This study investigated public library services on the literacy level of users in Kenneth Dike ECentral Library, Awka. Five research questions were used for the study. The research method adopted was the survey method and population consisted of 2543 registered users of Kenneth Dike public library. A sample size of 345 users was used. Mean was used for data analysis. Questionnaires and observation checklist were used for data collection. The study found that the available public library services that can promote the literacy level of users are consultancy services, exhibition and displays, book reservation services which have high mean score above 2.50. The extent of use of the available public library services by users to promote their literacy level are reprographic services, library instruction (user education), and inter-library loan which have high mean score above 2.50. The roles of public library in promoting literacy level of users in Kenneth Dike E-central Library in Awka are teaching of literacy skills, promotion of independent learning, education on lifelong learning, organizing library week, story-talk hour, creative activities or creative writing, book exhibition and book talk which have high mean score above 2.50. The challenges that hinder public library in providing effective services towards promoting literacy level are inadequate financial support, insufficient library materials, and poor library infrastructure which have high mean score above 2.50. The solutions to the challenges that hinder public library in providing effective services towards promoting literacy level of users are adequate financial support, sufficient library materials, and low cost of library materials which have high mean score. This study concludes that the impacts of public library services on promoting literacy level are high as they have the tendency of improving the reading culture of users. The study went on to recommend that sufficient and relevant library materials which include electronic resources be made available for users of public libraries as this will go a long way to enhance each user's literacy level. Purpose: The study aims to find out the current scenario of library resources and services viz. collection including infrastructure, staff position, library services available in the private university libraries in the state of Assam, India. Methodology: Physical survey of all the five libraries has been conducted for which a questionnaire was designed. Findings: With the increasing number of library users, there should be adequate number of library staff to maintain all the different collections and services of the library. Private university libraries e-books and e-journals facility is not sufficient to cater the increasing demands of the users. Research Limitations: The study is applied to private university libraries within the geographical barrier within the state of Assam. It is applied only on the basic level library resources and services expected from a library. Practical Implications: It will provide an opportunity to the library authority to fill up the gap in providing their basic library services. The method and technique of the study may be applied to any other libraries where the libraries are managed by library science professional with proper library procedures. The article presents a comparative study in which researchers analyzed the relationship between the level of study conducted by student library users and the extent of use of library resources by these students in Nigerian universities in 2004-2005. Researchers were interested in gathering this information in order to help university libraries manage their facilities and resources. Other topics discussed include the value and scope of the research, the implications of the study on Nigerian university library collections, and the recommendation that libraries promote their available resources to capitalize on their collections.

This paper intends to examine academic library services and facilities for university students at the tertiary level in Punjab. It has been observed that all educational institutions specifically higher education has an academic library to facilitate the students in terms of their academic activities and research-oriented tasks. This study has been conducted to measure the response of library patrons of two Public Sector Universities in Punjab, Pakistan. The unit of analysis has been based on the enrolled students of the University of Gujrat, Gujrat, and Government College University Faisalabad, Faisalabad, Pakistan. A sample of 16 students (8 students from each university and half male and female student ratio) has been selected using a purposive sampling technique. An interview guide has been developed and a case study method has been used to conduct in-depth interviews of the library Patrons. It is worth stating that researchers conducted interviews in the academic library of the relevant universities' main campus. Data analysis has been done with reference thematic analysis technique. The study finding asserted that library patrons reported that research support services and internet facilities had been provided by the library administration. Similarly, the study findings revealed that a silent zone of study, printing, and photocopy facility had been provided to support academic activities at the university. Likewise, the study results indicated that an online public access catalog, reference and periodical section, and open reading area had also been provided by the library staff to the library patron for the smooth running of research activities. The evolution of information communication technology tools has caused unprecedented change in the information seeking behavior of library users to the extent that the relevance of academic libraries in the 21st century is often being questioned. Consequently, academic libraries are trying their best to innovate and find innovative solutions to keep abreast with the changing needs of library users. This review seeks to provide understanding of the changing roles of the 21st century academic library. It also considered the studies done on the key paradigms, major changing roles of the academic libraries, recent technologies in the library and the way forward. The study aimed to understand the present scenario of the Islamic University of Technology (IUT) Library, including service strength, resources, user expectations, etc. The researcher also tried to identify its use of it. User's expectations and identifies the loopholes. A formal questionnaire was formed and distributed to the final-year students who completed graduation last academic year (May. 2022). Recent, relevant articles are also reviewed to strengthen the research. SWOT analysis is also done., IUT Library has been using around twenty-five different country uses, and their needs and expectations vary. Based on the output using the Excel diagram, the researcher found 40.76% of the user comes to the library for reading room use and are more interested in other things. Less priority, highest priority, drawbacks, etc., identified. University library professionals will be encouraged to evaluate their resources and user needs. This paper may help to develop library systems and services that libraries can develop based on the user's needs. Blended library services are reinforced by academic librarians to deal with the challenges that come from the changes caused by the pandemic. Transformation is reflected through information and communication technologies that are in constant development and available to users remotely. This study discusses the extent of usage and effectiveness of blended library services at the University of Baguio library by the students, faculty, non-teaching, and other library users. Blended library services covered online platforms, online resources, online circulation, online reference service, online information literacy (IL), and online want list form. This study used a descriptive research design to gather the information that will systematically describe the current status of the UB library online services. A survey questionnaire formatted in google form was employed to gather the needed information. The findings of the study reveal that the blended library services of the university have been utilized - much utilized by the users, specifically canvas LMS resources of online resources, online document delivery of online circulation and the library e-mail: library@e.ubaguio.edu of online reference service, other feature of blended library services have not been used to their full advantage. Furthermore, the blended library services are highly effective as assessed by the faculty, non-teaching staff, and other library users. Based on these findings, it is recommended that the Library strongly endorses additional databases and integration of these databases, library guides, and library services in the canvas LMS; regular posting of the blended services in the UB library social media account and platform for easier accessibility on the part library users; lastly, re-evaluate the way the development, manage and deliver marketing strategies of the blended services. This descriptive study examined the Shah Abdul Latif Public Library in Shahdadpur, Sindh, Pakistan, with the aim of understanding its features, resources, services, and knowledge dissemination and community engagement. The study used mixed-method approach and collected data was presented in simple tables and charts. Research provided comprehensive description with aim of rules and regulations of library and the literature review explored the significance of public libraries as information centers and their role in community engagement and lifelong learning. The historical background of library may provide the understanding of basic foundation of public libraries in Pakistani cities, like Shahdadpur. During the study data was gathered with deep unbiased based observations and also conducted insights from face-to-face interviews with library staff, including librarian Asadullah Talpur, and also used open ended questionnaire, to understand the library's operations, challenges, and community initiatives. On-site observations assessed the library's physical layout, facilities, and usage patterns. The findings contribute to the existing literature and provide a comprehensive description of the Shah Abdul Latif Public Library. This research revealed the library's available resources and lacking in the services including books and digital materials, availability of technological equipments within library that support users to update from 21st century skills and services such as literacy programs facilities that was provided to the community members in different kind events. This paper investigated user satisfaction as a predictor to library patronage among undergraduate students in Federal University Oye-Ekiti, Ekiti State, Nigeria. The instrument used was a self-developed questionnaire by the researchers. The questionnaire validation was subjected to the scrutiny of the experts in the areas of the variables studied; it gave a reliability coefficient of 0.855 (85.5%) for library patronage and 0.837 (83.7%) for user satisfaction. A response rate of 100% was achieved. Data were analyzed using descriptive (percentage, mean, average mean and standard deviation) and inferential (Pearson Product Moment Correlation) statistics. The study revealed a significant relationship between library patronage and user satisfaction (r = 0.000c, N = 100, P < 0.05) among undergraduate students in Federal University Oye-Ekiti, Ekiti State. The study concluded that adequate customer care services from the library staff would increase undergraduate students' library patronage. It is recommended that university management in conjunction with the university library management should ensure adequate provision of relevant and current information resources for the students use in the library. As the Covid-19 greatly affected the libraries, so too did the librarians' attempts to reach the library users through online and remote services. These emergency reforms have offered an unexpected opportunity to reevaluate and re-imagine current service models in order to improve the library's user experience. This study looks into the awareness of online library services and the frequency of utilization of online resources among education students during the COVID 19 Pandemic. Descriptive in nature, the study utilized an online survey which was accomplished by 70 students of the College of Education. Findings revealed that respondents are fully aware of the online library services and they frequently utilize the library's online resources regardless of their gender, program, and year level. Findings also showed that the higher the level of respondents' awareness on online library services, the more frequent they utilize the online resources. As a whole, the results imply that libraries need to ensure the sustainability of their online resources and services by providing user education and supporting the users to cope-up with the changing information environment so that optimum use of information resources becomes possible during and after the pandemic. The purpose of this inquiry is to investigate the usage pattern of academic hybrid library digital resources by history and international studies postgraduates. Qualitative case study was adopted as the research design of the inquiry. Focus group discussion, observation and interview were employed as data tools. Among the inquiry's outcome, it was disclosed that there were varieties of digital resources in the hybrid library under study. It was also disclosed that the history and international studies postgraduates were aware of the available digital resources. However, it was disclosed that only few participants were utilising the library's e-books and databases due to specific barriers. It was further disclosed that mainstream participants were utilising the resources in their IR. Based on the outcomes obtained, it was recommended among others that the library should organise series of sensitisation for the postgraduates on the need to increase the usage of the digital resources. It was also recommended that the postgraduates should be trained on how to access the digital resources. Finally, it was recommended that complex login procedures to some of the digital resources should be simplified to optimise their usage by the postgraduates and other library users. Libraries and information centres accumulate information and achieve the users' information needs. The users' information need varies according to their different fields of interest. The library professionals and information centres need to fulfil the changing needs of the users. Through users' studies, we get the idea of where the users are using optimal information and know where the library must improve the services. A study was carried to gauge the services provided by the public libraries to the users of Murshidabad District, West Bengal. Survey methods and questionnaire tools were applied to conduct this study. The study found that users improve their reading skills in several ways by using public libraries. It was found that the users need more services like computer facilities, photocopies facility, beverage facility, newspapers, magazines, more subject related books, and journals publicly libraries of Murshidabad District. College libraries are integral part of higher education institutions and they play an important role in raising the standard of education. The study was conducted at Sri JCBM College, Sringeri to assess users’ awareness and utilization of library resources and services. The data were collected using a structured questionnaire and personal visits to the said college library. Convenience sampling technique was used to collect the data. Seventy structured questionnaires were distributed and 52 duly filled questionnaires were returned back, the response rate is 76.04%. The data were analyzed using SPSS software (16.0) and Excel. The study revealed that the majority (86%) of the users are visiting library daily. The study revealed that majority of the users have awareness on almost all the services provided by the library. The majority of the users always use internet browsing service (50%), Reference service (44.23%) and Book bank facility (40.38%) while they visit the library. The users were satisfied with various resources and services provided by the library. The study suggested to provide a separate digital library with the adequate number of computers with high speed internet connectivity, Wi-Fi, access to more number of e-resources including CDs/DVDs and online journals to the users in the library. Meghalaya is considered as one of the beautiful places of North east India where 70% of the people are from rural areas. The paper is basically deals with the public library system of the state in where district libraries play a vital role. The paper gives emphasis to give proper information about the system and services of the district libraries of Meghalaya. The paper also throws light on ICT application and what role of ICT plays in developing the district libraries of the surveyed region. The application of OPAC service in the library has been going on for a long time. This service has given many advantages to users as a quick and accurate tool for information retrieval. Even so, not all people use OPAC service; in fact, previous researches reveal that the application of OPAC service is decreasing. Therefore, this study aims to find out what is the interpretation of OPAC by the users of the library of Universitas Airlangga, thus gaining a deeper analysis on the matter. The method used for this study is qualitative method, with purposive sampling as the technique to determine informants, while the techniques of data collection are done by in-depth interview and observation. The result of this study will be explained using Encoding-Decoding concept from Stuart Hall, which produces three position typologies of the users who used OPAC service in the university library. Those three positions are Dominant/hegemonic position where the users understand the meaning directly according to the purpose of OPAC service; Negotiated position reveals the position of the users who are quite understand the aim of OPAC service; and Oppositional position in which the users who strongly object the library's purpose to provide a quick and accurate information provider through OPAC service. There is no gainsaying that academic libraries are a natural goldmine for the University community and for the general public as a whole. Extant literature has shown that academic libraries are source of enrichment for curriculum and research thus leading to academic productivity and global visibility of the parent institution. The realization of this fact has gone a long way in enhancing the status of academic libraries globally by changing the orientation of library clienteles and also correct the misconception in which they perceive the library as an antique, a reading place and has little or nothing to offer them. Thus, 21st-century academic library is now being viewed as an invaluable resource and a gold mine which is supposed to be harnessed and cherished by library clienteles. The paper, therefore, looks at academic libraries and how her roles have changed due to the technological innovation brought to fore by Social Media Technologies (SMT). The focus of this study was on collection development practices at Valley View University (VVU) Library in Ghana. The study was set out to find out if there exists a collection development policy at VVU library. The population of the study was stratified into two main categories namely users of the library and the library staff. In selecting the students, simple random sampling technique was employed to select the students from four departments out of seven. The total population for both library staff and faculty members were used. Therefore sample size for the study was three hundred and two (302) made up of 210 students, 74 faculty members and 18 library staff. Data for the study was collected through questionnaires. Introduction-This paper discussed the need of performance audit through LibQUAL+ technique in University Library users in West Bengal, India. LibQUAL+ Technique is developed by Association of Research Libraries (ARL) in the year 2000. It is a suite of services that libraries use to solicit, track, understand, and act upon users' opinions of service quality. In this paper, an attempt has been made to measure the performance of Burdwan University Library and Visva-Bharati Library Users through LibQUAL+ technique. Comparative study of each dimension that is Library as a Place (LP), Information Control (IC) and Affect of Service (AS), Adequacy Gap (AG), Superiority Gap (SG) and Zone of Tolerance has been determined. This technique has been applied to know what library users saying about the performance of the library. Methods-To conduct of this study a large variety of data-gathering and analysis techniques have been adopted such as surveys, interviews, observations, etc. of the users of both the libraries. Findings-Visva-Bharati Library (VBL) performs better in all respect than Burdwan University Library (BUL) specially overall library performance of VBL (3.20 mean score) where as BUL (3.34 mean score) in West Bengal, India. Suggestions-Library authority should concentrate whether minimum service levels are available to users, what their desired service levels are but what they are getting (perceived) at this moment. Faculty, scholars and students opinion (feedback & suggestions) regarding library services have to take regular interval i.e. quarterly, half-yearly or yearly. Besides that, authority of university library should always promote introduction of new services to the academic community through notification as well as put it library website or university website. Purpose: This study examined users' perception of the facilities, resources and services of the MTN digital library at the University of Nigeria, Nsukka with regards to the effectiveness and efficiency of the library system. Design/Method/Approach: The descriptive survey research design was adopted for this study. It was appropriate for this study as a useful method for assessing attitudes or opinions towards programmes, individuals, organizations and events. Four objectives and four research questions were formulated to guide this study. A convenience sampling technique was used and a sample size of 196 registered users of the MTN Digital Library, UNN was evaluated for this study. Instruments for data collection include a well structured questionnaire designed to elicit information from the library's users and an observation checklist designed to support the results of the questionnaire. 213 questionnaires were distributed to the users of the library with a return rate of 92%. The study employed the use of frequency table, percentages, mean scores and ranking as statistical measures for data analysis. Findings: From the findings of the study, it was concluded that the general perception of users towards the facilities, resources and services of the MTN digital library, UNN is highly satisfactory. Respondents were very highly aware of and satisfied with the availability of e- resources such as the World Wide Web, WIFI and search engines as opposed to online indexes and abstracts, video CDs, CD-ROMs, online databases and portals. Results also showed that services such as online internet search services, e-mail services and online reference services were provided at the MTN library at higher extents compared to other services. It was therefore recommended that the library offer different information access and delivery mechanisms to users to widen the limited scope of the resources and services currently employed to serve them. Other recommendations include the employment of dedicated and willing staff, use of newsgroups and online forums to discuss and consult users, continuous review of the digital library system, training and support of software developers and technicians to enhance digital library services, provision forums where users can lodge their complaints concerning the inefficiency or effectiveness of the library system, provision of a communication and feedback mechanism should between the library and the MTNF to see to the effective maintenance and sustainability of the digital library project etc. Implication: This study has serious implications for libraries in Nigerian higher education institutions as the line between the use of academic libraries and the use of the internet for research is still very obvious. In more developed countries these lines are virtually non-existent, because most academic libraries enjoy full Internet connectivity. Manpower training in the use of technology is another issue that is being raised here. Librarians must be trained in the use of current technologies to aid them in the discharge of their duties. The results of this study have implications for the university management and staff, students, the MTNF and NetLibrary, the university and library administrations, researchers and lecturers. Originality/Value: The originality of this study lies in its examination of the facilities, resources and services of the MTN digital library at the University of Nigeria, Nsukka from the users' perspective. This study identifies critical issues related to the effective operation of the digital library system and the utilization of its facilities, resources and services by clients. The article presents the discussion on quality of library services providing to library patrons. Topics include effective teaching and learning requiring the support of librarians and well-stocked libraries; showing correlations between library staffing and reading performance in both grades as well as a decline in enjoyment of reading correlating with a decline in staffing of libraries.

The article argues that librarians should incorporate reader response theory and other literary theories into Library and Information Science (LIS) graduate programs in order to help future librarians better connect with and serve library patrons. The author suggests that in teaching students only the technical aspects of library science, it prevents academic librarians and public librarians from helping patrons with relevant questions on reading materials. Other topics discussed include the importance of teaching a history of reading, the use of reader response theory in designing book recommendation websites like Whichbook.net, and how understanding patrons' reading habits can help streamline the acquisition process.

The article presents a study which examines the library collection arrangement and shelving in academic libraries in West Bengal, India. The noise level was measured with the use of a Sound Level meter and responses of library users were gathered with the use of a modified user response checklist. The study shows that shelving in the chosen libraries occupies more than 50% of the total space of the library, lessening the reading and libraries' functional spaces.

The article discusses the importance of booklists in libraries. It outlines the advantage for libraries to develop a universal collection of homogenous materials or booklist since it can help librarians and researchers easily collect materials and access to the needed resources. However, it reminds libraries and their users to avoid over reliance on booklist and must use their own discretion when choosing what is best.
