Voluntary dismissals are a problem that has long existed and is rapidly gaining momentum in the modern world. Almost any company has encountered it. The paper considers the case of one of the largest industrial companies in Russia which was also affected by increased staff turnover. Unlike many published studies on this topic, this paper is an organizational case-stage and is based on a mixed methodology that combines qualitative and quantitative analysis methods. Moreover, its uniqueness lies in the binding of the results to the theory of generations X and Y. The empirical basis is: a factor analysis which is based on the survey results of 51 employees from three departments; a series of 10 interviews of employees; a three-month included observation. The authors concluded there was a serious problem in the HR policy at the company, namely, voluntary dismissals and they gave recommendations for taking emergency measures for retaining employees. This research partially confirms conclusions of other Russian studies devoted to this topic. They consider the level of material remuneration is one of the main reasons that influence the desire to quit the company. Other important factors are satisfaction with the degree of independence in decision-making within their own competencies, as well as the career advancement possibility. The special feature of this work is the management recommendations which are focused on a comprehensive solution to the problem of the stuff turnover at the particular industrial company. They include a special approach to personnel control eliminating the reasons caused people to quit their current jobs. All above can be used by other industrial enterprises having the similar problem with the staff.

The paper analyzes methodological approaches to the implementation of information audit by public audit institutions. The aim of the research is to analyze instruments of the traditional information audit developed as a part of information management theory and to make propositions on its basis on the creation of methodology of information audit as a form of public audit. It is based on general scientific methods, including comparative analyzes. The article substantiates the necessity for public audit institutions to conduct information audit due to the key value of information and information resources for the legality and efficiency of the public resources' management. The authors analyze basic approaches to the definition of the traditional information audit and its instruments. Based on this the authors made a conclusion that such general approach could be used for the purposes of public audit with necessary amendments due to specific aims of this type of public financial control, legal status of public audit institutions and position of auditees in the public management system. The study defines basic stages of the information audit conducted by public audit institutions and unique characteristics of its aims due to their interrelations with the tasks of audits and analytical research performed by such bodies. The paper also proposes basic instruments for the data collection as well as a general approach to interaction between auditors conducting information audit, auditees and other stakeholders.The practical results of the research are relevant for the introduction of information audit instruments into the practice of public audit institutions and for the development of applicable methodological documents.

The paper discusses the essence and features of telecommuting, communication costs and the problems of implementing compliance procedures to reduce the costs and risks. The paper’s aim is to analyze the risks with the introduction of telecommuting procedures in Russian and foreign companies in the period of lockdown caused by the new coronavirus infection COVID-19. Today, the COVID-19 pandemic continues to have a negative impact and create a critical situation in all spheres and industries, which causing destabilization of the economy and the labor market. One of the main recommendations of the World Health Organization is a physical distancing, limits of movements freedom, closure of some companies that are not vital, etc. Judging the above, the employer has to learn not only to carry out his activities, but also to survive in these conditions. This is the reason that many companies have to switch into the remote work process fully or partially as a temporary or alternative way of organizing work. The paper focuses on the directions and complexity of the tools choice for building connections between a workforce and management. Also, it analyzes the use of compliance to regulate communication relations, control communications and manage risks that arise from violations of the legislation, the regulations of regulators, the rules of self-regulatory organizations and internal documents. The authors compare a conception of compliance control, goals, processes, stages and effects of the use of the regulatory mechanism in the pandemic. Also, the authors give the respondents’ answers regarding the importance of compliance control, digital competencies for the high-quality performance of functions and communication at telecommuting. The results led to the conclusion that freelancing is not only a powerful incentive for changing employee’s behavior in conditions of uncertainty but also it brings an additional risk for all companies. Various digital monitoring tools aim to reflect the balance between security and personal freedom in the society infrastructure.

The development of effective mechanisms to support the introduction of new technologies is one of the important tasks of a modern management system. The paper summarizes the results of the introduction of new technologies that provided a breakthrough in the development of renewable energy sources (RES) and resulted in the displacement of traditional hydrocarbon fuel sources out of the market. The following breakthrough technologies which have been based on the data generalization and system analysis are considered as: digitalization, new power grids, the battery market, electricity storage, electrification of the final sectors of energy consumption. There have been given a description of technologies that showed their influence on the development of renewable energy sources. The paper provides a list of innovative renewable energy technologies that will play a decisive role in the market in the near future: new technologies together with renewable energy sources (marine solar and wind energy, a molten salt reactor, a wave energy device). The final part analyzes the prospects for the development of innovative technologies in Russia from the point of view of the government support as well as existing initiatives and implementation problems. Based on the analysis performed and the successful experience of China and Germany, there have been proposed recommendations for supporting new energy technologies in Russia. Ramarkable that despite the presence of significant research potential in the 60–80s of the XX century, the modern development of new technologies in the field of renewable energy is still at the initial stage of development. The paper substantiated the expediency of supporting the introduction of promising technologies and a set of measures to facilitate the transfer and introduction of new technologies. Due to one of the key problems of modern economic development in Russia is low effective demand, there is proposed to subsidize part of the cost of purchasing new equipment from the state in order to support the introduction of promising technologies.

6. Strategies for Top-Rated Scientific Journals: Democracy or Closed Ecosystem?

Researchers rely on a system of scientometric ratings when they assess the development of a scientific journal. This approach does not allow us to understand the reasons for the results achieved and the specifics of the business model of the publication. The paper describes the study of scientific journals through a prism of the ecosystem approach. The hypothesis is tested that a highly rated scientific journal, its authors and readers together represent a closed ecosystem with specific properties. The research methodology is based on the author’s toolkit which consists on the calculation of ecosystem closeness indicators: the share of affiliated authors, their correlation with the average influence of a paper, diversity and fluidity. The authors suggest that low rates of variability and diversity indicate a closed type of journal ecosystem. Generalization and interpretation of empirical results was carried out by the method of cluster analysis. The information base is a panel metadata of 20 scientific Russian journals for 2013–2020, which have the maximum Science Index ratings on economic and management fields. Also, the authors analyzed the data on the number and level of concentration publications by the editorial board members and staff of the holding institution, as well as the intensity of publications of individual authors. There have been identified four clusters of studied journals being as a base of the empirical verification. The first and third clusters are characterized by the highest rate of closeness. The lowest level of variability in the sample has been recorded for the third cluster. The journals of the second and fourth clusters have a conditionally closed ecosystem and have been characterized by a top-rated of variability. They are characterized by a low share of publications by affiliated authors. However, it was revealed that there had been a group of authors who had a significant impact on the journal’s ecosystem development. The study results can be of value for the strategies formation of scientific journals development.

Nowadays, the economic situation of a company is influenced by the dynamics of changes in external factors that directly affect the company development. This significantly complicates the decision-making system of the management aimed at improving the sustainability of implemented changes. At the same time, the problem is affected by the lack of understanding at what stage of sustainable development the enterprise itself is in order to choose a set of tools correctly (methods and practices) for a transformational project. The paper describes the progressive movement of the organization along the path of sustainable development, reveals the concept of sustainable development and examines existing approaches to its implementation. The problem of sustainable development is considered by domestic and foreign authors. The result of the work is an approach to assessing the level of sustainable development of a company, which uses a matrix for assessing the level of maturity in the context of the company’s development stages. There has been proposed the structure of the project office as a resource for the implementation of its development. The paper offers a set of sustainable development principles which allow to ensure for the promotion and support of transformation. To support the processes of regular analysis of the achievement of the sustainable development goals, it is proposed to apply methods of activity analysis within the management system. The author suggests to use a system of audits, defines a set of analysis indicators of audit quality and the list of evaluation questions. It is concluded that the system for assessing the level of sustainable development of the enterprise is adequate and effective in the long term. The application of the presented methodological approach based on the proposed eleven elements in the practical activities of enterprises will allow determining the points of application of efforts and correctly choosing the list of tools used. The proposed approaches contribute to ensuring the sustainability of the results obtained and the rational usage of resources in the course of the ongoing changes.

The unity of conceptual apparatus in all management schools is an essential element for a progressive development of the science. The paper describes the aspect of dividing most resonant theorists of management into schools and the searching for a managerial decision idea in each of those schools. The aim of the work is to develop a generally accepted holistic view of the managerial decision through the analysis of the heritage of the classic theory of management. The research is of a theoretical and general nature, the authors use general scientific methods, including the historical method, analysis and synthesis, methods of analogy and generalization. Here you can find the approach based on the identification of a paradigm including the historical method, analysis and synthesis, methods of analogy and generalization. For the first time, schools of management have been compared from the point of view of their understanding of the essence of management decisions. The paper pays equal attention to the representatives of both world and domestic management theory. The conclusion is about the lack of a common understanding of management decisions shared by all schools. It also revealed the need to formulate its universal idea. As a study result, the sixth school has been added to the five schools identified in management theory. There has been formulated a paradigm for each one including a comparison of schools with respect to their views on a managerial decision. Also, there was compiled a table reflecting ideas about managerial essence and significance in management schools. The results of this research can be useful and relevant both for scientists, involved in management decision-making, and management practitioners who want to reasonably approach the problems and goals facing the organization. The perspective of further research lies in development of a definition that allows to get the most holistic picture of the managerial decision. The complexity of proposing that new definition lies in the need to consider all the achievements of all predecessors and it’s associated with the risk of initial rejection of the innovation by the scientific community.

The paper considers the problem of applying modern progressive management methods according to the criteria of efficiency and suitability, which are introduced into management system of Russian enterprises without much success. One of causes of this problem is the weak state of the corporate culture. The methodological basis of this study is the fundamental development of scientists in the scope of management methods and concepts on the paper’s subject. There is applied the methodical apparatus, that allows to evaluate of corporate culture levels in the enterprise in the initial and transformed states. The result of the work is approaches to transformations for Russian enterprises as a form of fullfledged development of the management system. The best examples and traditions of the practice of transnational and Russian companies, focused on obtaining a significant market advantage, are considered as the first step to creating an appropriate internal environment. The mechanism of corrective management actions (CMAM) is proposed, which allows for the promotion and support of transformations. The conclusion is that results of the study may be of interest to the leadership of Russian enterprises in reforming the enterprise management system.

The paper is devoted to improving managerial tools to ensure the effective implementation of technological breakthrough in the Russian economy. Solving the tasks of socio-economic development of the country, improving the quality of life of the population, ensuring its geopolitical position is impossible without accelerated economic growth. To ensure it, a technological breakthrough is needed in the Russian economy. In order to create appropriate conditions, new management mechanisms are needed in high-tech corporations. The methodological base of the study is based on the provisions of the theory of corporate governance, system, factor, functional and statistical analysis. The paper analyzes the experience of organizations of accelerated technological development and concludes on the effective structure of the managerial apparatus, which coordinates and monitors the activities of corporations. The main directions of state policy to ensure economic growth are identified, a factor analysis of its effectiveness and mechanisms for the formation of the conditions for the implementation of technological breakthrough are carried out. The domestic scientific potential of providing a technological breakthrough in the Russian economy is shown, the effectiveness of mechanisms for converting scientific achievements into breakthrough technologies is considered. The analysis results carried out in the work indicate the absence of a system of concentration of scientific potential for the creation of high-tech innovations. The structure of the scientific and technical platform for generating knowledge and its transformation into competitive technologies in priority sectors of the real sector of the economy is proposed, its organizational form is determined. The work results can be used in solving strategic problems of modernization of high-tech manufacturing industries.

Despite the ongoing sanction regimes, the Russian Federation is seeking to enhance the competitiveness of tradable goods and, hence, expand the international trade, increase exports and provide legal support for export crediting as a guarantee for maintaining the active trade balance of the country. until now the regulatory framework for export crediting in the Russian Federation is not complete: certain provisions of the Russian and international law related to the area under study need harmonization. In this paper, the author examines the compliance of the terms of the OECD Arrangement on Officially Supported Export Credits with the regulatory framework governing export crediting in the Russian federation. The paper analyzes the Russian legislation, strategic planning documents and in-house documents of organizations that form the national export support system. The analysis revealed the lack of legislative consolidation of export development in the Russian Federation, with regulatory issues reflected in non-core documents. The problem solution lies in improving the regulatory framework for support of export crediting so as to reduce the country risk and enhance the national competitiveness.

The article considers the stage process of a machine-building enterprise modernization management, the enterprise being a part of an integrated corporate structure, in response to the demand for an economic and technological breakthrough. The topicality of the study is determined by the problems of technical and process design renewal of the Russian industry, the lack of investment support of modernization programs in the production sector, and the development of new forms of public demand typical for the innovative economy. The authors have substantiated the role of economic integration processes in the development and modernization of machine-building enterprises based on the synergetic paradigm. The paper identifies and characterizes the stages of modernization management processes taking into account the mission and strategic goals of the enterprise development. The research has covered theoretical and methodological works of domestic and foreign scientists on the problems of economic integration and best practices of creating big integrated corporate structures. Modernization is considered as a set of measures aimed at improving the production and economic activities of enterprises participating in integrated corporate structures in order to ensure sustainable economic efficiency. Moreover, the paper identifies the factors preventing the sustainable development of domestic machine-building industry. A number of problems facing machine-building enterprises during the crisis period can be successfully overcome by them within the frame of integrated corporate structures which are entrusted with a leading role in the development and modernization of the machine-building complex. Among other things, the formation of such structures is aimed at the innovative development and creation of various types of knowledge-intensive industries with greater value added. The paper presents the mechanism for managing the modernization of enterprises within the frame of integrated corporate structures. Priority areas of investments in the implementation of modernization projects are proposed to be determined not only on the basis of the expected economic effect, but also taking into account the potential of the entities under modernization. The approach proposed by the author for managing the modernization of the enterprise within the frame of integrated corporate structures can be used both at the enterprises of the machine-building industry and the industrial complex as a whole in the context of improving the efficiency of the management system. The practical implementation of modernization measures will enhance the competitiveness of enterprises, increase their investment attractiveness and switch them to a higher level of economic sustainability with a focus on achieving the maximum impact in all spheres of activity.

In a view of the fact that in modern realities of post-industrial information society, the share of intangible assets in the companies' value has significantly increased. The monetized value of an organization's reputation is a part of such assets which is mainly determined by external communications had arised an issue of ensuring reputation security that has become especially relevant. One of justifications for need to apply crisis communication management is also changed direction of modern business. The reason for the change in modern concepts of effective business management was the new criteria for the service sector efficiency, which is a consequence of intense competition inherent in this highly profitable field of activity, which increases the importance of reputation issues. In turn, the abstract concept of a company's reputation is formed by specific parameters that are important for target audiences and are expressed in the numerical characteristics of the value of intangible assets. Considering the fact that intangible assets often make up a significant part of the companies' value and determine their financial performance, the issues of managing the value of these assets represent one of the most responsible tasks of modern management. There is a definition of the concepts of crisis, crisis communication and communication management as an integral component of crisis management of an organization is given in the terminology of leading Russian and foreign academics. The paper shows the successful result which is critically dependent on communication management effectiveness. Thus, the subject of the study is crisis communication management; the goal is to build a model for analyzing the effectiveness of managing crisis communications. The achieving method of that is to use a mathematical apparatus similar to the apparatus of multi-discriminant analysis (MDA) of Professor Edward Altman. The scientific novelty consists in the application of numerical methods for analyzing the effectiveness of crisis communications, and the result is in describing a model for analyzing the effectiveness of managing crisis communications. The use of the model for analyzing effectiveness of crisis communication management would provide an organization with the opportunity not to lose the achieved level of capitalization, provided that the reputation/communication component is effectively used in its crisis management.

Information and communication technologies (ICT) have become an integral part of our life. Currently, supply chain (SC) management is also in a digital transformation, especially during the period of disruptions in global and local supply chains caused by the COVID-19 pandemic. The purpose of this study is to provide an empirical descriptive analysis of the role of digital technologies in improving the efficiency and recovery of SC in the pre-crisis period as well as in a pandemic. The research is based on the processing of statistical data and macroeconomic indicators that are freely available. The following are considered as basic indicators: Gross domestic product as a characteristic of the country's economic development level before the crisis; logistics efficiency index; digital life index. The authors have chosen few countries from different categories for the comparative analysis in the context of the selected assessment indicators The obtained study results confirmed the significant role of ICT in the efficiency improving and restoration of SC which had been destroyed in COVID-19. It is concluded that developed economies showed a high efficiency of their logistics systems at the national level and high values of the digital life rating. At the same time, the influence of ICT on the logistics system performance was not decisive in countries with average economic development and below ones. The results of this study can be used by companies' top management of various levels to build a strategy and tactics for their development including crisis management. The research methods and data can be applied to further explore the impact of ICT on the recovery and efficiency of global and local supply chains, including the updated data with the account of coronavirus pandemic impact to indicators which were used in the paper.

The paper comprehensively links the solution of the processing municipal solid waste (MSW) problem with the production of energy, the development of renewable energy and the greenhouse gas emissions reduction. There was determined being based on the analysis of global trends in the field of MSW management that the generation of energy from waste, the production of non-recyclable fractions of renewable energy on the basis of processing is an important direction of a low carbon economy and reducing the burden on the environment. There was carried out an ecological and economic assessment of the main technologies of thermal processing of MSW. The contribution of the implementation of investment projects for the construction of waste energy plants to the implementation of Russia's national goals in the field of waste management is shown in the Moscow region and Sochi. Taking into account the existing foreign experience, measures for financing and supporting investment projects for energy waste disposal were proposed: the introduction of a green tariff for MSW-to-energy processing facilities; the use of an investment incentive mechanism based on capacity supply agreements (PDMS); the implementation of an extended producer responsibility mechanism; state support measures; the attraction of green bonds; the use of equity and project financing methods, and quotas trading in greenhouse gas emissions. The practical significance of the research is to substantiate the possibility and necessity of developing and implementing investment projects for energy waste disposal, energy generation and reduction of greenhouse gas emissions.

The innovative nature of an engineering company has such indicators as the presence of innovative products on the market; developing/acquiring innovations costs; the number of patents applied for during the year. In addition to these external innovation properties, the existence of emergent quality of the company determines a whole range of internal and external factors. The relevance of this paper is to study them. Also, the main purpose is to identify the most common obstacles that arise in the way of innovative growth of national companies. The research methodology consisted in conducting a survey of representatives of the top management of engineering companies and analyzing the answers. It allowed to outline the general problem of innovation management in the national economy, as well as to identify the most significant factors that determine the innovation of companies to a greater or lesser extent. As a result, the article provides a meaningful interpretation of these factors and formulates hypotheses about their quantitative measurability. Practical testing of the proposals made on specific economic entities will allow to form a source data set for engineering of a standard management model of the company’s innovative growth. In turn, such model can be used as the basis for the appropriate corporate standard development.

Knowledge management is among strategic tasks of a modern company. However, there is a gap in the literature considering the mechanisms of organizational knowledge intensification and its transformation into company competitiveness. The paper presents the knowledge management model based on the vector of proactive employee behavior, which is formed with the help of organizational and motivational mechanisms, including flexible organizational structure, transformational leadership, and a culture of knowledge. According to elaborated model proactive behavior of employees is oriented to knowledge intensification and active participation in the processes of organizational development and learning, which in turn determine innovation activities and financial performance of a company. The model has been tested using the database of 110 Russian companies that had been participated in the survey in 2019. Empirical results have been estimated in the software smartPLS using the method of structural equations and had confirmed the validity of elaborated knowledge management model. Obtained mediation effects allow making a conclusion about complementarity of the knowledge culture, transformational leadership and flexible organizational structure; therefore, these mechanisms should be implemented simultaneously for the successful transformation of knowledge into a company competitiveness. Also, the practical implication has an empirical evidence of the highest impact of transformational leadership on innovation and financial performance, determining this mechanism as a key one for Russian enterprises.

In the conditions of economic turbulence, it is important to develop new approaches to banking business management. The purpose of the study is to identify trends in Bank management in the context of interbank competition. The stated goal of the paper requires solving specific problems that characterize the logic of the research: to clarify the theoretical aspects of Bank management in the context of interbank competition; to review the current state of banks and identify areas of their business management; to recommend measures aimed at the sustainable position of banks. There have been used General scientific methods of analyzing statistical data and analytical reviews of the Bank of Russia. The works of foreign and domestic economists on the issues of bank management and the state of interbank competition serve as a theoretical and methodological base. The author identified the trend of strong concentration of assets and liabilities of mainly state-owned banks located in the Central Federal district of the country; identified the problem of oligopoly and Sberbank’s dominance in all segments of the banking market. The totality of the obtained results allowed the author to conclude that interbank competition is becoming more intense. Based on systematic and integrated approaches, there have been suggested measures aimed at ensuring transparency of the banking business, equal position of participants in the market and their stability. This determines the scientific and practical significance of the research. The results of the study can be used by the mega-regulator and Bank managers to progress a business development strategy, as well as by economists for further research.

The paper presents the results of the analysis of state policy realization regarding sustainable development of industry in Mongolia. The study gives the reason for recovery of macroeconomics stability (in the short term) and transfer to a more stable and diversified economy model (in the longer term) as well as on the basis of the Russian experience necessity of using modern forms of regional industry organization. Consequently, it is explained the essentiality of structural changes, development of financial intermediation, investment in infrastructure and regional integration with the purpose of increase the level of regions interconnection and access to foreign markets. The purpose of the research is to define priority activities of the economic growth as well as measures focused on improvement of state management concerning sustainable industry development in Mongolia. To this effect there are used monographic and economic statistic research methods. It is concluded that relating to definite countries and regions taking into account the peculiarities it is advisable to explore the system of indexes, capable of measuring the results (and estimating efficiency) of sustainable development of economics industries. Thus, economic growth in Mongolia is possible only as a subject to partnership relations with the countries that have innovation technologies, know-how and attracting finance from foreign investors. Thereupon sustainable development of Mongolian industry, including mining industry depends on such factor as a possibility of application of the high technology in traditional economic activity, digital transformation of the industry, increase of human capital, environmental conditions. There are defined the conditions of realization of sustainable development strategy of Mongolian industry, for example forming territorial innovation industrial clusters and assuring effective cooperation between government, business and society at the regional level. There are proposed the measures regarding improvement of institutional environment of Mongolian industry. There are specified the tasks necessary to be solved for the purpose of setting the regions of industrial development and complex industrial planning.

Seeking for the solution of the problem of ensuring the growth and development of national economies, modern researchers and practitioners actively turns to the sectors that act as drivers. The state support of such sectors opens great prospects for the growth and development of production in their countries. This is of certain interest for Russia that nowadays faces the most pressing tasks of enhancing economic life and strengthening its position in the world economy. Naturally, there is reflected in modern government documents of our country, ensuring the growth of the domestic economy and its transition to an investment model of development and this is often associated precisely with state support for sectors among national drivers. The high rates of such actions make it necessary to specifically turn to the analysis of the state support for these industries; their development in the prism of administrative effect on them by the state and the assessment of the efforts results. This paper depicts the solving of this problem. The authors have chosen the Russian engineering industry as the object of the study. It supposes to be as capable of outstripping the growth of the entire national economy and ensuring its presence in international markets. Besides, the sector includes industries that are critical to the rest of the economy (machine tool manufacturing f. ex.), as well as those forming a new technological order, including electronics manufacturing and aircraft manufacturing. Analysis and assessment of state support for these industries, as well as the machine-building sector, constitutes the main content of the research. General scientific principles and research methods were as a methodological basis as well as statistical, comparative and content analysis. The authors analyzed the main directions and mechanisms of state support for the machine-building complex. In this perspective, there has been proposed an assessment of the state and dynamics of the sector; highlighted the prospects for its development in a pandemic; outlined the main directions for improving its state support and prospects for turning into a driver of the national economy.

Purpose of the paper is to assess the effectiveness of the Russian tax system in comparison with the development of public service in tax authorities. We use both quantitative methods (e.g. factor analysis, principal component analysis, economic and statistical methods, econometrics, content analysis of legal acts, tabular and graphical visualization, monitoring of tax authorities’ performance indicators) and qualitative methods (comparative legal and comparative historical analysis). The main research results: we proposed a comprehensive methodology for assessing the development of the tax system and service of the Russian Federation in 1991–2018; we have tested this methodology on statistical data and calculated the indices; compiled a chronology of key events in the tax system and tax authorities development of the Russian Federation. We conclude the high degree of statistical compliance of the tax system development indices and the tax service indices. Mismatch in the dynamics of the development of the tax system and tax service in the recent period of 2014–2018 caused by both the post-crisis slowdown in economic growth and negative trends in government regulation (the emergence of new taxes, increased tax burden on businesses etc.). Identified patterns can be used to assess the effectiveness and reform of service in the tax authorities.

The paper is dedicated to the study of the features of cluster development in Russia. The methodological base of the study includes a set of concepts and theories of special organization of the economy, cluster development concept, theories of network economy and open innovations. We have proved that economy clusterization is a mechanism of efficient productional, science and technological and innovative cooperation of real economy sector enterprises in conditions of strategical tasks of its competitiveness increase. The analysis of the stages of cluster development allowed us to ascertain the initial level of the process being considered under the progressive dynamics of the main functional indicators and increase of business motivation to the economic interaction. There were singled out the main factors of cooperation inside clusters for Russian conditions. We have presented a review of the key directions and events of national economy clusterization. Decentralization of cluster development management contributes to the strengthening of regional economic systems and active advancement of regional cluster initiatives. The creation of digital intracluster interaction platforms in the regions of presence is proposed. It has been noted that to stimulate the process of continuous innovation in clusters of state subsidies allocated to date, it is not enough. The practical significance of the results lies in the possibility of their use in the development of development strategies and programs at the regional and national levels.

The problems of the popularity and development of eSports in the global economy attract researchers from all over the world. The purpose of this study is to analyze the complex structure of government and sports regulation in China’s esports, the professionalization of the young industry, the principles and mechanisms of balancing economic efficiency and sports results. eSports is presented as a symbiosis of the intellectual and physical activities of people. The subject of the study is an eSports management model in China. The methodology of the paper is based on an integrated approach that identifies key features of the formation of the management model and establish the reasons for the management system success of the leading country in the global eSports market. The balance of state interests, the development of new markets and high technologies with the highest number of individual world’s consumers allow looking at eSports from the point of social expectations, domestic control and global market dominance at the same time. The Chinese management system comprehensively covers the entire eSports industry and can be conceptually divided into 4 blocks: censorship and propaganda, control and regulation, education and professionalization, partnership with private companies. The study is designed to reflect the original approaches in the model formation for managing a new mass phenomenon in the context of total government control and regulation.

The structural stability of the system to external influences is an important parameter of the transport and logistics task. In modern literature, the concept of structural stability is defined as applied to each individual problem, as a result of which there are difficulties in applying the developed methods to new problems. The paper describes assessing the stability of the functioning of transport and logistics systems. The methodological base of the research includes the theory of optimal control and multicriteria optimization; elements of graph theory are used as modeling tools, as well as numerical analysis to evaluate stability coefficients. A list of actions on the system in the form of elementary events over graphs, including their superposition, is proposed. There was proposed the concept of structural destruction of a graph that implies a partition of the graph into disconnected components. The formulation of the combined transport and logistics problem — the search for flows and routes. The authors propose an efficiency coefficient for comparing the obtained solutions, as well as a stability coefficient for assessing the influence of structural changes in the graph on the solution of the problem. A computer simulation of structural destruction on test data sets was carried out. As a result of experiments series, the distribution of a special coefficient for elementary fracture processes was established, as well as an interval of permissible values corresponding to a stable state of the system. The theoretical significance of the study lies in the possibility of using the results obtained at the stage of designing transport and logistics networks. From a practical point of view, the proposed tools can be used to assess the stability of the functioning of existing transport and logistics systems.

In modern conditions of increasing threats, challenges, dangers and threats of various types, it is necessary to create a system of innovative training of managers. The paper considers the formation of an innovation management strategy for education of managers on disaster risk reduction and the development of methodological support for this activity. In the course of work to achieve the goal, key tasks were solved: the organizational basis for the formation of an integrated education system was justified, proposals for creating an information and organizational learning innovation were developed, and the basis for a new unified innovative information and communication educational platform was created. Methodological recommendations for innovative training of managers are proposed. The research methodology provides for the creation of innovative and technological matrixes of Executive education based on modern methods of analysis and synthesis, expert assessments, modeling, analogies, and observation. The results of the research are the main provisions of the innovation management strategy for education of managers on disaster risk reduction, organizational and methodological support for this activity. On their basis, a comprehensive system of training managers has been created, and modern training programs and practices in the field of disaster management have been introduced. Recommendations for the consolidation of key modern achievements of science and technology in the educational sphere are formulated. The study may be of interest to state authorities in the formation and implementation of the state strategy of innovative management of education of managers, which provides a high modern level of training.

As noted in the first part of the paper in the extensive literature on crises and crisis management, it is possible to allocate two main directions: internal — where the main attention is paid to technical and structural aspects and external — where the organization focuses on managing of stakeholders. Despite the fact that over past 20 years each of these directions has being developed to a large extent independently, it had been revealed that there were definite number of opportunities for their integration. Based on the results of research given in the extensive list of used literature, it will be shown how both of these perspectives can be combined into single integrated structure. At the same time the study of potential for synthesis of internal and external perspectives is going to be covered by time frame of three main crisis stages: pre-crisis prevention, crisis management and post-crisis outcomes, and term “crisis management” will reflect activities at these stages of organizational management in broadest sense.

The paper is devoted to the study of a local governments’ role in ensuring the life quality of the population in cities with a high comfort rating. The purpose of the research is a detection of similarities and differences in the organizational, legal and financial components of local governments in solving the problem of increasing the level of comfort in urban life. As an object of the research is testing a hypothesis about what aspects of an autonomy of local governments (legal, organizational acts or financial) are dominant in ensuring the life quality in cities.The methodology of the work is based on a systematic approach, which allows to reveal problems of financial support for the activities of local governments, aimed at improving the life quality of the population. Ratings of the world cities on comfort level are considered, selection of twenty cities are having high rating of comfort according to consulting agency Mercer is defined (further — the cities of «the comfortable twenty») and their group over the countries is executed. The analysis of legal, organizational and financial autonomy of local government bodies in the cities of “the comfortable twenty” is carried out.On analysis results the conclusion is drawn on sufficient degree legal autonomy (powers), organizational independence and financial independence of local government bodies that in combination with stability of the legislation on a local self-government allows to provide the high level of life quality of the population in the cities of “the comfortable twenty”. The conducted research is urged to fill the existing gaps between theoretical ideas of powers of local government bodies and the practical analysis of a real problem condition of increasing the effective management of cities due to strengthening of the financial independence of municipal authorities.

The modern imperatives of the social and economic development of our country brought to the forefront the determination of the conceptual approaches to the long- and medium-term national development programs. The paper reviews crisis communications as the main marketing instrument of corporate anti-crisis management in its operational practice affected by the global oversupply of generic products, free access to data bases and availability of equal technical feasibility of competing agents, which lays special emphasis on intangible assets whose monetary value is proportionate to the quality of external corporate communications. Combining the mechanisms of anti-crisis management, public relations technologies, communication technologies and risk-management techniques in the modern volatile environment, crisis communication management is a generalized instrument which naturally creates the value of intangible assets, hence the company’s goodwill. The article presents the examples of successful use of crisis communications for the increase of their own capitalization by investment and financial organizations, telecommunications companies, internet providers and software developers, i. e. companies specializing in non-tangible assets and relying on the efficient use of crisis communications.

Subject . The paper considers the role of economic reproduction in intellectual capital management, which means focusing on the management of intellectual capital reproduction factors. Purpose . To represent some theoretical and empirical arguments in favor of the following hypothesis: if intellectual capital is an intangible resource it cannot be the object of direct administrative influence and therefore real management object is intellectual capital reproduction process. Methodology . At theoretical part the literature sources considered on intellectual capital reproduction is reviewed by case study method. Empirical arguments are represented by the analysis of two groups of data. First, data on management decisions on intellectual capital — on their basis it is shown that measures to manage intellectual capital in practice are concerned not with intellectual capital itself, but on factors of its economic reproduction. Secondly, data on the assessment of intellectual capital of 40 developed and developing countries, derived from the NICI model, one of which components can be interpreted as an evaluation of the intellectual capital reproduction factors. Results . The analysis allows stating that, as the level of economic development increases, the importance of the intellectual capital reproduction in ensuring the level of GDP increases. Conclusions . The role of economic reproduction in the intellectual capital management is substantiated and thereby a new direction of studying the issues of national intellectual capital management is indicated. The results of the research could be used as a theoretical and methodological basis both for further research on the intellectual capital management and for the formation of national economic policy.
