This paper presents the importance of an e-learning platform, namely e-PG Pathshala, as a gateway for all the courses in different disciplines at the postgraduate level. e-PG Pathshala is an open courseware initiative of the UGC INFLIBNET Centre that started as an MHRD project, titled "National Mission on Education by Way of ICT" (NME-ICT) in India. The e-PG Pathshala project provided 25169 e-content modules in different subjects. The key components of educational systems are quality of content. The paper discusses the current trends in cataloging and classification of library materials in the information and communication technology era. Resource sharing is nothing but sharing of library resources by certain participating libraries among themselves on the basis of the principle of co-operation for library management. This is applicable in sharing of documents, manpower, services, space and equipments. Increasing cost of books and subscribing periodicals, high cost of new technology for information processing and dissemination are some of the fundamentals factors which require information resource sharing among the libraries and information centres through the use of Information and Communication Technologies. Resource Sharing aids to overcome the limitations like enormous cost of purchase, bibliography handling and storage of material as a result of the exponential growth in the information produced. This paper aims to identify the types of research papers/articles, current trends in the choice of subjects, being included in the Library and information science (LIS) journal literature published from UK and USA. The study also aims to find out the impact of information and communication technology (ICT) on LIS subject fields. A content analysis of 165 research papers and journals articles published in the year 2008 in six LIS journals was conducted. Findings indicate that 93 (56.36%) of the articles out of the total 165 were research based. The variation is found with regard to coverage of core subject areas published from UK and USA. This study will try to fill gaps in library and information science research as it can helps in identifying the fields on which major work has been done as well as the subjects which are not worked upon. This paper presents the findings of a study on readiness of the University of Zambia in participating in research data management services in the COVID-19 and post Covid eras. The study adopted a qualitative research method and employed purposive sampling. In-depth interviews were conducted with key informants in the University. Findings reveal a lack of awareness and knowledge about research data management among senior officers and inadequate skills among library staff. On a positive note, the University has a robust information and communication technology (ICT) infrastructure supported by qualified information technology (IT) staff. It was further discovered that the University did not have a research data management policy. This paper provides a framework for the University to operationalize research data management services. The study recommends development of a research data management policy; conducting awareness campaigns; investing in skills training for library staff, and constituting research teams to deal with issues of research data management. The purpose of this paper is to discuss the role ICTs can play in repackaging of indigenous knowledge. An exploratory approach through extensive review of related literature was adopted for this study. Conceptual framework was developed to understand indigenous knowledge and the ways it can be documented and communicated by packaging and repackaging it for preservation and consequent dissemination from generation to generation. This paper found out that ICT tools and techniques can be leveraged on for the efficient acquisition, documentation/preservation, transmission or communication of age long customs and traditions summed up as indigenous knowledge in order to impact decision making in areas of agriculture, medicine, education etc. Indigenous knowledge has the potential and capability of saving lives and increasing food security/income; providing a basis for problem-solving strategies for local communities; being used for the treatment of a variety of ailments e.g. fevers, headaches, malaria, respiratory and nervous disorders; helping in the aspect of pest control, food processing and storage among others. With the accrued benefits of indigenous knowledge and the essence of repackaging it, it is still bedevilled by a number of encumbrances such as: misconception by many natives as to the extraction of their IK from its borders. They see it as a form of theft; inadequate finance to achieve effective IK documentation and communication; cultural homogenization and death of indigenous people among others. It was recommended that librarians should gain the confidence of the natives and make them understand the need for their IK to be collected, repackaged and preserved for future generation; library professionals should be proactive in handling and managing community's knowledge resources; they should ensure accessibility of IK materials by preparing inventories and registers among others. Nigeria, like many other developing countries of the world had considered education as the panacea to her developmental objectives, believing fully that no country has ever grown above the quality of education available to her citizens. This paper examines the national and state policies on ICT, strategies for utilization of ICT, and challenges of ICT in the teaching-learning process in secondary schools in Cross River State. The research reviewed previous and related studies associated with ICT. The challenges of implementation of ICT are numerous such as lack of infrastructure, policy, legal and regulatory framework, internet and broadband, capacity building, public private partnership etc. the prospects for implementation also formed part of the review. It was concluded that as a means of developing capacity for a self-discovery learning and instruction. Medical libraries are facing new challenges and opportunities due to dynamic changes in the digital era for offering excellent services to health scientists and professionals. The paper examined the utilization of Information and Communication Technology (ICT) in public library services in Rivers State, Nigeria. Three (3) research questions guided this study. The researchers adopted a descriptive survey design. The sample of the study comprised 18 library staff out of a total population of 22 staff in the public library. The total enumeration sampling techniques were used for this study because the sample is not large. Data were collected using a structured questionnaire. The validity of the instrument was investigated by checking the content validity of the instrument and the instrument proved valid because the items in the instrument are appropriate in terms of subject contents. Cronbach Alpha technique was used to determine the reliability coefficient of the instrument and an index of 0.86 was gotten. This shows that the internal consistency of the instrument is high and good. Data were analyzed using percentages, and frequency count while SPSS was used to generate the mean and standard deviation. The findings revealed that there is an acute shortage of ICT facilities in the public library in Rivers State. The commonly available ICT facilities in the public library were computers, printers, photocopiers, uninterrupted power supply, scanners, and Smartphones. The findings discovered that there is a general poor usage of ICT facilities in library operations. It was also established that lack of adequate funding, poor internet connectivity, and poor electricity supply were some of the major challenges to the use of ICT facilities in the public library in Rivers State. Based on the findings, the researchers recommended among others that the state government should provide adequate funding for the library to acquire the necessary ICT infrastructures, ICT facilities, and alternative sources of power supply. The paper examined the information and communication technology (ICT) tools for dissemination of covid19 information: a usage analysis among information professionals in Kwara state. The descriptive survey design was adopted. The population of the study comprised of 120 information professionals in Kwara State. Four (4) research questions guided this study. The total enumerative sampling technique was used, and questionnaire was used to collect data for this study. Data was analyzed with descriptive statistics such as simple percentages, frequency count, mean and standard deviation. The findings revealed that most of the information professional use ICT tools for dissemination of covid-19 information daily. Majority of the respondents agreed that laptops and social media are most ICT tools used for dissemination of covid-19 information, follow by desktops, printers, scanners, software programs, conference tools and data projectors. The findings also revealed that ICT help information professional to provide and share information quickly. Based on these findings, epileptic power supply is the most challenges encounters by information professional in getting information about covid-19 followed by poor infrastructure, inadequate funding, low band width and lack of search skills. One of the prerequisites in library automation is creation of database of in-house collections to enhance the usage of the information resources as well as the image of the library. It is a herculean task geared towards facilitating easy and quick access to the library's valued collections. There are several methods and tools in the process of library automation. 'Retrospective conversion' (RECON) is a promising method which enables a library to accomplish such a tedious task. This paper discusses the retrospective conversion of bibliographic records: KOHA experience of Nigerian Institute of Advanced Library Studies (NIALS) library. The descriptive survey research design was adopted. Total enumeration technique was used to select ten (10) librarians, one (1) ICT staff and two (2) para- professionals in the library under study. A self-developed questionnaire with four subscales was used: Methods of Retrospective Conversion, Evaluation of RECON project, Problems of RECON and Solution to the problems. Four research questions were answered and Data were analysed using descriptive statistics. The study finds out that NIALS library makes use of In - House RECON method and data is keyed in manually. The paper discusses the problems inhibiting the library's RECON project. In spite of the numerous inhibiting factors such as economic, cultural and social barriers, the library made tremendous progress in the migration of bibliographic records to the electronic environment. The use of ICT in research has become significant among postgraduate students. However, available literature shows that there is little research on the perception and adoption of this technology in developing countries. This problem has created gap in the existing literature. This, therefore, make it necessary to find out more about the perceptions of postgraduate students on the use of ICT in research. The paper intents to discuss these. The paper adopted the survey methodology by using the stratified and convenience sampling techniques to select 346 postgraduate students from University of Ghana and University of Cape Coast to participate in the study. Incorporating the Technology Acceptance Model 3 (TAM3), this study revealed the following: Most postgraduate students perceive the use of ICT applications in research as very important. Again, majority of them intimated that ICT facilities that their institutions provided met their research needs. The findings further indicated that students accessed ICT applications for quick access to information, convenience of access to information, time saving, and currency of information accessed. This paper strongly recommends that public universities in Ghana should maintain the already existing ICT facilities. However, they should ensure that all ICT facilities are monitored and maintained. The paper reported the outcomes of the assessment of the information and communication technology (ICT) skills of freshmen in a Nigerian private university and the projection of the students for improvement at graduation. It became necessary in this digital era, where it is assumed the Millennial are digital natives, to know what computing capabilities fresh university students are coming with from their earlier educational exposures and also to know their expectations for ICT skills honing at higher educational level. The findings show that although many of the students are proficient users of varying devices (desktop, laptop and mobile devices), laptop is their preferred device for academic work. It also indicated that laptop and smartphones are their best choice for a device combination. The students are more skilful in E-mail (159%), web browsing (53%), online registration (57%), mobile apps use (53%), e-banking (49%), e-commerce (44%). Whereas they show interest in learning other skills, they indicated that the ICT unit is the arm of the university perceived to contribute the most to their skills improvement during the study years. Information and Communication Technologies (ICTs) hold tremendous potential for rural development in Ghana in the areas of agriculture, health, Micro and Small Enterprises (MSEs), and education. Using the theoretical sampling method, this paper takes a closer look at the ICT scene in Ghana from 2000 to 2011 with emphasis on the role of ICTs in rural development. The paper also draws attention to the efforts made by past and present governments of Ghana to solve the major problems facing ICTs development in Ghana. Investigations from the study revealed that ICTs play major roles in the socio economic development of rural areas in Ghana with a huge potential for accelerated development in these rural areas. ICTs have contributed immensely to improve communications, deepen decentralization, and attract Micro and Small Enterprises (MSEs). ICTs have also contributed in automation of Rural Banks, networking, information sharing and the provision of ICT enhanced distance learning in the rural areas of Ghana. However, there are some serious challenges militating against the full realization of ICTs role in Ghana's rural development. Issues such as unavailability of electricity, lack of ICTs equipment, high level of illiteracy, user acceptance and local content have to be addressed before the full potential of ICTs role in Ghana's rural development can be achieved. This paper seeks to identify the Information and Communication Technology (ICT) tools available for students. It also investigates how Information and Communication Technology (ICT) tools benefits students' in learning in a basic school in Ghana. A total of 60 students from Agorkpo D.A. JHS in the South Tongu District were surveyed. A descriptive design was used for the study. A set of questionnaires was used to collect data from the respondents. The entire questionnaires were retrieved and IBM Statistical Package for Social Sciences version 22.0 in combination with the Microsoft excel were used to analyse the data. Simple frequency tables were used to present the data. The study discovered that laptop was the most used ICT tool in the school investigated and the benefits students derive from the use of the ICT tools in the school included support for classroom teaching and learning, facilitation of skills learning, helps in contacting other people (building network) and assisted in vocabulary building. Farmers do not make/maximize profits when they stop at the production level only. To make more profits, they need to add value to their products. This paper examines the roles of ICTs in promoting agricultural value chain among women farmers who reside in the urban fringes of Imo State. The specific objectives were to identify value chain information needs of women farmers; ascertain ICT devices used by the women farmers and determine perceived roles of ICTs in promoting agricultural value chain. A total of 250 women farmers were randomly selected and interviewed using questionnaire complimented with oral discussion. Date collected were analyzed using descriptive tools such as percentages, mean and standard deviation. Results showed that respondents need agricultural value chain information on production and storage as shown by 98% response, marketing/business development (100%), financial services (98.8%), processing/packaging (88%), transportation/trading/distribution (93.6%). The following information devices/sources played vital roles -radio (84%), mobile phones (100%), television (62%), newspaper/magazines (55.4%), extension agents (49.6%) among others. The paper examined the ICT knowledge and skills required for recruitment of the librarians in academic and research libraries. Survey approach was adopted drew sample of 24 respondents from four academic and four research libraries in Ilorin, Kwara State, Nigeria. The sample comprised of head of libraries, the deputy and one senior person. Data was gathered through interview. The results demonstrated that the basic ICT required for recruitment of librarian into the academic and research libraries at the digital age are the specific ICT skills useful and relevant to each unit of the library and the general skills such as word processing, spreadsheets/excel, power point presentations, knowledge of databases, files folders, email/internet, hardware/software, web design and management, mobile technology and social media skills. Similarly, it was unveiled that word process skills is the most ICT skill academic and research libraries usually target because the skill is relevant in every units and departments in the library. Major reasons crucial to the conduct of interview before recruitment into academic and research libraries is to determine the fit in terms of whether or not the recruited librarians will be able to cope with the integration of technologies into library practices and be able to use the technologies to render services to the satisfaction of the digital age library users. The prominent problems resulted from the poorly conducted recruitment exercise into the libraries at the digital age are poor library services that result to lack of satisfaction by the users and low productivity, lack of understanding of the refined routine activities in the library, low patronage by the library patrons, waste of resources and redundancy, poor conduct between staff and superior officers and eventually under-utilisation of ICTs procured by the libraries to render effective and efficient services to the users. It was recommended that recruitment into academic and research libraries should not be compromised and any candidate that does not possess the required ICT skills or not performing to expectation during recruitment should not be considered. The paper examines the use of KMC Health science Library Portal by the postgraduate students and faculty members of Manipal College of Pharmaceutical Sciences (MCOPS), MAHE, Manipal. A total of 60 questionnaires were administered to 45 postgraduate students and 15 faculty members of MCOPS, Manipal. All the filled in questionnaires were returned by the respondents, and hence the response rate is 100%. The findings indicated that faculty members use the library portal more frequently than the postgraduate students. 60% of postgraduate students and 66.7% of the faculty members stated that KMC Health Sciences Library portal had influenced their research process. The findings revealed that postgraduate students and faculty members of MCOPS, Manipal are satisfied with the quality, contents, and arrangement of links and layout of the library portal. The paper tries to explore social implications of ICTs, their positive impacts and potential dangers. In addition, the study examines some important imperative factors that sustain favourable social implications as well as critical factors that pander to unfavourable social implications of ICTs. Descriptive survey method was adopted. Population consisted of 88 academic librarians who are working in four Federal University libraries in South East Nigeria. A 59-item structured questionnaire was used for data collection. The instrument was face validated and the reliability of the instrument was established through Cronbach Alpha reliability coefficient. Eighty-eight copies of the questionnaire were delivered to respondents and eighty-five copies were completely filled and returned. The data collected were analyzed using mean scores and percentages. The paper found out that core factors of social implications of ICTs were the Internet and other ICTs which facilitate development in developing countries and aid propagation of indigenous knowledge. It was found that ICTs do not induce unemployment in developing countries, nor promote social exclusion. They neither aid mass destruction of property nor induce organizational stress. It was also found that gender inequality and ethnicity/racism do not constitute challenges that affect social implications Other findings showed that while quest for current information was the greatest factor which could facilitate favourable social implications of ICTs, lack of Internet skills was the greatest challenge which could affect social implications of ICTs. It was also identified that the greatest strategy for enhancing social implications of ICTs would be by posting ICT compliant teachers to schools. Some of the practical implications of the paper were that favourable social implications of ICTs could be hampered by factors which focus on domains purported to create digital divide, cultural neo-colonialism, popularization of pornography and breakdown of law and order. The value of this paper lies in the identification of core factors of social implications of ICTs as well as rebuttal of the impressions that ICTs induce mass unemployment in developing countries, promote social exclusion, cause mass destruction of property and induce organizational stress. This paper looks at the use of Information and Communication Technologies, (ICTs), and audio-visual resources in developing children's reading culture in Nigeria. It has been observed that most children in Nigeria have very poor reading culture as reading is not associated with pleasure. Developing reading culture in children has been identified as the foundation and the building block for life-long learning. This paper therefore tries to highlight the use of ICTs and audio-visual resources as veritable resources in associating reading with pleasure by encouraging children in learning how to learn, visual literacy, and associating reading with pleasure. The central roles played by Libraries in promoting reading habit in children were highlighted. Some of the identified reading problems associated with children include dyslexia, speech apraxia, and attention deficit hyperactivity disorder. Other factors include poor learning environment and lack of functional libraries, inadequate supply of reading materials and poor reading campaign. The paper concluded that in order to have any functional education system that will encourage sustainable development in any nation, it is therefore indispensable to inculcate reading culture from the scratch in order to have informed citizens who will intellectually advance the nation to globally competitive level. This paper discusses the library automation and e-library project of Emmanuel Alayande College of Education, Oyo, Nigeria. It examines the evolution of the college, the planning process and the implementation of library automation and e-library/Internet facilities. Technology is a mobile and integral part of many work places, and computers and other information and communication technology have made many users' work life easier, but technology can also contribute to problems in the cognitive work environment and, over time, create technostress. Much previous research on technostress has focused on the use of digital technology and its effects, measured by questionnaires. This paper applies a distributed cognition perspective to human-technology interaction, investigated through Limesurvey to examine technostress, its effects and measures taken to avoid it among librarians at university libraries in Delhi. About 200 library professionals participated in the study. Data was subjected to correlation and regression analysis analysed through Quickcals (Graphpad software. Analysis reveals high that there exists a high level of technostress among the library professionals engaged in Delhi libraries. This paper assesses the impact of "One Laptop Per Child Policy" on teaching and learning in basic schools in Ghana. Specifically, 500 students were randomly selected together with 10 information and communication technology (ICT) instructors in the Eastern Region of Ghana. Both questionnaire and in-depth interviews were used for gathering data. The data collected were analyzed using Statistical Package for Social Science (SPSS). Findings of the study showed that stringent criteria are used to assess the needs of students and in the distribution of the laptops. The use of user-friendly laptops and qualified instructors has significantly improved the students' knowledge in ICT. However, lack of infrastructure, power supply and qualified tutors were notable challenges that hindered the attainment of the goals of the policy. Purpose: The purpose of this study was conducted to find out the realistic about the user's utilization and satisfaction level of Central library of Sikkim Manipal Institute of Medical Sciences (SMIMS), Gangtok, Sikkim, India. The user's satisfaction of a library totally depends upon the utilization of library resources and services. Methodology: For the required queries a questionnaire was prepared for the present study and it was distributed among 120 SMIMS students randomly. Findings: The study exposed that students use the library for browsing e-resources and borrow books as per their need. From the students responses it was clear that users give preferences on accessing e-resources than printed material. Research Limitations: The present study is limited only for the students of the particular medical institution. The students were selected from different disciplines i.e. medical science, nursing and physiotherapy. Though faculties also use the library along with the students of this institution yet the research survey was limited for the students only. Practical Implications: Users were satisfied by using the library services like e-resources accessing, printing & photocopying service, DDS service, SMS alert service etc. Above these services the respondents recommended for digitization of the central library for the better utilization of library services as new information and communication technology are developing day by day so it should be implemented for best practices. Originality: This is the original study as it is absolutely based on primary data from student's survey. Research on library deviance in Nigeria has largely relied on librarians' accounts, which often portray students as 'deviants' and the libraries as 'victims', however we focus on a holistic account which incorporates both students' and librarians' narratives in the analysis of deviant behaviours in library utilization. Through observations and interviews the paper highlighted some common trends of deviance and the implication on library utility in selected universities. The study reveals a gap in the security of students' personal effects, inadequate electricity supply and a wide range of deviant behaviours associated with the use of information and communication technologies (ICT) in the library. The impact of these lapses thus put much pressure on both librarians and students users. The study recommends proper funding of libraries to enable the adoption of a 21st Century Library Model which guarantees a variety of spatial and safety arrangements in curbing the menace of deviants in library utilization. The present paper is a Scientometric Study of Digital Literacy in Online Library Information Science and Technology Abstracts (LISTA) during the year 1997 to 2011. The study attempts to examine the distribution of articles (age-wise, year-wise, and article-wise), authorship pattern, subject, language, and geographical distribution. Bradford's law used to determine the scattering of journal articles in the publication pattern on the LISTA database. Results indicate that majority of articles published during the year 2009-2011 and focus mainly on academic education. This paper focuses on the computer and ICT skills of secondary school teachers in Ota, Ogun state of Nigeria. The purpose was to find out if the teachers were computer and ICT literate and to examine if they employ computers and ICT in their teaching activities. Eighty copies of a self designed questionnaire were administered to teachers in four secondary schools, out of which sixty eight was completed, returned and found usable. The study shows that the respondents are aware of the fact that being computer and ICT literate is very important in their profession. The paper concludes that the Government in conjunction with the Ministry of Education inculcates computer and ICT training into the curriculum of teacher training schools. The Information and Communication Technology (ICT) has affected the libraries to the great extent. Libraries use ICT to maintain housekeeping operations, services, uniformity and extension of library facilities. University libraries of Rajasthan (India) are using computer and associated technology for library activities. This study attempts to reveal the basic infrastructure, use, and privation during the implementation of ICT in University libraries of Rajasthan. The data have been collected using the survey method. It is revealed that ICT activities are under developing stage in the university libraries of Rajasthan. The library serves as the agency responsible for the collecting, processing, managing and disseminating of this information in various formats to meet the varying needs of the users. Information may be needed for education, entertainment, socio-cultural development etc. It is therefore the duty of the librarian to ensure that there is availability and accessibility to the required information whenever it is needed. This paper looks at the nature of libraries, the structures of libraries, the literature of libraries and common problems plaguing the delivery of library services in Africa. The article examines issues arising from the incorporation of information technology in the library and information sciences in Nigeria in 2010. The article contrasts the use of information and communications technologies in the United States with their employment in Nigeria. The article explores resource sharing among law libraries in Nigeria. It examines the benefits of sharing resources for the individual library user, institution library and parent institution, and discusses categories of resource sharing. The article also elaborates on information and communications technology (ICT) as a driving force for sharing resources, highlights the factors mitigating against resource sharing on Nigeria, and recommends promoting cooperative collection development.

The article focuses on the availability and accessibility of information and communication technologies (ICTs) in the rural communities of Delta State, Nigeria. The first part of this research paper collected information on the respondents' personal characteristics. The sample size consisted of 132 rural residents of whom 125 completed the survey. The researchers learned that most of the respondents were unemployed or had low-paying jobs and many were illiterate and these factors affect the accessibility and use of modern ICTs.
