Over the past 30 years, US-based research on contaminated and potentially-contaminated sites, or brownfields, has grown from defining the scope and size of the environmental, health and economic risks posed by abandoned manufacturing sites to exploring and documenting site-specific and area-wide impacts of their cleanup and revitalisation. From early and varied research on environmental and economic policy to equity and public impacts on minority communities, later research considered planning, adding case studies on sustainability and resilience to the scope of research covered. This review paper stems from exchanges of a long-standing network of academic, government agency, and practice professionals working to identify research, policy, and practice gaps. It traces the evolution of US brownfield revitalization research as was informed by, and informed, policy, program and practice. This review summarizes the literature and identifies research gaps and opportunities to further community and agency actions related to investigating, remediating, and redeveloping brownfield sites. It outlines site and area options to build climate resilience, strengthen community action for dismantling structural racism and disinvestment, and reduce the disproportionate risks experienced by communities of colour and areas of low income. The role of green infrastructure (GI) in regenerating brownfield sites has not yet been widely recognised in Japan. In contrast, post-industrial countries in Europe and North America have introduced a number of good practices for GI-led brownfield regeneration. Using GI to revitalise post-industrial areas offers multiple benefits, ranging from ecosystem restoration and increased property values, to improvements in personal well-being, and can serve as an effective climate change adaptation solution. In Japan, nature has traditionally been used to protect the built environment from disaster; for example, preserving forests to prevent landslides, or sand or wind erosion on the coast. Although the application of GI is not a new idea in Japan, its role in revitalising brownfields and building communities has not been widely discussed. This paper explores the potential role of GI-led brownfield regeneration in Japan. Key barriers and drivers in revitalising post-industrial sites through the use of GI are identified using three case studies from the Osaka Bay Area, home to some of Japan's largest brownfield sites. Neighborhood life expectancy varies by as much as 10 years across the City of Louisville. In 2013, the Greater Louisville Project funded by local government, businesses, and foundations, argued these differences had little to do with environmental factors. The Greater Louisville Project (2013) study argued that these neighborhood differences could be attributed 40% to socio-economic factors (with a major emphasis on education), 10% to physical environment, 30% to health behaviors, and 20% to access to medical care. To test these claims, we construct our own model of neighborhood variation in years of potential life lost (YPLL) by adding two variables testing environmental degradation. We operationalise two separate measures of environmental contamination: proximity to EPA designated brownfield sites and proximity to chemical factories in an industrial park in the neighborhood known as "Rubbertown". We conduct several regression analyses, which show a relationship between proximity to environmental contaminants and an increase in neighborhood YPLL. Our beta weights challenge the claims made by the Greater Louisville Project, which minimize the impact nearness to environmental contaminants has on reductions in life expectancy in Louisville neighborhoods. This paper employs qualitative content analysis to assess 28 brownfield redevelopment plans produced as part of a US Environmental Protection Agency programme. The analysis framework followed the economic, ecological, and social equity dimensions of sustainable development. The findings illustrate that, in terms of economic dimensions, most plans discussed financing the overall project, but few mentioned site values or the pivotal cost of remediating brownfield sites or addressed questions related to liability, the transfer of ownership of sites, or the end use of remediated sites. In terms of ecological dimensions, while many plans suggested "green" uses of existing brownfields, few discussed the impacts of the plans on urban ecological issues or offered technical feasibility of remediating the sites. In terms of social equity dimensions, half of the plans described potential local jobs stemming from the proposed redevelopment, but many did not discuss the human impacts of remediating contaminated sites or the costs of doing nothing. Most plans mentioned community engagement methods but not their outcomes, making the degree to which the lessons gleaned from such engagement influenced the plans totally unclear. Despite the programme's explicit focus on the nexus of environmental justice and local environments, many plans struggled to address the topic in favour of tackling broader economic, environmental, and equity issues. Overall, this paper contributes to the understanding of brownfield redevelopment planning by not only summarising and synthesising the tendencies of existing plans but also suggesting strategies to address areas in which current planning efforts fall short. Public, private, and non-profit entities are increasingly engaged in greening post-industrial landscapes in an effort to achieve a broad array of aesthetic, infrastructure, recreational, ecological, and economic development objectives at various scales. Despite this growing level of interest, however, these projects continue to face numerous challenges related to financing, land acquisition, soil contamination, and concern regarding long-term maintenance, just to name a few. This paper begins with an overview of the “nature” of greening activity that has taken place in the USA and Canada and then focuses on three case studies – Elmhurst Park New York City, South Waterfront Portland, and Menomonee Valley Milwaukee – in order to illustrate the planning processes involved in their remediation and development. Key lessons are then drawn, with a particular emphasis on the growing need to attract buy-in and funding by linking greening with other forms of development and broader urban sustainability initiatives. While the redevelopment of brownfield sites has been the mainstay of public agencies and private developers, this paper argues that in order to promote just redevelopment that encourages participation and targets weak market sites, a community-based approach to brownfield redevelopment should be encouraged. Furthermore, this paper maintains that community development corporations (CDCs) could be the ideal agents to spur community development and address environmental justice concerns through their increased involvement in brownfield redevelopment projects. In order to promote these positions, we first describe this new approach, which focuses on building the capacity of CDCs to meaningfully participate in brownfield redevelopment. We then offer four proposals designed to increase this capacity. We conclude with a discussion of how community-based brownfield redevelopment connects to larger issues of democratic decision-making, environmental justice, and urban revitalisation. Intensification of existing urban areas is currently a major item on the policy agenda of the Ontario and Canadian governments. As part of the urban intensification drive, brownfield sites have become major candidates for redevelopment. Governments at all levels have initiated policies and programmes to encourage their remediation and redevelopment. This paper reports the findings of a qualitative exploration of brownfield redevelopment in London, Canada. Through in-depth interviews (n = 17) with key stakeholders involved in brownfield redevelopment, the study explores the level of participation in brownfield redevelopment, barriers to brownfield redevelopment in the city, and perceptions about financial incentives in the city's Brownfield Community Improvement Plan. The study found that despite the availability of financial incentives, the overall private sector participation in brownfield redevelopment is low due to barriers such as competition from greenfield, risk, cost, negative public perception of brownfields, and complex remediation processes. Brownfields developer in a poor urban neighbourhood This article considers the role that champions play as advocates for socioeconomically disadvantaged community member involvement in environmental management decision-making. Six case studies of brownfields redevelopment projects located in poor urban neighbourhoods are examined. Analysis of these case studies reveals how champion behaviour, which has typically been studied only in the context of technological innovation, is enacted in public participation efforts in the service of environmental justice. An international concern with climate change has prompted a political commitment to the use of renewable energies. Yet, the operationalization and management of this political objective may be frustrated at the local level, where, it is suggested, an implementation impasse exists. This paper reports on a case study that examines the planning issues around the harvesting of wind at an urban brownfield site in Scotland. The paper discusses the nature of the state-market-civil relations involved in the development management of private wind-energy infrastructure, and the potential for a positive mediating role for the planning system. Wildlife corridors constitute one of a number of increasingly influential strategic nature conservation tools deployed in urban greenspace planning. The following paper develops an urban political ecology approach to understand wildlife corridors as quasi-objects that play a key role in articulating between the realms of ecology and planning. Interrogating the planning narrative surrounding a contentious brownfield development on an ecologically sensitive site reveals how the wildlife corridor established a particular version of urban nature materially and discursively. Ecological surveying and mapping practices were integral in freeing up the majority of the site for development, reproducing the conditions necessary for capitalist development. It is argued that the wildlife corridor exerts considerable power over what counts as nature in the city, for whom and where, raising a series of questions for the political ecology of conservation planning. Brownfields have been the subject of intense interest across the United States. This paper attempts to look at some of the conceptual goal-oriented aspects of brownfields through the lens of risk to determine if it could serve as another way of exploring property use and community value. As such the paper is focused not on developing a theoretical framework to apply risk assessment techniques but rather on exploration of concepts. The context of brownfields is examined from several viewpoints: urban policy, federal/state government, city, property owner, redeveloper, community and individual. It is not a complete story but each viewpoint adds another dimension to the portrait of overall risk, which is composed of economic, environmental, social, health and political aspects. The redevelopment of brownfields and the creation of green space in cities are two initiatives that are gaining support in the US, for they are perceived to be important elements for fostering urban revitalization and more sustainable development. Although these initiatives have evolved separately, the two have started to converge as governments, local communities and other stakeholders begin to consider brownfields as potential locations for green space. A barrier to this convergence, however, has been the focus of brownfield efforts on redevelopment that garners direct economic benefits, as well as the lack of information regarding the benefits that brownfield to green space projects can bring about.This paper examines the utilization and quality of life impacts of three brownfield to green space projects from the perspective of those using them and the affected communities. The perceptions of respondents (combined N = 479) were assessed via three separate surveys, sharing common questions, which obtained written responses at the point of distribution or elicited mailed responses. The results indicate that these projects quickly achieve regular use and that users partake in a vast array of active and passive recreational activities. The projects also contribute in many ways to personal and community quality of life, particularly in terms of enhancing scenic beauty and neighbourhood appeal, improving access to trails, recreation space, and nature, boosting community pride, removing blight, improving physical fitness and raising property values. This article chronicles activities and approaches carried out in working with community partners and public and private stakeholders in advancing revitalization within Bridgeport, CT. The approach described utilizes brownfields redevelopment as a focal point for a stakeholder process whose goal is neighbourhood revitalization. Two neighbourhoods—the Went End and East End—are the focus for major stakeholder-driven brownfields redevelopment processes. The article defines key elements of the stakeholder process including: involvement at several levels from neighbours to the site to the Mayor's office and beyond, a risk communication process that incorporates the broad concerns of the stakeholders including crime and violence, and the need for ongoing oversight and management throughout the redevelopment process. The mitigation and reuse of contaminated land is a central element of environmental risk management practice in high-income nations. In the United States, with approximately 1500 Superfund sites (National Research Council, 1991), over 400,000 hazardous waste sites (Environmental Research Foundation, 1993) and an indeterminate number of sites that are qualitatively less contaminated, generally known as ‘brownfields’, there is ample opportunity for environmental professionals interested in becoming actively involved in such work. The reuse of previously developed plots of land is an important environmental risk management strategy as well as a primary trajectory for advancing communities through local decision-making that seeks economic, aesthetic or recreational advantages. Brownfields have been a powerful force attempting to advance both sustainability and economic development. The author, principally using U.S. examples, advances the belief that the true benefits potentially offered by Brownfields can only be fully realized by using tools such as found in the application of Community Benefit Agreements. Over recent decades urban and regional development agendas in the United Kingdom have become dominated by the discourses of sustainable development, holistic regeneration and community capacity-building. It is in this context that brownfield development has emerged as a core feature in strategies to regenerate urban areas. Bringing brownfields back into use tends to be, a priori, presented as a ‘good thing’ that will have broader economic, environmental and social benefits. This paper assesses the role that brownfield development plays in urban and regional policy agendas in the UK. It begins by identifying the rationales for, and concerns associated with, the brownfield development process in the UK, before discussing the trajectories of policy under the New Labour government since 1997. It argues that at present too much is expected from brownfield-led regeneration programmes and that wider benefits will only accrue if these programmes are embedded within a wider and more comprehensive set of development projects and policy agendas.
