Collection development policy acts as a guide for selecting library materials. It helps to maintain library cooperation and communication between library staff. American Library Association states that the collection development policies document which defines the scope of a library's existing collections, plan for the continuing development of resources, identify collection strength and outline the relationship between selection philosophy and institutions goals, general selection criteria, and intellectual freedom. Purpose: The study aims to find out the current scenario of library resources and services viz. collection including infrastructure, staff position, library services available in the private university libraries in the state of Assam, India. Methodology: Physical survey of all the five libraries has been conducted for which a questionnaire was designed. Findings: With the increasing number of library users, there should be adequate number of library staff to maintain all the different collections and services of the library. Private university libraries e-books and e-journals facility is not sufficient to cater the increasing demands of the users. Research Limitations: The study is applied to private university libraries within the geographical barrier within the state of Assam. This study evaluates the extent to which serials publications are accessible and used for learning purposes by the students in Nigerian Universities. The descriptive survey research design was adopted with the study population made up of students from one federal government owned university, one selected state owned university and one selected private owned university in Ogun state. A self-constructed questionnaire was used for data collection in this study, was analyzed using descriptive statistics and Statistical Package for Social Scientists (SPSS). Findings revealed that Nigeria university students have access to different serial collections in academic libraries. Serial publications are available and students have equal access to serials publications in the library. Restriction of some serials materials to undergraduate constitutes impediments to the use of serials by students in the university libraries. Students who visit the library frequently to read Bulletins are better informed about the university issues. It was also revealed that students often visit the serial section in the Universities libraries for academic purposes. The Serial Librarian attitude affects student's use of serial section. There is a need to create conducive environment for students and guide the student in the proper use of serial publications. Serial Librarians should be well guided to give the best to the students in the use of serial publications and there is need for various universities to subscribe to different online or electronic serials. The article presents a comparative study in which researchers analyzed the relationship between the level of study conducted by student library users and the extent of use of library resources by these students in Nigerian universities in 2004-2005. Researchers were interested in gathering this information in order to help university libraries manage their facilities and resources. This study examines the role of academic libraries in supporting distance education at the University of Business and Integrated Development Studies in Ghana. The findings highlight the importance of digital access and resources, information literacy instruction and support services, collaborative partnerships, and user satisfaction. The educational system's support for education and research includes the library and information center, which significantly influences how people teach, learn, and conduct research. The present research investigated the extent to which undergraduate and postgraduate students from various departments at Sri Sathya Sai Institute of Higher Learning (SSSIHL), Anantapur Women's Campus, make use of library resources for their academic purposes. The objective of this research is to assess the library resources, services, and facilities available at Sri Sathya Sai Institute of Higher Learning (SSSIHL), specifically at Anantapur, Andhra Pradesh. A comprehensive dataset was obtained from a group of 150 students who participated in the online survey and submitted full responses. The study's result found that the majority of participants 32.67 percent visited the library twice a week. Mostly use the library to obtain books and reference materials, and the resources offered by the library. Approximately 62.67% of the participants visit the library to borrow books and read the competitive materials, and 59.33% of them used the OPAC search tool to find required documents in the library. Furthermore, a significant number of respondents (94.67 percent) consistently relied on subject textbooks for their academic needs. However, the study concluded that the extent of library resource utilization does not have a significant impact on students' academic performance. Based on the study's findings, several recommendations were proposed to enhance library usage. The most prominent suggestion was to acquire more current and pertinent information sources for the library, ensuring that students have access to the latest research and educational materials. This paper intends to examine academic library services and facilities for university students at the tertiary level in Punjab. It has been observed that all educational institutions specifically higher education has an academic library to facilitate the students in terms of their academic activities and research-oriented tasks. This study has been conducted to measure the response of library patrons of two Public Sector Universities in Punjab, Pakistan. The unit of analysis has been based on the enrolled students of the University of Gujrat, Gujrat, and Government College University Faisalabad, Faisalabad, Pakistan. A sample of 16 students (8 students from each university and half male and female student ratio) has been selected using a purposive sampling technique. An interview guide has been developed and a case study method has been used to conduct in-depth interviews of the library Patrons. It is worth stating that researchers conducted interviews in the academic library of the relevant universities' main campus. Data analysis has been done with reference thematic analysis technique. The study finding asserted that library patrons reported that research support services and internet facilities had been provided by the library administration. Similarly, the study findings revealed that a silent zone of study, printing, and photocopy facility had been provided to support academic activities at the university. Likewise, the study results indicated that an online public access catalog, reference and periodical section, and open reading area had also been provided by the library staff to the library patron for the smooth running of research activities. Physically challenged students are entitled to all the support necessary to succeed in their academic pursuits. However, the reality in developing countries, particularly Nigeria, is that little attention is often paid to physically challenged students. This study examined the influence of information resources and library services provision on the perceived academic achievement of physically challenged students in Ibadan, Oyo State, Nigeria. The study adopted a quantitative survey research method. A structured questionnaire was adopted as the instrument for data collection. The study population comprises of 348 physically challenged students from Cheshire Special School Ijokodo, Ibadan, Oyo State. Total enumeration was used due to the manageable size of the population. The findings show that the level of availability of information resources in the library is above average (mean = 2.76) It was also found that library services available to the student is above average (mean = 3.07). Furthermore, hypotheses testing revealed that availability of information resources (β=0.420, t=3.690, p<0.05) and school library services (β=1.008, t=6.297, p<0.05) have a significant have positive influence on the perceived academic achievement by the students. The study, therefore, concluded that the library can serve as a veritable evidence of the importance of school libraries in special education and recommends that other schools also embrace the establishment school libraries. The study investigated how librarians working in various university libraries in Kwara State, Nigeria, adopt and use artificial intelligence. The study raised four research goals as well as four research questions. A descriptive survey method and random sampling techniques with 450 randomly selected librarians from Kwara State Universities, Nigeria, were used for the research. Five research assistants were trained on how to contact respondents and secure their consent before distributing the structured questionnaire designed by the researcher, who assisted in the tool distribution process. The researcher was able to retrieve 410 copies of the 450 questionnaires that were given to the respondents. However, the rate of return was 91%, which is a respectable amount. A self-designed questionnaire was used to elicit responses from the respondents, and a simple percentage was adapted for data analysis. The results showed that there was little adoption of AI in university libraries in Kwara State, Nigeria. The research also reveals that security scanning devices at the entrances and exits of university libraries are the most prevalent AI systems, while other AI systems such as bots, chatbots, face recognition, touch recognition, RFID technologies, humans, AI classification tools, machine-readable catalogs, and not smart AI features are still missing from the Kwara State University libraries. A self-designed questionnaire was used to elicit responses from the respondents, and a simple percentage ratio was adapted for data analysis. The findings revealed that AI has received minimal attention in university libraries in Kwara State, Nigeria. According to the study, the most common AIs are security scanning equipment at university library entrances and exits, followed by robotics, chatbots, face recognition, and touch recognition. RFID technologies, humanoids, AI classification tools, machine-readable catalogs, and AI smart features are still lacking in Kwara State's university libraries. The results of this study also indicate that librarians in a university library are aware of the many ways in which artificial intelligence can be applied to provide services. The results of the study indicate that obstacles to adoption include significant disruption caused by artificial intelligence in traditional library services, a lack of skills and a need for training prior to adoption, irregular power supply, and a lack of adequate infrastructure for adoption, among other problems. The study recommended the need to organize training for librarians to enhance their skills in using artificial intelligence to provide services, and the university administration and libraries should commit and provide the necessary support for the adoption of artificial intelligence by providing the necessary infrastructure to ensure its rapid implementation. The study aimed to understand the present scenario of the Islamic University of Technology (IUT) Library, including service strength, resources, user expectations, etc. The researcher also tried to identify its use of it. User's expectations and identifies the loopholes. A formal questionnaire was formed and distributed to the final-year students who completed graduation last academic year (May. 2022). Blended library services are reinforced by academic librarians to deal with the challenges that come from the changes caused by the pandemic. Transformation is reflected through information and communication technologies that are in constant development and available to users remotely. This study discusses the extent of usage and effectiveness of blended library services at the University of Baguio library by the students, faculty, non-teaching, and other library users. Blended library services covered online platforms, online resources, online circulation, online reference service, online information literacy (IL), and online want list form. This study used a descriptive research design to gather the information that will systematically describe the current status of the UB library online services. A survey questionnaire formatted in google form was employed to gather the needed information. The findings of the study reveal that the blended library services of the university have been utilized - much utilized by the users, specifically canvas LMS resources of online resources, online document delivery of online circulation and the library e-mail: library@e.ubaguio.edu of online reference service, other feature of blended library services have not been used to their full advantage. Furthermore, the blended library services are highly effective as assessed by the faculty, non-teaching staff, and other library users. Based on these findings, it is recommended that the Library strongly endorses additional databases and integration of these databases, library guides, and library services in the canvas LMS; regular posting of the blended services in the UB library social media account and platform for easier accessibility on the part library users; lastly, re-evaluate the way the development, manage and deliver marketing strategies of the blended services. Library resources and services are essential in postgraduate studies to conduct a successful research, demonstrate academic scholarship and gain recognition for creative thinking. However, observations and frequent requests for assistance from library personnel by postgraduate students reveal low use of library resources. Hence, this study evaluated the use of library resources and services as correlates of research activities among postgraduate students in southwest Federal Universities, Nigeria. A survey research design was adopted for the study. Multi-stage sampling procedure was used to select 378 respondents for the study. Data were collected with the use of a structured questionnaire and focus group discussion on library resources and services supporting postgraduate research, frequency of using library resources and services on research and constraints to the use of library resources and services. Frequency counts, percentages, mean, standard deviation was used to analyse the data. Results reveal that textbooks (... = 2.96), World Wide Web (... = 2.80) and e-books (... = 2.76) were the major resources used by the respondents while journal (... = 3.12), books (... = 3.61) and e-books (... = 3.35) were frequently used. Also, reference (x = 2.85) and Wi-Fi services (... = 2.75) were common library services used by the postgraduate students while Wi-Fi services (... = 3.17), referral services (... = 3.16) and user education (... = 3.10) were frequently used library services. Insufficient internet access points (... = 2.93), power outage (... = 2.87), and obsolete books (... = 2.85) were the major constraints' of use of library resources. The study concluded that the use of library resources and services is crucial in postgraduate studies in order to achieve their academic objectives. The study, therefore recommended that provision and preservation of library resources should be given more attention in the universities, while library services should be improved upon for better service delivery. This research study, application of ICT in newly Established Federal University Library in Nigeria; a case study of Federal University Lokoja. The research was guided by five research questions. Survey research method was used and questionnaire was the instrument for data collection. Mean scores where used to analyze the data generated. From the analyzed data, it was discovered that ICTs are averagely applicable though it has enormously benefited some library services in Federal University Lokoja, Library. The challenges identified were inadequate ICT facilities, Epileptic power supply and poor network facilities. In consonant with the vision of Federal University Lokoja Library, the library management has fully embraced the use of ICT in information handling and services so as to fit in with the ICT drive of the 21st century. Based on the findings it was recommended that there should be financial assistance from both government and nongovernmental bodies, for effective and efficient power supply, there should be a supplementary standby generator to ensure the continuity of work in the case of power outage, every division in the library should be completely automated in order to facilitate and create an avenue for effective service delivery and computer training and re-training programs should be organized from time to time to assist librarians who do not have knowledge in computer skills as this will aid awareness of computer potentials and capabilities. This paper investigated user satisfaction as a predictor to library patronage among undergraduate students in Federal University Oye-Ekiti, Ekiti State, Nigeria. The instrument used was a self-developed questionnaire by the researchers. The questionnaire validation was subjected to the scrutiny of the experts in the areas of the variables studied; it gave a reliability coefficient of 0.855 (85.5%) for library patronage and 0.837 (83.7%) for user satisfaction. A response rate of 100% was achieved. Data were analyzed using descriptive (percentage, mean, average mean and standard deviation) and inferential (Pearson Product Moment Correlation) statistics. The study revealed a significant relationship between library patronage and user satisfaction (r = 0.000c, N = 100, P < 0.05) among undergraduate students in Federal University Oye-Ekiti, Ekiti State. The study concluded that adequate customer care services from the library staff would increase undergraduate students' library patronage. It is recommended that university management in conjunction with the university library management should ensure adequate provision of relevant and current information resources for the students use in the library. This paper looked at the current global paradigms in cataloguing and the significance and difficulties for library adoption in developing countries like Nigeria. The paper employed a four-sturdy approach to explore the subject. The first approach to the paper put forward the concept of library in the 21st century. Purpose - The present study aims to analyse the collection development/ access management of e-resources among the three Central Universities in Delhi. The study also analyses the allocation of budget to accessing as well as selection criteria for print and electronic resources. Design/Methodology/Approach - The study is based on the research being done for the PhD work and required data is collected through the questionnaire, interview and observation among the three central universities viz. Jamia Millia Islamia, Jawaharlal Nehru University and University of Delhi in Delhi. Findings - The electronic documents are the dominant forms of present-day library procurement in India, with the print struggling to retain its readership. The study revealed the prospects and problems faced by the Libraries in view of access management of e-resources. As the Covid-19 greatly affected the libraries, so too did the librarians' attempts to reach the library users through online and remote services. These emergency reforms have offered an unexpected opportunity to reevaluate and re-imagine current service models in order to improve the library's user experience. This study looks into the awareness of online library services and the frequency of utilization of online resources among education students during the COVID 19 Pandemic. Descriptive in nature, the study utilized an online survey which was accomplished by 70 students of the College of Education. Findings revealed that respondents are fully aware of the online library services and they frequently utilize the library's online resources regardless of their gender, program, and year level. Findings also showed that the higher the level of respondents' awareness on online library services, the more frequent they utilize the online resources. As a whole, the results imply that libraries need to ensure the sustainability of their online resources and services by providing user education and supporting the users to cope-up with the changing information environment so that optimum use of information resources becomes possible during and after the pandemic. This study investigated the experience of academic libraries on handling of book donations and gifts with strings or conditions attached. This study adopted the descriptive survey research design. The study population consisted of eighteen (18) academic libraries from public and private universities in South-West, Nigeria. Purposive sampling techniques was adopted to select librarians who are in charge of Collection Development of their respective libraries. Descriptive statistics involving frequency and percentage distribution were used for data analysis. The findings of the study revealed that individuals 13(72.2%) are the major source of donations with strings attached and further revealed that 6(33.3%) indicated that the string attached by donors is mostly dictating where the donated materials should be stored or displayed. The study concludes that library managements should publish the library's policy on gifts and donations and also should not hesitate to reject donations that have stringent conditions attached that may be difficulty to abide by and accept donations that will not have strings attached in a bid to provide information to users but should always ensure good quality, recency and relevance of such materials. The purpose of this inquiry is to investigate the usage pattern of academic hybrid library digital resources by history and international studies postgraduates. Qualitative case study was adopted as the research design of the inquiry. Focus group discussion, observation and interview were employed as data tools. Among the inquiry's outcome, it was disclosed that there were varieties of digital resources in the hybrid library under study. It was also disclosed that the history and international studies postgraduates were aware of the available digital resources. However, it was disclosed that only few participants were utilising the library's e-books and databases due to specific barriers. It was further disclosed that mainstream participants were utilising the resources in their IR. Based on the outcomes obtained, it was recommended among others that the library should organise series of sensitisation for the postgraduates on the need to increase the usage of the digital resources. It was also recommended that the postgraduates should be trained on how to access the digital resources. Finally, it was recommended that complex login procedures to some of the digital resources should be simplified to optimise their usage by the postgraduates and other library users. The study examined the utilization of library resources and services by academic staff of Federal College of Education (special) Oyo, Oyo state, Nigeria. The participants included all the academic staff of the college from the seven schools. In terms of geographical scope, the study was limited to Federal College of Education (Special), Oyo. Descriptive survey design was adopted. The study population comprised 415 academic staff of the college. Total enumeration technique was employed and the instrument used to obtain data from the respondents was a selfconstructed questionnaire. Descriptive statistics such as frequency counts, percentages, mean and standard deviation was used in analyzing the data. Findings of the study showed that textbooks (251, 75.5%, mean = 1.89), journals (237, 71.0%, mean = 1.71), dictionaries (231, 69.2%, mean = 1.59) and newspapers (187, 56.0%, Mean = 1.37) were the most prominent types of library information materials available. It was reported that majority of the respondents were aware of the availability of the information materials but not aware of the availability of e-books (133, 39.8%), e-journals (119, 35.6%), audio-visual materials (105, 31.4%), manual (67, 20.1%) and assistive listening devices (67, 20.1%). In addition, the respondents used library information materials for research and other purposes (251, 75.1%, mean= 1.76). It was also revealed that the respondents were satisfied with information materials in general subject (242, 72.5%), rather than in their various fields of interest (136, 40.7%); attitude of library personnel in rendering services (218, 65.3%) and quality of library services (199, 59.6%) respectively. Poor Internet access (265, 79.3%, mean = 3.16), lack of adequate library information resources on their fields of study (251, 75.1%, mean = 3.07) and inadequate up-to-date resources (235, 70.4%, mean = 2.95) were the most prominent challenges. The study examined Computer Mediated Communication Technologies (CMCT) and Librarian's Interaction with Users for Effective Service Delivery in Delta State University Library. The purpose was to identify the relationship between CMCT and librarian's interaction with users for effective service delivery. The study adopted a descriptive survey design. The population of the study comprised the total of 56 staff working in the university library (library assistant, library officers and librarians). Census sampling was used to sample the entire population because of its manageable size. Questionnaire served as the primary instrument. Out of 56 copies of questionnaire administered 46 copies valid for analysis. Data collected was analyzed using the descriptive statistics of arithmetic mean (X) and standard deviation (SD). The hypothesis was tested using Pearson Product-Moment Correlation Coefficient. The study found out that there is a strong significant relationship between computer mediated communication technologies like (email, instant messaging, whatsapp) and librarian's interaction with users for effective service delivery, only that the use of podcast has not been fully recognized in Delta state university library as it shows a very weak relationship significant at(r=0214; p<.05). Hence, the study recommends adequate recognition and incorporation of CMC technologies like podcast by librarians and they should come up other CMC applications to achieve more effective interactionsand efficient service delivery in the library. The paper examined how accreditations are carried out by the National Universities Commission and the accreditation roles of the university libraries were examined. Around the world, libraries face the challenge of being underutilized, and special libraries in Sri Lanka in particular are no exception. Studies show that this can be overcome through marketing. Current study determines how marketing is applied in special libraries in the Colombo district, Sri Lanka and their future prospects in marketing. The study identifies the current marketing activities, marketing techniques and librarians' perception towards marketing in selected special libraries (n=50) in the Colombo district. Findings revealed that special libraries under study have a sufficient number of resources acquired and market opportunities available. However, it is assumed that unintentional marketing is been carried out in a majority of libraries as reflected by the absence of a marketing plan, absence of user surveys and lack of persuasive communication with parent organization for undertaking marketing. Most librarians give priority to promotional works such as conducting awareness programs, focusing on public relations, designing new information products and advertising library events and services. Techniques used for marketing were email lists, library website, seminar and workshops, traditional communication methods and social media. A majority of librarians were of the view that marketing concept can be applied to special libraries. Periodical collections, library spaces and infrastructure were identified as highly marketable resources. Other libraries are not considered as a challenge when employing marketing practices in their own library but respondents hold a mixed perception regarding how users would react to marketing practices if they are implemented in their libraries. This study aimed to investigate the current status online services portfolio of web OPACs and users' expectations with web OPACs of public and private sector university libraries in Lahore, Pakistan. The researcher administrated a self-reported instrument (reviewed by experts and pilot tested with Cronbach's alpha value.86) and collected data from n=425 respondents selected using a stratified convenient sampling technique. This study reported that mostly services offered by web OPACs are satisfying users' expectations. Hence, some of the services need to be improved as per users' opinion. It has also been ascertained that 18 out of 34 university libraries have not yet developed and provided web OPAC services. The Research was conducted on Factors Influencing Selection and Acquisition of legal information resources in university Law libraries: A case study of University of Jos Law Library, Jos, Plateau State, Nigeria. Four (4) objectives were formulated to guide the study which are to: Determine how often University of Jos Law Library acquire Legal Materials; Find out the criteria used in Selection of Legal Materials in University of Jos Law Library; Find out the methods used in Acquisition of Legal Materials in University of Jos Law Library and ascertain the challenges faced by Law Library in acquiring Legal Materials. Survey research design was used for this study; the population of the study was 150 registered users and 18 staff of the University of Jos Law Library. Therefore, the total population of the study is 168. Simple random sampling was used by the researcher to select 35 respondents out of 168 that was used as a sample for the study. The questionnaire was used as the instrument for data collection. Data were analyzed using frequency count and percentage tables. The study revealed that The University of Jos Law Library acquired legal materials very frequently. It was further revealed that there are some criteria used for selection and acquisition of legal materials in University of Jos Law Library, which includes, authoritativeness of the publishers or producers, significance of the subject matter based on collection assessment, importance/reputation of the author, among others. These were few among other findings. In accordance with the findings, the researcher made some recommendations for the Library management which was about the need for ensuring that audiovisual materials and special collection/government publications that were not acquired, to be acquired for the use of all users and for the University Law Library to have a written collection development policy. Introduction: Generally, African University libraries can be said to be among the late adopters of ILS technologies in their service range. As of 2022, Makerere University Library is in the initial stages of migrating from Virtua ILS to Koha ILS. Yet adopting ILS is an expensive and time consuming endeavour. Therefore, there is a need for strategic "useful" deployment of ILS in any academic library. Objective: This paper attempted to assess the strategic alignment of the Integrated Library Systems (ILS) in Makerere University Library to achieve strategic fit within the corporate environment of the University and achieve the institutional strategy. Methodology: The was conducted using a qualitative research paradigm. In adopting the qualitative research paradigm, two approaches of this study were used; that is literature survey and case study design. Data was collected using the interview method and the observation method. Findings and conclusion: There are noticeable mixed fortunes in Makerere University Library when it comes to the establishment of ILS. Almost all the technologies required and that have so far been implemented are imported and are quite expensive. Despite this, evidence exists that there is active investment in the University Library as it marches towards the attainment of its strategy. This research discusses the existence and innovation of libraries in online learning during the Covid-19 pandemic. Online learning is carried out by utilizing technology as a means of connecting educators and students. The transformation of library management to digital must be given priority, so that libraries can exist in the midst of a pandemic. Library support in teaching and learning activities is very important, especially in fulfilling the information needs of the academic community in a university. The purpose of this study was to analyze the existence and support of the UIN Jakarta Medical Faculty Library in the online learning process during the Covid-19 pandemic. This research uses descriptive qualitative methods. The results of the interview revealed that the limitations and online learning carried out by medical students made libraries try to make new innovations in supporting the teaching and learning process during the adaptation period of new habits during the pandemic Covid-19. From these findings, it has resulted in several new innovations in the form of providing remote access control that can be accessed through open public access cataloging and websites for various library collections and the convenience of various online library services. The study was carried out to ascertain the significance of collection development policy in some public academic libraries in Ghana with Ghana Communication Technology University as the case study. The study adopted a case study design and used a qualitative method in its examinations. A self-designed interview schedule was used to solicit information from the staff library. The study participants included the head librarian, deputy librarian and four (4) assistant librarians. The face-to-face interview method was used as a data collection instrument for this study-content analysis was used to analyse the data. The findings indicated that the university library has a CDP which is reviewed biennially. However, further findings revealed that even though CDPs exist in the library it does not feature much when it comes to acquisitions. Libraries have seen a significant transformation in terms of both resources and services in the 21st century. The emergence and widespread use of digital repositories and digital libraries is an important step in this regard. The Ministry of Education set up the National Digital Library of India (NDLI) for the benefit of Indian academics. In order to better understand how well students and researchers at the Central University of Kerala are aware of the digital resources offered by the NDLI, as well as how they utilize such resources and services, this study will look at both of these factors. This study applied simple random sampling procedures to randomly choose a sample of students and scholars, and then they used online closed questionnaires to collect data from them. The current study explored the state art of NDLI among the Central University Kerala users and found the NDLI's resources and services are not fully exploited, despite the fact that the majority of students are aware of them. Many of the respondents are still ignorant of the NDLI's instruments and have not used the services, which are crucial to their research and academic work. Purpose: University libraries playing pivotal role in developing and delivering education among university community by providing authentic information resources in terms of books, magazines, academic research journals etc. Collection development policies adopted to select and purchase the library print and electronic resources which worked as a guide for decision making. The purpose of this study is to propose the collection development policy which will help the acquisition librarians in selecting, evaluating and purchasing the materials for academic/universities libraries. Methodology: The trends of collection development practices were identified through the intensive literature review. Then, the university libraries of Lahore were personally visited to understand their collection development policies and practices. Moreover, the acquisition librarians from outside of Lahore were contacted via phone call to understand and discuss the collection development process in their libraries. Findings: The study findings revealed that there is no systematic written policy for assessment, selection, evaluation and deselection of library material at the universities libraries of Pakistan. Even, the acquisition process of books in universities libraries vary from university to university and even province to province. However, the proposed collection development policy revealed that the automatic receiving of books and other library materials via gifts, donations, exchanging library materials, resource sharing, and subscribing memberships of other organizations will be helpful to enhance the library collection and also reduce the cost to purchase the library materials. The proposed steps for collection development will act as a segment of complete collection development policy and may work as a guide line of collection development procedure to the universities libraries. Resource sharing is an important and widely well-known concept in the field of library science. The concept is recognized by the term library networking which deals with the interconnection of libraries so that the participating libraries can share information and resources effectively. It aids to overcome the limitations like enormous cost of purchase, bibliography handling, storage of material etc. as a result of the exponential growth in the information produced. Resource sharing is a solution to optimize library resources. Thus, resource sharing in libraries has become essential in current scenario, and it commands world-wide acceptance. Based on the literature review it can be said that academic libraries, especially in developing countries should continue subscribing to information resources through the Consortium Building (CB) and explore their usage by ensuring total addressing of patrons information needs. Also government should earmark appropriate funds for the purchase of information technologies facilities needed by academic libraries for resource sharing. The paper recommended that the least forms of resources sharing like Inter library loan should be given priority especially for rare information resources that have high demand but their supply is low and exist in print format to start with. The paper is on capacity building for sustainable digital information services in 21st century administration of academic libraries in Nigeria. Capacity building is termed as the building or the development of organization's facilities, equipment, provisions, features, amenities, infrastructures and resources (human and physical) to foster growth and expansion. As such, capacity building needs to be introduced in the library which includes the professional building of human resources (professional library staff and other para-professional workers) and material resources. To achieve this goal, education and trainings on administration are given to the library staff for effective, efficient output and productivity. It can therefore be concluded that capacity building in academic libraries is very essential and crucial especially when considering the imperativeness of the services rendered by librarians for the general satisfaction of the intellectual quests of patron. The services must be rendered with ethics, principles and standard in order to maximize the output of the libraries. Purpose - This study aims to evaluate the library websites of selected state and deemed universities in Delhi, capital city of India to ascertain how effectively libraries are leveraging their respective websites to provide library related information on their websites. Design/Methodology - The study adopted the checklist technique to evaluate the content of library's websites. A comprehensive checklist was designed on the basis of previous studies. It consists of 6 main aspects which are further divided into 66 elements. Findings -The study reveals that library related information such as general library information, about collection, links to e-resources, library services, currency and authority of websites are presented on the university library websites but not to the full extent. Web 2.0 tools are used by least libraries where only 2 libraries have library Facebook page, and only one has a library blog. DTU scored the highest, 45 out of 66 and Indira Gandhi Delhi Technical University for Women (IGDTUW) scored the least 13 out of 66 in overall ranking of websites based on elements presented on their websites. Originality/Value - The study suggested that libraries need to incorporate more information on their websites to promote the use of library resources and services. Libraries need to have a dedicated website and provide all the valuable and relevant information related to the library on their websites. The study explored Information needs and Information Seeking Behaviour of Lecturers in Edo State College of Nursing Sciences (Edocns). The study was guided by four objectives Descriptive survey was used. The population of the study was the 46 Lecturers in Edo State College of Nursing Sciences (Edocns). No sample size due to the small population. Closed ended Questionnaire was used in data collection which included a four likert scale (4-1). 46 copies of the questionnaire were administered, 41 were filled, returned and found usable representing 89.1% response rate. Percentage and Means were used in data analysis. The study established that teaching and research Materials was the major information needs of lecturers in the college. The findings also revealed that the internet was mostly the source utilised by Lecturers and not the library despite the positive view about the college library, this could be as a result of the inadequate resources in the Library and inadequate retrieval skills (use of Library OPAC, search engine etc.) as indicated by the lecturers as the major challenges faced when seeking for their information needs. The use of information resources and services provided in the Library is paramount to undergraduates' educational activities. However, low use of information resources and services have been presumed among undergraduates hence the study examined the use of information resources and services among undergraduates in Ibadan Library School. The study population consisted of 144 undergraduates in the Ibadan Library School. Total enumeration was used. Questionnaire and interview guide were used for data collection and the data was analysed using descriptive statistics. The findings revealed that undergraduates use the library more during examination periods and hardly use the library outside examination periods. Respondents stated that they use the library information resources and services for assignments 95.1%, learning 92.6%, examination purposes 89.3%, class preparations 86.9% and for self-development, 86.1%. Poor Internet connectivity, small reading space, and epileptic power supply were the major challenges encountered the use of information resources and services, in Ibadan Library School. To further encourage the use of information resources and services among undergraduates, the Library space should be expanded to increase in the accommodating capacity of the library. the Library should employ more qualified hands to run shifts and reduce work overload on the few staff present in the library, also the Library should organise seminars and workshops to enlighten the undergraduates of the benefits of using the library information resources and services. This paper aims to determine the satisfaction level of DVM students of Benguet State University with the resources of the Veterinary Medicine Library and their usage of these resources. It also aims to determine students' access to and utilization of scientific papers. A structured survey was adapted to gather data from fifty-seven (57) 2021 graduating DVM students. Data were interpreted using frequency count, percentage, ranking, and mean. The study confirms that the resources of the Veterinary Medicine library fulfill the academic needs of DVM students of Benguet State University. A strong need to enhance Internet connectivity in the library was also reflected in the results. Moreover, results show that students tend to read scientific papers for the reason that they are being required. The students' self-assessment result positioned themselves neutral when asked regarding their ability to interpret data from scientific papers and whether they find it easy to read scientific papers. The study seeks to evaluate the accessibility and use of library resources in the North Campus Library of the University of Education, Winneba. The study was a survey and made use of a questionnaire as research instrument. The target population consisted of all Level 300 Basic Education students and Social Studies students numbering 500 as at 2019/2020 academic year. A sample size of 300 representing 20% of the population was selected through random sampling. focusing on accessibility of how and to suggest ways through its findings and recommend solution to those challenges. The questionnaire was analyzed using frequency tables and percentages. Findings of the study were that students were not using libraries to support their learning and other academic activities as they lacked searching and library use skills. Where the library is sited at the last floor of the faculty block makes it sometime difficult for these are some of the setbacks that hinders students accessing the North Campus Library for research and for their information needs. It was recommended among other things that, student should be introduce to information literacy skills to help them analyse information problems and structure their searches so as to find their own answers. Also, circulation procedures could also hamper use. Therefore, circulation procedures should be made simple but follow up strictly. College libraries are integral part of higher education institutions and they play an important role in raising the standard of education. The study was conducted at Sri JCBM College, Sringeri to assess users’ awareness and utilization of library resources and services. The data were collected using a structured questionnaire and personal visits to the said college library. Convenience sampling technique was used to collect the data. Seventy structured questionnaires were distributed and 52 duly filled questionnaires were returned back, the response rate is 76.04%. The data were analyzed using SPSS software (16.0) and Excel. The study revealed that the majority (86%) of the users are visiting library daily. The study revealed that majority of the users have awareness on almost all the services provided by the library. The majority of the users always use internet browsing service (50%), Reference service (44.23%) and Book bank facility (40.38%) while they visit the library. The users were satisfied with various resources and services provided by the library. The study suggested to provide a separate digital library with the adequate number of computers with high speed internet connectivity, Wi-Fi, access to more number of e-resources including CDs/DVDs and online journals to the users in the library. As the life cycle of information products has become increasingly digital from “cradle to grave,” the nature of electronic information management has dramatically changed. These changes have brought new strategies and methods as well as new issues and challenges. At the bottom line the services are increasingly delivered to a desktop from distributed publishers or information providers. Information organizations act either as primary information providers or as brokers between the user and the primary service provider. Hence, the study examines the collection management and utilization of e-resources by postgraduate students in University of Ibadan. Descriptive survey design was employed for this study and the study population consisted of 312 postgraduate students in University of Ibadan. Also, the study adopted both qualitative and quantitative methods for data collection. A multi-stage sampling technique was used to select the sample of the study from 3 faculties (Arts, Education and Science) using a sampling fraction of 10%. Questionnaire was the instruments used for data collection from respondents. The questionnaire was analysed using simple frequency for research questions while content analysis was used for analyzing the In-depth interview conducted. The result of the findings revealed that 100% of the respondent indicated that on monthly basis acquisition of e-resources was done through subscription, 85.3% stated that quarterly the University of Ibadan purchase e-resources while 56.1% of the respondents believe that on yearly basis the acquisition could be done through consortia while some of the respondents believe that on monthly basis, acquisition of e-resources is done through open internet sources. On the accessibility of e-resources, 56.1% stated that they accessed e-resources through the library dedicated computers while 70.5% strong agreed that they accessed e-resources in their library through their personal computers, on the same note, 64.1% stated that the university ICT centre has been their source of accessibility to e-resources in the university. On the frequency of acquiring e-resources, showed that majority 56.1% of the respondents of this study revealed that e-journal on weekly interval, while on the daily basis, 85.6% revealed that they use e-portal. In addition, 70.5% revealed that Online Public Access Catalogue (OPAC) is acquired monthly, Maps was acquired quarterly in the university library. In conclusion, the purpose for using e-resources in the university revealed that 56.1% agreed that e-resources were used for assignment, while 70.5% agreed that it was used for classwork, it was all agreed that e-resources is used as supplement for study notes, on the same note 70.8% strongly agreed that e-resources were used for project consultation, On the same vein, 80.8% strongly agreed that e-resources is used during Theses writing. It is however concluded that The University Library should increase bandwidth and online journal subscriptions, seeking more funds to do so. More bandwidth will also improve access time as the systems will work faster. Subscriptions to print journals should be maintained.
