficient container terminal layout can be achieved through a reduction in the distance between the quay and rail tracks. We propose a novel layout to reduce the cost and accelerate container flow, thus improving the effectiveness of the container terminal. A mathematical model is developed to evaluate both layouts' performance considering congestion between nodes throughout the network. The Montreal Port is used as a case study to validate the proposed layout and the experiments conducted. It has been found that the proposed layout resulted in significant reductions in cost and time. Comparative results between the proposed layout and that of the Montreal Port demonstrates a reduction of 10% and 8% respectively to the total cost and time of transport containers from the port to their final destination. The capital-intensive nature of the port industry and the long payback period of port investments traditionally determine high financial needs for operating the business. Due to the growing financial requirements for developing greenfield mega-projects and feeding international terminal operators’ overseas expansion, equity markets are expected to extend their role in promoting the industry. In this perspective, the underpricing phenomenon, which represents a direct cost for the issuer during initial public offering (IPO) and discourages companies from going public, is neglected by port literature. The paper explores the antecedents of IPO underpricing in ports. Building upon extant finance and port literature, firm characteristics, transaction features, and country-specific variables are tested as determinants of IPOs’ initial returns. For the aim of this study, 58 port-related IPOs taking place on international stock exchanges are examined, and ordinary least squares regression analysis is performed. The study offers unprecedented understandings of the phenomenon and supports port managers in facing financial challenges. Before launching the IPO, financial executives are invited to carefully identify time-window opportunities, and to monitor underwriters’ reputation when selecting financial partners. Ports are drivers of regional and of countries’ economic development. Most ports are built close to coastlines, where waters are shallower and tend to suffer from deposit sedimentation processes, which reduce depths in operational areas. In presence of shallow waters and sedimentation, ports must decide whether to dredge or not, where both decisions have significant impacts on ports’ annual incomes. Nevertheless, there are seabeds, namely muddy bottoms, in which vessels can navigate with a safety degree. This paper aims at investigating the extent to which the theoretical knowledge of vessel’s control in muddy waters is valid at a certain nautical bottom, as defined by the Permanent International Association of Navigation Congresses (since 2009 the World Association for Waterborne Transport Infrastructure but the acronym stays PIANC) and its impact on port economics. To achieve the proposed objective, an email survey was sent to worldwide pilots that manoeuvre ships in muddy waters. The survey validated the theoretical knowledge, showed that navigation in muddy waters is possible, that it can contribute to reduce ports’ operational costs, and that the subject can be rather controversial. During the 1990s, Nigerian seaports were considered inefficient, unsafe due to massive cargo theft (wharf rat phenomenon) and one of the most expensive port systems in the world. This resulted in long turnaround times for ships and increased container dwell times. As a result, port operations were transferred to the private sector through concession contracts. This paper employs a Malmquist productivity index (MPI) technique to benchmark pre-and post-reform total factor productivity growth of the six major Nigeria seaports (Apapa, Calabar, Onne, Port Harcourt, TinCan Island and Warri) for the period 2000–2011 which represents six years before (2000–2005) and six years after (2006–2011) the reform. The results indicate progress in technical efficiency of the ports after reform but deterioration in technological progress. Overall productivity growth was higher in the pre-concession period compared to the post-concession period. The source of pre-concession period productivity growth was technological progress while the change in productivity of the post-concession period is generated by an increase in scale efficiency. This suggests that concessionaires have not brought in the much anticipated investment in modern technology to drive port efficiency. Much research has been conducted recently on the changing role of ports in the context of international logistics and supply chain management focusing on issues such as port efficiency and competitiveness. However, little research has been found on the critical aspect that contributes to making a port efficient and effective, especially, in the new era: the port human capital. As seaports play a critical role in the supply chain, it is thus important that the port personnel possess necessary competencies to contribute to port efficiency and turn the port into an effective supply chain partner. In this paper, this research issue is explored through a conceptual model of competencies and validated empirically by a survey with port executives in Vietnam and Korea. This paper reports on empirical studies of the technical, allocative, and cost efficiencies (CEs) of Chinese ports based on the panel data of 16 listed port corporations from 1998 to 2011 by means of Bayesian Inference and Markov Chain Monte Carlo methods. An error terms approach is used to resolve the Greene Problem in the estimation of allocative efficiency. The results show that the technical efficiencies have tended to decline in most ports. Inputs to R&D and improving management level are insufficient to offset this decline. Seaports have higher CEs than river ports. Ports with higher container cargo proportion have higher CEs. Seaports will play a pivotal role in the low-carbon transition of maritime shipping, the policy landscape in which is currently being shaped. In this context, we introduce a multi-criteria decision support framework for seaport sustainability planning, to identify the competitiveness of interventions under uncertainty and evaluate the direction of the sector's policy context in terms of required actions. The framework, based on the 2-tuple TOPSIS model, heterogeneous variables, and a Monte Carlo robustness analysis, is empirically applied to the port of Piraeus, Greece, to explore the most competitive interventions and their vulnerability to uncertainties. To inform port authorities and policymakers in the sector, we emphasise the added value of selected, inexpensive actions for energy efficiency and hybrid mobility. Furthermore, we find costly and seemingly obligatory actions under current European legislation, like cold ironing and LNG, to be robust and in the right direction if perception of non-financial risks is reduced.
