California Governor Gray Davis has announced on Friday, August 15, that he will sign Assembly Bill 205, the Domestic Partners Rights and Responsibilities Act of 2003. The measure, authored by openly lesbian Assemblymember Jackie Goldberg, would grant same-sex domestic partners who are registered with the state of California, nearly all of the state rights, benefits and responsibilities that are currently granted to married spouses. The bill would also allow one partner to refuse to testify against the other in court, and provides a Family Court proceeding, similar to divorce, for domestic partners who split up after at least five years of partnership, or who have children or substantial property together.
